AFRL Uses New Method to Simplify Technology Licensing ProcessesThe U.S. Air Force Research Lab is employing a new licensing method designed to accelerate the transitioning of AFRL technologies into commercial development.

Industry entities may now use the Express Technology Licensing website to determine licensing availability and opportunities for AFRL-made products before purchase, Wright-Patterson AF Base said Wednesday.

“Through Express Tech Licensing, we make it easy not only to find out what technologies are available, but also to learn about pre-negotiated terms and pricing,” said Sunita Chavan, leader of the AFRL Materials and Manufacturing Directorate Technology Transfer office.

Entrepreneurs may further refine existing AFRL technologies purchased using the method, while AFRL still holds rights to use the refined results for military applications.

At present, there are 36 AFRL Materials and Manufacturing Directorate products listed under the express licensing service.

AFRL worked with marketing support organization Defense TechLink to develop the express licensing website.

House Turns Down Proposed Limit on Low-Yield Nuclear Weapon in Draft FY 2019 NDAAThe House voted 188-226 Wednesday to reject a measure that would have limited the fiscal 2019 funding for a low-yield version of the nuclear warhead W76 for Trident II missiles aboard nuclear submarines, Defense News reported Wednesday.

Reps. Jim Garamendi (D-Calif.) and Earl Blumenauer (D-Ore.) introduced the proposal as an amendment to the lower chamber’s draft version of the fiscal 2019 National Defense Authorization Act.

The decision came after a group of former national security officials wrote a letter to Congress to decline the Trump administration’s budget request for the nuclear warhead variant W76-2.

The Defense Department released in February the Nuclear Posture Review that suggested the development of a sea-launched cruise missile and a low-yield nuclear weapon for Trident II.

Israel Air Force Conducts World's First F-35 Combat OperationIsrael Air Force chief Maj. Gen. Amikam Norkin said at a recent conference that the IAF had conducted two air strikes in the Middle East using the country’s variant of the F-35 fighter jet, dubbed “Adir” or “Mighty One.” The missions mark the first time Lockheed Martin‘s stealth aircraft has seen actual combat, Defense News reported Tuesday.

Norkin described his country’s F-35s as “already operational and flying in operational missions.” Late last year, the IAF declared its fleet of F-35s ready for combat operations.

Israel already has an agreement with Lockheed Martin to purchase a total of 50 F-35 units although the Israeli parliament last year urged the country’s ministry of defense to evaluate possible alternatives.

GAO Cites Gaps in NASA’s IT Mgmt Practices for Cybersecurity, Workforce PlanningThe Government Accountability Office has found deficiencies in NASA’s implementation of information technology management practices.

GAO said in a report published Tuesday those deficiencies were observed in the space agency’s practices for cybersecurity, governance, workforce and strategic planning.

NASA falls short of implementing an effective cybersecurity risk management process that includes the establishment of a data security program plan; cyber risk management strategy; executive oversight of risks; and related policies to safeguard information systems, according to the report.

“Until NASA leadership fully addresses these leading practices, its ability to ensure effective management of IT across the agency and manage cybersecurity risks will remain limited,” GAO wrote.

The congressional watchdog found that NASA does not evaluate staffing and competency requirements and has failed to document processes related to IT strategic planning in agreement to leading practices.

Report: DoD Seeks White House Feedback on Defense Industrial Base ReviewThe Defense Department has sought comments from the White House on a recently completed defense industrial base review that is expected to identify weaknesses in the supply chain, Defense News reported Tuesday.

Lt. Col. Michelle Baldanza, a spokeswoman for DoD, told the publication that interagency evaluation is now under way for the review.

President Donald Trump requested the review through an executive order signed in July 2017 in order to assess gaps in domestic production capabilities related to national security.

The Trump administration called off in December plans to poll several U.S. contractors as part of the industrial base review and decided to use data agencies already collect instead of asking for proprietary data to detect gaps.

VA Resumes Reorganization Effort After Shulkin’s Dismissal; Phil Roe CommentsThe Department of Veterans Affairs will resume its agency reorganization effort weeks after President Donald Trump dismissed former VA Secretary David Shulkin, Stars and Stripes reported Tuesday.

Carolyn Clancy, executive in charge of the Veterans Health Administration, noted that the department will work to finish the reorganization plan by July 1st.

Shulkin initiated the restructuring program to resolve communication issues that caused several problems in several VA facilities, such as unsanitary conditions in Washington, D.C., and poor patient care in Manchester, N.H.

The report said several lawmakers also expressed concern over the failure of the Veteran Integrated Service Networks, which were intended to relay concerns to the VA central office in Washington.

Tennessee Representative Phil Roe, chairman of the House Committee on Veterans’ Affairs, believes the VISNs caused the VA to undergo the reorganization program.

All of this us underway as President Donald Trump announced the nomination of Robert Wilkie, acting secretary of the Department of Veterans Affairs, to head the department.

Defense Intelligence Agency Seeks New CTO


Defense Intelligence Agency Seeks New CTOThe Defense Intelligence Agency has kicked off its search for a new chief technology officer.

The selected candidate will explore technological capabilities in support of DIA’s mission requirements and create implementation roadmaps to facilitate the integration of new capabilities, the agency said in a USAJobs notice posted May 4.

The incumbent will be based in Washington, D.C., and will oversee the development of strategies for the agency’s information management and technology such as networks, applications, standards, technical architectures and systems.

The CTO role will provide technical guidance across the agency to support processes for technical investments and offer advice on technical issues and policies that may have an impact on the agency’s IT projects.

The chosen candidate will serve in the office of the chief information officer and will replace James Harris, who transitioned to the role of mission strategist at DIA in April.

DIA will accept applications for the position through June 3.

Maj. Gen. Christopher Bentley Named Next JIDO DirectorMaj. Gen. Christopher Bentley, senior adviser to the Ministry of Defense for U.S. Forces-Afghanistan in support of Operation Freedom’s Sentinel, will succeed Lt. Gen. Michael Shields as director of the Joint Improvised-Threat Defeat Organization.

The Defense Department said Friday the U.S. Army chief of staff announced the assignment of Bentley, who will work under the Defense Threat Reduction Agency in Fort Belvoir, Va., and move from Afghanistan.

JIDO became part of DTRA in 2016 and was renamed from the Joint Improvised-Threat Defeat Agency pursuant to that year’s National Defense Authorization Act.

Bentley has also served as deputy director of operations at the National Joint Operations Intelligence Center as part of Operations Team – 1 (J-3) of the Joint Staff in Washington.

USAF Adds New Feature to Safety Automated SystemThe U.S. Air Force‘s safety reporting system, known as the AF Safety Automated System, has been equipped with a new module designed to help safety practitioners and commanders identify and locate hazards in the service’s installations.

This new capability provides safety professionals and commanders with a single user-friendly tool to identify and track hazards across their installations and increase visibility of all hazards Air Force-wide.

The AFSAS inspection module combines the communication and tracking of risk assessment code one through five hazards with the automatic transferring of code one through three hazards to the Master Hazard Abatement Program, USAF said Monday.

The new feature is also geared to facilitate the overseeing of over 1,000 code one through three hazards and the management of abatement costs valued at $142 million.

Senior Master Sgt. Jakob Kurtz, chief of the AF Occupational Safety Investigation, Reports and Analysis Branch, expects the module to terminate the need for extensive paper processes and legacy databases.

Inspectors will also be granted synchronized access to 30,000 general industry standards from the Occupational Safety and Health Administration Inspection System via the module.

The USAF Safety Center established AFSAS in 2007 to gather safety data, record investigations and keep track of hazard mitigation and abatement activities.

House Panel: 11 Federal Agencies Regressed in FITARA ImplementationA scorecard used by the House Oversight and Government Reform Committee to evaluate the compliance of federal agencies with the Federal Information Technology Acquisition Reform Act shows that 11 agencies regressed in their FITARA implementation, Fedscoop reported Monday.

The departments of Health and Human Services and Energy were among the four agencies that showed improvements in their FITARA scores, according to the scorecard issued Monday.

Eight agencies got D scores and those include the departments of Homeland Security, State and Agriculture as well as the Small Business Administration and the Office of Personnel Management.

The scorecard shows that SBA, DHS and the Labor Department got Bs as the highest score in the Modernizing Government Technology Act implementation and that 15 agencies earned As in chief information officer authority enhancement.

President Donald Trump signed a new executive order that aims to provide federal agency CIOs additional authorities to advance IT modernization efforts.

The report said the House panel is scheduled Wednesday to conduct a hearing on the scorecard.
