Leslie Henderson Appointed DCSA Chief of Policy and Oversight

Leslie Henderson, formerly chief of the contracting office for information technology at the Defense Counterintelligence and Security Agency, has been named chief of policy and oversight within the acquisition and contracting organization at DCSA.

Henderson previously led a group of contracting professionals and oversaw a portfolio of contracts and transactions worth more than $2.7 billion as head of the contracting office for IT programs at DSCA.

Prior to DSCA, she spent more than a decade at the Office of Personnel Management, where she served as supervisory and lead contract specialist, purchasing agent and business support specialist. She also worked for the National Background Investigations Bureau when it was still under OPM.

TSA Names Yemi Oshinnaiye as Next Agency CIO

Yemi Oshinnaiye, deputy chief information officer of the U.S. Citizenship and Immigration Services, will join the Transportation Security Administration (TSA) in May to serve as CIO, Federal News Network reported Monday.

He will succeed Russell Roberts, who will step down as TSA CIO after more than four years in the role.

Oshinnaiye was appointed to his current position at USCIS in March 2019 and previously spent nearly two years at Reston, Virginia-based Dev Technology Group as chief technology officer, according to his LinkedIn profile.

His USCIS career started in 2012 as an IT specialist and he later served in the roles of branch and associate chief prior to being promoted to division chief of enterprise infrastructure in 2016.

He worked for Electronic Data Systems earlier in his career.

The Potomac Officers Club will assemble several leaders from the worlds of government and business at POC’s 3rd Annual CIO Summit, which is scheduled to take place on April 26 at the Hilton-McLean in Virginia.

John Sherman, the Defense Department’s CIO and acting chief digital and artificial intelligence officer, will deliver a keynote address to the in-person event.

Drew Myklegard Assumes Acting Deputy Federal CIO Role at OMB

Drew Myklegard will serve as acting deputy federal chief information officer at the Office of Management and Budget following the retirement of Maria Roat, who held the official post, in March, GovernmentCIO reported Friday.

As acting deputy federal CIO, Myklegard will assist Clare Martorana, federal CIO and a 2022 Wash100 Award recipient, in executing the President’s Management Agenda and implementing office objectives for cybersecurity, data, customer experience and information technology modernization.

Myklegard has been serving as OMB’s associate deputy federal CIO since January. Prior to that, he spent more than eight years at the Department of Veterans Affairs, where he previously led the DevSecOps product engineering division.

Commenting on Myklegard’s appointment, Martorana said, “In just a few months with our team, Drew has already made an outsized impact in executing on OFCIO’s strategic priorities.”

Shane Buckley Succeeds Paul Hooper as Gigamon CEO

Shane Buckley has been elevated to president and CEO of Gigamon, following Paul Hooper’s departure from the CEO role after 10 years of service.

As part of the executive shift, Buckley will lead the company’s new investment strategy, which aims to situate Gigamon as a leader in the emerging deep observability market, the Santa Clara, California-based company said Monday.

Buckley has served as president and chief operating officer of Gigamon for the past four years and is uniquely positioned to take on the new role after demonstrating his leadership capabilities throughout successful quarters and pandemic-related challenges alike, according to outgoing CEO Paul Hooper.

“I am confident in passing the torch to Shane as I believe this marks an appropriate time for a transition in leadership as the company embarks on its next growth phase,” Hooper commented. 

Throughout his decade of leadership, Hooper has been credited with establishing Gigamon as a key player in the network visibility and security solutions markets. Now, as the company transitions to a new strategic approach, Buckley will leverage his experience in creating new market categories to expand Gigamon’s deep observability, cloud and security offerings.

“Enterprises are quickly shifting toward hybrid and multi-cloud deployments to accelerate digital transformation initiatives but, unfortunately, they must contend with an ever-more dangerous threat landscape,” Buckley said. 

He added that he looks forward to helping address the evolving needs of Gigamon’s customers by “investing in the deep observability solutions required to achieve the full agility of a resilient digital infrastructure without risk.”

Before joining Gigamon, Buckley served as CEO of Xirrus for over five years and as president and CEO of Rohati Systems for two years.

Hooper will be transitioning to an active role on Gigamon’s board of directors.

Seasoned BD Executive Joe Boeckx Appointed President of Makwa Global; CEO Derek Dorr Quoted

Former BAE Systems executive Joe Boeckx has been named president of Makwa Global, the Millie Lacs Band of Ojibwe tribe-owned contracting company.

As president, Boeckx will be expected to oversee and expand the organization’s family of subsidiary companies and facilitate strategic maneuvers through collaborations with the board of directors and CEO Derek Dorr.

Dorr predicts that Boeckx’s proven experience in operational and corporate development management will yield future success for the company, adding that his “demonstrated success growing diverse portfolios in aerospace, logistics, intelligence analytic services, security, construction, IT and professional services will be an excellent fit for Makwa Global.”

During his 25-year career, Boeckx has accrued significant military, government and commercial sector experience. He was a commissioned officer and counterterrorism intelligence officer with conventional and special operation forces, as well as an officer in the U.S. Army.

Post-military service, Boeckx worked as program manager and technical director for BAE Systems, where he managed a global analysis portfolio valued at $70 million for its full lifecycle. He subsequently ascended to vice president of business development for BAE global analysis and operations, during which time he helped the company net over $1.5 billion in contract awards.

Additionally, the executive was a key player leading integration management at Leidos during its merger with Lockheed Martin Information Systems & Global Solutions. After that, Boeckx held the position of senior executive of corporate development for Akima, an Alaska native corporation, perhaps foretelling his interest in joining the similarly indigenous-owned Makwa Global.

Prior to his hire at Makwa, Boeckx spent time as executive vice president of business development at Tenax Aerospace, where his efforts concentrated on airborne intelligence-surveillance-reconnaissance initiatives.

Boeckx stated that he sees Makwa as primed for “substantial growth” and remarked, “This is a great company with outstanding people. With the motivation and strong culture there is no limit to what we are going to accomplish.”

Julie Boughn Named Health Advisory Board Member at CNSI; CEO Todd Stottlemeyer Quoted

Health and information technology expert Julie Boughn has been appointed to the health advisory board of healthcare technology company CNSI.

Boughn will be added to the current seven-person roster of council members, who lend insight regarding industry trends and policy endeavors and suggest various methods for CNSI’s public sector clients to mitigate health impacts and cost, the company said Monday.

“[Boughn’s] expertise in operations, data analysis, and enterprise systems modernization will be invaluable in advancing CNSI’s growth strategy to not only meet but also anticipate the needs of our clients in this era of rapid change in the health IT industry,” remarked CNSI CEO Todd Stottlemyer.

In her new role, Boughn will leverage over three decades of health public service and technology experience. She is particularly versed in federal and state healthcare programs, as she spent over 10 years with the Centers for Medicare and Medicaid Services.

Beginning as chief information officer at CMS, Boughn helped launch and was deputy director for operations at CMS Innovation Center, in addition to serving as deputy director of the center for Medicaid and Children’s Health Insurance Program.

In January, the executive retired from the position of director of the data and systems group of the center for Medicaid and CHIP. In this position, Boughn helped modernize the organizations’ processes such as enrollment systems and information and data activities.

She also holds commercial industry experience at organizations such as Cognosante, where she was chief strategy and innovations officer and the Baltimore, Maryland-based Audacious Inquiry, LLC, where she was champion for transformation. Boughn also has experience in software engineering, systems programming and data analysis.

The newly appointed advisory board member commented that CNSI’s innovative credentials, such as its industry-leading introduction of the Medicaid Management Information System to the cloud, is what drew her to the company.

“I’m delighted to be able to collaborate with such an esteemed panel of members on the CNSI Health Advisory Board to further elevate CNSI’s mission and improve the health and well-being of the citizens who rely on Medicaid and CHIP,” Boughn added.

Air Force AFVentures Seeks Proposals for Prototype Development Funding Until June 30

The Department of the Air Force’s investment arm has announced a new window for small businesses to receive government and commercial funding for the development of their technologies.

AFWERX AFVentures will accept proposals from qualified small businesses to receive Phase II prototype development financing under the Strategic Funding Increase and Tactical Funding Increase programs until June 30, the Air Force Research Laboratory said Thursday.

STRATFI offers up to $15 million in Small Business Innovation Research and Technology Transfer Research funding throughout a four-year period, while TACFI provides between $375,000 and $1.8 million for two years of research work.

“We are taking a real step toward distributed innovation in the DAF, allowing for technology to prove itself out across the force, and then accelerating those that show the most promise,” explained Maj. Greg Sundbeck, program manager for STRATFI/TACFI.

In fiscal 2021, AFVentures received 162 capability packages and committed $293 million in funding that, in addition to a combined $608 in government and private-sector funds, will be obligated in future awards.

Federal Agencies Commit to Make Government Services Accessible to Underserved Communities

The Biden administration has unveiled a collection of action plans outlining governmentwide strategies aimed at advancing equity and racial justice in underserved communities.

The White House said Thursday more than 90 federal departments and agencies have released their equity action plans that detail their commitment to making federal services more accessible to all Americans in accordance with an executive order President Joe Biden signed on his first day in office.

The Department of Defense plans to develop a more diverse workforce for artificial intelligence research and development projects by increasing investments in minority-serving institutions and historically Black colleges and universities.

A new plan from the Small Business Administration seeks to assist businesses and entrepreneurs in underserved communities in securing capital and resources by streamlining program applications.

Another plan from NASA is focused on increasing the participation of contractors and businesses from underserved communities in the space agency’s procurement efforts and enhancing grants and cooperative agreements.

The departments of Labor, Housing and Urban Development, Transportation, Justice, Commerce and Health and Human Services also outlined their plans to advance equity in underserved communities.

Commerce Department Names National AI Advisory Panel Members; Don Graves Quoted

The Commerce Department has named 27 business, academic and nonprofit sector representatives who will serve on the National Artificial Intelligence Advisory Committee for up to three years.

NAIAC, established by the National AI Initiative Act of 2020, will recommend measures for the Biden administration to address workforce, science and competition matters associated with the adoption of technology, the department said Thursday.

Members of the new advisory group will also guide the government in balancing funds and activities under the initiative. Their inaugural meeting is scheduled for May 4.

The panel will form a subcommittee to explore AI-based law enforcement applications and help the White House understand potential bias, data security and legal aspects in the field.

“Their anticipated recommendations to the President and the National AI Initiative Office will serve as building blocks for U.S. AI policy for decades to come, and I am immensely grateful for their voluntary service,” said Don Graves, deputy secretary at the Department of Commerce.

DOD CIO John Sherman on Zero Trust, Joint Warfighting Cloud Capability

John Sherman, chief information officer at the Department of Defense and a 2022 Wash100 Award winner, said he considers cybersecurity as his “absolute top priority” and that DOD wants to be a leader in the federal space when it comes to the adoption of zero trust principles.

“Zero trust is built on principles that the enemy is already in your network and the way we deal with that is constricting lateral movement throughout the network through what we call fine-grained access and also looking at things like not signature-based analysis, but behavioral-based analysis on who’s on there and making sure we have identity, credential and access management or ICAM and an entire suite of capabilities that comes at it much differently than we’ve been doing,” Sherman told Government Matters in an interview posted Friday.

He added that zero trust is critical in protecting an enterprise from cybersecurity threats.

Sherman, who also serves as acting chief digital and artificial intelligence officer, noted that procurement is now underway for the Joint Warfighting Cloud Capability, which is DOD’s flagship effort.

JWCC will bring “enterprise cloud capability at all three security classification levels – unclassified, secret and top secret – from the continental United States all the way out to the tactical edge. This is a capability we don’t have right now and it’s going to be critical for things like Joint All Domain Command and Control, AI and the Data Acceleration initiative, among others,” he said.

Sherman also discussed how his office advances JADC2, the role of the chief digital and AI officer and how the Pentagon helps U.S. European Command through the AI and Data Acceleration initiative amid the crisis in Ukraine.
