DoD Joint Hypersonics Transition Office, NSWC Crane Partner to Accelerate Weapons Deployment; Gillian Bussey Quoted

The Naval Surface Warfare Center (NSWC) Crane Division has partnered with a Department of Defense (DoD) technology transition office to speed up the fielding of hypersonic weapons, National Defense Magazine reported Tuesday.

The DoD Joint Hypersonics Transition Office's (JHTO) partnership with NSWC Crane comes as part of efforts to establish a strategy for identifying milestones and deadlines for programs focused on integrating new capabilities into hypersonic technologies.

Gillian Bussey, director of JHTO, told the publication in a prior interview that her office seeks to implement “an integrated, collaborative, enterprise-wide plan” for addressing issues such as moving hypersonic capabilities from research and development to manufacturing.

She noted that JHTO is working to identify contract requirements from the start to help improve the transition of technologies like the Lockheed Martin-developed air-launched rapid response weapon.

“One thing that we kind of thought it was missing was a rigorous systems engineering approach,” she said. “We’ll go through the list of projects and identify the priority ones and the ones that we can fund."

HHS Needs Info on Technologies to Improve Health Care in Underserved Areas; Brett Giroir Quoted

The Department of Health and Human Services (HHS) seeks input on how to better address chronic diseases and improve the U.S. health care system in underserved communities via innovative technologies. 

HHS said on Tuesday that its Office of the Assistant Secretary for Health (OASH) released a request for information in search of ways to apply artificial intelligence, apps, biosensors and other modern technologies to health care.

“Identifying how technologies can be used at home and in communities will help our aging populations access care, monitor and maintain healthy activities, and enable as much independent living as possible, especially in underserved areas of our nation,” said Brett Giroir, assistant secretary for health.

The RFI also tackles public-private partnerships, technology-driven health promotion and data resources for chronic disease management.

OASH asks community organizations, nonprofits, businesses, academic institutions, local and state agencies and other health care stakeholders to submit responses through Dec. 22th.

Boeing Responds to FAA Approval to Resume 737 MAX Operations; CEO David Calhoun Quoted

The U.S. Federal Aviation Administration (FAA) has rescinded the order that paused commercial operations of Boeing 737-8s and 737-9s, which will enable airlines under the agency’s jurisdiction to resume service, as well as allow Boeing to deliver offerings.

"The lessons we have learned… have reshaped our company and further focused our attention on our core values of safety, quality and integrity," said David Calhoun, chief executive officer of Boeing.

Boeing has worked with airlines to provide recommendations regarding long-term storage and ensure their input was part of the effort to safely return the airplanes to service.

An Airworthiness Directive issued by the FAA has outlined the requirements that must be met before U.S. carriers can resume service, including installing software enhancements, completing wire separation modifications, conducting pilot training and accomplishing thorough de-preservation activities that will ensure the airplanes are ready for service.

Boeing has strengthened its organizational alignment, with more than 50 thousand engineers, a new Product & Services Safety unit and advanced safety responsibilities. The company is also identifying, diagnosing and resolving issues with a higher level of transparency and immediacy.

In addition, Boeing has made process enhancements by adopting next-generation design processes to enable greater levels of first-time quality.

"The FAA's directive is an important milestone," said Stan Deal, president and chief executive officer of Boeing Commercial Airplanes. "We will continue to work with regulators around the world and our customers to return the airplane back into service worldwide."

Systems Planning and Analysis (SPA) has been awarded a five-year Multiple Award Contract (MAC) to support the Navy Analytics Office (NAO) and other offices across the Office of the Chief of Naval Operations, the company reported on Wednesday. 

“We recognize how crucial it is for the Navy to have a strategy-aligned analytic environment in which they can learn and adapt faster than our adversaries,” said Dr. William Vantine, SPA president and CEO. 

Under the contract, SPA will provide assessments to support Program Objective Memorandum (POM) budgeting decisions, campaign-related scenario and warfare modeling and simulation-based analytic services, and Level 3 Capability Maturity Model Integration (CMMI) software design, development and integration support.

“SPA’s highly educated and innovative technical experts along with our team of industry partners are ready to bring our mission focused analytic capabilities to the Navy’s Analytic Office.  We look forward to a successful partnership and helping the NAO solve their most challenging problems,” Vantine added.

Red River has launched a fully managed software-defined wide area network (SD-WAN) solution, integrating the company’s Managed Services and Cisco SD-WAN technology to provide advanced enterprise networking capabilities to the public sector and enterprise markets, Red River reported on Wednesday.

“Our managed solution enables anyone to leverage software-defined technologies so that they can optimize productivity while reducing cost and complexity yet continue to address security needs; regardless of their IT capabilities,” said Kevin Steeprow, Red River VP of Engineering. 

Red River’s Managed SD-WAN will deliver enhanced flexibility, control and network management. The offering will also enable wide area network management over dispersed geographical locations.

The company’s Managed Services team will provide operational support and technical expertise to support clients’ return on investment. Red River has partnered with Cisco for the development and launch of Managed SD-WAN.

BAE Systems Wins $76M Navy Contract to Provide Maintenance, Modernization Services; Mark Whitney Quoted

BAE Systems has been awarded a $76.3 million docking selected restricted availability (DSRA) contract from the U.S. Navy to drydock and perform maintenance and modernization work on the guided-missile destroyer USS Stout (DDG 55), the company reported on Wednesday. The contract includes options that, if exercised, would bring the cumulative value to $100.5 million.

“Our team of employees, subcontractors and Navy personnel are working hard to sustain the workhorse of the fleet – the Arleigh Burke class destroyer,” said Mark Whitney, deputy general manager of BAE Systems Ship Repair and general manager of Norfolk Ship Repair. 

Under the contract, BAE Systems will drydock the ship; perform hull, tank and mechanical work; install upgraded electronic and electrical systems; and make other shipboard improvements. BAE Systems’ Norfolk shipyard will begin working on the ship in Jan. 2021. 

“We look forward to applying our vast experience to modernize the USS Stout, so that its crew members can do their jobs in defense of our nation for many years to come,” Whitney added.

The U.S. Army plans to develop and field a data processing system to enable forces to transmit and exchange battlefield information through a universal standard by 2023, Breaking Defense reported Tuesday.

The service branch is working with General Dynamics and Palantir to prototype the “Rainmaker” technology in support of efforts to standardize large volumes of data from disparate sources that are transmitted through the Joint All Domain Command and Control (JADC2) network.

Rainmaker, which was developed under the Army's Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center, recently underwent field tests at Aberdeen Proving Ground in Maryland as part of the Project Convergence exercise.

“Everybody, every decision-maker on [every] echelon, we want [to] give them the data they need to make the decisions they need, at speed,” noted Maj. Gen. Peter Gallagher, director for network modernization at AFC at a prior interview with Breaking Defense.

Portia Crowe, chief data officer at Network Cross Functional Team for the Army Futures Command, told the publication that the Army is looking at ways to “utilize the common data fabric across the services.”

The Federal Aviation Administration (FAA) and NASA have completed virtual tests of multiple unmanned traffic management (UTM) platforms intended to support drone operations beyond visual line of sight.

FAA said Tuesday that the demonstration events for the second phase of the Unmanned Aircraft System Traffic Management Pilot Program were hosted by Virginia Tech Mid-Atlantic Aviation Partnership and the New York UAS Test Site.

AirMap, AiRXOS, ANRA Technologies and Wing were among the UAS service suppliers that took part in MAAP's Oct. 28 showcase. NYUASTS worked with AiRXOS, ANRA Technologies, AX Enterprize and OneSky for the Nov. 9 demo.

“Flight testing UTM capabilities in high-density airspace will help us develop policy for safely and efficiently integrating drones into our national airspace while benefiting and serving communities," said Pamela Whitley, the FAA’s acting assistant administrator for NextGen. 

The events featured systems designed to support international UAS standards validation, multisector information sharing, in-flight separation from other aircraft and the development of a flight information management system. More than 100 participants were present at each event.

USAF Vet Scott Francis O’Grady to be Nominated DoD Asst Secretary for Int’l Security Affairs

President Trump intends to nominate Scott Francis O’Grady, who served as a U.S. Air Force officer for 12 years, to be assistant secretary for international security affairs at the Department of Defense (DoD), the White House announced Tuesday

O'Grady is a former USAF fighter pilot who penned the book, "Return With Honor," to describe how he was able to survive after landing into enemy territory during the Bosnian War.

He logged more than 1,000 flight hours with the F-16 aircraft and was deployed to three foreign countries for operational assignments over a four-year period.

His military career also includes participation in NATO’s first-ever combat operation that took place in Bosnia. O'Grady is a recipient of the Ronald Reagan Distinguished Service Award, Bronze Star for Valor, the Purple Heart and the Daughters of the American Revolution Medal of Honor.

Commerce Dept’s Mark Daley Offers Update on Space Traffic Management Transition Effort

Mark Daley, deputy for operations at the office of space commerce, said a memorandum of understanding could be signed soon that would facilitate the transfer of space traffic management responsibilities from the Pentagon to the Department of Commerce (DOC), SpaceNews reported Tuesday. 

The Trump administration issued the Space Policy Directive-3 mandating Commerce in 2018 to take over space traffic management functions from the Department of Defense (DoD). 

“We developed an initial concept on what the architectural layout would actually be, with inputs from DoD and NASA,” Daley said Tuesday at a Center for Strategic and International Studies-hosted virtual conference. 

“We put together a plan for the next several years. We’ve looked at legal authorities and are trying to verify that we do have the authorities to execute the SPD-3 mission,” he added.

DoD and Commerce have been working together in the past several months to determine options how to facilitate the transition once Congress allocates funding and issues authorities. 

“We’re still awaiting funding for the FY21 appropriation but we are still trying to get industry’s inputs,” Daley said.
