Census Bureau Wants 'Economic Indicator' Designation for Business Formation Statistics

The Census Bureau is seeking “economic indicator” status from the Office of Management and Budget for one of its experimental data products created using new data methods and sources to address gaps in the agency’s understanding of the U.S. economy, FedScoop reported Thursday.

The Business Formation Statistics is an experimental data product and a series of measures of quarterly business applications, projections and formations that started in July as a partnership of the bureau’s Center for Economic Studies with the Board of Governors of the Federal Reserve System, University of Notre Dame, University of Maryland and Federal Reserve Bank of Atlanta.

“Understanding that finding new and innovative ways to provide our data users with the information they need, but doing it without the added expense or burden of traditional surveys, has kind of really motivated a lot of the work,” Rebecca Hutchinson, big data lead at the Census Bureau, said of experimental data products during a Data Coalition webinar.

Dispersion Statistics on Productivity, Post-Secondary Employment Outcomes and Supplemental Quarterly E-Commerce Table are the three other experimental statistical data products.

USAF to Roll Out Training Scheduler Software

The U.S. Air Force has developed a software tool designed to help airmen schedule aircraft training based on personnel and flight availabilities.

The Puckboard application produces schedule recommendations with other events and personnel qualifications taken into consideration, USAF said Wednesday.

The service branch plans to launch Puckboard with live data for training with the C-17 Globemaster III transport aircraft on Friday.

Puckboard would replace an old several-day process where airmen would manually shuffle pucks to set schedule matches. The new software automates the matching process that now only takes seconds to complete.

“We are now at the beginning of a complete overhaul (of the scheduling process), starting with the current Puckboard product, that will continue to be improved until the old process is an afterthought," said Capt. Eric Robinson of the15th Wing Aloha Spark team. He also leads Pacific Air Forces' TRON agile software development effort.

Robinson said he and his team aim to help airmen refocus on training, families and the USAF mission.

DOE to Allot New Funds for Manufacturing Computing Projects

The Department of Energy is investing $3M in cost-shared projects that aim to support manufacturing processes via computing and modeling approaches.

DOE said Tuesday its High Performance Computing for Manufacturing program seeks to lower the consumption of energy required for materials supply chain activities.

“The High Performance Computing for Manufacturing program allows industry to access advanced computing resources within the DOE National Laboratories to address key manufacturing challenges and strengthen U.S. manufacturing competitiveness,” said Alex Fitzsimmons, deputy assistant secretary for energy efficiency. 

The department asks interested organizations to collaborate with opportunity zone nonprofits and historically black colleges for the projects.

Each selected project would support work at DOE national laboratories and may receive a maximum of $300K in funds. Industry participants are required to cover at least 20 percent of new project costs, and at least 33.3 percent for follow-on projects.

DOE will accept concept paper submissions through April 21. Webinars on the HPC4Mfg program will take place on March 23 and April 2.

The National Science Foundation has launched an effort to test the feasibility of integrating data analytics, blockchain and machine learning to streamline grant processing activities, FedScoop reported Wednesday.

Dorothy Aronson, chief information officer of NSF, told the publication that the agency is experimenting with using “digital fingerprints” for documents to simplify the federal grant application process and identify duplicates.

She said that the grant processing concept streamlines vetting procedures by using ledger-based technology to trigger alerts on potential matches or similarities in multiple grant proposals.

The experiment builds on NSF’s prior efforts to transition its information technology operations to the cloud, establish enterprise data warehouses for digitized documents and leverage artificial intelligence as well as language processing technologies, she noted.

“We’re just starting off with little experiments. But there’s a lot of benefits that could come from this,” said Aronson. “This is not a new problem. It’s just one that we didn’t have the opportunity to solve before."

NSF receives over 60K grant applications each year and accounts for 20 percent of federal funding to academic entities to support basic research activities, according to the report.

The National Institute of Standards and Technology has identified resources of 5G technology assessments to help inform the development of commercial technologies encompassing cellphones, internet-of-things networks, “smart” manufacturing platforms and autonomous vehicles.

NIST said Wednesday it is developing methods for evaluating the capacity of antenna systems to handle 5G connectivity. The agency also established a broadband interoperability testbed that houses a standalone information technology network, commercial base stations and other facilities to support older capabilities like 4G and wifi.

NIST also identified datasets and models created by the 5G mmWave Channel Model Alliance, which is currently developing testing methods and tools to accurately measure 5G capacity for everyday use cases.

The alliance has so far established best practices for instrumentation use and developed models for 5G communication scenarios encompassing offices, outdoor areas and shopping malls.

“Until recently, few models or measurements have existed at frequencies where 5G systems will operate,” said Kate Remley, an NIST engineer and co-chair of the alliance. “Having a number of representative channel models allows system designers to develop electronics that will operate reliably in common environments.”

NIST’s announcement comes after the Department of Defense issued its final request for prototype proposals for 5G testbed experiments including studies on spectrum sharing at military installations.

The U.S. Space Force is working to finish a report to Congress detailing potential reforms to the military branch’s procurement programs ahead of the March 31 deadline, SpaceNews reported Wednesday. 

The 2020 National Defense Authorization Act requires the U.S. Air Force secretary to provide an  “alternative space acquisition system” to address bureaucracy concerns in procuring next-generation technologies. USAF Secretary Barbara Barrett and Gen. John Raymond, the chief of space operations, will review the Space Force report ahead of its delivery to the defense secretary and White House for approval.

Shawn Barnes, deputy principal assistant to the secretary of the Air Force for space, told the publication that the COVID-19 pandemic has not slowed down progress on the report which is on track to meet the deadline.

He noted that while Department of Defense personnel have been teleworking and conducting meetings by phone, some officials are still required to meet at the Pentagon for meetings that require small groups of people.

The Space Force will “continue to deliver reports on time as best we can with all things being considered,” according to Barnes.

Thomson Reuters has acquired Pondera Solutions, a leading provider of technology and advanced analytics to combat fraud, waste and abuse in healthcare and large government programs, Thomson Reuters announced on Thursday. Financial terms of the acquisition were not disclosed.

“Thomson Reuters and Pondera share a commitment to serve customers with solutions that reduce fraud by individuals targeting government programs,” said Steve Rubley, two-time Wash100 Award recipient and president of the Government business for Thomson Reuters. “Pondera will be a key component to the suite of tools available to government customers that use technology, data and human analysis to support their mission and benefit their communities.”

Founded in 2011, Pondera Solutions is based in Sacramento and has an office in Florida. Thomson Reuters has served government agencies at the federal, state and local levels with solutions and resources to improve efficiencies, diminish risk and reduce fraud.

With the acquisition of Pondera Solutions, the company will enhance the offerings in the risk, fraud and compliance space. In addition, after the purchase closes, Thomson Reuters will expand its strategic approach to deliver insight through advanced analytics, artificial intelligence and human expertise.

“We have taken the latest technology and advanced analytics to help our clients combat fraud and waste, and by joining Thomson Reuters, we will be able to offer even more to help customers with key insights to minimize risk and reduce fraud,” said Jon Coss, CEO and founder, Pondera Solutions.

Thomson Reuter will integrate Pondera’s solutions to help support business and contracted work. In Oct. 2019, Thomson Reuters secured a multiyear contract to give the Department of Justice (DoJ) personnel access to technology platforms designed for legal research and investigative purposes.

The company noted that it will also provide the CLEAR investigation tool to help DoJ components locate information on a subject and examine criminal events. More than 25 thousand users across the department will have access to the information service provider’s Westlaw Edge, Litigation Analytics, Drafting Assistant and Practical Law products.

“We are honored to be of continued service to DOJ professionals and to contribute to their mission to provide public-safety, prevent and investigate crime and administer justice,” said Rubley in reference to the DoJ contract.

Mitre-Operated FFRDC Helps DHS Create Data Analytics Tech to Fight Human Trafficking

The Mitre-operated Homeland Security Systems Engineering and Development Institute built a dashboard for law enforcement personnel to monitor and visualize data that may indicate human trafficking activity.

HSSEDI, a federally funded research and development center, produced the analytics tool through the Department of Homeland Security's Hermes Research project, DHS said Wednesday.

The dashboard is designed to categorize activities, process data sets and display information that non-governmental organizations can also use in outreach and recovery efforts.

DHS noted the technology helped authorities manage security of the Pro Bowl event in Orlando and the Super Bowl in Miami.

The department's science and technology directorate works with HSSEDI to examine homeland security issues.

“HSSEDI, through continued S&T support, will keep providing law enforcement and NGOs with innovative analytic and visualization tools that enhance human trafficking investigations through improved situational awareness capabilities,” said Scott Randels, director of S&T’s FFRDCs.

The U.S. Food and Drug Administration (FDA) has announced preventive measures to secure the food supply-chain by issuing a temporary policy for FDA Food Safety Modernization Act (FSMA) supplier verification onsite audit requirements during the coronavirus (COVID-19) public health emergency, the administration announced on Tuesday. 

"The policy released today will help to minimize disruptions so that the food industry can meet the demand while also continuing to conduct supplier verification activities that are designed to ensure food safety and following government travel restrictions and advisories,” said FDA Commissioner Stephen M. Hahn, M.D.

Three of the regulations created to implement FSMA, the Preventive Controls for Human Food (PC Human Food) rule, Preventive Controls for Animal Food (PC Animal Food) rule and Foreign Supplier Verification Programs (FSVP) rule, have required receiving facilities and importers to conduct supplier verification activities based on the hazard analysis conducted as part of the written Food Safety Plan or FSVP. 

"While our grocery stores are facing unprecedented demand, we are working with industry to minimize disruptions in the supply-chain due to COVID-19 related travel restrictions," Hahn stated. 

FDA noted that the travel restrictions and advisories associated with coronavirus, it may make some audits temporarily impractical to conduct. The policy announced has stated that the agency will temporarily not enforce FSMA supplier verification onsite audit requirements if other appropriate supplier verification methods are used instead. 

Other supplier verification methods, including sampling and testing or a review of food safety records, would be designed to provide sufficient assurance that hazards have been significantly minimized or prevented during the period of onsite audit delay. 

“While we are confident that stores will remain open and supply will continue to meet demand nationwide, we ask all Americans to only purchase enough food and essentials for the week ahead," Hahn added. 

The FDA has projected that receiving facilities and FSVP importers will resume onsite audits within a reasonable period of time after it becomes practicable to do so, and update their food safety plans and FSVPs accordingly.  

There are no nationwide shortages of food, although in some cases the inventory of certain foods at your grocery store might be temporarily low before stores can restock. Food production and manufacturing are dispersed throughout the U.S. and there are currently no wide-spread disruptions reported in the supply chain.
