Will Roper, assistant secretary for acquisition, technology and logistics at the U.S. Air Force and a 2020 Wash100 Award winner, said the service branch is considering commercial drones and high-end unmanned aircraft as it looks to replace the General Atomics-built MQ-9 Reaper drone, Defense News reported Thursday.

He said at a House Armed Services Committee hearing the Air Force is working on a study that will set the path for the Reaper replacement effort and inform the budget for fiscal year 2022.

"The Reaper has been a great platform for us. Four million flight hours, just undeniable overmatch in a low-end uncontested fight, and it is certainly saving lives,” Roper told lawmakers. “But as we look to the high end fight, we just can't take them into the battlefield. They are easily shot down.”

Roper said the service may require drones that “are more high-end, military-unique” or cheap unmanned attritable aircraft that are reusable.

The Government Accountability Office has found that while the Missile Defense Agency improved acquisition procedures in programs like the Ballistic Missile Defense System, it is yet to address its risky practices and aggressive scheduling.

GAO said in a report published Thursday that MDA has expanded its stakeholder outreach, streamlined BMDS testing, increased progress transparency and improved homeland and regional defense since 2002.

However, the watchdog noted that MDA “can go further to align itself with best practices” and reduce high-risk acquisition procedures.

GAO noted that MDA needs to improve on concurrency matters, citing instances like the Redesigned Kill Vehicle effort where MDA conducted development and production activities at the same time resulting in reduced flight testing.

The agency also said that MDA “continues to struggle” with changes in flight test scheduling and fails to submit reports on how such changes impact costs and funding.

MDA received over $174 billion in funding since 2002 and seeks $9.2 billion next fiscal year. Congress and the defense secretary are “undertaking multiple reviews to determine how to address these concerns and chart a path forward for MDA,” according to GAO.

VA Seeks Funding Increase to Support Commercial IT Purchases

The Departrment of Veterans Affairs is requesting for a 12 percent increase in funding to support commercial information technology procurement efforts under its IT office, FedScoop reported Thursday.

Paul Lawrence, the VA's undersecretary for benefits, said at a budget request hearing that the department seeks to procure a range of commercial off-the-shelf-offerings such as high-performance computers, customer management systems and other data-related capabilities to enable central processing and location of veteran information.

Surafeal Asgedom, chief modernizing officer at the VA, told attendees at a FedScoop event that COTS procurement has supported efforts like the VA’s online services consolidation initiative.

“It really requires industry partnerships,” he said. “The expectation is that veterans will have the same type of experience when they interact with us as well as when they interact with the private sector."

DHS Picks Winner of Escape Respirator Prize Challenge

The Department of Homeland Security's science and technology directorate has unveiled the winner of a competition that invited industry to build compact escape respirators for egress functions within chemical, biological, and radiological areas.

Elmridge Protection Products' iEvac E700 Mini-ReBreather concept will utilize an oral-nasal mask and an integrated carbon dioxide scrubber to provide controlled oxygen flow from a generator to a sealed hood, DHS said Thursday.

The company along with two other finalists received $50K in funds to build and demonstrate prototypes of their concepts to a group of judges as part of the Escape Respirator Prize Challenge.

“In today’s environment of rapidly-changing technology, S&T is proactively looking for emerging technology to respond to homeland security needs,” said Kathleen Kenyon, Prize Competition lead at DHS.

Elmridge will be awarded $100K in cash for the grand prize.

DIU to Host Another Computer Vision Contest

The Defense Innovation Unit plans to continue its annual prize challenge for computer vision technologies designed to support disaster relief missions, National Defense Magazine reported Thursday.

The xView2 Challenge aims to use artificial intelligence and machine learning for automated assessments of post-disaster damage.

Last year's iteration of the contest tasked participants to create computer vision algorithms that accelerate imagery analysis. These algorithms classify images into categories based on damage characteristics.

DIU tackles AI and ML as technology focus areas in addition to commercial space, human systems, cyber and autonomy.

“We think those are the areas that are undergoing the greatest rate of change in the commercial sector,” said Mike Madsen, director of strategic engagement at DIU.

NASA to Launch Space Weather Instruments From Gateway Outpost; Jim Bridenstine Quoted

NASA's Gateway space outpost will field two scientific investigations to study space weather and the sun's radiation.

The agency said Thursday it has built a space weather instrument platform that will work to gather data from solar particles and solar wind to potentially augment space weather forecast capabilities.

The radiation instrument tool is developed by the European Space Agency to help astronauts trace radiation exposure around the Gateway's orbit.

Gateway is slated to orbit near the moon and house astronauts on a regular basis as part of the agency's lunar exploration efforts. NASA noted it will deploy additional payloads from the outpost in the future.

“Using the Gateway as a platform for robotic and human exploration around the Moon will help inform what we do on the lunar surface as well as prepare us for our next giant leap – human exploration of Mars,” said Jim Bridenstine, NASA administrator.

NASA is currently in talks with ESA, the Canadian Space Agency and the Japanese Aerospace Exploration Agency to seek their support in Gateway's construction.

Michael Griffin, the undersecretary of defense for research and engineering and two-time Wash100 Award recipient, said he sees quantum applications as long-term pursuits in the Department of Defense, DoD News reported Thursday.

DoD now focuses on what quantum computing and communication can do for the military in the short term, instead of going beyond what is available in resources, Griffin said to the House Armed Services Committee.

He gave examples of DoD's quantum priorities, such as quantum clocks and sensors. Quantum clocks would help troops maintain communications in environments denied of GPS, the undersecretary noted.

"These are the things that we will see in the next few years and where we are focusing a substantial amount of our effort," he stated.

Sen. Mark Warner, D-Va. and a three-time Wash100 Award winner, urged the directors of national intelligence and the Office of Personnel Management to make sure the coronavirus outbreak does not affect security clearances in the intelligence community.

The senator wrote a letter posted Wednesday to Richard Grenell and Dale Cabaniss amid concerns of the outbreak's financial effects causing security clearance delays.

Warner noted that failure to renew security clearances could lead to job losses in the middle of the coronavirus crisis. Resulting job losses would render affected personnel unable to finance needs amid the outbreak.

"This guidance should apply to any information used in an initial clearance, a periodic reinvestigation, or a continuous evaluation/vetting program," Warner advises to Grenell and Cabaniss.

Grenell recently froze hiring at his agency, CNN reported Friday.

President Trump has signed legislation focused on ensuring the security of 5G technologies intended to support critical infrastructure and expand broadband access to rural areas and underserved communities.

The White House said Thursday the  Secure and Trusted Communications Networks Act impoises bans on the use of federal funding to procure telecommunications technologies from companies that “pose a national security threat.” The administration will provide reimbursements to entities that have deployed telecom equipment from blacklisted firms to cover removal and replacement work.

As part of the legislation, the federal government will facilitate information-sharing across its stakeholder network to promote supply shain security and mitigate risks to 5G implementation.

“The stakes could not be higher—America’s citizens and our foreign partners must be able to trust that our 5G networks are reliable, private, and secure,” the White House notice states.

The Trump administration is “working with allies and partners” to develop telecom security principles and ensure that the private sector has spectrum access to support mid-band communications and improved wireless connectivity, according to the notice.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Dave Levy, vice president of federal business for Amazon Web Services (AWS), his third consecutive Wash100 Award as part of the 2020 selection. 

Executive Mosaic recognizes Levy for leading the push for information technology modernization and cloud adoption for federal agencies as well as forming significant partnerships to advance AWS’ capabilities. 

Levy has previously won the most prestigious award in all of government contracting (GovCon) for leading loud adoption initiatives as well as IT modernization to improve and accelerate cloud applications for the federal government. 

Those initiatives continued last year with Levy advocating for the U.S. government to reform its procurement process to accelerate technology adoption and drive IT modernization efforts at federal agencies during an interview in June 2019. 

“It’s an industry approach that’s going to be taken to change procurement, to help them adapt to modern laws. Do we need changes in the far perhaps, yes, but I think we need fundamental policy changes, a legislative approach to change procurement for technology,” he added.

Under his leadership, AWS also formed significant partnerships in 2019 to drive the company’s missions towards more open data, collaboration and cloud platforms. In June 2019, AWS gave Science Applications International Corp. (SAIC) “premier” consulting partner status to help customers meet the requirements with the use of cloud technology under AWS’ Partner Network. 

Most recently, AWS partnered with Credence Management Solutions to complete the migration of five applications operated by the Defense Logistics Agency (DLA) to the AWS GovCloud environment. 

AWS noted the transition to GovCloud helped optimized DLA’s security posture and infrastructure management capacities. Levy elaborated that the partnership will serve as the basis for the potential migration of the Department of Defense’s mission tools to the cloud.
