Northrop Grumman Completes First Flight for GSMP

Northrop Grumman has successfully completed the first flight for the Global Hawk Ground Station Modernization Program (GSMP), the company reported on Monday. 

“New, modern ground stations for Global Hawk will significantly improve the system and allow operators to more efficiently deliver timely ISR data to warfighters and connect the joint force through its global communications node mission,” said Leslie Smith, vice president Global Hawk, Northrop Grumman.

Northrop Grumman’s GSMP team has leveraged agile development and an open architecture design to transform the human-machine interface and the underlying software. These efforts will increase interoperability with other Air Force systems, enhance responsiveness to ad hoc tasking and lower impact updates.

Global Hawk ground stations will enhance operator experience, featuring new cockpit displays, the ability to fly all Global Hawk variants without software or configuration changes, simpler maintenance interfaces and improved situational awareness and environmental conditions for pilots and sensor operators.

Global Hawk collects ISR data to allow decision makers to act faster with more accurate information. Global Hawk to connect the joint force through high capacity backbone, pseudo-satellite communications coverage and joint all-domain command and control.

“Not only will it allow the operators to conduct their missions from an enhanced, building-based control element, it will deliver critical Diminished Manufacturing Sources solutions and system security enhancements that will ensure this vital capability continues to be secure from cyber threats,” said Col. William Collins, Global Hawk System program director, Air Force Life Cycle Management Center.

DoD to Appoint Tidal McCoy, Jeff DeWit as Defense Science Board Members

Tidal McCoy, a more than four-decade public and private sector veteran, and former NASA Chief Financial Officer Jeff DeWit will be appointed to serve on the Defense Science Board.

Acting Defense Secretary Chris Miller selected both McCoy and DeWit as potential DSB members to advise the Department of Defense on science, technology, acquisition and manufacturing matters, the Pentagon said Friday.

McCoy is chairman and co-founder of IronGate Capital Advisors. His industry career also included time as chairman and CEO of Washington Capital Partners, an investment company he also established, and vice president of government relations for Thiokol Propulsion.

He also served as assistant secretary for manpower and reserve affairs at the U.S. Air Force and as the branch's senior assistant secretary under the Reagan administration.

DeWit received Senate confirmation for the NASA CFO role in March 2018 and held the position until February of this year. He came to the space agency after service as treasurer for the state of Arizona.

He began his financial career at Smith Barney in 1992 and later founded ECHOtrade, which he led as CEO for 14 years.

DHS Releases Positioning, Navigation & Timing System Resilience Guide

The Department of Homeland Security (DHS) has issued guidance for equipment vendors and critical infrastructure operators to ensure the resiliency of positioning, navigation and timing systems to GPS spoofing or jamming activity.

DHS said Friday it coordinated with other federal agencies and the private sector to create the Resilient PNT Conformance Framework as part of efforts to help end users make deployment decisions and manage potential disruption risks.

The guide outlines four levels of resilience to serve as a common reference point for securing PNT systems of systems, receivers and source components from interference or disruption.

Such technology helps power the country's energy, transportation, telecommunications and emergency response assets, according to the department.

Willian Bryan, acting undersecretary for science and technology at DHS, said the department's new framework can work as a risk management tool when combined with the National Institute of Standards and Technology's PNT cybersecurity profile.

Rep. Adam Smith Raises Concerns Over Plans to End Dual-Hat Structure for NSA, Cybercom

Rep. Adam Smith, D-Wash., chairman of the House Armed Services Committee (HASC), has warned leaders at the Department of Defense (DoD) against ending the dual-hat relationship between U.S. Cyber Command (USCYBERCOM) and the National Security Agency (NSA).

“Any action to sever the dual-hat relationship could have grave impacts on our national security, especially during a time that the country is wrestling with what may be the most damaging cyber-attack in our country’s history,” Smith wrote in a Friday letter to Acting DOD Secretary Christopher Miller and Gen. Mark Milley, chairman of the Joint Chiefs of Staff and four-time Wash100 Award recipient.

Smith said in the letter that Section 1642 of the National Defense Authorization Act for fiscal year 2017 sets conditions that must be satisfied before terminating the structure, including “an elevation of the operational dependence of CYBERCOM on the NSA and an analysis of the ability to CYBERCOM and NSA to carry out their respective roles and responsibilities.”

He also called on Gen. Milley and Miller to consult with the House Armed Services Committee regarding any potential measures to implement the termination of the dual-hat structure.

Commerce Adds 59 Chinese Institutions to Entity List; Wilbur Ross Quoted

The Department of Commerce (DOC) has added 59 Chinese entities to its export control entity list for activities that threaten the country’s national security and foreign policy interests. 

State Secretary Mike Pompeo said in a statement published Friday that 19 of the new entities added committed theft of trade secrets from U.S. companies to advance China’s defense industrial base, among others.

Commerce is also adding to the list 25 research institutes related to the China State Shipbuilding that have contributed to China’s militarization of the South China Sea and another four for supporting human rights abuses in China.

“China’s corrupt and bullying behavior both inside and outside its borders harms U.S. national security interests, undermines the sovereignty of our allies and partners, and violates the human rights and dignity of ethnic and religious minority groups,” Commerce Secretary Wilbur Ross said in a statement. “Commerce will act to ensure that America’s technology—developed and produced according to open and free-market principles—is not used for malign or abusive purposes.”

David Spirk on DoD’s Data Strategy, Joint All Domain C2 Concept

David Spirk, chief data officer at the Department of Defense (DoD), said DoD developed its data strategy with the Joint All Domain Command and Control (JADC2) concept in mind, Federal News Network reported Friday. 

He said the department’s cross-functional team responsible for developing JADC2 has adopted the goals of the data strategy. The Pentagon released in October the data strategy that considers data as a strategic asset critical to building and maintaining operational advantage on the battlefield.

“We’ve come to an agreement to bring the JADC2 data interoperability working group into one of our working groups under the DoD CDO Council,” he said. “When you lay the data strategy out and you really go to the principles inside of it, it’s about creating operational advantage and efficiencies. The operational advantage puts JADC2 right at the heart of the data strategy, and it was designed to be that way."

Spirk said the Pentagon’s view of data has transformed from an “outside-in” to an “inside-out” mindset.

“When we talk about inside-out, we’re really talking about putting the warfighter and senior leader who needs to make a better decision at the center of everything, and ensuring that the data can flow. The requirements flow from them to the portions of the machine that need to make their data available so it can be pulled back to the center, be aggregated, be analyzed, and render decisions in a faster manner at the speed of mission,” he said.

NSA Releases Guidance on Cloud Security Against Authentication Breaches

The National Security Agency (NSA) has published new guidance on how to address cyber threats that tamper with authentication systems to illegally access cloud-based data. 

NSA said Thursday that its recent advisory, titled “Detecting Abuse of Authentication Mechanisms,” references state-sponsored cyber actors who forged credentials and exploited vulnerabilities to obtain unauthorized access.

The advisory tackles two types of tactics, techniques and procedures or TTPs that can breach through security systems via vulnerability exploitation. The first TTP focuses on manipulating an authentication system's on-premise components, and the second one exploits a global administrator account linked to the targeted system. 

The agency advises organizations to fortify and monitor on-premise federated and identity systems for signs of breaching. The full advisory can be found here.

DHS, RTI International, NYSTEC Ink Partnership Intermediary Agreements

The Department of Homeland Security's science and technology (DHS S&T) directorate has signed partnership intermediary agreements with nonprofit organizations RTI International and New York State Technology Enterprise Corp. 

RTI will cover the southeast region of the U.S. and help S&T seek potential partners that could license and commercialize technologies funded by DHS, the department said Thursday.

The organization will also assess DHS' innovation ecosystem, validate growth practices, host events and train researchers and entrepreneurs to help them determine and pitch proposals to investors.

As a partnership intermediate, NYSTEC will handle the northeast region of the U.S., validate new technologies, carry out industry outreach efforts and support the department's start-up development activities.

Partnership intermediaries work to provide counsel and support to educational institutions and small businesses. RTI offers bidirectional transfer of knowledge, resources, and technologies while NYSTEC performs technical support work for technology programs.

NASA’s Reid Wiseman to Lead Agency’s Astronaut Office; Steve Koerner Quoted

Reid Wiseman, a NASA astronaut, will succeed Pat Forrester to lead the space agency's Astronaut Office. Wiseman will help NASA oversee resources and operations at the Astronaut Office that operates from Johnson Space Center, the space agency said Friday. 

His new responsibility also includes the development of concepts and assignments for astronaut missions. The former U.S. Navy captain went to space in 2014 for astronaut work at the International Space Station, having supported preparations for NASA commercial crew missions.

“Reid’s energy and enthusiasm for space exploration are matched only by his thoughtfulness and commitment to his fellow astronauts,” said Steve Koerner, director of flight operations at NASA.

He also contributed leadership work to the Astronaut Office as deputy chief astronaut and other various roles.

AECOM Promotes Richard Barrett as Regional Chief Executive of ANZ Region; Lara Poloni Quoted

AECOM has promoted Richard Barrett as regional chief executive for the Australia New Zealand (ANZ) region, the company reported on Thursday. Barrett has served as the ANZ chief operating officer for the past six years. With AECOM, Barrett has led revenue growth, improved client service and project delivery and increased employee engagement.

Barrett will succeed Todd Battley, who will join AECOM’s global executive team as chief strategy officer. In his new role, Battley will be responsible for ensuring AECOM clients get the best experience. “I’m delighted to take on this new role at a time when there is so much change and opportunity in our market,” Battley said.

“Over the past nine months, we’ve successfully navigated the ANZ business through the COVID-19 pandemic… I’d personally like to thank Todd for his leadership over the last three years and wish him well in his new global role,” Barrett said.

In his new role, Barrett leads a team of 3,500 designers, engineers, planners, scientists and project managers in 18 offices across the region. He is responsible for AECOM’s ANZ operations and the implementation of its regional strategy. He is also a member of AECOM’s Global Executive Leadership Team.

As chief operating officer, Barrett was responsible for all operations, including key strategic priorities and enhancing delivery capabilities for AECOM’s service offerings throughout the ANZ region.

“Their client service mantra and collaborative approach to leadership have helped them manage through the ups and downs of economic uncertainty while driving a digital transformation agenda and creating a more flexible and diverse workforce,” said Lara Poloni, AECOM’s president, in regards to Barrett and Battley’s service with the company.
