Navy Eyes 'Digital Twin' Cloud Replicas to Conduct Software Updates

The U.S. Navy looks to use cloud-based replicas of software installed in ships that will enable engineers to experiment with new codes without disrupting operations and crucial systems, C4ISRnet reported Thursday.

The “digital twin” of ship-based software will also help developers work on the same baselines and mitigate duplication. In addition, the effort will support the Navy's plans to conduct “over-the-air” updates for ships that have the Consolidated Afloat Networks and Enterprise Services software installed into their systems, according to the report.

“In an ever-dynamic warfighting environment, the ability to improve, add to, or build new capabilities quickly has extraordinary value,” said Rear Adm. Kathleen Creighton, cybersecurity division director at the Office of the Deputy Chief of Naval Operations for Information Warfare.

“That is what we are trying to accomplish. Put the warfighter’s perspective at the center of the software we deliver and do it iteratively at speed,” she added.

Navy officials said at an industry event in San Diego that the service plans to install updates to the USS Abraham Lincoln aircraft carrier’s command, control, communications, computers and intelligence systems through the “digital twin” concept by 2021.

Navy Concludes Dev't Test of New Mid-Band Jammer

The U.S. Navy trialed the performance of its Raytheon-made, mid-band jammer prototype in a three-month testing period.

Engineering development models of the Next Generation Jammer Mid-Band demonstrated basic functions and data collection of electromagnetic environmental effects in an anechoic chamber, Naval Air Systems Command said Thursday.

Tests took place at Naval Air Station Patuxent River's Air Combat Environmental Test and Evaluation Facility in Maryland.

EA-18G Growler aircraft would use the dual pod NGJ-MB system to perform electronic attack while airborne.

“Data captured during this period not only supports our initial flight clearance, but also provided lessons learned that will benefit the entire NGJ-MB test program moving forward," said Capt. Michael Orr, program manager for airborne electronic attack systems at the Navy.

The service branch plans to begin flight tests of the system with the Air Test and Evaluation Squadron in spring this year.

NASA Installs Sample Collection Tools on Mars 2020 Rover

NASA has attained new technical milestones towards the launch of Perseverance, the rover that would explore the red planet for the Mars 2020 mission.

A team of technical personnel integrated a couple of components that Perseverance requires to collect and transport samples from Mars to Earth, NASA's Jet Propulsion Laboratory said Thursday.

The California-based laboratory delivered Perseverance in February to Kennedy Space Center where the rover underwent additional installations and testing.

Earlier this month, the team installed the motor-powered adaptive caching assembly that uses a handling arm to gather samples from the red planet's surface. The arm moves sample tubes across the rover's coring drill and storage space.

The team also completed the installation of the bit carousel, a mechanism that offers drill bits for rock sampling.

"With the addition of the Adaptive Caching Assembly and Bit Carousel, the heart of our sample collection system is now on board the rover," said Matt Wallace, JPL's deputy project manager for the Mars 2020 mission.

Perseverance's launch would commence between July 17 and Aug. 5. NASA expects the rover to reach Mars' Jezero Crater on Feb. 18 next year.

NASA's Robotic Arm Approach Fixes Mars Lander Problem

NASA used a robotic arm push to address a technical issue that rendered a Mars lander unable to dig as designed, CNN reported Thursday.

The Interior Exploration using Seismic Investigations, Geodesy and Heat Transport or InSight lander's robotic shovel arm applied force to a heat probe that didn't function properly due to a lack of friction.

The probe, also known as the "mole," is designed to dig through the Martian surface. The lack of friction hindered the mole from properly performing a dig.

"A bit of good news from #Mars: our new approach of using the robotic arm to push the mole appears to be working!" NASA said in a tweet to announce it has fixed the issue.

The fix follows NASA's update on the issue last October. The InSight mission began in 2018 with the goal to study the red planet's interior.

Congressional Joint Strike Fighter Group Expresses Support for Additional F-35 Funding

A bipartisan group of lawmakers are calling on the House Defense Appropriations Subcommittee to approve funding for 98 F-35 aircraft in the fiscal year 2021 defense policy bill to support readiness and aircraft availability goals.

The office of Rep. John Larson, D-Conn., said Wednesday that the co-chairs of the Joint Strike Fighter Caucus and 126 bipartisan signatories are also requesting funding for “continued investment in the F-35 program.”

Larson, along with Reps. Martha Roby, R-Ala., Marc Veasey, D-Texas, and Michael Turner, R-Ohio, said in the letter that funding is needed to support the production of spare parts and depot-level maintenance efforts to meet availability requirements. The F-35 program will also drive the U.S. economy and support over 1,800 suppliers as well as 254,000 jobs across the country, the letter states.

“Lastly, we believe a long-term, outcome-based sustainment contract will guarantee performance metrics at a fixed-price — a win-win for our men and women in uniform and the American taxpayers,” the co-chairs noted.

Other efforts outlined in the President’s budget request that require approval include the Continuous Capability Development and Delivery modernization effort and Joint Air to Surface Standoff Missile program to support the F-35.

The Professional Services Council (PSC) has requested that the Internal Revenue Service (IRS) allow employers to develop leave sharing programs to aid employees affected by Coronavirus Disease (COVID-19), the organization announced on Friday.

“The public health crisis as a result of the COVID-19 outbreak necessitates a review of IRS policies regarding donated leave for the private sector. Federal employees have access to voluntary leave banks and voluntary leave transfer programs,” said PSC executive vice president and Counsel Alan Chvotkin. “IRS should allow private-sector employers and their employees the same flexibility to minimize the impact of the COVID-19 virus on affected individuals.”

The request has asked the IRS to establish leave sharing programs as soon as possible, given the potential severity of the disruption COVID-19 may cause on the workforce. PSC’s goal is to see that employers and charitable organizations receive and deploy the full value of donated leave, rather than just the net after-tax amount.

Some companies have considered allowing employees to elect to donate vacation, sick, or personal leave either to give directly to fellow employees who have exhausted their accrued personal leave or in exchange for cash payments that the employer would make to qualified charitable organizations that would provide charitable relief. Under general tax rules, an employee who has elected to give donated leave is subject to tax withholding.

“The IRS has provided exceptions to this general rule for employers who offer leave-sharing plans for their employees who suffer medical emergencies or experience natural disasters. There may be other variations of these employee leave-sharing programs that IRS has implemented in the past and should be encouraged and that would benefit from the same tax treatment,” Chvotkin continued.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Jill Singer, vice president of National Security for AT&T’s global public sector and GovCon Expert, her fifth Wash100 Award, as a part of the 2020 selection.

Executive Mosaic recognizes Singer for her efforts to advance AT&T’s critical missions in technology modernization and advancement. 

During her time with AT&T, Singer has led the efforts to double the size of the company’s national security portfolio. FDA Works to Find Treatments for COVID-19; Alex Azar Quoted

The U.S. Food and Drug Administration (FDA) has responded to the COVID-19 pandemic by facilitating medical countermeasures to treat and prevent the disease and surveilling the medical product and food supply chains for potential shortages or disruptions and helping to mitigate impacts, the FDA reported on Friday.

"President Trump's aggressive response and bold actions to keep Americans safe from COVID-19 bought us precious time to advance therapeutics and other necessary tools," said HHS Secretary Alex Azar.

President Trump has directed the FDA to continue its work with the public and private sector to provide safe and effective drugs to patients, including those infected with COVID-19. The FDA has been working closely with other government agencies and academic centers that have investigated the use of the drug chloroquine to determine whether it can be used to treat patients with mild-to-moderate COVID-19. 

If the drug is approved, it could potentially reduce the duration of symptoms, as well as viral shedding, which can help prevent the spread of disease. Studies are underway to determine the efficacy in using chloroquine to treat COVID-19.

“Disseminating information about promising off-label uses of drugs we already have, investigating their effectiveness, and pursuing other therapeutics will help give American healthcare providers the tools they need to save lives. As we have always seen when America has faced a serious threat, American industry, academic institutions and government are coming together to deliver us what we need to win," added Azar.

The FDA wants to assure the American public that the agency will continue to work with partners across the U.S. government and regulated industry to expedite the development and availability of critical medical products to prevent and treat the virus, including repurposing existing therapies that may help treat patients with COVID-19.

Spok Holdings has appointed Christine Cournoyer to its Board of Directors, former chairperson and CEO of N-of-One, effective immediately, the company announced on Friday. 

“She is a proven leader in Healthcare IT, with a broad range of strategic, operational, financial and management experience in Software and Healthcare IT. I believe she will make meaningful and immediate contributions as we continue to introduce our new, innovative, cloud-native and integrated communication platform, Spok Go,” said Vincent Kelly, CEO of Spok.  

Cournoyer has led the transformation of N-of-One from a patient concierge business to a leading molecular decision-support company. She helped develop a HIPAA compliant platform running in the cloud that scaled to interpret hundreds of thousands of molecular diagnostics tests.

“Chris understands our value proposition, market and customers, and will have invaluable insights as we develop our software as a service (SaaS) platform to drive and extend Spok’s market leadership,” added Kelly.

Cournoyer led a strategic process for N-of-One, resulting in a successful sale to QIAGEN N.V., a Netherlands-based leading provider of Sample to Insight solutions, in 2019. Cournoyer is presently a strategic advisor to digital health companies and is on the Board of Directors of CareDx, Inc., a leading precision medicine company providing solutions for transplant patients.

Prior to N-of-One, Cournoyer was vice president of Clinical Analytics for UnitedHealth Group/Optum. In the role, she was responsible for clinical solutions in Optum and for defining the clinical decision support strategy. 

She also served as president and chief operating officer (COO) for Picis, where she created solutions that bridge both revenue cycle and clinical workflow management for the high acuity operations of hospitals. 

“I believe my deep experience with Software as a Service (SaaS), positions me to assist Spok as they transition to this platform. This is a very exciting time for Spok to capture the large market opportunity to deliver clinical information to care teams when and where it matters most to improve patient outcomes,” said Cournoyer.

DataRobot has announced that it will provide the company’s enterprise AI platform free of charge to those interested in using it to help with the COVID-19 virus response effort, DataRobot reported on Friday. 

“We hope that by opening up our software to those investigating this pandemic, we will accelerate the pace of research and mitigate the hardships associated with this virus,” Phil Gurbacki, SVP of Product & Customer Experience, DataRobot, said. 

DataRobot will collaborate with Amazon Web Services (AWS) to provide its COVID-19 response program. The program will supply free access to DataRobot’s automated machine learning and Paxata data preparation solutions to Kaggle competition participants, sponsored by the White House Office of Science and Technology Policy for COVID-19 related research. 

The company’s enterprise AI platform delivers production-ready machine learning models and enables customers to deploy, monitor and manage them at scale. Through integrating the automated machine learning solution, researchers can automate every step needed to build, deploy and maintain AI capabilities. 

DataRobot has preloaded all COVID-19 open research datasets into the data prep environment through DataRobot Paxata Cloud Free. The team has also aggregated 132,000 individual papers into a single dataset to give researchers a jump start.

In addition, the company’s effort will supply researchers with the tools required to conduct modeling related to COVID-19, providing vital information that federal, state and local governments can use to budget resources and take preventative measures.

DataRobot has also contributed to a CDC data science working group around COVID-19, and the company’s data scientists are using the DataRobot platform to make ongoing predictions about which U.S. counties expect to see cases reported.
