U.S. Attorney General William Barr has issued a guidance to the Department of Justice on the authorization of counter-unmanned aerial system activities under the 2018 Preventing Emerging Threats Act.

DOJ said Monday the guidance covers procedures related to the certification of C-UAS assets and facilities as well as limitations on the use of data obtained from C-UAS operations. Other activities covered by the guidance include acquisition, training and testing.

According to the DOJ, department components must coordinate with the Federal Aviation Administration and the transportation secretary in efforts to assess airspace and safety risks that may result from C-UAS activities.

Barr noted that the guidance serves as the result of “extensive collaboration” between the DOJ, FAA and Department of Transportation.

“The number of unmanned aircraft is increasing rapidly, as is their importance to the economy,” added Deputy Attorney General Jeffrey Rosen. “By further enabling the Department’s efforts to mitigate threats posed by errant or malicious UAS, the Guidance helps to bring us closer to the larger objective of ensuring all forms of air traffic in the National Airspace System operate lawfully and safely.”

Arlington Capital Partners’ portfolio company, AEgis Technologies Group has announced the acquisition of partner and sUAS manufacturer EMRC Heli to expand AEgis’ offerings, the company announced on Wednesday.

“The recent advancements in our hybrid power units and multi-mission design allow these platforms to address the critical needs of our warfighters across a wide spectrum of ISR, Directed Energy, or even atmospheric phenomenology applications,” said Jonathan Moneymaker, CEO AEgis Technologies Group.

AEgis has provided a wide spectrum of capabilities in the Directed Energy (DE) community, including development and deployment of novel targets and instrumentation to characterize High Energy Laser (HEL) and High Power Microwave (HPM) DE weapon systems.

With the acquisition, EMRC’s capabilities will enhance AEgis’ DE mission area, accelerate the testing and fielding of DE weapon systems and expand AEgis’ UAS portfolio to support multi-mission sensor suites, swarm applications and proxy warfare for the warfighter.

“The acquisition of EMRC Heli to the AEgis platform deepens our offering to our existing markets while enabling us to offer complete platform-to-payload solutions and rapidly integrate new advanced capabilities support to adjacent missions,” added Moneymaker.

EMRC has specialized in the design, rapid prototyping, manufacturing, integration, test, and support of multiple fixed and rotary-wing small Unmanned Aerial (sUAS) Platforms. EMRC will integrate into AEgis’ existing management structure with its platforms going to market horizontally through various mission areas as well as direct to their existing customer base.

Arlington Capital Partners will accelerate AEgis’ mission of “Leading the Transformation of Modern Warfare” through continued inorganic investment while also capitalizing the business to best serve their customers.

DoD Changes Sole-Source Contracts: $100M Do Not Need Justification

The Department of Defense (DoD) has announced that contracting officers will not be required to issue a justification or obtain approval for the award of a sole-source contract under the Small Business Administration’s 8(a) program for awards up to $100 million, up from the prior $22 million limit, effective March 17, 2020.

The DoD deviation will implement the higher dollar amount that Congress set in the 2020 National Defense Authorization Act. The change will likely matter most for 8(a) concerns owned by an Indian Tribe, Alaska Native Corporation (ANC) or Native Hawaiian Organization (NHO).

Under the change, contracting officers must use a threshold of $100 million in lieu of the $22 million thresholds currently in a number of rules in the Federal Acquisition Regulation (FAR). FAR 6.302-5(b)(4), 6.303-1(b) and 19.808-1(a), after the change, will now allow sole-source contracts up to $100 million contract value with fewer agency requirements.

FAR 6.302-5(b)(4) applies to sole source awards under the 8(a) Program. For 8(a) sole-source awards over $100 million a contractor must provide a written justification, be approved by a higher-up agency official and the justification must be made public after award.

FAR 6.303-1(b). FAR 19.808-1(a), in turn, now allows the SBA to accept a sole source 8(a) contract up to $100 million without a DoD agency justification. Contracting officers can award a contract to an 8(a) business on a sole source basis if the estimated cost is $4 million or less.

The DoD class deviation has no effect on the limits found in SBA’s rules at 13 C.F.R. § 124.506. The guidelines noted that the dollar thresholds under 8(a) contract must be completed if “[t]here is a reasonable expectation that at least two eligible Participants will submit offers at a fair market price” and the requirement has not already been awarded a sole-source contract to a tribally-owned or ANC-owned concern.

Under the assumption that all the requirements are met, the DoD class deviation would have an effect on sole-source awards to non-tribal 8(a) companies. DoD would not have to prepare a justification for this type of procurement up to $100 million in contract value.

With the change, the increased threshold from $22 million to $100 million will make it easier for contracting officers to award much larger contracts as 8(a) sole sources without competition to 8(a) concerns owned by a tribe, ANC, or NHO.

Current Babel Street customers are able to add seats to their subscription at no cost to keep their full teams up to speed on the global and local impact of the disease.

B&A has partnered with Grazie Grazie restaurant to launch its COVID-19 relief effort for the DMV community with the launch of its new meal donation program, B&A says ‘Grazie Grazie,’ providing meals to local healthcare workers in the D.C. area, the company announced on Wednesday.

The company has partnered with the Italian Deli Grazie Grazie to provide meals to local hospital healthcare workers as well as staff the restaurant, enabling it to stay busy enough to keep the kitchen open. The program will be led by Jonathan Evans, B&A president & CEO, and Casey Patten, owner of Grazie Grazie.

“Serving front line hospital workers, which in turn, is helping us keep our team employed during this time is incredible,” stated Patten. The program will stimulate the restaurant and healthcare community.

To determine the communities in need of the program’s services, Evans consulted the Hope for Henry Foundation to identify local hospitals that needed meals provided for their staff that have encountered long hours and contact with the virus firsthand. Since the program launched, the Children’s National Main Hospital ICU evening staff was the first to receive 200 meals on April 14, 2020.

B&A and ‘Grazie Grazie’ will continue to work with the Hope for Henry Foundation team to identify more local hospitals who can benefit from this program. B&A hopes to call on the support of their partners and the GovCon community to help support delivery of meals to other local DMV hospitals in the coming weeks.

“Thanks to the help of the Hope for Henry Foundation, we were able to provide the Children’s National evening ICU staff their first donated meal to kick-start this remarkable program,” said Evans.

Will Roper, acquisition chief at the U.S. Air Force and a 2020 Wash100 Award recipient, is set to formally introduce a program that aims to drive the market for vertical flight aircraft platforms for potential government use.

The kickoff event for USAF’s Agility Prime program will take place in the week of April 27 as the military service looks to partner with companies, agencies and investors to sustain domestic aerospace capability, the branch said Tuesday.

USAF will entertain questions and give participants an opportunity to demonstrate technologies to live virtual panels during the event.

Roper told House Armed Services Committee members at a March 11 meeting that Agility Prime will work as a nontraditional program aimed at operationalizing electric vertical-takeoff-and-landing vehicles in the military and helping commercial eVTOL technology developers grow.

He added that the branch seeks to establish a contracting mechanism to accelerate development and fielding of “transformative” vertical aircraft within a three-year period. USAF also plans to conduct a series of challenges to evaluate vehicle proposals and buy systems for significant missions through the program.

The service aims to operate such a platform by fiscal year 2023.

Air Force Ventures will work to engage public and private sector entities in the initiative. The Air Force Research Laboratory will collaborate with the service’s investment fund, Life Cycle Management Center and Warfighting Integrating Capability to manage technology transition efforts.

A NASA astronaut aboard the International Space Station conducted a power beaming test with a light-emitting rectifying antenna developed by the Naval Research Laboratory.

ISS crew member Jessica Meir demonstrated the potential of NRL’s LEctenna technology to transform electromagnetic waves into an electric current, NRL said Monday.

The technology primarily served as a STEM project that sought to encourage student innovation through the Department of Defense’s Space Test Program.

NRL researchers are studying the space-based solar power beaming concept as a potential clean energy source in various military and civilian systems.

The method seeks to collect and bring energy from the sun down to Earth where it can be turned into usable energy through a LEctenna-like approach.

Meir noted that NRL is exploring approaches to remotely power drones or charge mobile devices wirelessly.

House Bill Would Create STEM Workforce Dev't Program for DoD, Defense Industry

Reps. Jim Banks, R-Ind., and Andy Kim, D-N.J., have introduced legislation meant to develop the workforce for science, technology, engineering, math and computing jobs at the Department of Defense and the industry that supports DoD.

The bill would a establish a STEM Corps under the defense secretary to provide financial aid for students pursuing STEM careers with a background in computer science, Banks’ office said Tuesday.

Under the bill, the proposed program will give participants an opportunity to work for the Pentagon in exchange for two-year tuition coverage. A participant can serve as an intern at the DoD through industry sponsorship and work for an industry partner during the fourth year of the program.

The legislation would mandate that participants comply with GPA requirements and obtain a security clearance.

“We need to attract and recruit young STEM and computer science-oriented staff to work on cybersecurity, artificial intelligence and other critical projects to create a more technologically agile national security workforce,” Banks said.

The Reagan Institute’s Task Force on 21st Century National Security Technology and Workforce urged Congress last year to authorize the formation of STEM Corps.

Battelle has announced that the company will donate $1 million to three central Ohio organizations to provide increased emergency support because of the coronavirus pandemic, Battelle released on Wednesday.

“It is well known that, in normal times, most of Battelle’s philanthropic efforts center around STEM education initiatives,” explained Lou Von Thaer, president and CEO of Battelle and 2020 Wash100 Award. “Given the impact that the pandemic is having on the health and well-being of our community, we turned to three trusted partners to understand the challenges they and their clients are facing so that Battelle could offer targeted support.”

Battelle will donate $500,000 to the YMCA of Central Ohio. Since the beginning of this crisis, the YMCA has worked to expand emergency shelter access to over 200 people, stand up pandemic childcare sites and services for first responders and launched a virtual phone health and wellness program. The company will support emergency efforts and the staff to serve the needs of our community.

“Battelle is a pillar of the Columbus community as evidenced by their groundbreaking research and development in response to the COVID-19 crisis,” said President and CEO of YMCA of Central Ohio Tony Collins. “The YMCA of Central Ohio is grateful for Battelle’s commitment to our community, city and state. We are also incredibly grateful for Battelle’s generous philanthropic support of the YMCA so we can provide essential human services support to our community during this time of crisis.”

The company will also allocate $250,000 to the Community Shelter Board (CSB). Battelle’s gift for homeless prevention programming will provide a safety net for those who may miss rent or house payments. “You can’t stay home if you don’t have a home,” said Michelle Heritage, executive director of Community Shelter Board. “With incredible partners like Battelle by our side, we are fighting to save the lives of those most vulnerable in our community.”

The final $250,000 will be donated to LifeCare Alliance (Meals on Wheels). Serving five central Ohio counties and delivering meals 365 days a year, LifeCare Alliance is one of the largest Meals-on-Wheels providers in the country, and the only provider that offers a daily delivery.

Battelle’s support will provide 75,000 meals purchased, packaged and delivered to seniors in need during the pandemic. In addition to Battelle’s relief efforts released on Thursday, the company has donated $250,000 to food banks and food rescues in several communities where it has a significant presence in lieu of the novel coronavirus (COVID-19), the company announced in March 2020.

“As we rapidly research and develop tools and diagnostics to fight this virus, we’re going to financially support those among us who are at greatest risk. When the country has most needed us during our 90-year history, Battelle always has risen to the challenge, and this time will be no different,” said Von Thaer.

Battelle’s donations will be made in $50,000 allotments to five different agencies: the Mid-Ohio Food Bank in Central Ohio; the Capital Area Food Bank in Washington D.C.; the Community Food Bank of New Jersey’s Egg Harbor Township location; the Boulder Food Rescue in Colorado; and the Maryland Food Bank in Aberdeen.

The Mid-Ohio Food Bank serves Central Ohio, location of Battelle’s headquarters as well as research facilities in West Jefferson and Hilliard. “We are incredibly grateful to Battelle, an extraordinary organization that has been on the journey of connecting food to our hungry neighbors with Mid-Ohio Foodbank for decades,” said Matt Habash, President & CEO, Mid-Ohio Food Collective.

Jamie Brown, senior director of global government affairs at cybersecurity company Tenable, has been named chairman of the Information Technology Sector Coordinating Council, Nextgov reported Tuesday.

Brown said he wants IT SCC to pursue an alignment with the government and other sectors to achieve consistency in recommendations for protecting industrial control systems.

The council plans to advance work on botnet mitigation and cloud security as well as within the information and communication technology supply chain risk management task force of the Cybersecurity and Infrastructure Security Agency, according to the report.
