House OKs $1.3T Appropriations Minibus for FY 2021

The House on Friday voted 217-197 to pass a package of six appropriations bills that would allocate $1.3 trillion in fiscal year 2021 funds for several federal agencies, including the departments of Defense (DoD), Health and Human Services (HHS), Energy (DoE), Commerce (DOC) and Justice (DOJ).

The minibus measure would earmark $694.6 billion in discretionary funds for DoD, including $254.5 billion in funds for operation and maintenance; $162.3 billion for military personnel; $104.6 billion for research, development, test and evaluation accounts; and $140.1B for procurement programs, the House Appropriations Committee said Friday.

The Commerce-Justice-Science bill in the package would set aside a budget of $71.47 billion for FY 2021. The legislation would allot $22.63 billion for NASA to help the agency invest in human space exploration initiatives and fund aeronautics research and science, technology, engineering and mathematics engagement efforts.

The Energy and Water Development bill includes $49.6 billion in FY 2021 funds for the Army Corps of Engineers, the departments of the Interior and Energy and related agencies.

The measure’s Financial Services and General Government bill would provide $24.64 billion in funds for the Department of the Treasury, Executive Office of the President, the Judiciary and other independent agencies. The Small Business Administration would get $939.4 million under this bill.

The Labor-HHS-Education bill includes $196.5 billion in FY 2021 funds. HHS would get $96.4 billion, while the Department of Labor would receive $12.7 billion in appropriations. The bill would earmark $73.5 billion for the Department of Education.

The Transportation-Housing and Urban Development bill in the package would provide $78.7 billion for surface transportation initiatives and $75 billion in funds for economic recovery from the COVID-19 pandemic through investments in house and transportation infrastructure.

BAE Systems Completes $1.9B Acquisition of Raytheon Technologies’ GPS Business; John Watkins, Greg Wild Quoted

BAE Systems has completed its $1.93 billion acquisition of the Collins Aerospace Military Global Positioning System (GPS) business from Raytheon Technologies, adding new experience, technology and installed base of products to the company, BAE Systems reported on Friday.

“Today marks the culmination of a tremendous team effort, and we are extremely proud to welcome the Military GPS employees to our company,” said John Watkins, vice president and general manager of Precision Strike & Sensing Solutions at BAE Systems. “Together, we will build on our rich histories of providing superior, innovative capabilities to help protect our U.S. and allied warfighters.”

BAE Systems announced its acquisition of Collins’ GPS business in Jan. 2020. The purchase has included a high-quality, technology-based business that will augment the existing BAE Systems Electronic Systems portfolio through Collins’ GPS anti-jamming and anti-spoofing technology. 

The augmentation will provide reliable navigation and guidance for a range of defense missions. Collins’ Military GPS business will add a workforce of approximately 700 employees. The acquired business has a global installed base with more than 1.5 million devices on approximately 280 airborne, ground and weapon system platforms. 

Collins’ Military GPS business has designed and produced advanced, hardened and secure GPS products with a range of form factors, including products designed for space-constrained and harsh environments. 

The company has also begun developing next-generation GPS technologies for the U.S. military, including M-Code, that will further improve security and anti-jamming capabilities for critical defense applications.

“This partnership will enable us to build on our market leadership and bring new discriminating capabilities to our customers, including the U.S. Department of Defense and its allies,” said Greg Wild, director of Military GPS. “We’re excited to be joining the BAE Systems family. They appreciate our legacy of innovation and will provide opportunities for continued business growth and success.”

Army-Managed Research Effort Produces New Quantum Chip Tech

Sandia National Laboratories and Massachusetts Institute of Technology have created a large quantum chip under an effort funded by Army Research Laboratory.

This development used diamond-based qubits and marks a milestone in an effort to produce scalable quantum processors, the U.S. Army said Thursday.

Fredrik Fatemi, co-manager of ARL's Center for Distributed Quantum Information, said the production of large-scale quantum devices will require high-quality qubits and corresponding transmission circuits.

“Here, the research team has demonstrated exceptional progress toward reliably manufacturing complex quantum chips with both critical elements," he said. 

The new chip's qubits function as artificial atoms that produce photons containing quantum information.

This hybrid process would require automation to accommodate the development of even larger quantum chips of the same kind, the effort's researchers noted.

Existing DARPA Research Supports COVID-19 Response

The Defense Advanced Research Projects Agency (DARPA) has made contributions to COVID-19 response based on research conducted within the past two decades, National Defense Magazine reported Thursday.

Autonomous Diagnostics to Enable Prevention and Therapeutics (ADEPT), a DARPA-led study that concluded in 2013, offers information on pathogen identification with regard to vaccine development.

Peter Highnam, acting DARPA director, said ADEPT and other existing DARPA studies have supported efforts to address and treat COVID-19. He said at an event with George Washington University's Project for Media and National Security that ADEPT has informed the development of nucleic acid vaccines.

DARPA is also working on the Pathogen Prevention program that aims to protect fielded servicemen from unknown pathogens that are potentially present in operational environments.

NSWC Crane Team Receives Naval Aviation Enterprise Award

The U.S. Navy has honored a team from Naval Surface Warfare Center Crane with the Naval Aviation Enterprise Award for the design, development, testing and rollout of a $13M fix for the P-8A Poseidon aircraft’s turret deployment unit issue.

The team addressed various gaps the TDU encountered in line with high vibration levels in the airstream, the Naval Sea Systems Command said Thursday.

David Kuhlman, division manager at NSWC Crane’s airborne electronic attack segment, said the TDU did not reach its 33-hour operating duration due to excessive vibration.

“This problem with the TDU also had the potential to cause additional damage to the aircraft upon landing as well as a safety issue for the crew.”

Kuhlman added the proposed approach sought to optimize the unit’s reliability.

Eglin AFB Begins Preparations for F-15EX Aircraft Tests

The Eglin Air Force Base has started preparations for the F-15EX fighter aircraft's developmental and operational tests in 2021.

The Operational Flight Program Combined Test Force will handle planning and provisioning efforts for the tests, while the 40th Flight Test and 85th Test and Evaluation Squadrons will secure the aircraft units, the U.S. Air Force said Wednesday.

Representatives from the 96th Maintenance Group is slated to take transfer to hands-on training and familiarization classroom academics upon the aircraft's arrival. The group has began coordinating with F-15EX-affiliated organizations to address potential issues.

Eglin AFB will also receive an F-15EX simulator to expose pilots to the aircraft's design. The F-15EX will feature updated sensors, cockpit touch displays, digital flight controls and a new computer technology.

Space Force Seeks Incremental Approach to Funding Large Programs

The Department of the Air Force has released a report seeking phased funds for major programs such as satellites and large space systems, SpaceNews reported Thursday.

The report, titled “Alternative Acquisition System for the United States Space Force”, states that incremental funding would enable the U.S. Space Force to be flexible in allocating funds for other programs.

It was initially sent to Congress in May before being pulled back due to several objections, according to SpaceNews. 

Shawn Barnes, deputy assistant secretary of the Air Force for space acquisition and integration, told reporters that the acquisition proposal is still being reviewed by the Office of Management and Budget (OMB). “I think we’re very close with OMB at this point,” he noted.

SpaceNews sources told the publication that OMB opposed incremental funding for space programs in favor of full allocations within the same year of ordering spacecraft.

CMMC Accreditation Body Seeks Continuous Monitoring of Certified Companies

The Cybersecurity Maturity Model Certification (CMMC) accreditation body is planning to enlist an independent “partner” that will continue evaluating CMMC-authorized contractors that are required to renew their certifications every three years, Nextgov reported Thursday.

Chris Golden, a member of the board for CMMC-AB, said at a SecurityScorecard webinar that the accreditation body is looking into deploying a monitoring tool that utilizes data in the public domain to ensure continuous monitoring of certified companies.

“That’s a snapshot in time, there’s a whole bunch of things that can happen in that three year period,” he noted.

Robert Knake, a senior fellow for cyber policy at the Council on Foreign Relations, said that most CMMC and Federal Risk and Authorization Management Program (FedRAMP) elements can be measured on an automated and continuous basis.

He added that the CMMC program would mostly benefit from tools such as SecurityScorecard's product that can collect internal data on a company’s cybersecurity posture and report it to stakeholders.

“I think we probably won’t see a sensor moving inside the network, I think we probably will see some form of data collector moving inside the network and bringing data out that can tell you where you are and can tell DoD where you are, or other regulators or other third parties,” said Knake.

FBI Eyes Cloud Migration for Unclassified Data to Accelerate Analysis

The FBI is planning to integrate its confidential, top-secret and secret networks with cloud platforms to improve intelligence sharing among personnel working from home, FedScoop reported Thursday. 

Gurvais Griss, assistant director of the FBI Laboratory's science and technology branch, said at an AFCEA event that the bureau is looking to move unclassified data from legacy systems to less-classified cloud environments.

FBI's Criminal Justice Information Services unit is also working on efforts to move data from social media, communications platforms, mobile devices and system logs to a data lake to speed up analysis and response.

“At the lab … we have systems, business processes, administrative actions that previously were done on the higher classification network — not necessarily because they require that level of protection," he noted. "It’s just we organically designed it where people felt comfortable."

DHS, DOC Request Other Sectors to Support Botnet Response Efforts

The departments of Homeland Security and Commerce ask industry and academia to take part in efforts highlighted in the Botnet Road Map, a report that aims to strengthen the country's cybersecurity against automated threats.

The Commerce Department recently released a document that updates the status of efforts that align with the Botnet Road Map, originally published in 2018 in response to Executive Order 13800, the Cybersecurity and Infrastructure Security Agency (CISA) said Thursday.

The road map features cyber-relevant tasks and corresponding structures designed to address botnet threats. The federal government calls for commercial, academic and civil entities to lead efforts highlighted in the road map.

The Botnet Report builds on input provided by entities from both public and private sectors.
