Boeing Reopens Commercial Airplanes Production in Puget Sound Amidst COVID-19; Stan Deal Quoted

Boeing has announced that the company will resume all Commercial Airplanes production in a phased approach at its Puget Sound-region facilities next week, after suspending operations last month in response to the COVID-19 pandemic, the company announced on Friday.

“This phased approach ensures we have a reliable supply base, our personal protective equipment is readily available and we have all of the necessary safety measures in place to resume essential work for our customers,” said Stan Deal, president and CEO of Boeing Commercial Airplanes and senior executive in the Pacific Northwest.

Boeing has taken additional precautions and instituted comprehensive procedures to keep people safe and fight the spread of COVID-19 at all of the company’s sites. Approximately 27,000 people in the Puget Sound area will return to production of the 747, 767, 777 and 787 programs, supporting critical global transportation infrastructure, cargo services and national defense and security missions.

The company’s practices reinforce enhanced cleaning, employee health and physical distancing in partnership with employees. Aligned with federal and state guidelines, including staggering shift start times to reduce the flow of employees arriving and departing work and visual controls like floor markings and signage to create physical distance.

In addition, employees will be required to wear face coverings at Boeing sites in Washington. The company will provide required personal protective equipment to employees working in areas where physical distancing cannot be maintained for an extended period and Boeing will ask employees to perform self-health checks before coming to work and to stay home if they are ill.

Employee wellness checks at the beginning of every shift and voluntary temperature screening at many manufacturing locations and contact tracing will be implemented when an employee tests positive for COVID-19 to reduce risk to teammates. Boeing will continue virtual meetings and employees who can work from home will continue to do so.

Enhanced measures will continue until conditions allow for a return to regular work and cleaning processes. Boeing will continue to monitor government guidance on COVID-19, assess the impact on company operations and adjust plans as the situation evolves.

Census experts held a telephone briefing to discuss with House Oversight and Reform Committee members the impact of the coronavirus pandemic on the 2020 Census and the White House’s call for Congress to delay key aspects of the count.

John Thompson, former director of the Census Bureau, said the bureau must be transparent to Congress “on how they spend their money, on how their recruiting is going, and if they need any change in regulation,” according to the House panel’s news release published Wednesday.

Arturo Vargas, CEO of NALEO Educational Fund; John Yang, president and executive director of the Asian Americans Advancing Justice; and Terri Ann Lowenthal, a leading Census consultant; joined Thompson during the briefing. Lowenthal discussed the delay in the census and its impact on data accuracy, while Yang and Vargas recommended ways to advance self-response options.

“The Committee will carefully examine the Administration’s request for Congress to pass a law delaying Census deadlines, but as these experts all agreed, the Census Bureau must work with Congress to provide a clear and robust plan to ensure that every person in America will be counted, including those in hard-to-reach communities,” said Rep. Carolyn Maloney (D-N.Y.).

Will Roper, the U.S. Air Force’s acquisition executive and a 2020 Wash100 Award winner, said the service is seeking new acquisition authorities from Congress that would allow it to shift funds from one space program to another, Breaking Defense reported Thursday.

“One of the things that we are very passionate about for space acquisition is trying to consolidate the space portfolio into a few number of program elements,” Roper told reporters Thursday. “Well, the way that the Air Force and now Space Force put their budget submissions into Congress, it puts all of the programs into individual program elements, and that’s like locking [each] program into a little financial prison.”

He said Defense Secretary and fellow Wash100 Award winner Mark Esper is reviewing the space acquisition report containing the request for such authorities. Air Force Secretary Barbara Barrett will submit the report to Congress in compliance with the 2020 National Defense Authorization Act.

The Federal Communications Commission issued a draft order that would free up the L-band spectrum to facilitate the deployment of 5G, broadband communications and other wireless services, C4ISRNET reported Thursday.

“We have compiled an extensive record, which confirms that it is in the public interest to grant Ligado’s application while imposing stringent conditions to prevent harmful interference,” FCC Chairman Ajit Pai said in an agency news release. “The draft order that I have presented to my colleagues would make more efficient use of underused spectrum and promote the deployment of 5G and internet of things services.”

Dana Deasy, chief information officer of the Department of Defense and a 2020 Wash100 Award winner, expressed his opposition to the FCC proposal.

“We have very strong technical evidence that would suggest moving forward with that proposal would cause harm to the adjacent GPS spectrum,” Deasy told reporters Thursday. “Therefore, we continue to believe it’s in the best interests — and I believe I can say this on behalf of all the agencies — it’s in the interest of the government not to pursue the Ligado licensing request.”

Navy Reserve Forces Command Launches Beta Test for Relationship Mgmt App

The U.S. Navy Reserve Forces Command has started beta tests for a cloud-based application that will help update customer interaction and administrative processes.

The Reserve Relationship Management app houses digital features and a mobile-compatible interface and is designed to help the command share information, standardize and automate managing capacities for organizational business relationships, the Navy said Wednesday.

R2M will work to provide warfighters with real-time access to processes that are available through a Navy Operational Support Center or the military service’s computer system.

Cmdr. Matthew McLauchlin, R2M project manager, noted the app will enable NOSC leaders and reserve sailors to monitor tasks and accomplish administrative processes remotely.

“Minimizing administrative delays will directly result in a more agile and lethal Reserve Force,”  McLauchlin added.

NOSC Schenectady and NOSC Richmond are assisting the NRFC with the beta tests.

Navy Engages With Indiana University to Establish New Research Facility

Naval Surface Warfare Center Crane is helping Indiana University establish a new laboratory facility that would support science and technology projects.

The new Multidisciplinary Engineering and Sciences Hall or MESH would serve as an activity venue for the university’s Intelligent Systems Engineering program, Naval Sea Systems Command said Wednesday.

MESH activities would take place in a 207K-square-foot building that would offer laboratory space for collaborative studies between Crane and IU researchers.

The effort would pursue research on various national security technologies including microelectronics and edge computing.

MESH’s establishment aims to help NSWC partners access updated research, create jobs for IU graduates, further develop the university’s engineering programs and attract investors.

Southwest Research Institute to Design, Build Magnetometer for NOAA Space Mission

Texas-based Southwest Research Institute has received a six-year-and-three-month, $12.8M contract from NASA to design and build a magnetometer that will support the National Oceanic and Atmospheric Administration’s Space Weather Follow-On Lagrange 1 mission.

The instrument will feature two three-axis magnetometers and related electronic components that will work to gauge interplanetary magnetic fields, NASA said Wednesday.

Contract work will cover the fabrication, integration, test, analysis, assessment and calibration of the tool. SwRI will also maintain and sustain the instrument’s ground support equipment and support the mission operation center.

The SWFO-L1 satellite will gather upstream solar wind data and coronal imagery to assist NOAA in forecasting and monitoring space weather activities.

The satellite will take off in 2024 through NASA’s Interstellar Mapping and Acceleration Probe.

NASA will serve as the flight system acquisition agent for the project, while NOAA will oversee the entire initiative.

Federal Gov't Issues Advisory on North Korean Cyber Threats

The FBI and the departments of State, Homeland Security and the Treasury have issued a guidance on malicious North Korean cyber activities and courses of action that organizations should take to address such threats.

The Cybersecurity and Infrastructure Security Agency said Wednesday that the U.S. government also plans to award up to $5M to informants of illicit North Korean cyberspace operations targeting U.S. financial institutions, critical infrastructure and government networks.

North Korea has also “increasingly relied on illicit activities” such as cybercrime to gain revenue for its ballistic missile and weapons of mass destruction programs, according to the advisory.

“The [Democratic People’s Republic of Korea] has the capability to conduct disruptive or destructive cyber activities affecting U.S. critical infrastructure,” the guidance states. “It is vital for the international community, network defenders, and the public to stay vigilant and to work together to mitigate the cyber threat posed by North Korea.”

FBI, DHS and the State and Treasury departments recommend organizations to raise awareness of North Korean cyber threats, share relevant information, implement cybersecurity best practices, notify law enforcement in the event of an attack and strengthen compliance with anti-money laundering and terrorism regulations.

VA Engages in Partnership to Help Veterans Stay Socially Connected; Robert Wilkie Quoted

The U.S. Department of Veterans Affairs has partnered with Facebook and the American Red Cross to support the mental health of veterans via social connection.

The partnership will provide over 7,400 video call devices that veterans, their families and caregivers may use to stay socially connected at home, VA said Wednesday. The American Red Cross’ Military Veteran Caregiver Network will facilitate the delivery of these devices.

“We believe this technology will help veterans who might otherwise be unreachable,” said Robert Wilkie, secretary of veterans affairs and 2019 Wash100 Award.

The program office for the President’s Roadmap to Empower Veterans and End a National Tragedy of Suicide or PREVENTS fostered the partnership. The effort will deliver the devices to participants of REACH-VET and other VA care services programs.

James Geurts, assistant secretary of the U.S. Navy for research, development and acquisition and 2020 Wash100 Award winner, said the service is revising its business procedures amid the current health crisis, National Defense Magazine reported Wednesday.

Geurts told attendees at the virtual Sea-Air-Space conference that the Navy is “understanding how to collaborate better” while working to expedite research and development activities through partnerships with academic entities.

He added that the Navy is implementing a distributed research framework to allow concurrent operations between multiple organizations. The service is additionally deploying a three-phase approach to prevent program delays and accelerate contract awards, said Geurts.

“What we can’t afford to do is take a year or two off of research and development, lose those key performers because they are key to our readiness five and 10 years from now,” he noted. “We’re looking to be as aggressive with them, if not more so, than we are with our more traditional defense partners.”
