Former Texas Gov. Rick Perry Sworn in as Energy Secretary

Rick Perry, former governor of Texas, has been sworn in as head of the Energy Department  after the Senate confirmed his appointment via a 62-37 vote.

Perry said in a statement published Thursday that he will support DOE’s efforts to “provide stable, reliable, affordable and secure sources of American energy.”

He also aims to maintain a secure nuclear deterrent; reduce the threat of nuclear proliferation; and continue the environmental clean-up from the Cold War nuclear mission.

President Donald Trump nominated Perry for the energy secretary post in late 2016.

DOE said Texas created nearly 2.2 million jobs and reduced the state’s carbon footprint by 17 percent, sulfur dioxide by 56 percent and nitrogen oxide by 66 percent during Perry’s 14-year tenure as governor.

Perry is a U.S. Air Force veteran and former agriculture commissioner in Texas.

Darlene Costello, acting U.S. Air Force acquisition chief, has said the White House is not likely to lessen requirements for the next presidential aircraft, Defense News reported Thursday.

Valerie Insinna writes Costello told reporters during the Air Force Association’s Air Warfare Symposium that the service branch and the White House’s military office could finalize the Air Force One replacement specifications soon.

“We work with the White House military office over the past few weeks on the [concept of operations] and the requirements that come from those conops, which will then inform our acquisition strategy on the program,” said Costello.

She added that the Air Force will adjust its acquisition strategy if necessary to align with the final set of requirements.

The White House has considered various changes such as minor engineering modifications and seating capacity, according to the report.

Boeing secured a contract last year to help the Air Force identify risk reduction strategies for the Presidential Aircraft Recapitalization program.

The Air Force selected Boeing’s 747-8 commercial aircraft as the basis of future Air Force One design.

NASA Publishes Updated Catalog of Free Software ProductsNASA has published the third edition of a catalog that lists free software products designed for various technical applications.

The agency said Wednesday the 2017-2018 software catalog includes contributions from NASA centers on data processing and storage, business systems, operations, propulsion and aeronautics.

Some software products include codes for drones and “quieter” aircraft, NASA added.

Steve Jurczyk, associate administrator for NASA’s space technology mission directorate, said the catalog is intended to provide access to software codes that could help create jobs, generate revenue and save lives.

The catalog is produced through NASA’s Technology Transfer program and available both in print and online.

Deloitte-GBC Survey: 1 in 3 Federal Managers Saw No Noticeable Impact From Govt Cloud StrategyA survey conducted by Deloitte and the Government Business Council has found that 33 percent of senior-level federal employees believe cloud computing has had no noticeable impact on their agencies’ operations.

The “Mastering the Migration: A Candid Survey of Federal Leaders on the State of Cloud Computing” report covered responses from 328 feds who work in 30 civilian and defense agencies, Deloitte and GBC said in a joint release published Wednesday.

Twenty-four percent of respondents said cloud computing had a positive effect on their agencies and six percent of federal employees observed a negative impact after the 2011 release of the Federal Cloud Computing Strategy.

The study also revealed that 40 percent of surveyed employees could not tell whether cloud technology had any impact on their organizations.

“This report validates that support for cloud in federal agencies is growing, but perceptions of its impact vary significantly,” said Doug Bourgeois, managing director of Deloitte’s consulting business.

“Agencies should rethink their core development principles and strategy for migration to the cloud,” Bourgeois added.

The federal government’s “lift-and-shift” approach toward the cloud first policy could have affected the survey’s results, according to the news release.

GBC and Deloitte said the lift-and-shift strategy does not consider how migration will impact information technology architectures, enterprise functionality and end users.

Forty-one percent of respondents describe their agencies’ cloud migration efforts as mixed, problematic or non-existent, the report revealed.

Less than 10 percent of surveyed feds believe their organizations’ cloud migration is successful.

Only 1 in 5 respondents said their agency works to leverage cloud-native applications or pilot early applications built for cloud, the report stated.

Rear Adm. Carl Chebi, formerly vice commander of the Naval Air Systems Command, has assumed new roles as program executive officer for space systems and PEO for command, control, communications, computers and intelligence at the U.S. Navy.

The Navy said Tuesday Chebi succeeded Rear Adm. Christian Becker, who will become commander of the Space and Naval Warfare Systems Command.

Chebi previously served as deputy program manager for the Navy’s F/A-18 and EA-18G programs; executive officer and commanding officer of strike fighter squadron; and deputy for strike aircraft plans and requirements at the office of the chief of naval operations.

He also managed the service branch’s precision strike weapons and naval integrated fires programs.

Chebi has completed more than 3700 flight hours aboard F/A-18 A-F, Mirage 2000, F-14A-D, F-15, F-16 and P-51 aircraft platforms.

PEO C4I helps the Navy implement integrated communication and information technology systems to support information warfare and command and control operations.

Rear Adm. Danelle Barrett, deputy director of operations at the U.S. Cyber Command, will be assigned as director of the U.S. Navy‘s cybersecurity division, the Defense Department announced Wednesday.

Barrett was commissioned in 1989 and previously served in various operational tours at U.S. Naval Forces Central Command/Fifth Fleet as well as commander of Second Fleet, Carrier Strike Group Two, Multi-National Forces Iraq and Carrier Strike Group Twelve.

Her shore assignments have included service as allied commander at the Atlantic Systems Support Center in Norfolk, Virginia; chief of Naval Operations Task Force Web; commanding officer of Naval Computer and Telecommunications Area Master Station Atlantic; chief of staff at the Navy Information Dominance Forces Command; and senior Navy fellow at the Armed Forces Communications and Electronics Association.

She has penned 25 articles during her military career and received personal awards such as a Naval Institute C4 writing award, Legion of Merit and a DoD Chief Information Officer Award.

Wilbur Ross, former WL Ross and Co. chairman and chief strategy officer, has taken his official oath of office as the 39th secretary of commerce during a ceremony headed by Vice President Mike Pence.

The Commerce Department said Tuesday Ross will work to help local businesses and entrepreneurs have access to resources necessary to drive the creation of jobs, economic growth and sustainable development.

“With Wilbur Ross as our new secretary of commerce, the President and I are confident that the Department of Commerce is going to take its right and leading role in fostering the growth that will create good-paying jobs for every American,” said Pence.

Ross succeeds Penny Pritzker as commerce secretary and brings more than 55 years of experience in investment banking and private equity as chairman or lead director at more than 100 companies around the world.

He has helped restructure at least $400 billion in assets in the airline, banking, insurance, marine transport, oil and gas, shipping, steel, textiles and other industries, the Commerce Department said.

He has been elected into the Private Equity Hall of Fame and the Turnaround Management Hall of Fame, was privatization adviser to Rudy Giuliani when he was mayor of New York City and was appointed by then-President Bill Clinton to the U.S.-Russia Investment Fund board.

GAO: CBP's Biometric Exit System Project Faces Planning, Infrastructure, Staffing ChallengesThe Government Accountability Office has found that the Customs and Border Protection  agency continues to face planning, infrastructure and staffing challenges in CBP’s project to build a biometric data collection system for travelers who exit the U.S.

GAO said Monday CBP works with airlines and airports to explore the use of public/private partnerships for the deployment of a biometric exit system.

CBP aims to install a biometric exit platform in at least one airport by 2018 but the agency has yet to finalize partnership agreements and implementation decisions that would complete the planning process, GAO added.

Infrastructure issues facing CBP include the lack of designated areas at U.S. airports where immigration officers can capture biometric data from exiting travelers, the congressional watchdog agency noted.

GAO reported the CBP plans to gather and use information from pilot programs to identify biometric exit technology and staffing measures that would suit the airport environment.

Auditors also found that the Department of Homeland Security‘s report on estimated overstay rates in fiscal year 2015 did not include all overstay information required by law.

GAO said DHS’ report did not cover overstay rates for foreign visitors who entered U.S. through land ports of entry or under other non-immigrant categories.

DHS aims to include overstay rates on foreign students who entered U.S. through air and sea POEs in the department’s FY 2016 report and add overstay rates for visitors that arrived through land POEs to its FY 2017 report.

The department reviewed approximately 2.7 million overstay leads from 2013 to 2015 and forwarded 26,982 of them to field offices for further investigation, GAO noted.

FBI Names Carl Ghattas as Natl Security Branch Executive Asst DirectorCarl Ghattas, formerly assistant director for the counterterrorism division at FBI‘s headquarters in Washington, has been appointed as executive assistant director of the bureau’s national security branch.

FBI said Tuesday he has been with the bureau since 1997 and held various roles within the extraterritorial investigations squad, intelligence directorate and the Washington field office.

Ghattas was named FBI’s assistant director for the counterterrorism division in April 2016  and he managed the headquarters’ terrorism investigations in that capacity.

Navy to Use GSA's Reverse Auction Platform Under MoUThe General Services Administration and the Naval Supply Systems Command signed a memorandum of understanding that allows the Department of the Navy to use GSA’s reverse auction platform for acquisition processes.

The Reverse Auction eTool is designed to speed up the process to buy office products and service offerings and give small businesses an opportunity to compete for Department of the Navy purchases, GSA said Jan. 18.

“Since the introduction of the RA platform in 2013, the Navy has been GSA’s most active user – awarding over $22 million in reverse auction procurements with an average savings of 7.82 percent over standard pricing,” said Erv Koehler, acting regional administrator and federal acquisition service regional commissioner for GSA’s Region 4.

Mark Bennington, assistant commander for contracts at NAVSUP, said the Navy’s strategic sourcing program management office is reviewing current GSA etools to determine if the military branch can save money through the integrated use of such tools.

The RA eTool was launched in 2013 and currently facilitates reverse auctions on multiple-award contracts managed by GSA and the Department of Veterans Affairs as well as blanket purchase agreements, non-GSA contracts and open market procurement transactions.

In a reverse auction, vendors lower their bids in order to win business from agencies.
