Navy Commissions First UAS-Focused Test SquadronThe U.S. Navy has designated a new squadron tasked to test and evaluate unmanned aircraft systems for the service branch and the U.S. Marine Corps, with Cmdr. Matthew Densing serving as leader.

The commissioning of the new unit, named Air Test and Evaluation Squadron or UX 24, took place Thursday at Naval Air Station Patuxent River’s Webster Outlying Field, the Navy said Monday.

UX 24’s operations will leverage more than 23 UAS units including MQ-8 Fire Scouts, RQ-20 Pumas, RQ-21 Blackjacks and commercially sold systems.

“As the Navy continues to require the broad range of capability offered by UAS, UX-24 will always challenge the status quo,” said Densing, who formerly led the Navy’s UAS Test Directorate, UX 24’s predecessor.

Adm. John Richardson, chief of naval operations, approved the directorate’s transition to UX-24 to support research, development, test and evaluation for UAS used in the Department of the Navy‘s forces.

Matt Cutts Named Permanent US Digital Service Administrator, Eddie Hartwig Promoted to Deputy AdministratorMatt Cutts, administrator of the U.S. Digital Service, has assumed leadership of USDS on a permanent basis, Nextgov reported Monday.

Eddie Hartwig, deputy administrator of USDS, also transitioned to the role of permanent deputy administrator after the Office of Management and Budget announced that the positions will have a term limit of two years and will no longer be political appointments.

Margaret Weichert, OMB deputy director for management, said Curts and Hartwig will help the U.S. government advance its mission to modernize citizen services as part of the President’s Management Agenda.

Cutts joined USDS in 2016 from Google, where he worked as an engineer for 17 years.

Hartwig previously served in the State Department as a foreign service officer for nearly a decade and as an adviser to the U.S. ambassador to Austria, according to the report.

Report: Draft Directive Calls for DoD to Submit Legislative Proposal for ‘Space Force’A draft policy directive would direct the Defense Department to hand over to the Office of Management and Budget by Dec. 1 a legislative proposal to establish a “space force” as a separate service branch, SpaceNews reported Monday.

The proposed Space Policy Directive-4 obtained by the publication would require DoD to submit a budget plan for the space-focused service for inclusion in the president’s fiscal 2020 funding request.

The Pentagon would need to establish a “lean” space force using existing resources to “minimize duplication of effort and eliminate bureaucratic inefficiencies,” according to the draft document.

The new military branch would oversee the provision of space services to all combatant commands and would include a civilian-led department of the space force and a U.S. space force headed by a four-star officer who will also serve on the Joint Chiefs of Staff.

The SPD-4 draft also calls for DoD to establish by fiscal 2019 a space development agency.

Vice President Mike Pence is scheduled Tuesday, Oct. 23, to hold a National Space Council meeting at the National Defense University to talk about the space force formation plans.

Army Trains to Use New EW Backpack System


Army Trains to Use New EW Backpack SystemSoldiers with the U.S. Army‘s Headquarters and Headquarters Company are training to use a new electronic warfare system geared to respond against enemy frequencies.

Tested in Poland, this new backpack system features three components: VROD, VMAX and Raven Claw, the service branch said Friday.

The VROD and VMAX work to scan the user’s surroundings for electromagnetic signals and launch electronic attacks.

Meanwhile, the Raven Claw mobile computer serves as the system’s management platform and is designed to operate without network connectivity.

“Having it [EW technology] at this level helps a local commander make more EW type decisions,” said U.S. Army Staff Sgt. Benjamin Donahue, a noncommissioned electronic warfare officer with the 1st Armored Brigade Combat Team.

EW-trained soldiers will put their skills to the test later this year at an upcoming multinational training exercise taking place in Germany.

Report: Army Plans to Test New Software for Vehicle-Based Command SystemThe U.S. Army is planning to test two new software products to determine their functionality as the service branch adopts a vehicle-based common mission command system, C4ISRNet reported Saturday.

Troy Cosby, project manager for mission command at program executive office, control-communications command, said the Mounted Computing Environment will leverage Frontline v2.0, which is similar to the Command Post Computing Environment software, and the Android Tactical Assault Kit, which is similar to the Nett Warrior.

The tools will undergo testing at the Network Integration Evaluation in October and November at Fort Bliss.

Crosby said the programs’ manufacturers should be able to accumulate technical information and feedback from service personnel after the evaluation to make software adjustments.

MCE seeks to allow the development of on-the-move technologies.

MCE applications are designed to operate in seamless fashion with CP CE applications, in the same manner as how commercial software can operate in various channels such as computers, tablets and smartphones.

Trump Discusses Defense Matters at Luke AFBPresident Trump made a visit to Luke Air Force Base, Ariz., on Friday to talk with officials about U.S. military technology and weapons, as well as the 56th Fighter Wing’s training activities with the F-35 aircraft.

Discussions revolved around the topics of cybersecurity, F-35 development, stealth technology, foreign military sales and other defense matters, the U.S. Air Force said Saturday.

The president noted Arizona’s significant presence in the U.S. military community.

“This incredible state is home to six major military installations, more than 30K military personnel and thousands of defense companies,” Trump said. “Arizona’s military defense industries support 76,000 jobs and create $11.5B in economic output.”

Luke AFB represents approximately 95 percent of USAF’s pilot training activities, according to Brig. Gen. Todd Canterbury, who leads F-35 training as the 56th Fighter Wing commander.

Report: HHS to Field Blockchain Tool for Health Acquisition Platform by ThanksgivingAn official from the Department of Health and Human Services has announced that a blockchain technology-based platform designed to facilitate a streamlined acquisition process will be operational this Thanksgiving, Bloomberg Government reported Friday.

HHS Associate Deputy Assistant Secretary Jose Arrieta said at a government technology conference, spearheaded by the General Services Administration‘s Emerging Citizen Technology Office, that Accelerate could become the first operational blockchain initiative launched by a federal agency.

Arrieta added that the department is optimistic that it will gain a return on investment of more than 800 percent over four years on its initial $3M capital spent.

Census Bureau Boosts Cybersecurity Efforts Ahead of 2020 CensusThe Census Bureau has increased its collaborative efforts with the Department of Homeland Security and intelligence community to protect the 2020 Census program from cyber threats, Federal News Network reported Friday.

In September, the Census participated in a DHS-led exercise to assess its ability to respond to possible cybersecurity scenarios in its population count in 2020.

The activity helped the agency understand its processes, organizational coordination and communication, according to Atri Kalluri, chief of the Census Bureau’s decennial information technology division.

He noted during the Census’ recent quarterly performance management review that the agency will further initiate tabletop readiness exercises and systems testing to prepare its technological assets for incident response missions.

The bureau additionally intends to adopt a new process that would help protect personal data that malicious actors can manipulate and distribute to the public.

Simson Garfinkel, the Census Bureau’s senior computer scientist for confidentiality and data access, explained that the agency will work to add “noise” in databases to prevent hackers from reconstructing personal information.

“Any noise doesn’t make database reconstruction impossible. Instead, it makes it so that there’s no way to tell if the reconstructed database is correct or not,” Garfinkel added.

Hector Lopez to Lead Undersea Warfare Technical Efforts at NUWC Division NewportHector Lopez, former deputy head of Naval Undersea Warfare Center Division Newport’s Undersea Warfare Weapons, Vehicles and Defensive Systems Department, has been named the department’s head.

Lopez will lead over 650 personnel working to support research, development, acquisition and in-service efforts concerning unmanned vessels, torpedoes and other defense systems, Naval Sea Systems Command said Friday.

Lopez has served for 27 years with NUWC Newport, having held various leadership and engineering positions. Prior to his new position, Lopez was the deputy department head for nearly five years.

ODNI, FBI, DHS and DOJ Express Concern Over Threats to US ElectionsThe Office of the Director of National Intelligence, Department of Justice, FBI and Department of Homeland Security recently issued a joint statement expressing concern over the threat posed by foreign actors attempting to influence U.S. elections.

In a press release dated Oct. 19, the four intelligence community members specifically identified China, Iran and Russia as being involved in campaigns that seek “to undermine confidence in democratic institutions and influence public sentiment and government policies” as well as “influence voter perceptions and decision making in the 2018 and 2020 U.S. elections.”

The joint statement assured the public, however, that authorities are constantly monitoring for and combating threats to the electoral process, and that improved information sharing between federal, state and local partners has made such efforts more effective.
