Mayer Brown Partner John Sullivan to Be Nominated as Deputy Secretary of State
John Sullivan

President Donald Trump will nominate John Sullivan, a partner at Washington, D.C.-based law firm Mayer Brown, as deputy secretary of the State Department, Politico reported Tuesday.

Cristiano Lima writes Sullivan will serve as second-in-command to Secretary of State Rex Tillerson and bring his experience in the federal government to his post once confirmed.

Sullivan joined Mayer Brown in 1993 and currently serves as co-chair of the law firm’s national security practice, where he advises clients on U.S. economic sanctions and export controls, foreign investment and international trade regulations and disputes.

He is chairman of the U.S.-Iraq Business Dialogue, an advisory panel that seeks to advance economic relations between the two countries.

He previously served as deputy secretary at the Commerce Department under the administration of former President George W. Bush and held the roles of general counsel and chair of the U.S.-China Legal Exchange at the agency.

Sullivan also served as deputy general counsel at the Defense Department and during President George H.W. Bush’s re-election campaign in 1992.

NSA Taps University of West Florida to Help Expand Cybersecurity EducationThe University of West Florida will receive a $200,000 grant from the National Security Agency to help boost cybersecurity education programs for colleges and universities in the southeastern U.S.

NSA picked UWF as the location of the National Center of Academic Excellence Cybersecurity Regional Resource Center for higher education institutions in Alabama, Florida, Georgia, South Carolina, Tennessee and Puerto Rico, the university said Monday.

UWF’s Center for Cybersecurity will lead efforts to advance cyber defense education in the southeast region as well as support new and existing CAE institutions as a CAE Regional Resource Center.

Eman El-Sheikh, director of UWF’s Center for Cybersecurity, said the university will work to provide cybersecurity program development support; facilitate faculty professional development activities; and foster research and education collaborations among Southeast institutions.

The university will also collaborate with NSA’s CAE Program Office and other regional and national centers across U.S. to drive cybersecurity education and expand the CAE program nationwide.

NSA and the Department of Homeland Security designated UWF as a CAE in Cyber Defense Education last year.

The National Centers of Academic Excellence program aims to promote higher education and research in cyber defense as well as increase the number of cybersecurity professionals who help secure the U.S. information infrastructure.

Army to Field Portable Digital Radiography System for Medical, Special OperationsThe U.S. Army Medical Materiel Agency will deploy a new portable digital radiography system developed for deployed medical, special operations and mortuary affairs units of the service branch.

The Army said Tuesday the PDRS is built to replace the branch’s legacy X-ray generator and accompanying computerized reader system.

The Aberdeen Test and Evaluation Center, Information Security and Engineering Command and Army Medical Center Department Center and School respectively conducted environmental, cybersecurity and operational tests on the system.

The PDRS integrated product team consists of the USAMMA National Maintenance Program, Marine Corps, Navy, Defense Logistics Agency‘s troop support division and AMCDCS’ Capabilities Development Integration Directorate.

PDRS is the Army’s first medical technology to obtain an authority to operate via a new process that integrates risk management and security activities into the system development life cycle.

Diego Gomez-Morales, a USAMMA equipment specialist, said the platform will be fielded with a training support package that includes a guide for operators and maintenance teams.

He added the Navy and Marine Corps will also implement the system as part of efforts to standardize military health systems.

GAO: DoD Should Develop Performance Goals to Assess Pilot Mentor-Protege ProgramThe Government Accountability Office has called on the Defense Department to establish performance goals and associated measures necessary to evaluate the Pilot Mentor-Protege Program.

GAO said in a report published Tuesday that DoD’s office of small business programs should perform periodic reviews of the processes that service branches and agency components implement to approve agreements under the program.

The agency found that DoD failed to include in its annual reports on the program information on how mentors assist proteges to build up their capabilities.

GAO performed a random review of 44 of the 78 mentor-protege transactions as of June 2016 and predicted that 27 percent of those agreements lacked industry code, signature, date and other elements required by the program’s policies and regulations.

The Pilot Mentor-Protege Program is designed to provide incentives to defense contractors that act as mentors and offer assistance to their proteges – small disadvantaged firms – in order to help the latter compete for commercial and federal contracts.

The program received $28.3 million in fiscal 2016 funds and was renewed as a pilot initiative through Sept. 30, 2018, according to the report.

GSA Begins Source Selection Phase for Alliant 2 IT Contract Vehicle’s Unrestricted PortionThe General Services Administration has started the source selection process for the unrestricted section of the potential 10-year, Alliant 2 governmentwide acquisition contract for information technology products and services.

John Cavadias, lead contracting officer for Alliant 2, wrote in a blog entry posted Friday that GWAC procuring contracting officers and acquisition team evaluators may initiate communications with potential vendors about their plans for small business subcontracting process as well as their financial data through GSA form 527.

Such communications will be done in the form of verification in order for PCOs to complete the assessment of proposals that were submitted for the GWAC.

GSA’s PCO will provide updates on the Alliant 2 contract vehicle via FedBizOpps.

The agency’s updates on the contract vehicle’s unrestricted part came nearly a year after GSA issued requests for proposals on the Alliant 2 program’s unrestricted and small business portions with a combined ceiling value of $50 billion.

Elaine Duke Starts Role as DHS Deputy Secretary; John Kelly CommentsElaine Duke, formerly undersecretary for management at the Department of Homeland Security, has assumed new duties as the seventh deputy secretary of DHS and she will act as the department’s chief operating officer in this capacity.

The nearly 30-year federal service veteran previously managed DHS’ business lines and its $47 billion annual budget, the department said Monday.

“I look forward to working closely with her as the Department continues to move forward in protecting our nation,” said Homeland Security Secretary John Kelly.

Prior to her undersecretary role, Duke previously served as DHS’ chief procurement officer and various positions within the Defense Department.

Duke also held the role of deputy assistant administrator for acquisition at the Transportation Security Administration, where she helped create an acquisition program to help TSA comply with a law that federalized baggage and passenger screening at airports in response to the 9/11 terror attacks.

Chip Fulghum, DHS deputy undersecretary for management, performed the duties of the deputy secretary before Duke was sworn in.

DHS to Help Develop AUV Platform for Coast Guard's Under-Ice Data Collection EffortsThe Department of Homeland Security‘s science and technology directorate has partnered with the Woods Hole Oceanographic Institution and DHS’ Arctic Domain Awareness Center to build an autonomous underwater vehicle to help the U.S. Coast Guard gather under-ice data.

DHS said Friday that WHOI-developed sensor packages and search algorithms that will be integrated onto the Tethys long-range AUV platform in support of efforts to aid the Coast Guard’s response to potential oil spills off the Alaskan coast.

The LRAUV will be transported via a helicopter and deployed to an open water zone close to an environmental hazard to perform missions in areas that may be too dangerous for humans, the department added.

DHS intends for the vehicle to help collect data the Coast Guard can use to develop response plans.

James Bellingham, director of WHOI’s marine robotics center, said the nonprofit research organization aims to help the Coast Guard gain a capacity to understand incidents as soon as possible to have enough time for response.

“Given the additional complexity of conducting response operations in ice infested waters, whether in the Arctic or in the Great Lakes, having the ability to detect and characterize the oil extent under ice can greatly enhance effective response actions,” said Capt. Joseph Loring, chief of the Coast Guard’s Office of Marine Environmental Policy.

“Integral to effective response operations is knowledge of where the oil is and predicting where the oil may go,” Loring added.

FAA to Release Initial UAS Facility Maps by April 27The Federal Aviation Administration aims to release an initial batch of facility maps for small unmanned aircraft systems by April 27 in a move to help remote pilots depict areas and altitudes near airports where UAS platforms will be allowed to operate.

FAA said Monday the maps are intended to guide drone operators when they apply for Part 107 airspace authorization and help the agency accelerate the application process.

The agency added remote pilots can use the facility maps to align their requests for small UAS operations to with approved locations and altitudes.

FAA expects to issue as many as 200 facility maps on April 27 and said database updates will coincide with the agency’s 56-day aeronautical chart production schedule.

Small drone pilots are still be required to submit airspace authorization applications via the FAA website to gain  controlled airspace access.

NIST Launches Indoor Navigation App Devt ChallengeThe National Institute of Standards and Technology has launched a challenge to foster the development of a smartphone application for indoor navigation.

NIST said Friday the PerfLoc competition aims to give app developers and small companies access to NIST-collected data to aid the creation computer algorithms for indoor localization tools.

An NIST-led team collected data from four different smartphone models over an 18-month research effort to support the development of indoor navigation apps.

The team walked the smartphones along 30 different directions in four various buildings to gather data that participants must interpret using computer algorithms to provide estimates of the smartphones’ locations.

The data is publicly available online and includes smartphone sensor readings, radio frequency signal strengths and global positioning system fixes.

NIST noted indoor GPS platforms can help users navigate unfamiliar buildings and assist emergency responders in locating victims and fallen partners.

The agency will award $20,000, $10,000 and $5,000 in cash prizes to top three winners and the grand prize awardee will be given the opportunity to demonstrate their app at a conference in Japan.

NIST will accept challenge submissions through Aug. 17.

CBO: Federal Deficit Hits $522B in First 6 Months of FY 2017A new Congressional Budget Office report says the federal budget deficit for the first half of fiscal 2017 reached $522 billion, approximately $63 billion higher than the agency’s shortfall estimates for the same period in FY 2016.

CBO said in the report published Friday the total amount of receipts associated with corporate and individual income taxes as well as Federal Reserve remittances dropped by $2 billion to approximately $1.5 trillion from October 2016 to March 2017.

Total outlays climbed by 3 percent in the past six months to about $1.99 trillion driven by spending increases in Social Security, Medicaid and Medicare programs, according to the report.

The federal government incurred $173 billion in deficit in March, about $65 billion higher than CBO’s March 2016 deficit estimates.

The Treasury Department recorded $192 billion in actual deficit in February, the report added.
