FBI to Integrate Iris Recognition Service in Biometrics Portfolio

The Federal Bureau of Investigation (FBI) has announced that it will include a biometrics concept based on iris recognition in the agency’s portfolio of personal identification services for law enforcement entities.

The FBI Criminal Justice Information Services (CJIS) recently launched a pilot effort on iris recognition in 2013 and plans to officially begin the new service in Oct. 2020, Federal News Network reported Wednesday.

Kimberly Del Greco, deputy assistant director for CJIS at the FBI, said  that near-infrared cameras can be used to easily integrate iris imaging into current biometric procedures. Iris recognition currently generates an accuracy rate of higher than 99 percent, she added.

“The improved accuracy builds even more confidence in our systems and increases the ability for our partners to rely on face-recognition searches for vital investigative leads,” said Del Greco.

Scott Rago, the section chief of biometric services at CJIS, said law enforcement primarily collect iris images during the booking and fingerprinting process. These iris images, he added, need to be captured in with a near-infrared camera and taken less than two feet away from the subject.

The FBI is also working on leveraging machine learning and artificial intelligence to detect manipulated fingerprint data.

Lt. Gen. William Liquori: Space Force Budget Should Cover Nat’l Security, Collaborative Efforts

Lt. Gen. William Liquori, deputy chief of Space Operations for strategy, plans, programs, requirements and analysis for the U.S. Air Force, has said that expanding space domain access is key to fortifying national security while ensuring scientific and economic leadership.

Liquori told attendees at a DefenseNews conference that the U.S. Space Force is working to defend the nation and its allies’ “freedom of action” while protecting space commerce, SpaceNews reported Wednesday.

 “We need to be able to have a budget that will allow us to execute those core competencies,” he said.

Gen. John “Jay” Raymond, the chief of space operations and a 2020 Wash100 Award recipient for the U.S. Army, is coordinating with Congress for budget-related proceedings to support the service branch's military space efforts, according to Liquori.

Michael Conlin, DoD’s Chief Business Analytics Officer Receives First Wash100 Award From Executive Mosaic CEO Jim Garrettson

Jim Garrettson, founder and CEO of Executive Mosaic, presented Michael Conlin, chief business analytics officer for the US Department of Defense (DoD), with his first Wash100 Award on Tuesday.

Executive Mosaic has given the most prestigious award in all of government contracting (GovCon) to Conlin for his pushing data science in the defense department and working to improve talent recruitment to shift DoD’s culture.

After working for two years as the first chief data officer (DCO) for the Department of Defense, Conlin became DoD’s chief business analytics officer in June 2020. Dave Spirk, former CDO of the U.S. Special Operations Command (USSOCOM), also succeeded Conlin in the role in June.

During his tenure as DoD CDO, Conlin advocated heavily for information technology systems and technology, clean and reliable data use and the increasingly important role CDOs are playing in today’s federal sector.

During Potomac Officers Club’s (POC) 2019 Data Management Forum in April 2019, Conlin delivered a keynote address focusing on enhancing oversight and management while trying to improve affordability and performance for DoD.

He expressed a strong desire to change the culture within the department and stressed the importance of data science. He noted that building a data science team and hiring talent are important to the Pentagon’s future. “I need talent to change the culture,” Conlin said.

In a recent interview, Conlin spoke about navigating the cultural challenges within the department, gaining data visibility and the evolving role of CDOs.

“This is ultimately about improving affordability and performance of the Department,” he said. “What’s the data, who can access it under what policy for what purpose, roles and responsibilities, identity management, all of this is a combined set of solutions that we have to put in place. That’s the essence of the role.”

Conlin previously served as chief technology officer for the U.S. public sector at DXC Technology. He also held several IT-related leadership roles at Hewlett-Packard and its former subsidiary EDS.

Everbridge has entered a partnership with Planet, a provider of global satellite imagery data and insights, to advance satellite imagery for Everbridge’s Visual Command Center, Everbridge reported on Wednesday.

“Our partnership with Everbridge expands the way our new and existing users can combine global, high-resolution satellite imagery with effective crisis mitigation to protect people, operations and assets,” said Dina Kazzaz, head of Business Development for Planet. “These insights will allow our customers to better understand rapidly evolving conditions on the ground and respond to disasters more quickly and effectively.”

Everbridge’s command center has provided a platform for organizations to manage their operations, supply chain, IoT footprint and resiliency as part of the company’s CEM Platform. With the expansion of its satellite imagery, including advancing technology across remote areas where weather or terrain make it difficult to capture images by aircraft, Everbridge will further help governments and corporations mitigate the impact of natural and manmade disasters.

The partnership with Planet will enable Everbridge customers to effectively respond to crises such as hurricanes, floods, fires, chemical spills, cyberattacks, during the COVID-19 pandemic. Zscaler has announced new data protection innovations in the Zscaler Zero Trust Exchange that will protect organizations in telework by securely connecting users, devices and applications, the company reported on Thursday.

“The innovations across our data protection suite help our customers better reduce the risk of data exposure and compliance violations, all on the same platform that makes it easier than ever to safely connect people to business applications,” said Amit Sinha, president and CTO of Zscaler.

Zscaler has built its Zero Trust Exchange on a Secure Access Services Edge (SASE) framework, which will expand the offering’s data protection capabilities with a suite of generally available services, including Cloud Access Security Broker (CASB) and Cloud Security Posture Management (CSPM) for SaaS applications, as well as Cloud Browser Isolation.

The Zscaler Zero Trust Exchange was built with a new approach that will create zero trust connections directly between the users and applications. The scalable, cloud-native platform will enable digital transformation by securely connecting users, devices and applications anywhere, without relying on network-wide access. .

Zscaler’s SASE architecture will improve the user experience with a proprietary cloud distributed across more than 150 locations globally so connections and security happen locally, which will reduce latency and improve security response times.

GovernmentCIO Wins $150M Contract to Support VETPS

GovernmentCIO (GCIO) has been awarded a five-year, $150 million full and open award, under the Veterans Experience Technical Platform Services (VETPS) effort. GCIO will provide portfolio, product line and product management support for its products and sustainment activities. GCIO also will deliver technology services centered around Veterans and platform capabilities that provide secure, seamless benefits and services to Veterans and their families.

With the award, GCIO will build upon its history with the VA. The company recently secured  a Data Management and Analytics Division (DMAD) Support task order in Aug. 2020. CACI International has received the 2020 Secretary of Defense Employer Support Freedom Award for the company’s support of National Guard and Reserve employees, CACI announced on Thursday. Since 1996, only 295 employers have received the Freedom Award.

Lauren Knausenberger, deputy chief information officer at the U.S. Air Force, said the service’s Kessel Run software development team has been going through some growing pains but continues to ask questions on how to provide more value and improve security, FCW reported Wednesday. 

Amid the struggles, she said the team continues to ask "how can I be more secure than I was yesterday, how can I deliver more value, and just try to stay question on those end users."

Knausenberger said Tuesday at the Billington Cybersecurity's virtual summit that Kessel Run’s growing pains could be associated with its rapid growth. 

“And so just like any small business that grows very fast, you get to a point where you have to adapt your practices and try to keep those things that make you awesome and unique but still kind of grow up as a bigger organization. That's what they're struggling through right now,” she added.

Ellen Lord: Pentagon, ODNI in Talks Over Section 889 Waiver Extension

Hon. Ellen Lord, undersecretary of defense for acquisition and sustainment and a 2020 Wash100 Award winner, said the Department of Defense (DoD) and the Office of the Director of National Intelligence (ODNI) are in talks over the potential extension of a waiver that would provide defense contractors more time to comply with a new rule that seeks to remove certain Chinese telecommunications equipment from the supply chain, Nextgov reported Wednesday.

“So what we did is we got a waiver from ODNI for noncritical weapons systems,” Lord said Wednesday at a Defense News Conference. “We continue to discuss an extension beyond September of that with them.”

The rule that bars U.S. government agencies from buying goods and services from contractors that use telecommunications equipment and other products from five China-based companies, including Huawei and ZTE, took effect Aug. 13, in compliance with Section 889 Part B of the fiscal 2019 National Defense Authorization Act (NDAA).

The Pentagon received a temporary waiver of the contracting ban from ODNI in August that provides vendors working with DoD a reprieve from the new rule until Sept. 30.
