Lt. Gen. Jack Shanahan, director of the Joint Artificial Intelligence Center at the Department of Defense and 2019 Wash100 Award winner, said DoD should invest in technologies to address the national security risk posed by deepfakes, C4ISRNET reported Thursday.

“We saw strong indications of how this could play out in the 2016 election, and we have every expectation that — if left unchecked — it will happen to us again,” he said of deepfakes during a panel at an AI conference hosted by the Johns Hopkins University Applied Physics Laboratory Thursday.

Shanahan also mentioned the Defense Advanced Research Projects Agency’s Media Forensics program and how it intends to help the Pentagon counter deepfakes or altered videos that could be used in disinformation campaigns.

“It’s a completely unclassified program on this very question — the question of deepfakes,” Shanahan said of the MediFor program. “It’s coming up with ways to tag and call out [disinformation regardless of medium].”

Defense Secretary and 2019 Wash100 Award winner Mark Esper said that the Trump administration is “making steady progress” on Senate confirmations for top defense roles, Defense News reported Friday. Esper told reporters during a press briefing that eight officials are going through White House vetting while five nominees are slated to undergo Senate hearings.

Senate has yet to confirm U.S. Air Force Gen. John Hyten, commander of U.S. Strategic Command and two-time Wash100 Award winner, who was nominated for vice chairman of the Joint Chiefs of Staff in April.

President Trump announced his intent to nominate Dana Deasy, fellow Wash100 Award recipient, as official chief information officer of the Department of Defense in June.

Esper was confirmed as defense secretary last month.

Dr. Bruce Jette, assistant secretary for Acquisition, Logistics and Technology for the U.S. Army, will be featured as the keynote speaker during Potomac Officers Club’s 4th Annual Army Forum on October 2nd.

During the forum, GovCon leaders in the public and private sectors to address the U.S. Army’s current initiatives, the service branch’s “Big Six” modernization plans for the future and the rapid acquisition approach of the Army Futures Command and cross-functional teams.

Earlier this year, Dr. Jette explained that the Army needs a new approach for defense, currently being developed in collaboration with the new Army Futures Command, to develop a better overall system to respond to the rapidly changing threat environment. 

“The threat has become much more complicated. It’s not just tactical ballistic missiles or jets or helicopters. Now, I’ve got UAVs, I’ve got swarms, I’ve got cruise missiles, rockets, artillery and mortars,” said Dr. Jette during the Defense Writers Group breakfast back in January. “Despite concerns among some about getting artificial intelligence into targeting decisions, AI will need to be part of the new approach, in order to save lives.” 

The U.S. Senate swore in Dr. Jette into his current role in Jan. 2018. In his role, he leads the execution of the Army’s acquisition management system. His responsibilities include providing oversight for the life cycle management and sustainment of Army weapon systems and equipment from research and development through test and evaluation, acquisition, logistics, fielding and disposition. 

He’s also responsible for appointing, managing, and evaluating program executive officers and managing the Army Acquisition Corps and Army Acquisition Workforce. Dr. Jette also oversees the Elimination of Chemical Weapons program. 

Prior to his current role, Dr. Jette served as president and CEO of Synovision Solutions, an innovative company he founded to provide management and technical consulting, engineering services, and project management in support of military and governmental agencies, as well as commercial industry.

In addition, Dr. Jette is a decorated veteran and retired as a colonel after 28 years of active duty, which included several armor and cavalry company commands, two overseas tours, various staff assignments at the battalion and brigade level and over two years of operational deployments to Afghanistan, Iraq and Kuwait. He also founded the U.S. Army Rapid Equipping Force.

Dr. Jette graduated from the United States Military Academy with a Bachelor of Science degree in Nuclear Engineering and Chemistry. Afterward, he earned a Master of Science degree and his Doctorate in Electronic Materials from the Massachusetts Institute of Technology. He also served as an adjunct professor with the Edmund A. Walsh School of Foreign Service Security Studies Program at Georgetown University. 

On October 2nd, Potomac Officers Club will host the 4th Annual Army Forum at the 2941 Restaurant in Falls Church, Va. Dr. Bruce Jette of the U.S. Army will be the keynote speaker for the event. A full expert panel of GovCon leaders will also be featured during the forum with the panelists to be announced over the coming weeks.

Christopher Krebs, the first director of the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) and 2019 Wash100 Award recipient, will discuss the U.S./U.K. special cyber relationship with Ciaran Martin, CEO of the United Kingdom’s National Cyber Security Centre (NCSC).

This much-anticipated dialogue highlights one of many pressing topics to be debated by leaders from the U.S. military, federal agencies and industry, plus international allies, at the 10th Annual Billington CyberSecurity Summit, now celebrating its first decade as the world’s leading government cybersecurity forum.

The summit, which is close to selling out, has grown in response to demand. Now spanning a day and a half, with more than 75 speakers and 50 exhibitors, it will be held on Sept. 4 and 5 at the Walter E. Washington Convention Center in Washington, D.C.

CBP Launches New Air Security Operations Facility

U.S. Customs and Border Protection has opened a new facility for its National Air Security Operations Center at Grand Forks Air Force Base. The new facility addresses the U.S. Air Force’s request for NASOC Grand Forks’ relocation to accommodate the expansion of the service branch’s Global Hawk operations, CBP said Wednesday.

USAF uses the Global Hawk and other unmanned aircraft systems to perform intelligence, security and disaster relief. NASOC conducts UAS training and supports missions such as law enforcement and emergency response. Congress approved $8M to fund the center’s relocation that occurred in an accelerated rate as required by USAF.

The facility also allows CBP’s Air and Marine Operations division to establish an organizational structure integrating both UAS and manned aircraft activities at Grand Forks AFB.

The Social Security Advisory Board has formed an independent panel of experts to assess Social Security’s efforts to update its information technology infrastructure. Alan Balutis, a distinguished fellow and senior director of Cisco Systems’ business solutions group for the North American public sector, will chair the 2019-2020 IT Systems Expert Panel, the board said.

The panel will also assess the progress of the systems modernization effort. It will hold its first meeting in the fall of 2019 and submit its findings to SSAB by early fiscal year 2021.

Other members of the panel are:

  • Dan Chenok, executive director of the IBM Center for the Business of Government
  • Dave McClure, leader of transformational IT initiatives at Accenture Federal Services
  • Greg Giddens, a partner with Potomac Ridge Consulting

The Department of Homeland Security is recommending agencies to integrate enterprise mobility management technologies with app vetting tools to fortify the security of their mobile devices. 

DHS said Tuesday that its science and technology directorate conducted a study with the Homeland Security Systems Engineering and Development Institute and found that a continuous approach to integrating mobile vetting procedures would improve enterprise security while enabling employees to facilitate business operations to achieve mission goals. 

“This study validates that a holistic approach to security is essential to ensure mobile devices are in fact secure and available,” said Vincent Sritapan, portfolio manager for physical and cybersecurity research at S&T. “It also shows that capturing the interoperability of mobile security solutions is a far more effective approach than simply running each separately.”

The study, titled “Evaluating Mobile App Vetting Integration with Enterprise Mobility Management in the Enterprise”, saw HSSEDI perform 43 test cases to evaluate two EMM offerings and six mobile app vetting tools. The team also used custom and commercial apps as part of the exercise.

The National Guard is working with Louisiana and Texas authorities to conduct assessments following ransomware attacks to the states’ information technology systems in the commercial, financial and educational sectors, FCW reported Wednesday. 

Gen. Joseph Lengyel, chief of the National Guard Bureau, said at a press briefing that the National Guard may opt to expand its pilot cybersecurity program which is expected to run for six to eight additional months. The program involves the deployment of cyber mission assurance teams in Hawaii, Ohio and Washington that handle the assessment of federal installations to mitigate vulnerabilities that result from relying on outside utilities.

“We have skill sets already in place that do cyber analysis of vulnerabilities of various critical infrastructure,” he said. “Standardization between state emergency response operations is needed to properly address and prevent cyber attacks,” Lengyel added.

NIST Seeks Tools, Insight to Support Telehealth Cybersecurity Effort

The National Institute of Standards and Technology is looking for products and technical insight to support the National Cybersecurity Center of Excellence’s efforts to mitigate vulnerabilities in telehealth remote patient monitoring.

According to a recently released notice, NIST intends to accelerate the dissemination of tools for protecting information technology systems and promote trust in U.S. data, storage and communications platforms while encouraging the development of cybersecurity tools and services that may lead to more job opportunities.

“This notice is the initial step for the NCCoE in collaborating with technology companies to address cybersecurity challenges identified under the healthcare sector program,” NIST noted.

RPM technology components include telehealth communications platforms, software development kits, home monitoring devices and patient monitoring tools that transmit information such as blood pressure and heart rate data. NCCoE is an NIST component comprised of industry, government and academic entities to develop cybersecurity practices to address real-world issues.

The Department of Homeland Security’s science and technology directorate has partnered with the Open Geospatial Consortium to integrate smart city technology into public safety missions across the city of St. Louis. DHS said Wednesday that the partnership will study, design and assess the potential of Smart City Interoperability Reference Architecture to support integration of connected sensors for community safety initiatives.

The department intends for the pilot to demonstrate how real-world technology platforms can support urban operations and emergency response missions. Tests will evaluate the performance of internet-of-things equipment in various scenarios such as flooding, building fire and vulnerable population outreach.

“Community level application of existing technologies is essential for a 21st century city to adequately deliver services to its residents and provide for their public safety, as well as enhance the efficiency and effectiveness of all city services,” said St. Louis Mayor Lyda Krewson.
