Sanjeev ‘Sonny’ Bhagowalia


In 2008, Bhagowalia became the chief information officer of the Department of the Interior, with the responsibility to provide leadership to the department and all its bureaus in areas of information resource management and IT.

As CIO, Bhagowalia manages the IT infrastructure, applications and information resources supporting the department’s different mission areas, including Fish, Wildlife and Parks, Indian Affairs, Land and Minerals Management, Water and Science, Policy, Financial and Business Management.

Bhagowalia’s responsibilities include all 12 core competency areas under the Clinger-Cohen Act of 1996, the E-Government Act of 2002, and all applicable laws, regulations and directives. Some of the core competency areas include acquisition, process improvement, and security and information assurance.

Prior to his current position, Bhagowalia served as CIO for Indian Affairs in the Department of the Interior. One of his accomplishments there includes being selected for the 2008 Secretary’s Gold Award for Exceptional Executive Service.

As a senior-level employee, Bhagowalia also worked in the FBI, where he assisted the CIO in overseeing a technology budget and managing eight of the 12 CIO core competency areas. His management team was the first-ever IT team in the FBI to receive the Director’s Award for Special Achievement in 2005

Before landing the job at the FBI, Bhagowalia worked for Boeing, where he created, designed and implemented technical and business solutions of medium-to-large size, scope and complexity for U.S. government clients. At Boeing, he received numerous awards, including the NASA Award of Merit, the NASA Silver Snoopy Award, the NASA Space Transportation System Mission Support Award, and the Boeing Technical Excellence Fellowship Program.

Bhagowalia earned his Bachelor of Science in Electrical Engineering from Louisiana State University. He also has a Master of Science in IRM from Syracuse University, and a Master of Science in Electrical Engineering from LSU.

Mike Milazzo

Mike Milazzo


Milazzo is the deputy chief information officer for IT operations at HUD. As such, Milazzo duties include the supervision of the department’s IT infrastructure-operations around the country.

In 1970, Milazzo began his career at HUD as a computer operator, and he has held assorted leadership positions in the Office of the Chief Information Officer.

More recently, Milazzo led several business-transformation initiatives that leveraged IT to improve services to the citizen, advance employee productivity and decrease costs. He was also responsible for directing HUD’s IT operations organization as HUD moved to a fully outsourced IT infrastructure-services model.

Priscilla Guthrie

Priscilla Guthrie


Guthrie is the CIO of the Office of the Director of National Intelligence. She has been in this position since May 2009.  Before this position, Guthrie was the Director of the Information Technology and Systems Division at the Institute for Defense Analyses.

Prior that that role, she served as the Deputy Assistant Secretary of Defense for the U.S. Department of Defense and her was her job to provide support to the deployed forces. Before working for the DOD, Guthrie worked at TRW Inc. for a number of years. During part of her time there she served as Vice President and her company aimed at providing IT solutions to a worldwide clientele.

Guthrie graduated from Pennsylvania State University with a degree in electrical engineering. She later earned a Master’s in Business Administration from Marymount College University. She was named an Alumni Fellow at Pennsylvania State in 2003, as well as a Distinguished Alumna in 2006.

Linda Travers

Linda Travers

 

Travers is the Principal Deputy Assistant Administrator and the Acting CIO of the U.S. Environmental Protection Agency’s Office of Environmental Information. It is her role to help support the EPA’s mission to protect the environment and public health. Before this role, Travers worked as the Deputy Office Director for the Office of Technology Planning and Operations in the EPA.

Prior to working at the Office of Environmental Information, Travers worked as the Director of Information Resources for the Office of Pesticide Programs. She helped with the new Food Quality Protection Act during this time. Even before that, Travers served as the Director of Information Management Division in the Office of Pollution Prevention and Toxics. In this role, she helped directed the Toxic Release Inventory information management. This was the first step and program the EPA put into place to allow the public know about the environmental conditions in and around their own communities.

Travers did her undergraduate work at the University of Maryland. She later earned her Master’s in Public Administration from American University.

Michael Duffy

Michael Duffy


Duffy is the CIO and Deputy Assistant Secretary for Information Systems for the U.S. Department of Treasury. He has been in this position since September 2008.  Before working at the Department of Treasury, Duffy worked at the Department of Justice.

He was at the U.S. Department of Justice for 15 years and his most recent position there was the Deputy CIO. However, he also held many other roles at the Department of Justice such as the following: Director of Telecommunications, Director of Information Management and Security, as well as the Program Manager for the Justice Consolidated Office Network.

Duffy first started working in the Federal Service in 1987. His first position was at the Department of Health and Human Services where he served as the Presidential Management Intern. Duffy graduated from Bowdoin College with a Bachelor of Arts degree. He later attended the University of Massachusetts where he earned a Master’s in Public Administration.

Nitin Pradhan

Nitin Pradhan


Pradhan is the CIO of the U.S. Department of Transportation. He entered this role this past July 2009. Additionally, Pradhan serves as the chief advisor, focusing on IT issues, to Secretary Ray LaHood.

Before he started working at the Department of Transportation, Pradhan served as the Chief IT Architect and the Director of the Office of Technology Planning and Assessment, as well as part of the executive leadership in the IT department for Fairfax County Public Schools.

CIO Magazine has ranked this school district as one of the top 100 IT organizations. Before working for this organization, Pradhan served as the Managing Director of Virginia’s Center for Innovative Technology. Additionally, Pradhan has been one of the co-founders of a wireless startup. Pradhan has a wide variety of experiences since he has worked in non-profits, startups, the private industry, and government.

Pradhan earned a Bachelor’s degree in engineering, as well as a Master’s in marketing both in India. He later earned a Master’s in accounting at The American University’s Kogod College of Business in D.C.

Lynn Allen

Lynn Allen


Allen is the Acting CIO of the U.S. Department of Housing and Urban Development. He has been in this role since December 2008.  Before this position, Allen was the Deputy CIO for Business and IT Modernization.  Prior to that, Allen was the Associate Chief Information Officer for Cyber Security at the U.S. Department of Agriculture.

Additionally, Allen served as the Assistant Inspector General for IT at the U.S. Department of State from 2003 to 2005.  Before working there, Allen was the Director of the Network Lifecycle Management Division from 2002 to 2003. Allen was the Branch Chief for the centralized information technology help desk from 2000 to 2002.

Allen also has a military background. He served in the U.S. Air Force where worked as an Information Manager, as well as an Electronics Countermeasures specialist. Allen graduated from Central Michigan University, where he earned a Master’s of Science Administration. He attended University of Maryland University College, where he earned a Bachelor of Science degree in Management Studies. He also attended Strayer University, where he earned a Bachelor of Science degree in Computer Information Systems.

Carl Staton

Carl Staton


Staton is the Deputy CIO of the U.S. Department of Energy. He has held this position since October 2006. Prior to working at the Department of Energy, Staton worked in the Federal government in different IT positions. He spent over 26 years in various positions in the Department of Commerce’s National Oceanic and Atmospheric Administration.

Staton also served in the Senior Executive Service as the Director of Central Operations at NOAA’s National Weather Service. Following that, in 2001 Staton was the CIO for the National Weather Service and the following year he became CIO of the NOAA. Additionally, Staton was named Director of High Performance Computing and Communications for NOAA.

Staton graduated from North Carolina State University with a Bachelor of Science degree in Computer Science. He has received several honors and awards in his career such as the GSA Interagency Committee on Information Resource Management Technical Excellence Award and the Department of Commerce Bronze Medal.

John Teeter

John Teeter


Teeter is the Deputy CIO for the U.S. Department of Health and Human Services. Prior this role he was t he Chief Enterprise Architect for the Department of Health and Human Services.

Teeter has over 27 years of experience working in various positions and areas at the Department of Health and Human Services. One of his major focuses during these 27 years has been IT project and program management. However, recently his focus has shifted on enterprise information resource management programs and enterprise architecture endeavors.

Before embarking on his career at the Department of Health and Human Services, Teeter spent time at the Social Security Administration, Center for Medicare and Medicaid Services, as well as the Centers for Disease Control and Prevention. At the CDC, Teeter held the position of Chief Enterprise Architect. Teeter graduated with a degree in biology.

Margaret Graves

Graves is the Deputy CIO of the U.S. Department of Homeland Security. Before she was selected for this role, in September of 2008, Graves was the Executive Director of the Enterprise Business Management Office, which is within the Department of Homeland Security Office of the CIO. Additionally, she was the Deputy Program manager for the Border and Transportation Security IT Integration Program.

Outside of her public service, Graves has over 20 years of experience in management consulting. She has held a variety of executive positions in the management consulting industry and has experience in the following areas: systems engineering, business process reengineering, financial management, strategic planning, venture capital planning, as well as mergers and acquisitions. She worked at A.T Kearny, Inc. for 10 years and she also spent time at Technology Applications, Inc, Planning and Researching Corporation, and Advanced Technology, Inc.

Graves graduated from the University of Virginia, where she earned a Bachelor of Science degree in Chemistry. She later went on to earn a MBA from University of Virginia’s Colgate Darden Graduate School of Business Administration.
