NASA Demos Planetary Defense Tech With DART Mission; Thomas Zurbuchen Quoted

NASA’s Double Asteroid Redirection Test spacecraft hit its target asteroid moonlet Dimorphos on Monday as part of the world’s first test of a planetary defense technology.

NASA said Tuesday the test sought to demonstrate its capability to maneuver a spacecraft to intentionally crash into an asteroid and deflect it through kinetic impact as part of an effort to protect Earth should a planet-bound comet or asteroid be discovered.

“Now we know we can aim a spacecraft with the precision needed to impact even a small body in space. Just a small change in its speed is all we need to make a significant difference in the path an asteroid travels,” said Thomas Zurbuchen, associate administrator for the Science Mission Directorate at NASA.

Dimorphos, which does not pose a threat to Earth, is orbiting a larger asteroid dubbed Didymos. The investigation team will use ground-based telescopes to determine whether DART’s collision with the asteroid changed its orbit around Didymos.

The spacecraft was able to target the smaller asteroid 10 months after launch using its Didymos Reconnaissance and Asteroid Camera for Optical navigation system or DRACO, which captured the surface of Dimorphos seconds before impact.

The Johns Hopkins University Applied Physics Laboratory oversees the DART mission for the space agency’s planetary defense coordination office.

GDIT Wins $110M Contract from Department of Veterans Affairs for IT Service Desk Operation; Kamal Narang Quoted

The information technology arm of General Dynamics has secured a potential five-year, $110 million task order from the Department of Veterans Affairs.

The enterprise service desk task order charges General Dynamics Information Technology with the operation and maintenance of a technology support system for veterans, complete with built-in back-ups and emergency preparation measures, the Falls Church, Virginia-based business unit said Monday.

Kamal Narang, vice president and general manager for federal health at GDIT, asserted that the services provided under the task order will strengthen IT outcomes for users, make processes more efficient and mitigate costs.

Narang also emphasized the company’s dedication to the wellbeing of veterans and its efforts to make the user experience of its technologies and tools “easy, effective and personalized.”

GDIT’s enterprise service desk efforts with the VA have been ongoing for four years and together, they have fielded and responded to over 10 million help submissions. Additional support GDIT conducts for the VA includes digital migration of a litany of veteran records, the institution of enterprise security measures, as well as the recent creation of an artificial intelligence-based tool for the identification of skin cancer.

For work under the new contract, GDIT will source its labor to its facilities in Louisiana, Kentucky and Texas. These Technology Shared Services offices will all be active and ready with back-up in the event of an emergency situation. Their team will be available at every hour of every day with Tier 1 IT and technical expertise, communicating with over 500,000 VA representatives at any VA location in the country.

Furthermore, GDIT will employ remote automation tools and knowledge facilitation programs in order to fulfill self-service inquiries and overall create a superior interface and interactivity for the country’s veteran population of over nine million.

The VA task order comes on the heels of the company’s five-year, $65 million contract from the Centers for Medicare and Medicaid Services for data integration and cloud migration activities.

TIP Technologies Now Under the Deltek Umbrella After Completed Acquisition; CEO Mike Corkery Quoted

Project enhancement software company Deltek has finalized its agreement to buy quality assurance program maker TIP Technologies. Both companies primarily strive to serve the government contracting and aerospace and defense industries.

The transaction was initiated in mid-July and TIP’s addition is expected to bolster Deltek’s portfolio with quality management system and manufacturing execution system platforms, the Herndon, Virginia-based company said Monday.

Mike Corkery, CEO and president of Deltek, explained that the large amount of regulations and compliance rulings at the federal level calls for programs and services that properly prepare organizations while conducting their projects. Corkery asserts that the combined forces of the two companies will provide the integrated software that satisfies these needs.

Corkery, who is a two-time Wash100 Award winner, also noted that although the team is thrilled to collaborate with TIP’s, Deltek will continue to employ third party enterprise resource planning options for aerospace and defense clients.

One of Deltek’s primary customers that will also benefit from the acquisition are engineer-to-order firms. The company plans to demo and preview some of its plans for the partnership in the coming months, including at its Deltek ProjectCon annual business gathering in November.

“We are thrilled to now be a part of Deltek and I want to thank all our TIP Technologies employees and all the parties involved that helped us complete this acquisition,” commented Mike Miller, CEO and president of TIP Technologies.

In April, Corkery spoke with ExecutiveBiz for an Executive Spotlight interview wherein he discussed celebrating the company’s 40th anniversary, updates to its Costpoint program and more.

“We’re always looking to add solutions that are relevant in our target markets and add more value to our existing solution set for our target markets,” Corkery said, perhaps foreshadowing the upcoming acquisition of TIP.

Oklahoma State University to Support DHS Counter-UAS Project Through Amentum Partnership

Amentum has awarded Oklahoma State University a $15 million subcontract to support the Department of Homeland Security in developing technology to counter malicious unmanned aircraft systems.

The company will execute the project as part of a five-year, $260 million DHS task order under the Department of Defense Information Analysis Center Multiple-Award Contract.

Amentum will work with the Counter-UAS Center of Excellence, a new institute unveiled last week by OSU’s Oklahoma Aerospace Institute for Research and Education, the university said Friday.

Over the next four years, the partnership will focus on development, evaluation, improvement and professional training at DHS to identify, monitor and counterattack malicious drones that could harm infrastructure and other critical national security sites.

The Counter-UAS Center for Excellence was formed through the National Defense Authorization Act. OSU secured an initial $6.5 million in appropriated fiscal year 2021 and 2022 funds from the U.S. Army Combat Capabilities Development Command.

Additional funds amounting to $5 million are proposed for FY 2023, according to the university.

SBA to Take Over Responsibilities for Verification of Veteran-Owned Small Businesses

The Small Business Administration will take over all responsibilities for the verification of veteran-owned small businesses from the Department of Veterans Affairs starting Jan. 1.

VA said Friday it will halt the application for verification or reverification of VOSBs and service-disabled, veteran-owned small businesses on Oct. 24 as part of the transition.

The agency noted that the Office of Small and Disadvantaged Business Utilization will continue to accept applications from veterans until the deadline.

“VA will reach out to all impacted Veterans to ensure a transparent, seamless transition of the verification process,” said Sharon Ridley, executive director of OSDBU.

The transition complies with a section of the 2021 National Defense Authorization Act that mandates that the SBA streamline and consolidate services offered to VOSBs and SDVOSBs.

In July, the SBA sought industry feedback on its proposed rule to develop a certification program for VOSBs seeking to be awarded sole source or set-aside federal contracts.

DARPA Selects Teams to Create AI Tools for Automating Scientific Knowledge Extraction, Modeling

The Defense Advanced Research Projects Agency has named the research teams to develop artificial intelligence tools and approaches designed to help subject matter experts automate knowledge discovery, model creation and simulation.

The selected teams will work on the four major technical areas of the Automating Scientific Knowledge Extraction and Modeling program, which is divided into two phases that will both run for 21 months, DARPA said Friday.

Phase 1 of the ASKEM initiative will focus on enhancing the accuracy, maintainability and timeliness of expert models, while phase 2 will center on the models’ generalizability and scalability.

The selected teams are:

NGA Employs Natural Language Processing to Streamline Text Reading, Generation

The National Geospatial-Intelligence Agency is looking into the potential of natural language processing to speed up the analysis of imagery and maps by reducing the time spent on text reading and generation.

NGA said Friday it hopes to raise awareness across the intelligence community about the potential time savings and intelligence benefits of using NLP to automate the sifting, sorting, translation and comprehension of vast amounts of data.

The agency conducted a year-long study of NLP and found that up to 80 percent of its workforce’s average workflow is spent on conducting research, reviewing documents, generating reports and tipping imagery.

“Many NGA employees know that NLP resources are available, but they have difficulty knowing where to find them or how to orient them towards NGA topics of interest,” said Monica Lipscomb NLP program manager at NGA Research.

Lipscomb said NLP can work to support workflows involving finance, security, policy, records management and safety of navigation alerts.

NLP is the driving force behind the Source Maritime Automated Processing System, which has reportedly streamlined the process of generating navigation warning alerts since its launch in April.

Air Force Veteran Lester Lyles Named Chair of DOD’s Diversity & Inclusion Committee

Lester Lyles, a retired U.S. Air Force general, has been named chair of the newly formed Defense Advisory Committee on Diversity and Inclusion.

Defense Secretary Lloyd Austin, a 2022 Wash100 Award winner, assigned Lyles and 19 other civilians, some of whom are military veterans, to provide advice on equal opportunity and racial and ethnic diversity matters, the Pentagon said Friday.

Lyles has more than two decades of leadership experience in the military and private sector. He served as chairman of the Military Leadership Diversity Commission in 2009, and continues his work on diversity and inclusion matters through community service. He is chairman of the board at KBR and a member of the board of directors at JobsOhio and Frontier Technologies.

His distinguished military service includes positions as vice chief of staff of USAF and commander of the Air Force Materiel Command at Wright-Patterson Air Force Base in Ohio.

Kristen Kavanaugh, senior director of diversity and inclusion at Tesla, will serve as vice chair.

US, Australia, UK Leaders Announce Progress in Past 12 Months Under AUKUS Defense Alliance

The leaders of the U.S., Australia and the U.K. have issued a joint statement on their countries’ progress in advancing collaboration on defense and security capabilities under a trilateral security partnership called AUKUS.

The leaders said Friday the three countries have made progress in helping Australia acquire nuclear-powered submarines through the AUKUS alliance, which was established in September 2021.

“Today, as we mark the one-year anniversary of AUKUS, we reaffirm our commitment to that critical endeavor and to peace and security in the Indo-Pacific,” the joint statement reads.

Under AUKUS, the three countries also reported advancements in strengthening trilateral cooperation on hypersonics and counter-hypersonics, cyber, electronic warfare, artificial intelligence and autonomy, undersea capabilities and quantum technologies.

The leaders announced the countries’ continued commitment to promoting technology and information sharing, accelerating defense innovation enterprises and fostering integration of their supply chains and industrial bases to further support their progress in tech capability areas.

DoD Announces Award of Defense Manufacturing, Community Infrastructure Grants; William LaPlante Quoted

The Department of Defense has awarded 19 grants valued at approximately $90 million combined under the Defense Community Infrastructure Pilot Program and six grants worth about $30 million in total through the Defense Manufacturing Community Support Program.

DOD said Friday the Defense Community Infrastructure Pilot Program is a competitive effort that allows states and communities to carry out facility construction and other infrastructure enhancements to improve resiliency of military installations.

One of the grant recipients is the Arizona Department of Transportation, which will make improvements along the Wellton-Mohawk Irrigation Canal Bridge and U.S. Route 95 to improve the transportation of service personnel and equipment to and from Yuma Proving Ground.

The Massachusetts Development Finance Agency received a $4.6 million grant to build a new fire station in support of Fort Devens Reserve Forces Training Area.

“The Defense Community Infrastructure Pilot Program is critical in delivering public infrastructure and services that not only benefit our local installations, but help to support our service members, their families, and the Department’s mission while building key partnerships and resiliency at the state and local level,” said William LaPlante, undersecretary for acquisition and sustainment at the Department of Defense and a 2022 Wash100 Award winner.

The Defense Manufacturing Community Support Program helps strengthen the country’s national security innovation base by investing in research and development, small businesses and workforce development.

Six consortia each received a grant worth about $5 million, including Supply Chain of Recovered Elements Consortium led by SAE Government Technologies and Microelectronics Precision Rapid Innovation and Scaling Manufacturing Network Consortium led by the University of Texas at Austin.

“The Department needs to implement a whole-of-nation manufacturing strategy by collaborating with public, private, and academic partners,” LaPlante said.

“These Defense Manufacturing Consortia will do just that by working to accelerate the development of critical minerals, help to build up the nation’s shipbuilding workforce, enhance cybersecurity efforts, increase energy storage technologies, and accelerate microelectronic and semiconductor processes – all national security priorities,” he added.
