House Panel Proposes Stopgap Bill to Fund Government Through Dec. 11th; Nita Lowey Quoted

The House Appropriations Committee has proposed a continuing resolution that would fund government operations through Dec. 11th in order to prevent a government shutdown once the new fiscal year begins in October. 

“This clean continuing resolution keeps government open while giving Congress additional time to negotiate annual appropriations bills that will invest for the people,” House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., said in a statement published Monday.

The bill would appropriate funds for the Columbia-class submarine program and allow the U.S. Navy to award a contract to facilitate the procurement of two Columbia-class submarines, according to the bill’s summary.

The measure would increase funding for the Veterans Electronic Health Record Modernization (EHR) program to facilitate the deployment of the EHR system at planned sites during the first quarter of fiscal year 2021.

The House is expected to vote on the stopgap measure this week.

GSA Eyes NewPay Capabilities Deployment by Fall; Amy Haseltine Quoted

The General Services Administration (GSA) plans to release by fall the NewPay program’s first set of capabilities, Federal News Network reported Monday.

Amy Haseltine, director of the quality service management office (QSMO) for civilian human resource transaction service and director of the NewPay management office at GSA, said the QSMO is in the process of completing a minimally viable product for NewPay.

“The MVP will help us actually calculate payroll in a consistent, complete and holistic manner. This calculation and this tool that we are designing covers 65 major pay plans across the federal space, which will actually help pay approximately 89% of our workforce,” Haseltine said during the Shared Services Summit. 

“We’ve actually used testing data to test 12 of the 65 pay plans. Of the 65 pay plans, we will be incorporating the Title V or general schedule population, so we are very excited about that.”

She said her office expects the data standards for payroll time and attendance to be available by the end of this month.

“Our next area of emphasis is on time and attendance. The NewPay team actually collaborated with one particular component within GSA as well as conducted our own customer survey asking what is most important to you?” Haseltine said.

Ellen Lord on Defense Industrial Base’s Health, Need for Appropriations

Hon. Ellen Lord, undersecretary of defense for Acquisition and Sustainment and a 2020 Wash100 Award winner, discussed in an interview posted Monday on Defense News about the Department of Defense’s (DoD) efforts to track the status of the defense industrial base during the COVID-19 pandemic.

Lord said the Defense Logistics Agency (DLA) and the Defense Contract Management Agency (DCMA) help track approximately 20,000 contractors that are working with the Pentagon.

“And going back over the last six months, we did have hundreds of companies shut down, but now we’re down to only about 30. So that’s very, very good news,” she said during an interview at the Defense News Conference. 

“We monitor them on a daily basis; we look at on-time deliveries, deliveries missed and, most importantly, we listen to what the issues are, really leveraging the industry associations to do a lot of listening,” Lord added. 

She talked about DoD’s use of “data-driven” approach in monitoring development programs, the need for appropriations to maintain warfighter readiness and advance modernization and the department’s ongoing talks with the Office of the Director of National Intelligence (ODNI) to extend a waiver that would provide contractors more time to comply with a new rule that seeks to remove certain Chinese telecommunications equipment from the supply chain.

Lord also commented on mergers and acquisitions in the defense sector and her team’s efforts to keep small businesses going during the pandemic.

Army Pulls Out From New Land Vehicle Solicitation; Turns to Industry

The U.S. Army has canceled its own proposal to a competitive solicitation for an effort to replace the M2 Bradley vehicle, after discussions between military leaders with consideration to industry feedback, Defense News reported Thursday.

The decision builds on remarks from industry regarding a previous, unsuccessful competition that presented requirements companies found impossible to meet.

The Army now completely turns to industry for the revised Optionally Manned Fighting Vehicle solicitation. The service branch will finance the program via $4.6B in fiscal 2022 through 2026 funds.

Ashley John, a spokesperson with the Army, said the service branch assessed more than 500 responses from the defense industry and will address established concerns over the next weeks.

DARPA Provides Two Support Tools for Advanced Battle Mgmt System Demo

The Defense Advanced Research Projects Agency contributed two technologies to a demonstration of the U.S. Air Force's new integrated situational awareness system.

DARPA said Friday it provided a decision-making support tool and a software integration toolchain to support testing of the Advanced Battle Management System. The demonstration ran from Aug. 31 to Sept. 4.

The Adapting Cross-domain Kill-webs or ACK serves as an aid for decision making as commanders work to manage tasks. The System-of-systems Technology Integration Tool Chain for Heterogeneous Electronic Systems or STITCHES works to facilitate integration between different kinds of systems across multiple domains.

“The ACK decision aid software analyzed thousands of options to form cross-domain kill-webs and recommended the assets for the kill chain and the best command-and-control ‘play’ to the mission commander,” said Air Force Col. Dan Javorsek, program manager for ACK.

"STITCHES brings force composability directly to the warfighter by allowing data to be shared without system upgrades," said Lt. Col. Jimmy Jones, manager of the System of Systems Integration Technology and Experimentation program.

DARPA personnel were able to accredit ACK and STITCHES, among other ABMS technologies, on a network in less than a week.

DHS Posts RFI on Human-Portable Repeaters;  Hasan Shahid Quoted

The Department of Homeland Security (DHS) has issued a request for information to seek inputs on human-portable repeaters that can work on indoor and subterranean environments.

The radio repeater must weigh under 50 pounds to qualify as human-portable and allow various configurations to adapt to indoor and underground emergency response operations, DHS said Friday.

"Communications are crucial to emergency response operations. This can be a challenge indoors and underground as radio and cell coverage is often limited in these environments and additional network infrastructure may not be present," said Hasan Shahid, test engineer at the National Urban Security Technology Laboratory.

Shahid added radio repeaters will potentially optimize communications in various scenarios such as tunnel maintenance and urban search and rescue missions.

Responses to the notice are due Oct. 16th. DHS will post the responses in a market survey report on the DHS science and technology (DHS S&T) directorate's website.

Air Force Conducts Construction Effort for KC-46A Aircraft Infrastructure

The Air Force Civil Engineer Center (AFCEC) partnered with Naval Facilities Engineering Command (NAVFAC) and the Army Corps of Engineers to facilitate a multi-phase construction program that aims to build infrastructure for the KC-46A Pegasus aerial refueling vehicle.

AFCEC wrapped up building at McConnell Air Force Base in 2017 and is bound to complete beddown construction activities for Altus Air Force Base, the U.S. Air Force said Saturday.

Construction efforts are underway at various military installations including Tinker AFB, Joint Base McGuire-Dix-Lakehurst and Travis AFB. AFCEC also finished constructing a system integration laboratory and depot maintenance dock and is building a 156-acre maintenance campus for KC-46A units.

Rafael Gonzalez, project manager at AFCEC, said the projects are expected to run through 2029. Travis AFB is slated to receive a KC-46A aircraft by 2023, while 24 additional units will arrive in 2025.

Bipartisan Resolution Guides Creation of National AI Strategy; Rep. Robin Kelly Quoted

Reps. Will Hurd, R-Texas and two-time Wash100 Award recipient, and Robin Kelly, D-Ill., have presented a bipartisan resolution that aims to establish a national strategy in pursuit of artificial intelligence.

Microsoft, Amazon Web Services (AWS), IBM and other information technology companies have shown support for the resolution that highlights AI’s strategic value, Hurd’s office said Friday.

“We need a real and actionable comprehensive plan, as this resolution calls for, to engage all levers of national power to create and preserve American AI superiority,” Kelly said.

The resolution’s introduction follows the passage of the Internet of Things Cybersecurity Improvement Act, a Hurd-Kelly introduced bill that establishes security standards for government-used IoT devices.

She supervised the company’s projects’ governance and compliance, including auditing team members’ data privacy and cybersecurity project work, creating reports and writing procedures within a $35 million privately held IT organization.

She also led a data privacy compliance project to ensure project’s objectives, deliverables and deadlines were met, and managed changes and updates to existing data privacy and cybersecurity policies and procedures.

Ellen Lord Discusses Impact of COVID-19 on Federal Modernization

Hon. Ellen Lord, undersecretary for acquisition and sustainment at the Department of Defense (DoD) and four-time Wash100 Award recipient, recently discussed how the defense department has shifted modernization efforts to combat the COVID-19 pandemic, Defense News reported on Monday.

“When COVID-19 hit, it shone a spotlight on the concern we had with this fragility and helped us tell the story. Because of another executive order coming in declaring a federal emergency, we no longer had to go through the presidential determination route, which is a bit time consuming, to identify areas where we needed to invest,” Lord said.

As an effect of the pandemic the DoD added more focus to aviation propulsion, where the department has a number of key suppliers who depend on commercial aviation. The department has made a number of awards to aviation companies to increase business and continue to support the war fighter.

COVID-19 has also expedited the modernization of the defense industrial base (DIB) for nuclear and hypersonic weapons, increasing funding and enhancing capabilities. DoD has leveraged the Defense Contract Management Agency (DCMA) and the Defense Logistics Agency (DLA) to track about key companies that the department works with to track deliveries and challenges, as well as support industry partners.

“What we are looking for is whether or not we’re maintaining war-fighter readiness for our production programs, and then relative to modernization, whether we are hitting key milestones relative to development programs. We have seen some slowdowns. We are carefully monitoring, using monthly metrics, where we are. That’s something that I’m actually extremely proud of the team over the last few years — we have developed a very data-driven way of doing business,” Lord added.
