U.S. Navy Seeks Tech Proposals for Integrated Exercise in 2021

Naval Surface Warfare Center Crane (NSWC Crane) Division has partnered with Naval Information Warfare Center Atlantic (NIWC Atlantic) to search for new technologies in support of a future exercise. The Naval Integration in Contested Environments Advanced Naval Technology Exercise (NICE ANTX) will require technologies that allow troops to perform integrated missions, Naval Sea Systems Command said Monday.

The U.S. Navy is engaging with entities from industry, academia and government to identify and obtain the sought technologies. The effort also offers opportunities for participants to work alongside industry leaders. NIWC Atlantic announced a solicitation for the effort via a SAM notice.

“Participants will receive invaluable and immediate feedback on their tech directly from warfighters who may use it in the field," said Sondra Laughlin, assessments lead for ANTX at NSWC Crane.

Interested parties may submit proposals through July 1. The U.S. Navy and the U.S. Marine Corps will commence the exercise on the East Coast in 2021.

Bipartisan Bill to Identify, Mitigate 5G Infrastructure Gaps; Mike Gallagher Quoted

Reps. Mike Gallagher (D-Wash.) and Rick Larsen (R-Wis.) have unveiled bipartisan legislation to augment the Department of Defense's (DoD) 5G infrastructure network and systems. The "DoD 5G Act" will push the department's secretary to identify and reduce gaps within the U.S. military's telecommunications systems, the office of Rick Larsen said Thursday.

The bill contains recommendations from DoD's Defense Science Board Quick Task Force on the adoption of 5G technologies such as the implementation of federal standards and independent monitoring of 5G data.

“As the Pentagon develops advanced telecommunications capabilities, it should set a clear standard and expectation across the federal government for security and resiliency, from the supply chain on up," said Gallagher.

Gallagher and Larsen declared their support for the Secure 5G and Beyond Act, a bill that will require President Trump to create a strategy for 5G systems and infrastructure security.

GAO: SBA Must Improve Funding Estimates for Small Business Dev’t Centers

The Government Accountability Office (GAO) has found that the Small Business Administration (SBA) needs to reevaluate its estimates for initial funding to support its centers for training and counseling small businesses.

GAO said in a report released Monday that Congress appropriated $135 million and the president requested $101 million for fiscal year 2020 to fund SBA’s Small Business Development Center (SBDC) program. 

According to the watchdog, the large gap between the estimated and actual funds resulted in challenges for the centers that needed to revise their budgets in accordance with the appropriations.

Most of the SBDCs that GAO surveyed said they “have a harder time obtaining matching funds” and face challenges in hiring and retaining staff, meeting performance goals and providing services to small businesses.

GAO noted that if SBA continues its current practice for fiscal 2021, the funding estimate will be 35 percent lower than 2020 Congress appropriations.

“Under SBA's current practice for funding estimates, SBDCs will continue to experience (or may experience increasing) challenges given the growing divergence between the initial estimate and appropriated amounts,” the watchdog noted.

Maximus has announced that the company will augment state agencies to help answer questions, support initial claims processing and support the adjudication of Unemployment Insurance (UI) and Pandemic Unemployment Assistance (PUA) claims, the company reported on Tuesday.

“Every day, our goal at Maximus is to help citizens connect to the vital services they need from government agencies,” said Bruce Caswell, president and CEO, Maximus and 2020 Wash100 Award recipient. “Our work with states is focused on ensuring these citizens quickly get access to the benefits they deserve and drastically cutting down on the backlog of unanswered claims.”

Maximus will work to support multiple states by providing additional support for the increase in UI and PUA claims. The company’s services will increase the speed of handling cases that have inundated state programs and their contact centers.

In Idaho, Maximus will assist the Idaho Department of Labor by assisting individuals with their applications, and reducing hold times for callers. The company will also support the Louisiana State Workforce Commission by supporting them with the UI and PUA application process.

“We’ve been able to assist states by deploying nearly 2,650 work-from-home agents to support unemployment programs since March, with the majority of these programs launched in less than a week,” said Caswell. “These efforts were made possible because we were able to launch and scale turnkey, omnichannel citizen engagement through a virtualized platform.”

CVP has been awarded the National Institutes of Health (NIH) Mission Alignment (MA) Blanket Purchase Agreement (BPA) contract vehicle to support scientific research missions across NIH with IT programs and technical services, communications and business solutions, and cybersecurity and risk management, the company reported on Tuesday.

“We look forward to applying our health care and advanced technology expertise toward helping to advance biomedical research and promoting health, treatment, and medical cures,” said Anirudh Kulkarni, founder and CEO of CVP. 

Under the contract, CVP will include program and project management, system architecture and design, software development lifecycle management, subject matter expertise, community outreach and cybersecurity management and training to support the organization.

The award will enable CVP to expand its work across all NIH institutes and centers by applying its IT expertise through Business Transformation, Technology Modernization, Cybersecurity and High-Performance Computing.

CVP secured the award through the NIH Center for Information Technology (CIT). The center  has provided the NIH community with a secure and reliable IT infrastructure and a variety of IT services to support mission-critical research and administration.

Kronos’ Workforce Institute has appointed Chris Mullen as executive director to succeed founder Joyce Maroney, who will retire at the end of June, the company reported on Tuesday. He will assume the role on July 1, 2020, bringing more than 15 years of experience as an Human Resources (HR) leader and practitioner.

Immuta automated data governance has been developed on a cloud-native platform for organizations that work with sensitive data subject to regulation and business rules. The platform will automat data access control, security and privacy compliance to enhance security.

NSF Seeks to Reach More Startups Through ‘Project Pitch’ Platform

The National Science Foundation (NSF) is conducting a pilot of a new portal in the FastLane system that allows startups and small businesses to pitch their project concepts and receive responses within three weeks, FedScoop reported Monday. Kelly Monterroso, a communications specialist at NSF, said the Project Pitch platform allows NSF to streamline the scientific research grant application process for startups and entrepreneurs.

“So we know that if we invite them to submit a proposal, because they’ve gone through the project pitch process, we know who they are, we can hold webinars just for them, we can just really help them through their registration, all the paperwork that they need to submit. So it’s a way that we can help them through our process,” said Monterroso.

NSF came up with the Project Pitch platform using Service Cloud Lightning Edition, a software-as-a-service offering from Salesforce.

“The lack of upfront cost is really important because this is a pilot. It’s still a pilot, honestly. We’re still changing things,” Ben Schrag, Small Business Innovation Research and Small Business Technology Transfer program director at NSF, said of Project Pitch.

DHS Expands Scope of Insider Threat Program

The Department of Homeland Security (DHS) has updated its privacy impact assessment for the Insider Threat Program (ITP) by expanding ITP’s scope to include all persons who have or had access to DHS’ information, networks, facilities, equipment and related systems.

The ITP originally focused on the prevention, mitigation and detection of unauthorized disclosure of classified data by DHS employees with active security clearances, DHS said in the updated PIA dated June 16.

“Therefore, the expanded scope increases the popultion covered by the program to include all those with past or current access to DHS facilities, information, equipment, networks, or systems, regardless of security clearance,” DHS wrote.

The update allows the program to collect information from any DHS component, program, office or source; “lawfully obtained” data from any U.S. agency, foreign government entity or private sector organization. It also expands data elements to include contract information, current employment and performance data, personnel files about adverse actions and misconduct and security clearance status.

DHS has identified six privacy risks associated with the update and ways to mitigate such risks, including over collection of employee data and use of collected data for a different purpose.
