Commerce Secretary Wilbur Ross: Commercialization, Partnerships Key to Driving US Space Leadership

Commerce Secretary Wilbur Ross says he is pleased with current efforts to drive commercial activities and strengthen the U.S. space industry as part of the Trump administration’s National Space Policy.

Ross wrote in an opinion piece published Wednesday on SpaceNews that commercialization of the space industry is fueling U.S. leadership in the sector as evidenced by programs involving satellite servicing, reusable launch boosters, small satellites, sensing technology and artificial intelligence.

According to Ross, the U.S. must work with allies to drive economic growth, space capacity and sustainable development in commercial space efforts. The government must also ensure support for scientific research and constantly reevaluate space regulations to sustain technological innovation, he said.

He noted that with the Trump administration’s creation of the U.S. Space Force, investments in the space sector will be encouraged to continue.

“While we are proud of our successes during the Trump administration, there’s still plenty of work to be done,” said Ross.

“Despite any challenges, the future is bright, and the space economy and the benefits of commercialization are central to achieving our nation’s goal of a safer, more prosperous, and multi-planetary future for humanity."

FBI, HHS, CMS Issue COVID-19 Vaccine Fraud Warning

The FBI, the inspector general office at the Department of Health and Human Services (HHS) and the Centers for Medicare and Medicaid Services (CMS) have warned the general public to be vigilant against potential scammers that want to illicitly obtain money from people interested in getting access to COVID-19 vaccines.

The bureau said Monday that it received vaccine-related fraud complaints and will coordinate with industry and other law enforcement organizations to address emerging schemes.

Fraudulent activities include advertised offers that ask potential victims to pay for fake vaccine reservations and additional medical testing and claims of Food and Drug Administration (FDA) approval for unverified coronavirus treatments.

Some scammers also falsely claim to be an official associated with vaccine centers, insurance companies and medical organizations, the FBI noted.

The FBI advises U.S. citizens to consult state governments and the FDA's website for legitimate vaccine information and double-check online portals and email addresses in case they are just imitations of the actual ones.

IBM Wins Spot on USDA BPA to Modernize Conservation Programs; Jay Bellissimo Quoted

IBM has been selected as one of the five large business awards by the U.S. Department of Agriculture (USDA) Farm Production and Conservation (FPAC) Mission Area in a blanket purchase agreement (BPA), the company reported on Tuesday. The estimated worth of the combined task orders to be separately competed under this BPA is $620 million over five years.

FPAC agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending and disaster programs.

"Technology has incredible potential to transform the way governments serve citizens and accomplish critical missions. IBM is proud to have the opportunity to work with the USDA to help achieve higher levels of digital modernization," said Jay Bellissimo, IBM's general manager, U.S. Public Sector and Federal Market.

Under the multi-award BPA, IBM will provide software development services and support USDA's digital modernization. IBM will compete to advance modernize legacy applications that support the conservation programs. These programs will be administered by the Natural Resources Conservation Service (NRCS) and Farm Services Agency (FSA). 

"Our team is ready to bring our experience in application modernization to help FPAC deliver modernized systems that assist the conservationists in helping farmers and ranchers reduce soil erosion, enhance water supplies, improve water quality, increase wildlife habitats and reduce damage caused by natural disasters," Bellissimo added. 

IBM’s award will add to the company’s history of  supporting USDA across a variety of projects with FPAC, the Forest Service, the Food Safety and Inspection Service and Agriculture Marketing Service.

L3Harris Wins $496M U.S. Navy Contract to Deliver Prototype Tactical Jamming Pods; James Geurts Quoted

L3Harris Technologies has been awarded a five-year, $496 million contract by the U.S. Navy to deliver prototype tactical jamming pods, the company reported on Monday. L3Harris’ pods will  be designed to extend U.S. Air superiority.

The Navy said that the contract supports the final design and manufacturing of eight operational prototype pods with four test pods to work through issues such as airworthiness and integration on the Growler.

“The efforts by all those involved enabled the Navy to move forward in a rapid manner to bring this new critical capability to bear for our war fighters, saving years in operational development,” said James Geurts, assistant secretary of the Navy for research, development and acquisition and 2020 Wash100 Award recipient.

Under the contract, L3Harris will deliver eight operational pods to NAVAIR for fleet assessment, and additional test assets for airworthiness and design verification. The Next Generation Jammer Low Band (NGJ-LB) pods will be flown on the EA-18G Growler. 

The company’s support will help the Navy continue its plan to address operational gaps and replace the ALQ-99 Tactical Jamming System pods, which operate in the low frequency spectrum. NGJ-LB is a high-powered, high-capacity airborne electronic warfare (EW) system. 

L3Harris’ solution will offer extended stand-off jamming capability. The system will operate seamlessly with joint and allied forces and provide growth capacity for emerging threats.

The Northern Virginia Technology Council (NVTC) has selected Siemens Government Technologies (SGT) for its 100 most innovative technology companies in 2020, the company reported on Tuesday. The council also selected Tina Dolph, president and CEO of SGT and 2020 Wash100 Award recipient, as a NVTC Tech 100 Executive.

“It’s a tremendous honor to receive this recognition from NVTC. I am very proud of our SGT and Siemens teams that do mission critical work for our government customers each day,” said Dolph. 

SGT was recognized for its innovation across the technology sector. The company has supported the government contracting (GovCon) and federal sectors throughout the year. SGT has supported its customer base with its portfolio across smart infrastructure, energy and digital transformation technologies. 

For example, SGT partnered with the Army Corps of Engineers and Haugland Energy to support the conversion of a convention center to a fully functioning medical center to combat COVID-19.

NuWave Solutions has acquired ProModel Government Services, provider of analytic software solutions for federal agencies, from the ProModel Corporation. With the purchase, NuWave will gain access to ProModel Government Services’ innovative and adaptable custom model-based software solutions.

“ProModel Government Services is uniquely qualified to help federal government agencies with their decision making, and help ensure that their processes are more efficient and resources are better managed,” said Dr. Reggie Brothers, CEO of NuWave and GovCon Expert. 

ProModel Government Services’ solutions offer near real-time situational awareness of the current environment and a predictive view of the future, enabling government organizations to make rapid, informed decisions that impact defense readiness.

“It’s an exciting opportunity for our team to join NuWave, a national security focused advanced analytics  company that deeply understands the unique challenges and opportunities of our sector,” said Carl Napoletano, senior vice president and general manager of ProModel Government Services.

The purchase ProModel Government Services marks the second NuWave acquisition since it was acquired by AE Industrial Partners (AEI) in June 2020. Earlier this month, NuWave acquired BigBear to grow its portfolio in data computing and analytics, cloud computing, artificial intelligence, machine learning, geospatial information systems, data mining and systems engineering.

“NuWave has done a great job in focusing on companies that have high-end, advanced analytics capabilities with its acquisitions of BigBear and now ProModel Government Services,” Stack added.

Boeing and the U.S. Navy have recently tested the F/A-18 Super Hornet capabilities, proving that the aircraft can operate from a “ski jump” ramp, Boeing reported on Monday. The recent tests, which were conducted at Naval Air Station Patuxent River, Md., have demonstrated the aircraft’s suitability for India’s aircraft carriers.

“The first successful and safe launch of the F/A-18 Super Hornet from a ski jump begins the validation process to operate effectively from Indian Navy aircraft carriers,” said Ankur Kanaglekar, India Fighter Sales lead for Boeing. 

Boeing’s test proved that the Super Hornet would work well with the Indian Navy’s Short Takeoff but Arrested Recovery (STOBAR) system. Additionally, the testing proved results from Boeing’s earlier simulation studies.

“The F/A-18 Block III Super Hornet will not only provide superior war fighting capability to the Indian Navy but also create opportunities for cooperation in naval aviation between the United States and India,” added Kanaglekar.

If the Super Hornet is selected by the Indian Navy, it would benefit from investments in new technologies, including advanced networking, longer range through conformal fuel tanks, infrared search and track, and a new advanced cockpit system, by the U.S. Navy and others. 

“This milestone further positions the Block III Super Hornet as a versatile next-generation frontline fighter for decades to come,” said Thom Breckenridge, vice president of International Sales for Strike, Surveillance and Mobility with Boeing Defense, Space & Security. 

Boeing will work to deliver advanced technologies and create value in the Indian aerospace sector by developing local suppliers and shaping academic and research collaborations with Indian institutions.

“With its proven capabilities, affordable acquisition price, known low documented life-cycle costs and guaranteed delivery schedule, the Block III Super Hornet is ideally suited to meet fighter aircraft requirements of customers in India, North America and Europe,” Breckenridge added. 

The Boeing-Navy demonstrations follow the delivery of two Block III flight-test aircraft to the U.S. Navy. In June 2020, the Navy received a pair of F/A-18 Block III Super Hornet jets Boeing manufactured for flight testing use. Boeing delivered one single-seat E variant and a two-seat F variant of the modernized fighter aircraft to the service branch. 

The tests aim to get pilots acquainted with the new touchscreen display and networking systems of the Block III configuration, which includes modifications to aircraft range, radar signature, communications equipment. The U.S. Navy ordered 78 new Super Hornets from the company through a contract award last year.

The National Geospatial-Intelligence Agency (NGA) is examining the potential of analytics technology with commercial radio frequency data to support GEOINT applications as part of a pilot program that commenced in September 2020.

NGA said Wednesday it works with combatant commands to determine how insights from the experimental effort can help the U.S. military increase awareness across the maritime domain and share unclassified information with regional allies.

“This pilot is an example of NGA’s commitment to exploring how we can integrate new and emerging commercial data sources into our analytic platforms to better support our mission partners’ needs," said Scot Currie, director of the agency's source operations group.

Herndon, Virginia-based analytics company HawkEye 360 helps the agency fuse RF data through the Predictive GEOINT Prototype under an integration study contract. The agency noted it wants to know the use of such information in mapping activity associated with radar imaging satellites and electro-optical sensors.

“Moving forward, we want commercial industry to develop automated imagery exploitation algorithms, bringing multiple sources together, including RF geolocations, so we have a stream of information and activity updates feeding our national security algorithms," said Dave Gauthier, director of NGA's source commercial business and operations group.

Navy, General Dynamics Assess Flight IIA Destroyer Systems, Delivery Readiness

A Flight IIA Arleigh Burke-class destroyer ship General Dynamics' Bath Iron Works subsidiary built for the U.S. Navy underwent in-port and at-sea assessments as part of builder's trials.

The Navy said Monday that its future USS Daniel Inouye (DDG 120) features Baseline 9 of the Aegis combat system – which supports firepower, electronic countermeasures and quick reaction time — and is scheduled to undergo acceptance tests in early 2021.

The branch's inspection and survey board will inspect and evaluate all systems of the guided missile ship in the upcoming trials to ensure operational readiness before delivery.

Efforts are underway at the Bath Iron Works shipyard to build future destroyers Patrick Gallagher, Harvey C. Barnum, John Basilone, Carl M. Levin and Louis H. Wilson, Jr., the first Arleigh Burke-class vessel that will incorporate the Flight III configuration.

Pentagon Seeks Comments on National Industrial Security Program Operating Manual

The Department of Defense (DoD) has published a final rule that seeks to prevent the unauthorized disclosure of classified information by establishing requirements to protect such data developed by or disclosed to contractors, grantees, certificate holders or licensees.

Contractors must comply with the requirements set in the final rule titled “National Industrial Security Program Operating Manual (NISPOM)” no more than six months from the effective date, DoD said Monday NISPOM will take effect Feb. 24th.

A Federal Register notice published Monday says the final rule adds NISPOM to the Code of Federal Regulations and integrates the requirements of Security Executive Agent Directive 3, which directs contractor personnel with access to classified data to “report specific activities that may adversely impact their continued national security eligibility, such as reporting of foreign travel and foreign contacts.”

Cognizant security agencies under the National Industrial Security Program should carry out an analysis of reported activities to determine if they pose a national security threat.

In accordance with the provisions of Section 842 of Public Law 115-232, the final rule eliminates the need for a National Technology and Industrial Base entity that operates through a special security agreement to secure a national interest determination in order to gain access to proscribed data.

Comments on the final rule are due Feb. 19th.
