NASA Launches Challenge to Accelerate Design Software Operations on SupercomputerNASA has launched a competition for computer programmers to modify the agency’s design software to speed up operations by 10,000 times on NASA’s Pleiades supercomputer.

The High Performance Fast Computing Challenge calls on participants to reduce the computational time of the FUN3D software without affecting accuracy in an effort to boost NASA’s aviation research, the space agency said Tuesday.

“This challenge is specifically targeted to speed up the [computational fluid dynamics] portion of our aerospace research,” said Michael Hetle, program executive of NASA’s Transformative Aeronautics Concepts Program.

“Some concepts are just so complex, it’s difficult for even the fastest supercomputers to analyze these models in real time,” Hetle added.

HPFCC is open for U.S. citizens over 18 years old who can download the FUN3D code, analyze performance issues and identify ways to speed up the software.

The program offers two opportunities to compete as well as cash prizes of up to $55,000 in total for the first and second placers under the two categories.

HPFCC is supported by open prize platform provider HeroX and programming competition administrator TopCoder.

GAO: DOE Needs to Implement Invoice Review Policies, Data Analytics to Manage Fraud RisksThe Government Accountability Office has recommended that the Energy Department adopt data analytics tools and develop invoice review procedures and policies in order to manage improper payments and fraud risks associated with contracts.

GAO said in a report released Monday that DOE should also require contractors to keep detailed cost information that can be correlated with the amounts billed to the department.

GAO made the recommendations after it found that DOE lacks invoice review policies and processes at five of six locations that have oversight on invoice assessments and discovered time restrictions that appear to affect the effectiveness of such reviews.

DOE does not implement leading practices as part of its fraud risk management approach such as the development of an anti-fraud organization to oversee efforts to manage fraud risks and implementation of fraud risk reviews, according to the report.

Officials at DOE told the congressional watchdog that they intend to comply with the provisions of the Fraud Reduction and Data Analytics Act of 2015, which requires agencies to implement procedures and use data analytics platforms to assess and mitigate fraud risks.

DOE officers added that they “should not be expected to implement private industry leading practices prior to the issuance of [an Office of Management and Budget] guidance.”

ODNI Report: NSA Collected 151M Records of US Citizens’ Phone Calls in 2016An annual report from the Office of the Director of National Intelligence says the National Security Agency gathered at least 151 million phone call records of U.S. citizens in 2016 despite a congressional restriction on the collection of such data, Reuters reported Tuesday.

Mark Hosenball writes the report also showed that NSA made the records collection despite Foreign Intelligence Surveillance Court-issued warrants that call for the agency to conduct surveillance operations on only 42 suspects who may have links to terrorism.

ODNI issued the report as Congress considers whether to renew NSA’s application for the reauthorization of section 702 of the Foreign Intelligence Surveillance Act.

FISA section 702 allows NSA and other Intelligence Community agencies to conduct surveillance operations on foreign individuals outside the U.S. in order to gather intelligence on cybersecurity and terrorism activities.

The ODNI report came days after NSA decided to end some of its “upstream” surveillance activities under section 702 following a review of privacy issues, mission needs, technological difficulties and implementation challenges.

NSA said it will no longer collect “upstream internet communications” between U.S. individuals who talked about a foreign intelligence target and will delete previously acquired upstream digital records “as soon as practicable.”

Barbara Sido to Serve as NARFE Executive DirectorBarbara Sido, a Certified Association Executive and former vice president of knowledge and professional practice at the American Institute for Architects, has been appointed to serve as executive director of the National Active and Retired Federal Employees Association beginning May 15.

Alexandria, Virginia-based NARFE represents approximately five million former and current U.S. federal government employees globally.

Sido is a more than 20-year association management veteran who will be responsible for operational and strategic activities of NARFE, the nonprofit said said Thursday.

She previously served as deputy executive director and interim executive director of the Business Professional Women’s Foundation and director and chief knowledge officer of the American School Food Service Association.

She also held the executive director role four times at various local, state and national organizations as well as worked for the Labor Department‘s Employment and Training Administration agency.

New White House Tech Council Aims to Advance Federal IT Modernization EffortsPresident Donald Trump has established a new White House office to upgrade the federal government’s information technology systems and change the way the government delivers digital services to citizens, Federal News Radio reported Monday.

Jason Miller writes Chris Liddell, director of strategic initiatives at the White House, will lead the American Technology Council created through an executive order that Trump signed over the weekend.

ATC will coordinate the direction and strategy for the government’s use of IT and service delivery, relay suggestions to the president on policy decisions on federal IT systems and align decisions with the established policies, according to the executive order.

The new council will also be composed of the assistant to the president for intragovernmental and technology initiatives, Office of Management and Budget chief and commissioner of the General Services Administration’s technology transformation service, among several executives.

The establishment of the new council comes a month after Trump announced the creation of the Office of American Innovation at the White House.

DoD IG: Army Needs to Revise Draft Capability Production Document for IR Countermeasure SystemThe Defense Department‘s inspector general has called on the chief of the U.S. Army aviation center of excellence to update the draft document for capability production of the Common Infrared Countermeasure system in order to include the threshold requirement of 214 flight hours prior to full-rate production.

The aircraft survivability equipment project manager should update the master plan for the test and evaluation phase of the CIRCM system and report developments on efforts to achieve system reliability, DoD IG said in a report published Wednesday.

The IG made the recommendations after it found that the Army failed to define test planning and system capability requirements for CIRCM as well as report efforts to meet maintainability and reliability requirements associated with the system.

The Defense Contract Management Agency failed to monitor subcontractor efforts and that the Army project manager was not able to include in the Defense Acquisition Executive Summary the challenges experienced during the reliability testing phase of the CIRCM system, according to the report.

The IG also recommended that the vice chairman of the Joint Chiefs of Staff should modify the document with regard to the CIRCM system capability development.

VA, DOE Collaborate on Big Data Analysis for Veteran HealthcareThe departments of Veterans Affairs and Energy have partnered to analyze big data from the VA and other federal sources as they optimize healthcare for veterans and other citizens.

The VA-DOE Big Data Science Initiative will explore digital health and genomic data to support the development of treatments and preventive strategies in areas such as suicide prevention, cancer and heart disease, the VA said Monday.

The partnership will operate within DoE’s National Laboratory system and use the department’s big data, artificial intelligence and high-performance computing technologies.

VA Secretary David Shulkin said the initiative looks to give thousands of researchers access to the resulting data resource in a secure environment.

Shulkin added that the VA has developed health data trend information from approximately 24 million veterans who used the VA for healthcare in the past two decades.

The initiative includes a genomics program called the Million Veteran Program Computational Health Analytics for Medical Precision to Improve Outcomes Now or MVP-CHAMPION.

MVP has enrolled more than 560,000 veteran volunteers who provided DNA samples, answered surveys about their health, lifestyle and military experiences, and allowed access to their electronic health records to support research.

Other planned projects include the creation of algorithms to generate personalized suicide risk scores, a prostate cancer study, and research into potential predictors of certain forms of cardiovascular disease.

The VA-DOE program will also use health data from the Defense Department, Centers for Medicare and Medicaid Services and the Center for Disease Control‘s National Death Index.

Report: DISA, Combatant Commands to Set Up Pilot Connectivity Network for Austere EnvironmentsThe Defense Information Systems Agency (DISA) has teamed up with select combatant commands to develop a network pilot that will provide connectivity to classified networks in harsh environments, C4ISR and Networks reported Monday.

Alfred Rivera, director of the development and business center at DISA, will set up gray networks alongside the Africa Command and European Command to help mission partners send and retrieve data using encryption technology, reports C4ISR.

The National Security Administration defines a gray network as a network between an inner virtual private network gateway and wireless local area network access system which contains single encrypted classified data.

Jessie Showers, infrastructure directorate executive at DISA’s operations center, said that the gray network will provide access to classified networks without the use of a full classified kit based on NSA capacities.

GAO: OMB Should Address Data Quality Challenges Ahead of Federal Spending Report DeadlineThe Government Accountability Office has identified challenges in accounting, financial management systems and information technology security pose risks to agencies’ compliance with the Digital Accountability and Transparency Act, the GAO said Friday

The legislation requires agencies to make federal spending data publicly available through USASpending.gov by May 2017.

Auditors identified vulnerabilities in government-wide financial management systems used for DATA Act reporting.

GAO also found challenges involving agencies’ efforts to report intragovernmental transactions, to reconcile recipient address information,and align required DATA Act files with missing data.

The government watchdog added that the Office of Management and Budget should give agencies additional guidance to address data quality issues.

OMB and the Treasury Department said they do not to expect to mitigate the issues before the DATA Act reporting deadline.

GAO also identified concerns regarding data quality assurance processes, which OMB plans to address by finalizing the assurance process ahead of the deadline.

OMB established the Data Standards Committee in November 2016 to help clarify data element definitions and identify needs for new standards.

The committee is required to publicly reveal the topics and outcomes of its proceedings to promote transparency, but OMB has not kept records of the committee’s meetings, according to GAO.

GAO called on the OMB director to make sure that the Data Standards Committee releases public information on the topics and outcomes of its meetings.

GSA to Include Earth Observation Services SIN on IT Schedule 70The General Services Administration plans to incorporate a new special item number for Earth observation platforms and services into the Information Technology Schedule 70 contract vehicle by early June.

GSA said Friday the inclusion of the Earth Observation Solutions SIN in IT Schedule 70 seeks to provide government agencies a “one-stop-shop” for satellite imagery, analytics, satellite communication, data products and content management services as well as offer vendors an opportunity to differentiate their Earth observation platforms.

GSA’s Federal Acquisition Service will also hold a webinar on May 18 to discuss the new EOS SIN with industry partners.

The agency also hosted an industry day in March a month after it asked industry for feedback on the proposed SIN.
