Trump’s Executive Order Aims to Speed Up Infrastructure Environmental Review & Approval ProcessPresident Donald Trump has signed an executive order to develop a framework that seeks to speed up the environmental assessment and permitting process for electrical grids, ports, highways and other high-priority infrastructure projects.

Trump signed the executive order weeks after the Obama administration released new guidance that aims to streamline the environmental review and authorization process for federal infrastructure projects in compliance with Title 41 provisions of the Fixing America’s Surface Transportation Act.

The White House said in a news release published Tuesday that Trump also signed a presidential memorandum that would require the Commerce Department secretary to request public comments on how to expedite the federal permitting process for domestic manufacturers.

The president also signed memoranda that would facilitate the construction of the Keystone XL Pipeline and the Dakota Access Pipeline.

Trump also directed the Commerce secretary under a separate memorandum to submit within 180 days a plan on how to advance the use of U.S.-made equipment and materials in the development, repair and expansion of pipelines.

John McCain Discusses Potential Military Base Consolidation and Closure to Support DoD Waste Reduction Efforts

Senate Armed Services Committee Chairman John McCain has considered the possibility of military base closures and consolidation to support the reduction of wasted Defense Department funds, The Hill newspaper reported Tuesday.

Kristina Wong writes McCain and Ranking Member Jack Reed (D-Rhode Island) have discussed the issue of base closure and realignment which will potentially consolidate excess military bases.

“I think we have to examine all of the options that we have to make our military, our defense at the lowest possible cost to the American taxpayers,” said McCain.

“We must continue our reform efforts to make the Department of Defense more effective and efficient, while cutting wasteful spending.”

Lawmakers from both the Democratic and Republican parties have voted against the consolidation of military bases because of the potential negative impact such actions could bring on local communities and constituents.

Trump Asks Frank Klotz to Remain as NNSA Chief

Frank Klotz, a retired Air Force lieutenant general and head of the National Nuclear Security Administration, has been asked by President Donald Trump to remain as NNSA chief until the administration names a successor to the post, Albuquerque Journal reported Monday.

Mark Oswald writes the decision comes after Sen. Martin Heinrich (D-New Mexico) wrote Trump a letter to raise concerns about the lack of continuity in leadership at NNSA and its potential impact on national security work at the agency.

Klotz said in a Thursday memo to staff that Madelyn Creedon, principal deputy administrator at NNSA, and the other seven “non-career appointees” at the agency have left their posts, according to Gizmodo.

NNSA oversees the Los Alamos National Laboratory and Sandia National Laboratories in New Mexico, Oswald reports.

Aaron Mehta also reports for Defense News that Rick Perry, former governor of Texas and Trump’s pick for the Energy Department secretary role, has expressed his intention to keep Klotz as NNSA head during his Senate confirmation hearing.

“I have sat down with [Klotz] and had a good conversation with him, and have sent the message that it would certainly be my desire to have that continuity,” Perry said.

NNSA is an agency under DOE and is responsible for the development, disposal and maintenance of nuclear weapons, the report added.

Rep. Mick Mulvaney (R-South Carolina), the White House’s nominee to head the Office of Management and Budget, has said he plans to determine ways on how to reward “exemplary” federal employees and deal with those that fail to meet expectations once confirmed, GovExec reported Tuesday.

Kellie Lunney writes Mulvaney told lawmakers during his Senate confirmation hearing that he aims for a “high-morale, high-performance” workforce in the federal government.

Sen. Tim Kaine (D-Virginia) asked Mulvaney about his views on President Donald Trump’s governmentwide hiring freeze and its impact on the delivery of services to citizens.

“I don’t think you are wrong to be concerned about it, senator, [but] I don’t think it automatically follows that hiring more people will create more efficiency,” Mulvaney said in response to Kaine’s question.

Mulvaney also fielded questions from other members of the Senate Budget Committee about his perspective on regulatory reform, debt ceiling, entitlement reform and reduction in federal improper payments, the report added.

James Mattis, Foreign Counterparts Discuss US Defense Partnerships with UK, Canada and NATO

U.S. Defense Secretary James Mattis has spoken with his counterparts from Canada and U.K. as well as NATO Secretary General Jens Soltenberg to discuss collaborative plans, partnerships and defense ties between the U.S. and its allies, DoD News reported Monday.

DoD News reports Mattis and Canadian defense minister Harjit Sajjan talked about a shared commitment to maintain North America’s defense networks.

Mattis noted that the U.S.-Canada partnership spans bilateral and multilateral security missions such as efforts to address threats in Iraq.

He also thanked Michael Fallon, U.K.’s secretary of defense, for the latter’s commitment and contributions to U.S. international security.

Fallon and Mattis also pledged to meet at the NATO defense ministerial in February as well as collaborate in the coming months on efforts aimed at addressing threats from the Islamic State militant group.

Soltenberg’s call with Mattis tackled NATO’s role on the sustenance of transatlantic security as well as shared values with regards to defense and security.

GAO: DoD, VA Should Establish Timeframes to Track Recommended Changes to Lovell FHCCThe Government Accountability Office has urged the departments of Defense and Veterans Affairs to create interim milestones and timeframes in order to monitor the implementation of recommended updates to an integrated federal health care center in North Chicago, Illinois.

DoD and VA should also perform a cost-effectiveness analysis for the Captain James A. Lovell FHCC that will serve as a basis to assess the center’s “future efficiency,” GAO said in a report published Monday.

GAO made the recommendations after it reviewed the agencies’ congressional report that seeks to evaluate whether to continue to operate the Lovel FHCC as an integrated facility or as a joint venture after five years of demonstration.

The congressional budget watchdog also found that DoD and VA’s evaluation report to Congress contained 17 recommended updates to the FHCC but failed to cite timeframes for the execution of those recommendations.

The Pentagon and VA decided to merge their medical facilities in North Chicago through the Lovell FHCC under a five-year demonstration authorized by the fiscal 2010 National Defense Authorization Act, according to the report.

As an integrated FHCC, the facility operates under a unified budget, workforce and governance structure, GAO noted.

IHS Markit: Global Militant Attacks Up 25% From 2015 to 2016A new report from IHS Markit says militant attacks worldwide rose from 18,987 in 2015 to 24,202 in 2016 with Syria and Iraq accounting for 45 percent of those attacks.

IHS Markit said Tuesday the Islamic State organization constituted approximately 18 percent of the global militant attacks and accounted for 39 percent of all non-militant casualties in 2016.

The findings are based on IHS Jane’s Terrorism and Insurgency Center’s annual Global Attack Index and open source-based global database that covers over 250,000 militant attacks since 2009 and monitors at least 1,000 non-state armed groups across the world.

“In southeast Asia, there is an increased likelihood that the Islamic State will declare an official wilaya or province in 2017,” said Otso Iho, senior analyst at JTIC.

“The Islamic State could use the declaration as a way to project its influence globally at a time when its fortunes in Iraq and Syria are waning,” Iho added.

Matthew Henman, head of JTIC, said the Jabhat Fath al-Sham group, formerly called Jabhat al-Nusra, is likely to pose a threat in 2017.

The report noted that Jabhat Fath al-Sham claimed 687 attacks in 2016, a figure that represents a 20 percent rise from the previous year.

Militant-related violence in Ukraine rose to nearly 4,500 in 2016, while Turkey showed a 110 percent increase in insurgencies followed by Yemen at 76 percent.

The report also noted that an average of 86 militant attacks per day occurred in October 2016.

Rear Adm. Craig Faller, chief of legislative affairs for the secretary of the U.S. Navy in Washington, has been appointed senior military assistant to the Defense Department secretary.

Acting Navy Secretary Sean Stackley and Adm. John Richardson, chief of naval operations, announced Faller’s new assignment in a DoD news release published Monday.

Rear Adm. James Loeblein will replace Faller in his role at the Navy.

Faller assumed the role of chief of legislative affairs for the Navy secretary in 2014 where he served as a principal liaison between the leaders of the Department of the Navy and congressional members.

The 34-year Navy veteran is former commander and director of operations at the U.S. Central Command.

Faller has served in other leadership posts at the service branch that include chief of the Navy Recruiting Command, executive assistant to the commander of the U.S. Pacific Command and head of surface nuclear officer programs and placement at the Navy Personnel Command.

His sea assignments include roles as operations officer aboard the USS Peterson (DD 969), commanding officer of the USS Stethem (DDG 63), reactor electrical division officer on the USS South Carolina (CGN 37) and commander of the Carrier Strike Group 3.

NASCIO Unveils Federal Advocacy Priorities for 2017The National Association of State Chief Information Officers has listed its 2017 federal advocacy priorities based on state CIOs’ policy priorities as well as opportunities to work with Congress and the executive branch.

NASCIO said Wednesday it will push for intergovernmental cybersecurity partnership; flexibility in federal funding regulations; information sharing and safeguards; and the implementation of state plans related to the First Responder Network Authority this year.

“NASCIO’s 2017 advocacy priorities reflect the ways in which state CIOs hope to work collaboratively with the federal government,” said Mark Raymond, NASCIO president and Connecticut CIO.

“Protecting public networks and reducing the risk to the digital assets of citizens and government is a shared mission across all levels of government and it is our hope that our federal partners will work with state CIOs to achieve a more secure cybersecurity posture,” Raymond added.

State chief information security officers who took part in NASCIO’s 2016 Cybersecurity Study said they consider insufficient budget as the biggest challenge to cybersecurity efforts.

The association aims to work with the federal government to establish federal funding regulations that will  support legacy system modernization and cloud adoption in state governments.

NASCIO added it seeks to collaborate with the federal government in efforts to promote and incentivize the adoption of the National Information Exchange Model to support information sharing.

The organization listed FirstNet as a priority since governors will decide whether to join the Nationwide Public Safety Broadband Network this year.

Former Congressman Mike Pompeo Assumes CIA Leadership

Mike Pompeo, former Kansas congressman, was sworn in as CIA director Monday after the Senate voted 66-32 in favor of his confirmation, The Washington Post reported Monday.

Greg Miller writes Pompeo assumed leadership of the intelligence agency as the U.S. works to help address security challenges worldwide.

Pompeo said during his nomination hearing that he would reject efforts to reinstate banned interrogation practices and put aside partisan roles, Miller wrote.

He also told lawmakers that Russia and China are “sophisticated” cyber adversaries and that CIA must lead efforts to address hackers, CNN reported Tuesday.

Pompeo said other global threats include Iran’s influence in the Middle East, the Syrian conflict and the Islamic State militant group’s control over urban areas, according to the report by Ashley Killough and Ted Barrett.
