The Senate Intelligence Committee confirmed of Representative John Ratcliffe (R-Texas) to be the nation’s top intelligence official on Tuesday. Today, the Senate Intelligence Panel endorsed Ratcliffe as director of National Intelligence.

Senator Marco Rubio, (R-Fla.) and the acting chairman of the Intelligence Committee, said that he was “confident” that Mr. Ratcliffe would lead the agencies “with integrity” and stressed the importance of having a permanent director approved by the Senate in office.

The panel approved Ratcliffe in a straight party-line vote, 8 to 7, reported Sen. Mark Warner (R-VA) and three-time Wash100 Award receipient. Since the former director, Dan Coats stepped down, Ratcliffe would be the first permanent director since Aug. 2019. The nomination must still be confirmed by the Senate.

Ratcliffe would replace acting director, Richard Grenell, who, in his time with National Intelligence, made efforts to declassify sensitive records and reorganize the office. He noted during his confirmation that he would act in a nonpartisan manner in his new appointment, stating that he would “deliver the unvarnished truth” to the president and Congress, unshaded by political motives.

Senator Charles Grassley, (R-Iowa), urged Ratcliffe to follow Grenell’s lead when he assumed office. “Acting Director Grenell is a breath of fresh air,” Grassley said. “Mr. Ratcliffe has some big shoes to fill, that’s for sure.”

In the new role, Ratcliffe will face the challenge to collect intelligence on China’s handling of the COVID-19 outbreak that began within the country’s borders and has impacted the global health and economy. The Trump administration has urged intelligence agencies to investigate the origin of the virus, but they have yet to reach any definitive conclusions.

“In a time when the threats to our nation are many and varied, it is critical to have a Senate-confirmed D.N.I. ensuring the wide array of intelligence agencies are sharing information across lines, coordinating capabilities, and are all working in the furtherance of the same strategic aim of the 21st century,” Rubio added.

Avaya Holdings has extended its partnership with Telarus Canada to offer the new Avaya Cloud Office by RingCentral UCaaS solution through their partner networks in Canada, Avaya reported on Thursday.  

“We feel privileged to be included in the launch of Avaya Cloud Office in Canada,” said Brian Ochab, Toronto native and regional vice president of Canada for Telarus. “We have invested heavily in the Canadian market so that we can enable trusted advisors and MSPs here with solutions that are brokered rather than rebilled.”

Telarus Canada will deliver Avaya cloud communications solutions through its nationwide network of sales agents. Avaya will support the Canadian market with its unified communications (UC) and contact center (CC) cloud solutions through its partnership with Telarus Canada. 

Avaya Cloud Office will provide a single platform for all communication, including calling, chat, meetings and collaboration, file and desktop sharing, and task management.

“By layering our resources, tools, engineering, and marketing knowledge of UCaaS, we’re confident we’ll be able to help our partners here develop a solid business selling and recommending Avaya Cloud Office to their clientele,” added Ochab. 

Avaya Cloud Office’s UC-as-a-Service (UCaaS) solution developed as part of the strategic partnership between Avaya and RingCentral. The solution will be generally available in Canada in late June 2020 to provide cloud-based UC, innovation, device interoperability and migration tools.

“Avaya Cloud Office enables users to benefit from Avaya enterprise-grade technology and capabilities with the ease and speed of the leading cloud unified communications platform to meet their unique requirements and budget. Siemens Mobility has appointed Yves Desjardins-Siciliano as Canadian CEO for Siemens Mobility Limited to build Siemens the company’s presence in Canada and lead its team in the provision of transportation solutions to Canadian service providers, the company announced on Thursday.

“With deep industry knowledge and demonstrated customer focus, Yves is well-positioned to grow Siemens Mobility in Canada. He is a visionary executive who understands how we can help Canadian cities and transportation operators transform their operations to meet the needs of tomorrow,” stated Marc Buncher, CEO of Siemens Mobility in North America. “I am excited to see how he will lead our Canadian team into a new era.”

Desjardins-Siciliano, former president and CEO of VIA Rail Canada, was responsible for managing over 3,300 employees moving nearly five million passengers per year. In the role, he led growth transformation, increased deficits and limited capital investments. He initially joined VIA Rail as chief corporate and legal officer.

In his previous role as chief corporate and legal officer, Desjardins-Siciliano supervised the corporation’s legal matters, including all litigation related to VIA’s operations. He managed all aspects of Board affairs and was actively involved in all matters of Corporate Governance.

With the organization, he was also responsible for Media and Community Relations and was a key player in terms of promoting the company’s reputation and brand, and engaging Canadians in a dialogue about their national passenger rail service. Desjardins-Siciliano introduced innovative and aggressive social media strategy that has received recognition in Canada and abroad.

He served as vice president of Law and Business Development at ISM Information Systems Management. Desjardins-Siciliano developed the contractual framework required for both customers and suppliers, for the first national outsourcing service in Canada and led negotiations of intellectual property rights with international owners.

With the Canadian Government, Desjardins-Siciliano managed the Minister’s political staff. He was Principal political advisor to the Minister, where he  supervised the implementation of ministerial policy direction and political oversight of the federal government presence in the greater Montreal region.

As senior vice president of Law, Corporate Development & Secretary at Bell Mobility, Desjardins-Siciliano added management of Marketing Communications and Information Technology units. He has also acted as company spokesperson on corporate strategy, both internally and externally.

Desjardins-Siciliano has served in various senior management systems at IBM Canada, where he promoted Legal, Marketing and Finance functions. Throughout his tenure, he acquired significant skills in people, sales and financial management and executed mandates in all areas leading to executive appointment and assignment to founding executive team of subsidiary, ISM Information Systems Management.

Gen. John Raymond, chief of space operations of the U.S. Space Force and a 2020 Wash100 Award recipient, said the service branch plans to combine independent space acquisition agencies under a single field command, SpaceNews reported Wednesday.

“One of my key priorities is to drive unity of effort across the department,” he said Wednesday during a Defense Writers Group conference call.

The field command is likely to serve as the umbrella organization for Space and Missile Systems Center, Rapid Capabilities Office and the Space Development Agency, according to the report.

Raymond also cited the establishment of the Space Force and the opportunity it offers when it comes to addressing duplication and achieving agility and unity of effort.

DIU Reports Faster Contracting Process in 2019

A new report says the Defense Innovation Unit awarded 63 prototype contracts and transitioned eight commercial prototypes to Pentagon partners in 2019, Federal News Network reported Wednesday. DIU took an average of 127 days to award a prototype contract in 2019, which was 42 percent faster than in the previous year.

Last year, the agency obligated $114.2 million in funds towards agreements with companies, recorded $293 million in other transaction transitions and received 466 proposals for 17 solicitations issued, according to the annual report. DIU attributed some of its strides in 2019 to increased contracting capacity driven by delegated authorities, which enabled it to award its own other transaction agreements.

“The addition of our own authority and growing Acquisition Team not only increases our overall contracting capacity but also allows DIU to more flexibly manage new starts, projects in execution, and successful transitions,” the report reads.

DIU also offered updates on advances it has made in several technology focus areas, such as artificial intelligence, autonomy, cyber, human systems and space.

OMB Seeks to Clarify Security Liability in Cloud Contracts; Thomas Santucci Quoted

The Office of Management and Budget (OMB) intends to standardize language in government contracts with cloud service providers to clarify terms with regard to security liability, Nextgov reported Wednesday.

“OMB has just stood up a [program management office] to work on a cloud [service level agreement] template for the federal government to be attached to every contract,” Thomas Santucci, director of the Data Center and Cloud Optimization Infrastructure program management office at the General Services Administration, said Wednesday at a Digital Government Institute-hosted virtual conference.

He noted that security was one of the topics cited in developing the new templates for cloud contracts.

Santucci added that he believes there is a need to update cloud SLAs and that his team is working on that within GSA. He also mentioned how the COVID-19 pandemic prompted some agencies to advance their move to the cloud.

NIST Report Details Performance Accuracy of Contactless Fingerprint Scanning Devices

The National Institute of Standards and Technology (NIST) has tested six commercially available contactless fingerprinting technologies and found that such platforms performed better than contact-based devices when scanning multiple prints against a database.

NIST said Tuesday it released an interagency report titled “Interoperability Assessment 2019: Contactless-to-Contact Fingerprint Capture” and used four smartphone-based contactless technologies as well as two standalone contactless platforms to fingerprint 200 volunteers. The agency said it also used two contact devices as part of the study.

According to NIST’s report, contactless devices performed with a 60 to 70 percent accuracy compared to contact devices’ 99.5 percent record for single-finger capture. However, NIST found that contactless devices reached around 90 to 95 percent accuracy and garnered low “false positive” rates when scanning multiple finger combinations.

“One objective of the NIST study was to evaluate the interoperability of these contactless representations with older print impressions,” NIST said. “In short, how well do the new contactless devices match their scans with existing database entries?”

The report will serve as an update to NIST’s report on contactless capture issued in 2018 to aid organizations in deploying fingerprint-scanning capabilities.

DHS Hosts Annual Info Sharing Summit on Public Safety

The Department of Homeland Security's science and technology directorate and the National Alliance for Public Safety Geospatial Information Services Foundation held an event that sought to disseminate various practices and validate approaches in geospatial technologies and information sharing.

The annual Innovation Summit for Preparedness and Resilience event aims to address gaps in technology development, craft preparedness policies and inform the development of emergency management and first response curriculum, DHS said Tuesday.

S&T invited GIS experts and public safety personnel to grow connections, engage in workshops and build capabilities in developing decision support systems at the event.

NAPSG and DHS seek to assist communities in preparation for potential disasters and rebuild efforts through the yearly summit. The sixth InSPIRE summit is slated to run from April 6 through April 8 at Salt Lake City.

USMC Pursues Decade-Long Strategy to Update Infantry Weapons

The U.S. Marine Corps has commenced an effort to modernize the infantry weapons, complementary optics and other related systems used in the service.

USMC said Tuesday its Program Manager for Infantry Weapons or PM IW is working to align with the vision of Gen. David Berger, Marine Corps commandant, to thrive in the competition of power.

The service branch intends to adopt and employ many new infantry systems within the next 10 years.

For example, PM IW has already begun to purchase the Modular Handgun System, a pistol that allows for modular grip changing to accommodate a variety of hand sizes. MCSC plans to field this new gun in the current fiscal year as a replacement to current marine pistols.

The command is also further implementing the M27 automatic rifle that has received positive feedback since the weapon’s initial launching nine years ago.

Naval Surface Warfare Center Prototypes Detection Tech via OTAs

Naval Surface Warfare Center Crane Division pursues prototyping of autonomous detection systems via other transaction authority, an alternative, accelerated procurement approach.

NSWC Crane said Tuesday it employs Strategic and Spectrum Missions Advanced Resilient Trusted Systems or S2MARTS OTAs to rapidly develop and test the Autonomous Fiber Optic Sensor Network prototype.

OTAs streamline contracting processes to allow for faster and more flexible research and development. This approach applies to nontraditional contractors and other special cases.

A-FOSN is designed to detect cases of intrusions in naval facilities either afloat or on the ground.

"This solution can detect these various potential threats in real-time and across diverse terrain," said Brooke Pyne, director of S2MARTS.

Julie Doerge, who leads NSWC Crane's sensor qualification laboratory, said the S2MARTS OTAs have allowed the Navy to remain up to date with industry's latest technology.
