NSA Engages With Academia to Address Vehicle Cyber Vulnerabilities

The National Security Agency and Morgan State University have partnered to detect cyber vulnerabilities in modern vehicles.

NSA said Friday its Ghidra reverse-engineering tool helped the partnership identify these weaknesses, as part of the agency's larger effort to demonstrate the tool.

Brian Knighton, a member of NSA’s Ghidra Team, said the critical systems and sensor-gathered data of a vehicle are surrounded by privacy risks if not protected by cybersecurity.

Knighton said vehicles are now within the internet of things, where vendor-based security is only provided for about five years. Vehicles, in contrast, require long-term security.

Kevin Kornegay, who leads Morgan State University’s Cybersecurity Assurance and Policy Center, said IoT technology presents risks related to privacy, malware, geolocation and cybersecurity.

“This research project leverages our core competency in hardware reverse engineering,” Kornegay said.

NIST Turns to Public for Feedback on IoT Security White Paper

The National Institutes of Standards and Technology (NIST) asks the public to comment on a white paper that tackles the confidence of people in the security of internet of things devices.

NIST said Friday its document titled “Establishing Confidence in IoT Device Security: How do we get there” will explore the mechanisms of confidence regarding the security of available IoT devices.

The paper aims to initiate public conversation about how this confidence can be achieved. The agency used extensive research and input from stakeholders and experts to produce the white paper.

Interested parties may submit feedback to iotsec@nist.gov through June 14. Emails must have “IoT Confidence Mechanism Comments” written on the subject line.

Noblis Appoints Four New Members To Its Board of Trustees; Amr ElSawy Quoted

Noblis announced on Monday that it has appointed four new members to its Board of Trustees including, C. Okey Agba, Ellen Glover, Jerry L. Johnson and Jeanne Shen, effective April 27, 2021.

"We're pleased to welcome such distinguished members to our board. They join Noblis at an exciting time. We have just completed our acquisition of McKean Defense Systems and are confident each member will bring valuable experience and insights as our combined team comes together to expand mission impacts and make our nation safer," stated Amr ElSawy, Noblis' chief executive officer and Board trustee.

C. Okey Agba is the chief financial officer (CFO) of the Cleveland Clinic Florida Region and was previously CFO in Abu Dhabi. Prior to that, he was the CFO at Tufts Medical Center, Harvard Medical school and director of Finance at Brigham and Women's Faulkner Hospital. 

Ellen Glover has over 40 years of experience as a leader in the government services industry. She has worked in civilian and defense markets with unique expertise in technology, data analytics, digital transformation and cybersecurity. Glover retired as an executive vice president from ICF and previously served as the chair of the Professional Services Council. 

Jerry L. Johnson is a partner with the Halifax Group. Before his time at Halifax, Johnson was the senior vice president at EnPro. He is an experienced executive with a wide range of work in private equity investing, investment banking, mergers and acquisitions. He also served as a White House fellow and on Secretary of Defense Rumsfeld's staff during a Quadrennial Review. 

Jeanne Shen is a chartered financial analyst and currently works as chief investment officer for GAVI, the Vaccine Alliance. She possesses strong financial, operations and investment experience in the U.S. and Europe across global non-profit, start-up, financial services and insurance industries.

USAF Airman Paul Olexa Pitches Idea to Reduce Foreign Debris Threats

Paul Olexa, a 1st class airman from the U.S. Air Force, used his past experience as a factory manager to create a floor mat designed to reduce foreign object debris that threatens aircraft safety. Olexa pitched his “Mag Rug” idea as an entry to the Spark Tank competition that took place in October at Whiteman Air Force Base, Air Force Global Strike Command said Friday.

The polymer floor mat detects objects via sensors and produces data that helps maintainers locate metallic and non-metallic FOD across various tasks. The Air Force expects the technology to reduce FOD-related maintenance costs, which are at about $4 billion annually.

Students at Texas A&M University are further developing the prototype in partnership with experts from the private sector.

CAE USA Secures $135M USSOCOM Contract; Ray Duquette Quoted

CAE announced on Monday CAE USA has been awarded a potential $135 million contract with options by the  U.S. Special Operations Command (USSOCOM) to lead integration efforts for the Special Operations Forces (SOF) Global Situational Awareness initiative. USSOCOM has exercised the first option of the contract, which is valued at over $19 million.

“The USSOCOM Mission Command System program and our integrated digital ecosystem solution are directly related to CAE’s strategy to leverage our world-class modeling and simulation expertise beyond training to adjacent markets such as mission and operations support,” commented Daniel Gelston, CAE’s Defense & Security group president.

“Integrating data analytics, artificial intelligence and digital immersion technologies into a synthetic environment has the ability to create an incredibly powerful tool for analysis, planning, and decision support,” Gelston added.

In 2020, CAE USA was one of the multiple companies awarded an initial prototype contract to demonstrate the capability of leveraging a digital ecosystem to fuse data from a variety of sources to deliver a common operational picture (COP).

After evaluating each prototype, USSOCO selected CAE USA to lead the integration and architecture development efforts under a program called Mission Command System/Common Operational Picture (MCS/COP).

The contract requires CAE USA to develop a scalable next-generation Mission Command System that will unify the SOF enterprise by creating an integrated common operational picture, which will deliver enhanced and improved global situational awareness.

“We are pleased to be selected by the U.S. Special Operations Command to lead the Mission Command System Common Operational Picture development and integration efforts,” stated Ray Duquette, CAE USA president and general manager.

“Combining decades of experience creating digital ecosystems with our multi-source data fusion and artificial intelligence/machine learning capabilities, CAE is providing a single visualization platform to support collaborative command and control decision-making in real-time,” concluded Duquette.

Rep. Emanuel Cleaver, Homeland Security Committee Reintroduce Bill to Secure Pipeline Infrastructure

Rep. Emanuel Cleaver II, D-Mo., and House Homeland Security Committee members have revived a bipartisan bill that would expand federal cybersecurity oversight of pipeline systems and facilities throughout the U.S.

Cleaver's office said Friday the Pipeline Security Act reintroduction effort comes after a Colonial Pipeline cyberattack shuttered the company's refined gas delivery system on the East Coast and resulted in fuel shortages at gas stations and airports along the region.

The legislation would codify roles the Transportation Security Administration and the Cybersecurity and Infrastructure Security Agency will play in protecting distribution networks for petroleum products.

TSA, which oversees the security of 2.7 million miles of pipelines nationwide, must update agency guidelines if the bill becomes law. Cleaver first introduced the measure in July 2019 but it did not move to a congressional vote.

“Both physical and cybersecurity threats to our infrastructure have the potential to harm our economy, undermine our national defense, and interrupt our daily lives,” said Rep. Bennie Thompson, D-Miss., chairman of the House Homeland Security Committee.

"The attack on the Colonial Pipeline this week was just one example of what could go wrong and it’s clear we may not be as lucky in the future if we don’t adjust,” Thompson added.

Mike Wetklow, Stephen Kunze on CFO Council’s Draft Plan for Future of Federal Financial Management

Mike Wetklow and Stephen Kunze, both members of the Chief Financial Officers Council, told Government Matters in an interview posted Sunday about the initial draft of a plan for the future of the federal government’s financial management called the “CFO of the Future Now 2030 Plan.”

Wetklow, deputy CFO at the National Science Foundation (NSF), said the creation of the first draft was driven by the 30th anniversary of the CFO Act of 1990 that sought to transform financial management in the government.

Kunze, deputy CFO at the Department of Commerce, told Government Matters host Francis Rose about the creation of a working group within the CFO Council to identify areas of focus for the initial draft. He also cited the “need for data in order to make data-driven decision making to inform policy on the mission side.”

Wetklow also noted that the future finance workforce will need to be ready to "translate technology and data into innovation into our financial management processes” and that means “getting comfortable with computer science, statistics, coding … to be able to interact with the technology.”

When asked about how the CFO Council will take and evaluate feedback on the draft plan, Kunze said the council will take an “agile approach” to assess and integrate insights.

“We recognize that technology and data requirements are going to change as we move forward. We are going to do this on an iterative basis. We are committed to doing this on an annual review to make sure that the direction that we chose has not gone off the rails,” Kunze added.

Stefanie Tompkins: DARPA Seeks Natural Language Processing Tech for Cross-Cultural Military Communications

Stefanie Tompkins, director of the Defense Advanced Research Projects Agency, said DARPA’s Computational Cultural Understanding (CCU) program is seeking artificial intelligence-based technology to automate the analysis interpretation of military insights, the National Defense Magazine reported Friday.

She told attendees at a recent McAleese & Associates-hosted event that the effort will focus on developing natural language processing tools designed “not just to read language, but to understand and interpret cultural cues.”

DARPA said the program’s first research area will center on addressing technical challenges related to sociocultural norm discovery, emotion recognition and impactful change detection.

The second area will explore the potential of a dialogue assistance service to automate sociocultural context recognition and apply initial research outputs to prevent cross-cultural miscommunications.

Interested parties can submit proposals for the CCU program through June 16th, according to a broad agency announcement posted on SAM.gov.

Stacy Cummings on Defense Acquisition Reform

Stacy Cummings, who is performing the duties of the undersecretary of defense for Acquisition and Sustainment at the Department of Defense (DOD) and a 2021 Wash100 Award winner, said DOD has made progress in the past year to reform the acquisition process, DOD News reported Friday.

“Our goal was to deliver a defense acquisition system that is flexible, that allows for tailoring, and empowers critical thinking and common sense decision making, with the outcome being an acceleration of delivery and timelines," Cummings said Thursday at the McAleese FY2022 Defense Programs conference. 

She said the department published 13 acquisition policies in 2020. She noted that those policies can be classified into six pathways that could be used together or individually: urgent capability acquisition; middle tier of acquisition; major capability acquisition; software acquisition; defense business systems; and acquisition of services.

"What I was really looking for is that it would be interactive, and you would use the policy to help inform decision making exactly when you need it,” Cummings said of the policy documents.

OMB Announces Graduation of First Group of Federal Employees From Data Science Upskilling Initiative

The Office of Management and Budget (OMB) announced that 61 federal employees graduated from its data science upskilling program after undergoing training between Sept. 2020 and Jan. 2021, Federal News Network reported Friday.

The Federal Data Science program provides agencies an opportunity to address gaps in critical skills by hiring and onboarding new talent, meet the Federal Data Strategy’s goals and fill in-demand jobs by establishing professional development opportunities for the existing workforce.

From July through August 2020, 20 agencies nominated names for the upskilling program. The coursework exposed the first cohort of federal participants to 21 different job series. An official with OMB said graduates are “returning to their regular duties with a deeper understanding of, and competencies with, data science tools and techniques.” 

“They will be able to use those to address current and future challenges, unique to each of their agencies. They have been challenged to share what they have learned with their leaders and peers, increasing awareness of the value data science acumen brings to their organization and the federal government,” the OMB official added.

OMB used the lessons learned from its Federal Cyber Reskilling Academy and the Census Bureau’s training initiative to help come with the data science upskilling program in August 2020.
