BAE Systems Wins $85M Contract to Support AFRL Networks; Pete Trainer Quoted

The U.S. Air Force Research Laboratory (AFRL) has awarded BAE Systems a five-year, $85 million contract to continue to develop, deploy, modernize, and maintain cross-domain solutions that allow for secure transfer of sensitive information between government networks, the company reported on Wednesday.

“As the military cyberspace battlefield expands, we understand how critical it is that secure, innovative intelligence solutions are available to warfighting commands and combat support agencies to communicate safety and effectively,” said Pete Trainer, vice president and general manager of BAE Systems’ Air Force Solutions business.

Under the contract, BAE Systems will provide the company’s high-assurance, cross-domain technologies to meet the needs of ARFL government networks. The company’s services will provide end-users access to virtual information and analysis, enabling the division to make informed decisions faster.

BAE Systems’ support will enable the secure exchange of data, including streaming video, images and audio, to enhance mission collaboration. BAE Systems will also provide research, development and evaluation of new technologies, such as the integration of innovative artificial intelligence (AI) and machine learning (ML) capabilities.

“We are pleased to continue our long-standing partnership with the Air Force Research Laboratory,” added Trainer.

CenturyLink Promotes Zain Ahmed to Regional VP of Federal Government Business

CenturyLink has promoted Zain Ahmed, former vice president and general manager of the company’s Civilian & Law Enforcement Practice, to regional vice president for CenturyLink’s federal government business, the company announced on Wednesday.

Ahmed has successfully led a broad range of organizations during his career, which includes 18 years of experience supporting government agencies with IT solutions.

In his new role, Ahmed will be responsible for CenturyLink’s civilian, special programs and U.S. Department of Defense sales. He will lead a team of business professionals to deliver innovative network, cloud computing, cybersecurity and IT mission support services to government and military agencies.

As vice president and general manager for CenturyLink’s civilian agency and law enforcement and cybersecurity practice within the U.S. federal government, Ahmed supervised six field sales directors, four customer service managers, and 46 account directors to modernize IT administrative landscapes.

Ahmed previously served as client executive for the law enforcement vertical, where he led an organization responsible for the sales and service of the LAN managed service that generated substantial value for both customers and the company.

Prior to joining CenturyLink, Ahmed founded an international IT recycling business based out of Dubai. He also served for eight years at Verizon in various roles within the federal markets division supporting government agencies.

Ahmed holds a Master of Business Administration degree from the Sloan School of Management at the Massachusetts Institute of Technology and a bachelor’s degree in computer engineering from the University of Maryland, College Park.

Will Roper: Air Force Eyes Opening Up Some of its Code to Greater Cyber Community

Will Roper, assistant secretary for acquisition, technology and logistics at the U.S. Air Force and a 2020 Wash100 Award winner, said the service plans to publish on open source platforms some of its code to generate more insights from the cybersecurity community, FedScoop reported Tuesday.

He said he also expects the Air Force to reassess how it classifies and develops applications to facilitate collaboration with white hat hackers and accommodate bug bounties.

“If a hacker in a foreign nation is able to take our system down in a few hours of conflict then I would be hard-pressed to say that by classifying our systems we did our warfighters the service that they deserve,” Roper said in a virtual press call Friday. “There is a way to have a hybrid model.”

Under the hybrid model, initial software and designs at the conceptual level could be shared with others to address and reduce vulnerabilities as the systems mature into operational platforms.

Upcoming GAO Report to Recommend Ways to Ensure ICT Supply Chain Security; Carol Harris Quoted

An upcoming Government Accountability Office (GAO) report will present more than 100 recommendations on how federal civilian agencies can address risks posed by foreign suppliers to their supply chains of information and communications technologies, Nextgov reported Tuesday.

The report, which is slated for release in September 2020, is based on GAO’s analysis of supply chains of 23 civilian agencies in response to the request of the House Oversight and Reform Committee.

“The vast majority of agencies lack comprehensive processes in order to effectively manage their supply chains,” Carol Harris, director of GAO's information technology and cybersecurity team, told the publication.

Aside from China, Harris said the pending report also cites other countries in Asia and Europe that pose a concern when it comes to the security of supply chains. She said, “It’s really all over the place. So it’s really critical for agencies to have these supply chain risk management practices in place."

CISA Seeks to Stay Ahead of Emerging Cyber Threats With New Framework; Daniel Kroese Quoted

The Cybersecurity and Infrastructure Security Agency (CISA) is collaborating with a national laboratory with the Department of Energy (DoE) to come up with a cyber risk framework to help identify the latest cyber threats facing the country’s critical infrastructure, Federal News Network reported Tuesday.

Daniel Kroese, acting deputy assistant director of CISA’s National Risk Management Center, said the National Critical Functions Risk Architecture is a big data platform that will help determine some of the “common pathways” of cyber attacks on telecommunications, finance, energy and other sectors.

“The results of your analysis on there, perhaps we could print out, but I couldn’t just press print on the entire NCF Risk Architecture, because it’s really kind of a big-data, multi-vector solution of stitching together different relational data points and nodes of risk factors across the critical infrastructure community. I think it’s pretty distinct, but certainly not competing in terms of being helpful for resilience for connected systems,” he said of the NCF Risk Architecture during a virtual cybersecurity conference Tuesday.

Kroese said the new framework is part of CISA’s efforts to address areas of “concentrated risk.” He also shared his insights on software assurance and CISA’s work on a vulnerability disclosure platform.

VA Updates Electronic Health Record Modernization Schedule Amid Pandemic; Robert Wilkie Quoted

The Department of Veterans Affairs (VA) has made changes to its electronic health record implementation schedule due to delays caused by the COVID-19 pandemic.

The VA Central Ohio Healthcare System will receive a new patient-scheduling system this month, and Washington-based Mann-Grandstaff VA Medical Center will undergo EHR implementation in October, VA said Friday.

VA expects the modified schedule to maintain the intended 10-year implementation timeline and still be accommodated by the EHR program's existing budget estimates.

The EHR modernization program aims to consolidate VA and Department of Defense health records into one updated, unified system. Information technology company Cerner is helping VA adopt the system under a $10 billion contract.

“As we implement the new EHR solution at these facilities, we will continue to prioritize the safety of our veterans and our staff by following guidelines to prevent the spread of COVID-19," said Robert Wilkie, secretary of Veterans Affairs and a 2019 Wash100 Award winner. 

The modernized EHR will replace the department's existing Veterans Health Information Systems and Technology Architecture or VistA.

The U.S. Air Force is transitioning its program office for the Project Maven artificial intelligence effort into the Advanced Battle Management System (ABMS) portfolio in a push to expand the latter's warfighting scope, FedScoop reported Monday.

Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics and a 2020 Wash100 Award recipient, told the publication that the service wants to integrate more AI and machine-to-machine data transmission elements onto the ABMS network.

ABMS will serve as a major component of the Joint All-Domain Command and Control (JADC2) system that will encompass sensors deployed across the land, air, sea, space and cyber domains. The Air Force plans to leverage the AI-enabled ABMS to ingest raw data from the battlefield, according to the report.

“There is no distinction between development systems and warfighting systems anymore in IT,” said Roper. “ABMS and Maven are going to start blurring that line in September.”

Google, the contractor for Project Maven, backed out of its contract with the Department of Defense (DoD) in 2018 due to ethical issues.

NIST Unveils 5G Signal Measurement Tech to Support Network, Device Dev’t

The National Institute of Standards and Technology (NIST) has partnered with the Colorado School of Mines to develop a measurement tool designed to support repeated testing of 5G devices across various signal frequencies.

NIST said Monday the Synthetic Aperture Measurements of Uncertainty in Angle of Incidence (SAMURAI) tool measures 5G communications channels without distorting signal reception and transmission.

SAMURAI can measure signals of up to 50 gigahertz and is intended to help researchers assess the simultaneous transmission of high data rates across multiple channels. This can help inform the development of 5G networks and industrial internet of things (IIoT) devices, according to NIST.

Kate Remley, an electronics engineer at NIST, said SAMURAI will be available for use by academic as well as instrumentation metrology laboratories. NIST noted that it plans to increase the signal measurement capacity of SAMURAI to 75 GHz over the next year.

“Because of its traceability to standards, users can have confidence in the measurements,” she said. “The technique will allow better antenna design and performance verification, and support network design.”

DOE Awards Funding to AI R&D Projects

The Department of Energy (DoE) has earmarked $8.5 million in funds to support five three-year projects that seek to enable reusability and accessibility of artificial intelligence data and models.

The selected projects will cover the areas of materials science, high-energy physics, microbial science and high-performance computing, DOE said Monday. The awardees will also explore the relationships between AI models and data in an effort to determine potential applications of AI technology.

“One of the major scientific challenges of our time is being able to access and effectively analyze mounting quantities of data,” said Chris Fall, director of DOE's office of Science.

Fall added the awardees will implement Findable, Accessible, Interoperable and Reusable data principles to their projects. DOE picked the awardees through a competitive peer review process.

FCC to Shuffle Some Executive Roles Next Week;  Aji Pai Quoted

The Federal Communications Commission (FCC) has added new executives to its chairman office and modified the role of an existing broadband adviser within the agency.

Sean Spivey, former legal and policy advisor to the bureau chief at the Wireless Telecommunications Bureau, joins FCC’s chairman office as an adviser for wireless and international matters, FCC said Friday. Spivey succeeds Aaron Goldberger who will fill a role in the Wireless Telecommunications Bureau.

Allison Baker, economic adviser to Wireline Competition Bureau’s chief, will take up the same role at FCC’s chairman office. Melissa Kirkel, a special counsel for the chairman office, will return to the Wireline Competition Bureau.

Preston Wise, currently the rural broadband adviser to FCC chairman Aji Pai, will take up the additional role of wireline adviser. All these appointments and role changes will be effective as the next week begins.

“I continue to be impressed by the depth of talent we have at the FCC and the number of outstanding public servants who are willing to take on new challenges when asked to serve,” Pai said.
