NIST Issues New Strategies to Commercialize Federally Funded R&D


NIST Issues New Strategies to Commercialize Federally Funded R&DThe National Institute of Standards and Technology has issued a draft green paper outlining how the government should improve investments in commercializing products built in federally-funded research and development projects. 

The document provides five strategies initially proposed in the Lab-To-Market Cross Agency Priority Goal of the President’s Management Agenda, NIST said Thursday.

To introduce government-backed R&D projects to the market, the institute suggested: \n

  • Reducing regulatory and administrative burdens for such projects.
  • Increasing engagement with private sector experts and investor.
  • Promoting entrepreneurship in R&D.
  • Supporting new tools and services for technology transfer.
  • Improving understanding of global science and technology.

\nWalter Copan, director of NIST and under secretary of commerce for standards and technology, said such actions will utilize agile partnerships to further promote federal R&D investment.

He added granting intellectual property rights for licensing and commercial development of federal research will also encourage innovation and more private sector investment in such projects. 

Commerce Secretary Wilbur Ross also said the proposals would also help drive competition in technology development across the U.S.  

NIST crafted the paper based on public inputs, stakeholder engagement sessions and review of reports and studies related to federal R&D technology transfer. 

The institute will accept additional feedback on the green paper through Jan. 9 and plans to issue a final version in early 2019.

Army Releases Updated Future Fighting ConceptThe U.S. Army has launched the latest iteration of its future operating concept that presents potential measures to counter adversaries’ layered stand-off.

The service said Thursday “The U.S. Army in Multi-Domain Operations 2028,” also known as MDO Concept 1.5, aligns with interagency efforts and offers recommendations based on experimentation.

Gen. Stephen Townsend, commander of Army Training and Doctrine Command, said the service leaders could implement the principles of convergence, multidomain operations and calibrated force posture should deterrence fail against layered stand-off.

“Convergence achieves the rapid and continuous integration of all domains across time, space and capabilities to overmatch the enemy,” Townsend wrote in the document’s preface.

“Multi-domain formations possess the capacity, endurance and capability to access and employ capabilities across all domains to pose multiple and compounding dilemmas on the adversary.”

He noted that calibrated force posture seeks to merge position with the capability to across distances.

The military branch said Army Futures Command will carry out the concept and will work to come up with a new fighting concept, MDO Concept 2.0.

Rory Kinney: DoD to Consolidate Networks of ‘Fourth Estate’ AgenciesRory Kinney, acting deputy chief information officer for information enterprise at the Department of Defense, has said DoD plans to reduce the number of networks run by “fourth estate” agencies to a single secret network and one unclassified network, Federal News Network reported Thursday.

The fourth estate includes 28 Pentagon agencies, which are not part of the service branches and run on 34 various networks.

“The intent is to drive the fourth estate to a standardized solution set as a representative of the rest of the environment,” Kinney said Tuesday at the AFCEA Air Force IT Day in McLean, Va.

He said the standardization will cover computing, licensing, support and networking and that DoD plans to tap a single service provider to manage a consolidated help desk.

Kinney also mentioned how DoD intends to integrate the Joint Enterprise Defense Infrastructure cloud with other data storage platforms.

“Our intent is to migrate as much as we can to a cloud environment and then regionalize those data centers,” he noted.

“Maybe we only have 50 regional data centers across the department to support those folks that need to have a data center, a lot of legacy stuff.”

Alan Thomas: GSA to Extend Legacy Telecom Contracts to Facilitate Transition to $50B EIS VehicleAlan Thomas, commissioner of the General Services Administration’s Federal Acquisition Service, has said GSA will extend for up to three years its existing contracts for telecommunications services to give agencies enough time to transition to the potential 15-year, $50B Enterprise Infrastructure Solutions contract.

Thomas wrote in a blog post published Thursday that the extended legacy contracts such as Networx, local service agreements and WITS will have a one-year base term and two option years.

GSA has requested agencies to issue solicitations by March 31 for the EIS vehicle and work on their modernization, budget and implementation plans to facilitate their transition to the new contract.

GSA will assist agencies in their move to EIS through the infrastructure advisory group and the Transition Ordering Assistance program.

Ten companies won spots on the EIS contract that GSA awarded in 2017.

FedRAMP Selects Zscaler to Pursue Joint Authorization Board

The Federal Risk and Authorization Management Program selected Zscaler to pursue Joint Authorization Board (JAB) FedRAMP certification at the High Impact Level through FedRAMP’s Connect program, Zscaler announced on Thursday.

On August 14th, ExecutiveBiz reported that Zscaler became the first cloud service provider to receive authorization from FedRAMP for its Zero Trust remote access platform. Zscaler Private Access (ZPA)-government delivers a certified and secure access to the company’s applications on any device. With the milestone, the company can market and sell the service to government agencies needing access to sensitive applications and data. Byron Caswell, senior advisor for the FCC’s Information Technology organization, finds Zscaler to be a valuable partner.

“Our decision to sponsor ZPA-Government for a FedRAMP Moderate Authorization is evidence of the Commission’s belief that the cloud offers a more secure, efficient, and cost-effective way to secure core Federal missions. With ZPA-Government we’re able to connect trusted users to trusted internal applications over a Zero Trust platform, eliminating issues associated with traditional Trusted Internet Connections (TIC)-based VPN solutions that require significant maintenance and excessive backhauling.”

Zscaler announced in October inline Exact Data Match with native SSL inspection as part of its Cloud Data Loss Prevention. Inline inspection and enforcement are important in protecting the platform against the loss of sensitive information without affecting the experience of its users. Customers can fingerprint and match a billion cells of data at any time.

With the scalability of Zscaler’s cloud and a potential FedRAMP’s certification at the high impact level, Manoj Apte, Chief Strategy Officer, plans for the platform to be at the front of innovation for cloud-based security to help expand Zscaler’s growth within the federal market.

“We are committed to meeting the most stringent Department of Defense (DOD) and intelligence community security requirements and certified to deliver services through DOD cloud programs such as JEDI,” said Apte. “We are paving the way for agencies to be able to use Zscaler’s cloud-based security solutions for Defense Information Systems Agency (DISA) Impact levels IL4, IL5 and IL6.”

The FedRAMP Connect program comprises the FedRAMP Project Management Office, the Office of Management & Budget and Federal CIOs. The program reviews business cases and choose cloud service providers for the JAB certification based on government-wide demand, applicability for cross-agency use and the security of the solution.

Feds: Govt to Introduce More Hybrid Cloud in 2019 to Accelerate IT Modernization

Top federal officials have said the government will continue to integrate legacy systems with the cloud in 2019 as part of continued modernization efforts, and that in the same year agencies may start introducing more hybrid cloud infrastructures, FedScoop reported Wednesday.

The officials made the remarks at the recent VMware Public Sector Innovation Summit in Washington, D.C.

Francisco Salguero, deputy chief information officer at the Department of Agriculture, opined that a hybrid cloud can help close the gap in modernizing the government’s IT infrastructure. He said agencies currently face challenges in adopting the cloud as legacy applications were not built for such platform. 

To address the problem, the Federal Risk and Authorization Management Program is among the offices promoting hybrid cloud adoption for network compatibility and faster migration.

FedRAMP Director Ashley Mahan said her office plans to increase the number of cloud products with FedRAMP authorization in 2019, with up to 65 tools including hybrid cloud products being authorized for federal use.

“I truly believe that cloud is becoming that new normal across the board,” Mahan said. “I’m hearing a lot of hybrid cloud approaches, strategy from some different government organizations, as well as some multi-cloud approaches.”

Maria Roat, CIO at the Small Business Administration, said her agency already started efforts to utilize the hybrid cloud to modernize its IT infrastructure.

Commerce CIO Rod Turk: Govt Now Close to ‘Tipping Point’ in IT Modernization

Rod Turk, acting chief information officer at the Department of Commerce, has said the policies, budget authorities and funding vehicles provided by the White House and Congress in recent years have already been helping federal agencies modernize their networks, MeriTalk reported Wednesday.

The government is now approaching the “tipping point” in IT modernization, he said at a recent event organized by the American Council for Technology and Industry Advisory Council. 

Turk highlighted the 2014 Federal IT Acquisition Reform Act contributed to the progress by providing CIOs with more authority to manage their agencies’ acquisition and implementation of IT. 

“FITARA has been a significant driver in the world of the CIO” as the law helps promote awareness on IT issues across agencies, Turk noted. 

Commerce’s CIO office also utilizes enterprise management and contracting skills, outsourced IT functions and shared services to modernize its IT infrastructures, with current efforts focused on credential management, access control issues and integration of Continuous Diagnostics and Mitigation technologies, according to Turk. 

He added the agency is approaching a $3B annual budget for its IT, and the funding may support future projects to develop new systems.

Turk also suggested the use of artificial intelligence to help CIOs predict security threats and speed up decision-making.

Congressmen Introduce Bill to Spread Cybersecurity Education

Reps. Jim Langevin, D-R.I., and Glenn Thompson, R-Pa., introduced a new bill addressing the funding needs for the development of cybersecurity education programs.

The Cybersecurity Education Integration Act would create a $10M grant program for organizations to implement cybersecurity throughout curricula, Langevin said Tuesday. The bill would also direct the secretary of education to seek input from the Department of Homeland Security and the National Institute of Standards and Technology in forming the grant program. Efforts under the bill are intended to propagate cybersecurity education across educational institutions and workforce training.

Langevin and Thompson currently serve as co-chairs of the Congressional Career and Technical Education Caucus.

US Military Looks to Expand Presence in Arctic With New Ships, Facilities

The U.S. Air Force, Coast Guard and Navy are updating individual Arctic strategies to expand their military presence in the region amid the growing threats of Russia and China, USNI News reported Wednesday.

The military has been facing challenges in deploying ships and building infrastructures in the Arctic due to logistics and the tyranny of distance, according to service officials. 

Retired Coast Guard Commandant Adm. Paul Zukunft suggested that the Pentagon increases private-public partnerships to support Arctic operations, missions and stationing.

The three service branches mainly aim to build new ports and other facilities around Alaska to support such missions. 

The Air Force already started moving F-35A Lighting II Joint Strike Fighters to support F-22s and F-16s currently stationed in the state. The service is also expected to deploy up to 10,000 airmen to the region.

Meanwhile, Navy Secretary Richard Spencer said his service might spend $1.3B to establish its presence on an island in the Aleutians off the Alaskan coast. 

For the Coast Guard, its expanding Arctic presence will focus on deploying capabilities to monitor and protect territorial waters, such as icebreaker ships.

Russia and China reportedly are modernizing military installations and ships to operate in Arctic waters.

The Coast Guard plans to release its updated Arctic strategy at the National Press Club in December, while Air Force and Navy officials expect to issue their strategies in early 2019.

NASA, NSF Highlight Initiatives Supporting White House STEM Strategy

NASA and the National Science Foundation are supporting the Trump administration’s plan to boost the country’s science, technology, engineering and math education.

The effort, named Charting a Course for Success: A Federal Strategy for STEM Education, encourages stakeholders, academia and industry to fortify the nation’s STEM education and workforce, NASA said Wednesday.

The strategy would work to promote STEM among citizens, establish a STEM workforce, and eliminate barriers hindering underrepresented groups from pursuing STEM education.

The STEM education task force of the NASA’s advisory council would gain status as a permanent standing committee to support the effort.

“In recognition of this, I am proud to announce a new permanent STEM committee that will provide guidance to the NASA Advisory Council on how NASA can promote STEM-learning initiatives.,” said Jim Bridenstine, co-chair for the Committee on STEM Education and NASA administrator.

Meanwhile, NSF’s two-year-old initiative supports the program by aiming to boost the STEM involvement of underrepresented groups and promote diversity.

Launched in 2016, the initiative is known as Inclusion Across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science or INCLUDES.

The foundation will also obligate $10M to provide local, state and national workforces with data science training under the Data Science Corps program.

The White House announced the strategy on its website on Tuesday.
