FDA Unveils Health Data Science Projects Under Incubator ProgramScott Gottlieb, commissioner of the Food and Drug Administration, has introduced information technology initiatives under the agency’s data science incubator program during  the Health Datapalooza conference in Washington, D.C., MedCityNews reported Thursday.

Gottlieb highlighted the FDA’s Information Exchange and Data Transformation program that seeks to standardize methods to examine potential applications of artificial intelligence in the clinical setting and the use of digital health tools in the premarket drug safety review process.

FDA created the INFORMED program with the Innovation, Design, Entrepreneurship and Action laboratory at the Department of Health and Human Services in a move to encourage collaborative scientific research and big data analytics efforts initially related to oncology.

The agency partnered with Project Data Sphere to develop algorithms to classify tumor dynamics with the use of medical imaging data and teamed up with the National Cancer Institute to create a fellowship program that aims to produce digital biomarkers.

Harvard University and FDA also collaborate on a fellowship program that explores machine learning and AI tools for potential use in the agency’s regulatory process.

Sonny Bhagowalia Named CBP IT Deputy Assistant Commissioner

Sonny Bhagowalia, former chief information officer of the Treasury Department, has joined the Customs and Border Protection as deputy assistant commissioner at the agency’s information technology office, Federal Times reported Saturday.

In his new role, Bhagowalia will lead CBP’s cybersecurity efforts and the development of automated interfaces between the agency and other government agencies, trade groups and foreign countries.

He will also supervise approximately 2,200 federal and contractor employees who help build, test and maintain automated systems at CBP.

His public-sector career also includes time as senior adviser at the Bureau of Fiscal Service for technology and cybersecurity; deputy associate administrator at the General Services Administration; an assistant director and section chief at the FBI; and CIO at the state of Hawaii, Interior Department and Bureau of Indian Affairs.

Bhagowalia also held a 14-year career at Boeing.

James Mattis Calls for National Security Exceptions to Russia Sanctions Law

Defense Secretary James Mattis has called for waivers to allow U.S. allies to prevent any sanctions related to the procurement of Russian-made weapons, Military.com reported Friday.

Mattis told lawmakers Thursday at a Senate Armed Services Committee hearing that Congress should make “national security exceptions” to the Countering America’s Adversaries Through Sanctions Act and fiscal 2019 National Defense Authorization Act in support of U.S. interests.

“We only need to look at India, Vietnam and some others to recognize that eventually we’re going to penalize ourselves” through strict compliance with CAATSA, said Mattis, a 2018 Wash100 recipient.

He expressed concerns on the potential sale of Russia’s S-400 surface-to-air missile defense systems to countries such as Turkey and India.

President Donald Trump signed in August 2017 CAATSA that imposes sanctions on Russia in response to its involvement in Syria and invasion of Crimea.

CAATSA also enforces sanctions on Iran and North Korea.

John Adametz to Serve as NAVFAC Pacific Head, Thomas Anderson to Lead Naval Surface Warfare Center

The U.S. Navy has assigned Capts. John Adametz and Thomas Anderson to leadership positions at the Naval Facilities Engineering Command, Pacific and Naval Surface Warfare Center, respectively.

Adametz, commanding officer at the Naval Facilities Expeditionary Warfare Center, will transition to a dual-role as commander of NAVFAC Pacific and U.S. Pacific Fleet civil engineer, the Defense Department said Friday.

Anderson, executive assistant at the Naval Sea Systems Command, will serve as NWSC commander.

Both officers were also selected for promotion to the rank of rear admiral (lower half).

DoD to Give Congress Justification Report on $10B Cloud Procurement StrategyDavid Norquist, comptroller at the Defense Department, said at a Senate Armed Services Committee hearing Thursday that DoD intends to provide lawmakers with a justification report about its plan to acquire cloud computing infrastructure through a single-award contract, C4ISRNET reported Thursday.

Norquist informed the panel that the department will submit a report to explain its Joint Enterprise Defense Infrastructure acquisition method to Congress by May 7.

DoD is scheduled to issue a final request for proposals on the potential $10 billion JEDI cloud contract next month.

Defense Secretary James Mattis, a 2018 Wash100 recipient, defended the Pentagon’s cloud procurement strategy during the SASC hearing.

“What we’ve been looking at now is how do we get faster access to young folks on the front lines, displaying the information they need, not all the information in the world,” Mattis told committee members.

“That’s the driving impetus – it’s the lethality.”

Richard Lombardi: Category Management Effort Will Help Air Force Save $2B

Richard Lombardi, U.S. Air Force deputy undersecretary for management and deputy chief management officer, has said a category management program will help the service save $2 billion and boost lethality within the force.

The Air Force said Thursday it implemented the effort four years ago to filter and determine its priorities in large goods and services contracts.

The service has so far selected category managers for the facilities and construction, security and protection, information technology, professional services, industrial products and services, and transportation and logistics sectors.

Lombardi noted that the category management teams are getting smarter and further coordinating with more mature category managers at the Air Force Installation and Mission Support Center for guidance.

He added the program falls in line with the National Defense Strategy and efforts to reform the department.

Brig. Gen. Cameron Holt, commander of the Air Force Installation Contracting Agency, said the effort has enabled the service to modify its financial and strategic management to maximize the taxpayers’ money.

Senate Confirms New FTC Chairman, Commissioners; Maureen Ohlhausen CommentsThe Senate has confirmed Joseph Simons, partner and co-chair of the antitrust group at law firm Paul, Weiss, Rifkind, Wharton and Garrison, as the new chairman of the Federal Trade Commission.

The FTC said Thursday the Senate has also selected Noah Phillips, Rebecca Slaughter, Rohit Chopra and Christine Wilson to serve as the agency’s commissioners.

“I congratulate Joe, as well as Noah, Rebecca and Rohit on their Senate confirmations,” acting FTC Chairman Maureen Ohlhausen said.

Ohlhausen said she will welcome the new commissioners once President Trump confirms their appointments.

Simons previously enforced antitrust rules at the FTC as its director of the bureau of competition for two years.

Under Simons, the bureau conducted more than 100 investigations and issued more non-merge enforcement actions than any previous year.

Phillips currently serves as the chief counsel to Sen. John Cornyn, R-Texas; Slaughter as chief counsel of Sen. Charles Schumer, D-N.Y.; Chopra as senior fellow at the Consumer Federation of America; and Wilson as senior vice president for regulatory and international affair at Delta Air Lines.

The Senate has approved the nomination of Mike Pompeo, former CIA director, to succeed Rex Tillerson as secretary of state through a 57-42 vote, the New York Times reported Thursday.

Supreme Court Justice Samuel Alito swore in Pompeo shortly after the upper chamber gave its final confirmation.

The report said Pompeo flew to Brussels to meet with representatives of NATO allies, his first trip as the U.S.’ top diplomat, and is scheduled to visit Riyadh in Saudi Arabia, Jerusalem and Amman in Jordan over the weekend.

Pompeo previously served three terms as representative for Kansas’s 4th congressional district in the House and also served on the lower chamber’s Intelligence and Energy and Commerce committees.

He spent five years on active duty at the U.S. Army. His civilian career includes time as a tax litigation lawyer at  Williams & Connolly, CEO of Thayer Aerospace and president of Sentry International.

House Armed Services Committee Suggests Establishment of AI Support CouncilThe House Armed Services Committee has suggested the establishment of an artificial intelligence support council under a recent draft of the 2019 National Defense Authorization Act, C4ISRNet reported.

Once approved, the Artificial Intelligence and Machine Learning Policy and Oversight Council will be formed to supervise development of research and applications supporting the Defense Department‘s AI and machine learning capacities.

The group will also be responsible for implementing AI and machine learning across the DoD.

The undersecretary of defense for research and engineering will be appointed to lead this council.

The legislation is a result of the U.S. government’s goal to keep up with China’s efforts to boost AI capacities.

Army to Launch Signal Classification ChallengeThe U.S. Army‘s Rapid Capabilities Office has announced a prize competition to develop tools for soldiers to detect signals on the battlefield and visualize the electromagnetic spectrum.

RCO aims to draw innovators and data scientists to the Army Signal Classification Challenge slated to go live April 30 on FBO.gov and Challenge.gov sites, the Army said Tuesday.

“This is a competition to find the ‘best of the best’ in artificial intelligence and machine learning that can do blind signal classification,” said Rob Monto, the director of RCO’s emerging technologies office.

Monto added the challenge will allow participants to submit daily scores and view their rank through a status leader board.

Competitors will have access to a training dataset that contains 24 different modulations consisting of more than 4.3 million items.

The Army will award a $100,000 prize to the grand winner, $30,000 to the second placer and $20,000 to the third placer.

Winners can also potentially receive follow-on contracts.
