King & Spalding Partner Christopher Wray Confirmed as FBI Director
Christopher Wray

The Senate voted 92-5 Tuesday to confirm Christopher Wray, a litigation partner at international law firm King & Spalding, as FBI director, the Washington Post reported Tuesday.

Wray’s confirmation came nearly two months after President Donald Trump nominated him for the post following the dismissal of James Comey as FBI chief in May.

Senate Judiciary Committee Chairman Charles Grassley (R-Iowa) said Tuesday that Wray told the panel “he won’t condone tampering with investigations, and that he would resign rather than be unduly influenced in any manner.”

His “record of service, and his reputation, give us no reason to doubt him,” Grassley added.

Wray previously worked at the Justice Department as assistant attorney general of the department’s criminal division from 2003 to 2005.

He served as assistant U.S. attorney for the Northern District of Georgia between 1997 and 2001.

NASA Program Aims to Help SEWP Contract Users Identify Authorized IT Resellers

NASA Program Aims to Help SEWP Contract Users Identify Authorized IT ResellersNASA has launched a program to help government buyers confirm if an information technology product they want to procure through the Solutions for Enterprise-Wide Procurement contract vehicle comes from an authorized reseller, Nextgov reported Monday.

The report said NASA aims to restrict certain SEWP contracts to authorized resellers and prevent non-authorized vendors from submitting quotes for certain products under the Established Authorized Reseller Program.

The program will also allow clients to choose whether to use authorized resellers, the report noted.

In 2014, NASA issued 56 contracts under the potential 10-year, $20 billion SEWP contract that covers IT products and services for the space agency’s centers and other federal government customers.

NASA also implemented a tool that works to help the agency locate authorized resellers in it database for each SEWP order.

GAO: DoD Should Review ‘Internet of Things’ Security Policies, Guidance

GAO: DoD Should Review 'Internet of Things' Security Policies, GuidanceThe Government Accountability Office has urged the Defense Department to evaluate security policies and guidance related to internet of things devices, then identify areas that require new policies or updated guidance.

GAO said Thursday DoD has conducted infrastructure-related and intelligence assessments to examine security risks posed by IoT tools but the department has yet to evaluate the security of IoT device operations.

The congressional watchdog found that DoD policies and guidance do not adequately address certain IoT platforms, including smart televisions in unsecure areas and IoT device applications.

GAO added that DoD policies and guidance on cyber, operations, information and physical security do not cover IoT devices.

The department has yet to establish policy that would require its components to implement existing security measures on industrial control systems, including IoT tools, the GAO report noted.

GAO recommended DoD to administer operations security surveys to identify IoT security risks, or use other risk assessment methods.

Report: Air Force GPS III Satellite Ground Control System Faces 9-Month Delay

Report: Air Force GPS III Satellite Ground Control System Faces 9-Month DelayThe U.S. Air Force has said the launch of a ground-based control system for the GPS III satellite constellation will be delayed by another nine months due to “realized program technical risks” as well as outdated software and hardware, Bloomberg reported Monday.

The service branch now expects to launch the Raytheon-built Operational Control Network system in April 2022.

Bloomberg estimates the development schedule extension will increase the system’s projected development cost from $5.4 billion to approximately $6 billion.

The network is composed of 20 global land-based stations and antennas designed to leverage Lockheed Martin-built GPS III satellites for use in military operations.

Capt. AnnMarie Annicelli, an Air Force spokeswoman, said the service branch has implemented changes to the ground control network program such as updates to software development methods and establishment of contingency efforts.

US, South Korea, Japan Perform Sequenced Bilateral Mission

US, South Korea, Japan Perform Sequenced Bilateral MissionThe U.S. Air Force has conducted a sequenced bilateral mission alongside its counterparts from South Korea and Japan in response to North Korea’s recent ballistic missile and nuclear activities.

The service branch said Monday two of the Pacific Air Forces’ B-1B Lancer bombers joined F-2 and F-15 fighter jets of Japanese and South Korean air forces, respectively, to conduct intercept and formation training over a 10-hour mission.

North Korea launched an intercontinental ballistic missile July 28 that landed in the Sea of Japan approximately 103 miles from the coast of Hokkaido, DoD News reported Monday.

Navy Capt. Jeff Davis, a Pentagon spokesman, told reporters the combined missile launches exercises aimed to showcase the U.S.-South Korea alliance’s capacity to help defend the latter country from potential threats.

The Missile Defense Agency and the U.S. Army‘s 11th Air Defense Artillery Brigade collaborated on a missile defense test Friday that utilized the Lockheed Martin-built Terminal High Altitude Area Defense system.

Gen. Mark Milley Eyes Active Protection Systems, Driverless Feature for Future Army Tanks

Gen. Mark Milley Eyes Active Protection Systems, Driverless Feature for Future Army TanksU.S. Army Chief of Staff Gen. Mark Milley has said he wants future Army combat vehicles to include active protection systems (APS), lighter armor and an option for unmanned operations, DoD Buzz reported Friday.

Milley said at the National Press Club in Washington, D.C. that the Army should install APS and other technologies into the M1 Abrams, M2/M3 Bradley and M1126 Stryker vehicles to maintain their relevance for decades.

“If we can discover a material — and I’ve got a lot of research and development going into it — if we can discover a material that is significantly lighter in weight that gives you the same armor protection, that would be a real significant breakthrough,” said Milley.

He added that the Army also seeks to incorporate advanced weapon systems such as lasers and railguns into the military branch’s combat vehicles, National Defense reported.

Milley noted that the M1 tank looks the same as it did when it was first deployed in the 1980s but technologies inside the vehicle have undergone upgrades and modifications over the years.

The general noted that mechanized warfare between ground armies will remain a challenge.

Proposed Bill Would Require DHS to Deploy ‘Smart’ Border Security Tech Platforms

Proposed Bill Would Require DHS to Deploy 'Smart' Border Security Tech PlatformsA bipartisan group of House lawmakers has introduced legislation that would direct the Department of Homeland Security to field “smart” border security technologies along the southern U.S. border.

A press release posted Thursday on Rep. Will Hurd’s (R-Texas) website stated that the Secure Miles with All Resources and Technology Act would also require the DHS secretary to submit a report on physical barriers, technologies and other platforms that can be used to secure the U.S.-Mexico border.

Hurd said Customs and Border Patrol agents need technologies such as sensors, radar, light detection and ranging, fiber optics, drones and cameras to detect activity across the border and perform interdiction.

SMART Act would authorize $110 million for programs meant to foster border security coordination between CBP and state, county, tribal and other governmental law enforcement entities.

The bill would also establish a two-year grant program to upgrade emergency communication platforms in the southern border region, including multiband radios and communication networks.

Hurd introduced SMART Act alongside Reps. Henry Cuellar (D-TX), David Valadao (R-California), Steve Knight (R-CA), Steve Pearce (R-New Mexico), Brian Fitzpatrick (R-Pennsylvania), and Keith Rothfus (R-PA).

Report: Marines Start to Implement Mobile C2 System

Report: Marines Start to Implement Mobile C2 SystemThe U.S. Marine Corps has begun to implement a mobile command-and-control system designed to detect and track flight paths and small objects at a faster rate and higher accuracy than current C2 platforms, Defense Systems reported Friday.

Marine Air Control Squadron 2 transitioned to the new C2 system following completion of tests held at the service branch’s air station in Cherry Point, North Carolina.

The report said the system features the Common Aviation Command and Control System with Composite Tracking Network software and the Ground/Air Task Oriented Radar that works to help users monitor low-flying drones and cruise missiles.

“The CTN allows the Marine Corps to utilize its organic radar systems to integrate with other assets such as an E-2 Hawkeye or Navy ships that are out in the water,” said Capt. David Haber-Mattie, air defense control officer at MACS-2.

The new C2 system also uses a truck-portable radio antenna and Humvees to support line-of-sight connection for the CTN and accommodate servers of the system, respectively.

Marine Corps has also bought nine CAC2S Phase 2 systems from General Dynamics and the service branch is scheduled to field seven of the units this year.

MDA, Army Perform Missile Defense Test Using THAAD; Lt. Gen. Sam Greaves CommentsSoldiers from the U.S. Army‘s 11th Air Defense Artillery Brigade teamed up with Missile Defense Agency personnel to perform a missile defense test which utilized a Lockheed Martin-developed area defense system, DoD News reported Sunday.

The report noted that the Terminal High Altitude Area Defense System was used to detect, monitor and engage a medium-range target ballistic missile launched from a U.S. Air Force C-17 Globemaster III aircraft.

The 11th Air Defense Artillery Brigade soldiers used actual combat scenario procedures to perform fire control, launcher and radar operations as part of the test dubbed Flight Experiment THAAD-01.

Lt. Gen. Sam Greaves, director of the Missile Defense Agency, said that the data collected from the test will help efforts to update the THAAD weapon system as well as the agency’s capacity to model and simulate operations.

FET-01 was the 15th successful intercept mission for the THAAD weapon system which was designed to eliminate incoming targets using hit-to-kill technology.
