Texas A&M Regents Approve $60M Funding for Combat Dev’t Complex Construction

The Texas A&M University System's board of regents has cleared $60.3M in funds to support the construction of the George H.W. Bush Combat Development Complex as part of an agreement with the U.S. Army Futures Command.

Regents have allotted $22.5M to build a hypersonic and directed energy testing range, while the board approved $37.8M for the Innovation Proving Ground vehicle test track, Texas A&M said Thursday.

The hypersonic testing facility will support the assessment of high-energy lasers and hypersonic technologies, while the vehicle track will accommodate experiments on autonomous ground, subterranean and ground vehicle systems.

John Sharp, chancellor at Texas A&M, said military officials, defense industry executives, technology companies and allies have expressed interest in the complex.

Egts recently took part in a Q&A session with ExecutiveBiz regarding the impact COVID-19 has had on government technology initiatives, how public sector agencies can adapt to the current environment and how open source technology might be the key to adapting to an uncertain future. ExecutiveBiz: Speaking of the current environment, as we begin to move into this ‘new normal,’ what are some of the primary concerns you’re hearing about from government agencies?

“Many agency employees are working in reduced capacity environments. Some are working from home, but some are still going into the office. Office workers supporting the intelligence community, for example, can’t go to a pure work-from-home environment; they need people in offices, even if those buildings are only at half capacity at any given time.

All of this means agencies need to make the most of what they currently have and look for ways to maximize efficiencies wherever possible. That’s probably the biggest concern.”

Tywman has over 30 years of experience in the federal market and government contracting (GovCon) sector. In his CMS role, Twyman oversees the C4ISR businesses and strategy, including DTECH Labs, GATR Technologies, TeraLogics, XD Solutions and Cubic’s Communications & Electronics offerings.

As senior vice president and president with Cubic, Twyman supervises the C4ISR businesses and strategy. Under Tywman’s leadership, Cubic received a spot on a potential ten-year $5.1 billion contract with the U.S. Army to provide satellite communication platforms and services to the U.S. Army in March 2020.

Twyman joined Cubic in June 2014 as senior vice president of air training and secure communications, and served most recently as executive vice president, training and communications systems.

In this role, he led the development of Cubic’s C4ISR strategy as well as growth strategies for air training and secure communications, including common data link, avionics, communication products, restricted communications and optical solutions.

Prior to Cubic, Twyman held a variety of executive leadership positions at Northrop Grumman including sector vice president and general manager of the defense systems division, vice president of integrated C3I systems, vice president of joint network systems and vice president of communication and information systems.

MITRE Enters Strategic Collaboration with Nuance Communications to Improve Cancer Research; Dr. Jay Schnitzer, Diana Nole Quoted

MITRE and Nuance Communications have announced a strategic collaboration to advance the minimal Common Oncology Data Elements (mCODE) data standard for improved cancer research and treatment using the AI-powered Nuance Dragon Medical One solution, MITRE announced on Monday. 

“We need data that is standardized and collected in a computable manner so it can be aggregated with data from many other patients and analyzed for best practices. And it must be collected in a streamlined way that doesn't burden the clinicians. The Nuance offering will enhance this effort," said Dr. Jay Schnitzer, MITRE's chief medical and technology officer.

Through the collaborative effort, clinicians will be able to populate vital cancer data directly into electronic health records (EHRs) using their voice. The feature will improve the quality of documentation and reduce data entry. 

The Nuance-MITRE strategic collaboration will combine data elements and technology solutions. mCODE will provide a core set of structured data elements for oncology that establishes minimum recommended standards for the structure and content of health record information across use cases and users.

Nuance Dragon Medical One will improve documentation and reduce administrative tasks by collecting and accessing oncology data to integrate into existing workflows. Dragon Medical One will also be configured to incorporate mCODE data elements.

Diana Nole, Nuance Communications, executive vice president and general manager of healthcare, said, "Combining Nuance's AI expertise with the mCODE data standard provides oncologists with the ability to easily collect and gain access to critical outcome data by simply using their voice to securely dictate notes and search within the EHR using Nuance Dragon Medical One."

BAE Systems Wins $495M Contract to Support USAF Missions; Pete Trainer Quoted

The U.S. Air Force (USAF) has awarded BAE Systems a $495 million, firm-fixed-price indefinite-delivery indefinite-quantity (IDIQ) contract to continue to provide a wide range of instrumentation support and sustainment services to military and government agencies for the nation and its allies, the company reported on Monday.

The single-award, cost-plus-fixed-fee and cost-reimbursable contract has a ceiling amount of $945 million over seven years.

“Since 1985, we have been the sustainment contractor of choice for the IRSP program to ensure test ranges are operational and mission ready… Our work improving the mission readiness of these systems ensures air, missile, and space situational awareness is provided seamlessly to the warfighter and decision makers,” said Pete Trainer, vice president and general manager of BAE Systems’ Air Force Solutions business.

Under the contract, BAE Systems will enhance the accuracy and operational reliability of tracking systems in support of national security missions. BAE Systems will service components and subsystems for instrumentation tracking systems such as radars, telemetry and optical range mission systems, flight termination systems, data acquisition systems and global positioning systems.

BAE Systems will perform work on 27 global ranges that are part of the IRSP, including those in the U.S. operated by the U.S. Air Force, Army and Navy, NASA and the Department of Energy (DoE), as well as allied ranges operated in the United Kingdom, Germany, Norway, Sweden, Republic of Korea and Switzerland.

“We are pleased to continue our instrumentation sustainment, engineering support, and maintenance services for the 27 IRSP test ranges worldwide,” Trainer added.

Lockheed Martin Completes Acceptance Trials for LCS 21; Joe DePietro, Jan Allman Quoted

Lockheed Martin has announced that the company has completed acceptance trials for its Littoral Combat Ship (LCS) 21, the future USS Minneapolis-Saint Paul, in Lake Michigan, Lockheed Martin reported on Monday. 

"LCS 21 joins a fleet of sister ships delivering unique flexibility and capability to the U.S. Navy," said Joe DePietro, Lockheed Martin vice president and general manager, Small Combatants and Ship Systems. "On LCS 21's acceptance trials, we successfully tested the ship's maneuverability, automation and core combat capability."

Lockheed Martin’s LCS 21 underwent a full-power run, maneuverability testing and surface and air detect-to-engage demonstrations of the ship's combat system. The company presented innovative systems and features, including aviation support, small boat launch handling and recovery and machinery control and automation. 

With the successful trial, Lockheed Martin will complete final outfitting and fine-tuning of LCS 21 before delivery to the U.S. Navy.LCS 21 is the eleventh Freedom-variant LCS designed and built. The company has a projected delivery date of early 2021.

The focused-mission LCS will support mine countermeasures, anti-submarine and surface warfare missions. The Freedom-variant LCS has integrated several unique features, including flexibility, lethality, automation and power. 

Forty percent of the hull is easily reconfigurable, able to integrate Longbow Hellfire Missiles, 30 mm guns, manned and unmanned vehicles designed to meet mission demand. LCS is standard equipped with Rolling Airframe Missiles (RAM) and a Mark 110 gun, capable of firing 220 rounds per minute.

LCS has gas turbines, diesel engines and water jets that together generate 114 thousand horsepower making LCS capable of speeds in excess of 40 knots, and has developed the most efficient staffing of any combat ship.

ULA to Launch NROL-44 to Support NRO Missions; Gary Wentz Quoted

United Launch Alliance (ULA) has announced that its Delta IV Heavy rocket has reached final preparations to launch the NROL-44 mission for the National Reconnaissance Office (NRO) to support national security, the organization reported on Monday. 

"Only the Delta IV Heavy possesses the capability to deliver this unique mission to orbit due to a combination of heavy lift and the largest flight-proven payload fairing," said Gary Wentz, ULA vice president of Government and Commercial Programs.

ULA’s Delta IV Heavy has delivered high-priority missions for the U.S. Space Force, NRO and NASA. The vehicle has been assembled on three common core boosters that are powered by an Aerojet Rocketdyne RS-68A liquid hydrogen/liquid oxygen engine. 

The engine has produced a combined total of more than 2.1 million pounds of thrust. The second stage is powered by an AR RL10B-2 liquid hydrogen/liquid oxygen engine.

The launch is on track for Aug. 26 at Space Launch Complex-37 from Cape Canaveral Air Force Station. Launch is planned for 2:16 a.m. EDT. The live launch broadcast begins at 1:55 a.m. EDT on Aug. 26. This will be the 41st launch of the Delta IV rocket, and the 12th in the Heavy configuration. To date ULA has launched 140 times with 100 percent mission success.

Maj. Gen. Tim Lawson: Space Command Working on New Tech Capabilities Against Russian, Chinese Threats

Army National Guard Maj. Gen. Tim Lawson, mobilization assistant to the commander of U.S. Space Command, said anti-satellite missiles, on-orbit platforms and other counter-space weapon systems from Russia and China keep Spacecom “up at night” but the command is working on new technology capabilities that could mitigate such threats, National Defense reported Friday.

“A lot of times you listen to that threat picture and you kind of get a little dismayed at what you're seeing, but then you look at our side and — trust me — we’ve got some things coming. So, it's good news,” Lawson said Friday at the National Defense Industrial Association’s virtual Space Warfighting Industry Forum.

Lawson, who is also Spacecom’s acting deputy commander, mentioned during the forum the need for resilient space architectures that use large satellite constellations for communications and intelligence collection as well as Spacecom’s interest in satellite servicing, on-orbit refueling and other space logistics-related advances.

Seven Federal Agencies Respond to Sen. Maggie Hassan’s IT Modernization Inquiry

Sen. Maggie Hassan (D-N.H.) asked 10 federal agencies in June about their efforts to modernize their legacy information technology systems and seven of those agencies responded, Nextgov reported Friday.

The Department of Defense (DoD), Small Business Administration (SBA) and the Social Security Administration (SSA) said they developed updated IT platforms. DoD, for instance, said its IT upgrade will generate $19.4M in sustainment cost savings.

The departments of Transportation (DoT) and Education (DoE) said upgrades to platforms Hassan cited are still pending.

When asked about how Congress can help advance IT modernization, the departments of Homeland Security (DHS) and Education said they want lawmakers to provide appropriations language to enable them to establish working capital funds.

The departments of Treasury, Interior (DOI) and Health and Human Services (HHS) have yet to submit their responses to Hassan’s inquiries.
