Anthony Everidge Assumes Permanent Exec Director Post at Air Force’s Acquisition Center

Anthony Everidge, former acting executive director of the U.S. Air Force Installation Contracting Center (AFICC) and member of the Senior Executive Service (SES), has been appointed executive director of AFICC on a permanent basis.

AFICC is part of the Air Force Installation and Mission Support Center (AFIMSC) within the AF Materiel Command (AFMC) and handles all operational acquisition functions across the service, Wright-Patterson AF Base said Tuesday.

As part of his new role, Everidge will help Brig. Gen. Alice Trevino, commander of AFICC, in managing over 750 acquisition professionals responsible for a contract portfolio worth $55 billion. Prior to his most recent capacity, Everidge served as director of personnel and resources at AFICC and was part of the AFMC Contracting Directorate.

“We’re working along with SAF/AQC (Air Force Acquisition), which is trying to create mission-focused business leaders within Air Force contracting,” he said.

Everidge's more than three-decade career at the Air Force includes time as deputy chief of contracts for the Air Force Research Laboratory (AFRL) where he led efforts to drive partnerships with the Intelligence Advanced Research Projects Activity (IARPA). He also spearheaded efforts to create AFRL’s Center for Rapid Innovation during his tenure.

Leidos & Baltimore Ravens Partner to Combat Opioid Epidemic Under Tackling Opioid Addiction” Campaign; Melissa Lee Dueñas Quoted”

Leidos and the Baltimore Ravens have partnered to distribute approximately 70 thousand drug disposal packets to local non-profit chapters across communities in Baltimore, Md., as part of the "Tackling Opioid Addiction" campaign to raise awareness for the opioid public health crisis, Leidos reported on Wednesday. 

"This initiative reinforces our commitment to the people of Baltimore. We want to do our part to help end the opioid epidemic and address challenges impacting over-all mental health and well-being," said Melissa Lee Dueñas senior vice president of Leidos. More than 90 percent of drug and alcohol-related deaths in the city are opioid-related, according to data from the Baltimore City Health Department.

After Roger Krone, CEO and chairman of Leidos and seven-time Wash100 Award recipient, received an employee's call to action in 2017, Leidos launched a company-wide initiative to help end the opioid epidemic. 

Since then, Leidos has led dozens of initiatives and events to heighten awareness, including a large-scale drug deactivation kit distribution event in conjunction with the Community Anti-Drug Coalitions of America (CADCA), the MD National Guard, and the Aberdeen Proving Ground team. 

Leidos’ enhanced efforts, with the support of the Ravens, under the drug disposal packet distribution will enable community members to safely dispose of legal leftover prescriptions from the safety of their own homes.

CAE Secures Health Canada Certification of Air1 Ventilator; Marc Parent Quoted

Health Canada has certified the CAE Air1 ventilator to help remediate the effects of COVID-19, CAE reported on Wednesday. 

"The agility shown by CAE in designing and succeeding to have the CAE Air1 ventilator certified in a fraction of the usual time is a testament to the strength of CAE's innovation, engineering talent, and advanced manufacturing capabilities,” said Marc Parent, CAE's president and CEO.

CAE’s ventilator will be distributed to Canadian hospitals across the country where it will be used in the fight. Certification comes two months after CAE signed a contract with the Government of Canada to manufacture and supply 10,000 ventilators.

"Since the beginning of the pandemic, CAE was the first to receive certification from Health Canada for an entirely new ventilator. It was created and manufactured in Canada, and we are proud that it will help save lives in the fight against COVID-19," added Parent. 

With the certification, CAE will provide hundreds of CAE Air1 ventilators to the Government of Canada every week. The CAE Air1 ventilator can deliver pressure control, volume control and pressure support ventilation using room air or pressured oxygen. 

The company’s ventilator will integrate an intuitive, simple touchscreen interface and is bundled with on-demand ventilator training, adaptive e-learning modules related to COVID-19 patient management and 24/7 customer support. It will support Intensive Care Units patients treated for COVID-19.

I am glad that we were able to support CAE in accelerating the design and manufacturing of CAE Air1 ventilator that is now ready to be used by our frontline healthcare workers," said the Honourable Navdeep Bains, Canada's Minister of Innovation, Science and Industry.

Alion Secures $40M NSWC Task Order under DoD IAC MAC; Alan Dietrich Quoted

Alion Science and Technology has been awarded a 36-month, $40 million task order to support Naval Surface Warfare Center (NSWC) Crane by providing sustainment and development of expeditionary weapon systems, the company reported on Wednesday. 

“Alion’s strength in advancing ISR capabilities continues to drive technology advancements and innovation across our ISR and weapons systems solutions to support ongoing operations and future missions,” said Alan Dietrich, senior vice president and general manager of Alion. 

The task order was awarded under the Department of Defense Information Analysis Center (DoD IAC), Multiple Award Contract (MAC). Alion will assist NSWC Crane develop next generation, integrated weapons systems and Intelligence, Surveillance, and Reconnaissance (ISR) capabilities for multiple platforms. 

Alion will provide ground and maritime mobility platforms, manned and unmanned, to enable quick-reaction and engineering analyses to support total life-cycle management of current and advanced small arms systems. 

The company will supply advanced engineering solutions, analyses, integration, test, assessment, and certification of systems of aging or obsolete components and systems. Alion will also incorporate advanced materials, processes and install state-of-the-art weapon systems technology.

Alion’s efforts will enhance the capabilities of platforms to ensure that warfighters receive the cutting-edge combat capabilities they need to accomplish their mission in forward-deployed areas around the globe.

“Alion continues to grow its ISR business, expanding its footprint in support of Crane with the continued utilization of our 57,000 sq. ft. System Sustainment Center campus, and capitalizing on our agile engineering approach and investments in technology and talent,” added Dietrich. 

On Monday, Alion announced an additional $75 million contract to support research, development, test, and evaluation of all Navy Minotaur software platforms for the Naval Air Systems Command (NAVAIR) and the Naval Surface Warfare Center (NSWC), Crane.

Alion will develop the next generation of advanced systems, including airborne mission processors, mission management systems, multi-function active sensor radars, and Electronics Intelligence (ELINT) systems and Signal Intelligence (SIGINT) Systems. 

In addition, the company will support Communications Intelligence (COMINT) Systems and Electro-Optical/Infrared (EO/IR) Intelligence Surveillance Reconnaissance (ISR) systems to help advance Navy, Department of Defense (DoD) and Department of Homeland Security (DHS) platforms. 

Alion will provide cybersecurity platforms and information assurance hardening of Minotaur software that the company will integrate across multiple sensors including electro-optics, radar, communications, signal intelligence systems and electronic support measures systems.

Pavilion Data Systems has announced that Sony Innovation Studios Inc., a division of Sony Pictures Entertainment (SPE), will integrate Pavilion’s storage array as part of an easy to use, scalable and dense solution to support high speed protocols, the company reported on Wednesday.

“Pavilion’s Hyperparallel flash array allowed us to easily meet these demands while future proofing our storage infrastructure for the next generation workflows,” said Michael Pearce, manager of Production Systems, Sony Innovation Studios. “The combination of performance due to parallelism, operational simplicity and density is unmatched in the industry.”

Sony Innovation Studios selected Pavilion storage as the high-performance storage solution in its unified use case for volumetric capture, a performance and latency application essential for the rendering of 3-D virtual and mixed environments. The deployment is in partnership with Alliance Integrated Technologies and Pixit Media, who worked closely with Sony Innovation Studios to map out the entire solution.

Fact Sheet Seeks to Help Federal Agencies Manage Encryption Keys to Safeguard Voice Communications

The National Council of Statewide Interoperability Coordinators, SAFECOM and the Federal Partnership for Interoperable Communications have released a fact sheet to help law enforcement and public safety agencies manage encryption keys in order to protect voice communications from unauthorized personnel.

The Encryption Key Management Fact Sheet provides information on how public safety agencies can manage cryptographic keys and reasons why agencies should encrypt land mobile radio systems, the Cybersecurity and Infrastructure Security Agency said Friday.

The document also cites the role of key management facilities and key fill devices in the management of encryption keys, explains how key management helps maintain interoperability of LMR platforms and radios and offers information on the Advanced Encryption Standard 256 algorithm.

“With proper planning and awareness, encryption can be both operable and interoperable,” said Scott Wright of the Connecticut Department of Emergency Services and Public Protection. “Outreach and education efforts, such as this [fact sheet], will help the public safety community with their planning efforts.”

Shawn Barnes on Upcoming Space Force Acquisition Report

Shawn Barnes, a member of the senior executive service at the office of the assistant secretary of the U.S. Air Force for space acquisition and integration, said an upcoming report will ask Congress to authorize the Space Force to move funding between programs, National Defense reported Tuesday.

Barnes said one of the recommendations in the “Alternative Acquisition System for the United States Space Force” report seeks to consolidate budget line items along portfolios to facilitate reallocation of funds.

“We're not talking about, ‘How do I move, you know, a billion dollars … five years from now?’” he said Tuesday during a video teleconference hosted by the Air Force Association’s Mitchell Institute for Aerospace Studies. “We're talking about within year of execution, how can we move money within a portfolio to be able to take care of problems that were unforeseen and particularly you can do that from those programs that are performing extraordinarily well?”

Barnes said the service wants to be transparent with Congress by having a discussion with lawmakers on what is a reasonable number of budget line items and that the report also assesses resources and requirements aside from acquisition.

“It looks across acquisition and requirements and resources because we believe that all three of those are integrally tied to capability development,” Barnes said of the report. “That's really where our challenges were.”

An interim version of the report, which was mandated by the fiscal 2020 National Defense Authorization Act, was submitted to Congress in May.

Acting DoD Comptroller Elaine McCusker to Step Down; Mark Esper Quoted

Elaine McCusker, acting comptroller at the Department of Defense (DoD), will step down from her post on June 26, Defense News reported Tuesday. Mark Esper, DoD Secretary and a 2020 Wash100 Award winner, announced McCusker’s resignation Tuesday.

“Since joining the Department of Defense, Elaine has worked tirelessly to ensure that our budgeting and audit processes give full value to the taxpayer while meeting the enormous security needs of our nation as well as the men and women who serve it,” Esper said in a statement. “I am grateful for her dedication to public service and the contributions that she has made to the department and wish her the very best in her future endeavors.”

McCusker was nominated for the comptroller post at the Pentagon in November. She was sworn in August 2017 as deputy undersecretary of defense (comptroller). She previously served as director of resources and analysis at U.S. Central Command and as a staff member on the Senate Armed Services Committee.

Tamr Government Solutions to Continue Dev’t of Traveller Screening Tech for DHS

The Department of Homeland Security (DHS) has awarded $813,000 to Tamr Government Solutions for the continued development of the company's automated traveler screening technology. DHS said Monday that it issued the award to have Tamr continue Open Source Global Travel Assessment System's development under the Silicon Valley Innovation Program's fifth phase.

The company developed GTAS over SVIP's four previous phases and will go on to expand applications of the effort's resulting products. U.S. Customs and Border Protection (CBP) has adopted GTAS to accelerate assessments on international travelers via automation.

“We validated the entity resolution capability that Tamr brought to the table through their work on GTAS and shared that knowledge broadly with our DHS operational components,” said Anil John, SVIP technical director at DHS' Science and Technology (DHS S&T) Directorate.
