Bipartisan Senators Reintroduce Legislation on Federal Cyber Workforce Development; Sen. Jacky Rosen Quoted

Three bipartisan senators have reintroduced a bill to retain and develop the skills of federal cybersecurity professionals. Sens. Gary Peters, D-Mich., John Hoeven, R-N.D. and Jacky Rosen, D-Nev., reintroduced the Federal Rotational Cyber Workforce Program Act to improve the recruitment and retention of cyber employees across the federal government, the Senate Homeland Security and Governmental Affairs Committee (HSGAC) said Tuesday.

Under the legislation, civilian professionals can benefit from a “personnel rotation” program that will allow them to work with various agencies and gain experience while expanding their networks. The bill comes as part of efforts to help agencies compete with industry benefits and salaries, according to HSGAC.

“The recent and unprecedented cyber-attacks targeting U.S. government agencies and the private sector underscore the urgent need to hire and retain highly-skilled cyber professionals to defend our nation,” said Rosen.

HighPoint announced on Thursday that the company has appointed Stacey Au as customer experience program manager. In this role, Au will help highpoint customers implement omnichannel, AI, and other emerging technology and industry best practices to strengthen contact center operations.

Au will also be responsible for efforts related to HighPoint’s GSA Centers of Excellence Discovery Blanket Purchase Agreement for Contact Centers, which will support contact center transformation to improve client experiences and be efficient at customer-facing agencies.

“Stacey brings a passion for customer experience and reinforces our commitment to help agencies drive CX and contact center transformation,” said Scott Willis, HighPoint chief operating officer.

Au has over 25 years of experience as a senior-level customer experience and contact center leader. She has worked in start-ups and large contact center operations and executed strategies for public and private organizations.

Before joining Highpoint, Au served in senior contact center leadership and customer experience roles at Lockheed Martin on behalf of the National Cancer Institute’s Cancer Information Service and at GC Services, where she oversaw all facets of MCI/WorldCom’s flagship contact center.

She has also worked for The Select Group, Blackboard, and the U.S. Department of Commerce. Stacey has acquired a history of developing programs and practices that support fruitful interactions and programs that surpass expectations.

SDA to Solicit Satellites for Future Space Transport Layer; Derek Tournear Quoted

The Space Development Agency (SDA) will launch a solicitation for a new set of 150 satellites in August 2021, for a network of communications satellites planned to begin launching three years from now, Space News reported Wednesday.

SDA is looking to award three individual contracts for a total of 150 communications satellites but may change this procurement approach depending on the solicitation's results. These satellites would compose Transport Layer Tranche 1, which would consist of hundreds of low-Earth orbit satellites. The satellites would operate across six planes.

Derek Tournear, SDA director and a 2021 Wash100 Award recipient, said at the Washington Space Business Roundtable that the agency may change its procurement plan based on factors such as pricing.

SDA will start launching the satellites in late 2024 from Redstone Arsenal in Alabama and Grand Forks Air Force Base in North Dakota.

President Biden Nominates Jill Hruby for NNSA Administrator; Jennifer Granholm Quoted

President Biden has nominated Jill Hruby, former director of the Department of Energy’s (DOE) Sandia National Laboratories (SNL), as the administrator of the National Nuclear Security Administration (NNSA) and undersecretary for nuclear security. 

The White House said Wednesday that Hruby joined SNL as a technical staff member in 1983 and retired from the laboratories in 2017. Hruby was the first woman to head a national security lab and led efforts involving technical areas such as nuclear weapons design, renewable energy, microsystems and materials science.

She also held leadership roles at Sandia’s Energy, Nonproliferation, and High-Consequence Security Division and the International, Homeland, and Nuclear Security Program Management Unit in addition to serving as president of Lockheed Martin’s Sandia Corp. subsidiary from 2015 to 2017. 

Jennifer Granholm, secretary of the DOE, said in a statement released Wednesday that Hruby has the capacity to help the government in efforts to “maintain a safe and reliable nuclear deterrent and protect our national security.”

Hruby also held memberships with the NNSA Defense Programs Advisory Committee and the Defense Science Board.

DOD to Adopt DISA-Made Access Management Tool; David McKeown Quoted

The Defense Information Systems Agency (DISA) has developed a tool the military intends to use for securely handling credentials and network access. Financial management teams at the Department of Defense (DOD) will be the first to use the new identity, credentialing and access management (ICAM) tool.

David McKeown, DOD's senior information security officer (SISO), said the technology is part of DOD's wider zero-trust cybersecurity implementation. McKeown told the Senate that the ICAM tool's implementation must apply department-wide.

DISA developed ICAM based on input submitted by industry entities. McKeown, who holds over three decades of DOD experience, concurrently serves as the department's SISO and deputy chief information officer for cybersecurity.

Alion Science and Technology announced on Thursday that the company has received a five-year, $39 million task order to provide Prototyping and Experimentation Research, Development, Engineering, Technical Analysis, and Solutions for the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

“Alion’s reputation for engineering excellence, expertise and deep understanding of this high-priority program ensures the continued success of rapidly identifying, developing, and modernizing critical systems to meet challenges ahead,” said Terri Walker-Spoonhour, Alion’s senior vice president of Operations as well as acting senior vice president and general manager of the company’s Cyber and Electronic Warfare Group.

Under the task order, Alion will provide analysis on capabilities and systems projects to accelerate the development of capabilities and components; assess Commercial-Off the Shelf (COTS)/Government-Off the Shelf (GOTS) products, emerging products, and systems and subsystems; and provide the R&D expertise required to implement and effectively integrate capabilities and systems, to include the development and demonstration of prototypes in relevant environments.

“We balance risk and innovation to foster the rapid introduction and transition of innovative technologies into the hands of the warfighter and onto the battlefield,” Walker-Spoonhour explained. “This award allows the Alion team to implement its advanced capabilities of Electromagnetic Warfare, Cyber, and Artificial Intelligence technologies to produce revolutionary capabilities.”

Alion received this task order under the Department of Defense Information Analysis Center’s (DoD IAC) multiple-award contract (MAC) vehicle.

Officials at the Department of Veterans Affairs (VA) said VA will pause the deployment of its new electronic health record (EHR) system to a second site in Columbus, Ohio until it has concluded and shared the results of a strategic assessment of the EHR program with Congress, Federal News Network reported Wednesday.

“The strategic review covers a full range of program areas, including productivity and clinical workflow optimization, a human-centered design effort to understand what veterans want to see from VA’s patient portal and a sandbox environment that will allow employees at future implementation sites to conduct interdisciplinary, team-based rehearsals of these workflows in the new EHR solution,” Carolyn Clancy, VA’s acting deputy secretary, told lawmakers during a House Veterans Affairs Technology Modernization subcommittee hearing Wednesday.

Clancy said the department has a new senior information technology adviser and chief acquisition officer who are currently assessing the requirements of the EHR program and are reporting to VA Secretary Denis McDonough.

In March 2021, McDonough announced a 12-week strategic review of VA’s EHR modernization effort to address issues with Cerner’s Millennium EHR system, which was first deployed at the Mann-Grandstaff VA Medical Center in Spokane, Washington.

The U.S. Air Force has started developing and integrating joint all-domain command and control approaches and Advanced Battle Management System (ABMS) technology into the red flag exercises, weapons school and operational test community of the Nellis Air Force Base to gain insight and help with ABMS development.

The service branch said Wednesday Nellis AFB has a battle laboratory where teams from software companies and military use training exercise data to create a network technology that could enable JADC2 through rapid decision-making capability.

ABMS programs from the Shadow Operations Center will then be moved to the Virtual Test and Training Center, another Nellis AFB facility, for simulation activities.

For testing and validation efforts, the technology will be carried by aircraft while on a training mission at the Nevada Test and Training Range, which is part of the Nellis AFB complex.

“The U.S. Air Force Warfare Center has all of the Air Force’s warfighting domain expertise with respect to the weapons school and operational test community. Nellis [AFB] is a one-stop-shop for collecting feedback,” said Lt. Col. Kelii Chock, head of the Warfighter Integration Division within the Department of the Air Force's Rapid Capabilities Office.

Through ABMS, the service branch aims to launch a joint virtual C2 infrastructure capable of opening communications between equipment to enhance warfighter mobility.

“The idea of JADC2 is to synchronize activities in all of the domains to create effects on the battlespace,” said Chock.
