Julie Dunne, GSA’s Commissioner of Federal Acquisition Service, to Give Keynote Address at Potomac Officers Club’s 2020 Procurement Forum on March 19th

Julie Dunne, commissioner of federal acquisition service with General Services Administration (GSA), will serve as a keynote speaker during Potomac Officers Club’s 2020 Procurement Forum on Thursday, March 19th. Register here for POC’s 2020 Procurement Forum. 

Dunne was named commissioner of the U.S. General Services Administration’s Federal Acquisition Service in Jan. 2020. Dunne oversees the delivery of the more than $65 billion of products, services, and solutions that enable federal agencies to efficiently accomplish their missions while saving taxpayer dollars.

Under her leadership, FAS will continue implementing previously announced plans for consolidating the 24 separate Multiple Award Schedules (MAS) into a single Schedule. MAS Consolidation is one of the four cornerstones of the Federal Marketplace (FMP) strategy, GSA’s plan to modernize and simplify the buying and selling experience for customers, suppliers, and acquisition professionals.

Dunne recently outlined the 2020 version of its Federal Marketplace Strategy detailing revisions in its policies, processes and technologies in Feb. 2020, noting that the agency has begun implementing changes related to the consolidation of multiple-award schedules in solicitations.

Dunne stated that GSA has also deployed robotic process automation in supply chain security efforts, with GSA’s Truman Bot already working on business procedures and automating administrative tasks involving MAS offerings. In addition, GSA has implemented a Prohibited Products Robomod that screens products, equipment and software for potential vulnerabilities.

“Both of these efforts greatly reduce the amount of time our employees spend on repetitive data entry and manual tasks so they can instead spend time negotiating better prices for federal agencies to create taxpayer savings,” Dunne said.

During her keynote address, she will discuss the short term and long term strategies, acquisition innovation initiatives, commercial items acquisition, workforce initiatives, technology modernization and collaboration between government and industry.

In addition to Dunne, the Procurement Forum 2020 will feature two other keynote speakers: Soraya Correa, chief procurement officer with the Department of Homeland Security, and Kim Herrington, acting principal director of Defense Pricing and Contracting with the Department of Defense (DoD).

Maryland Procurement Office Awards Jacobs $37M Contract to Support DoD HSD; Janet Schoenfeld Quoted

Jacobs has received a five-year, $37 million contract award from the Maryland Procurement Office to provide microelectronics engineering support to the Department of Defense (DoD) Hardware Solutions Division (HSD), the company announced on Tuesday. 

The contract has a negotiated award value of $37 million, made up of a $7 million base award and $30 million in options over a five-year period of performance, including a 12-month base period and four 12-month option periods.

"Jacobs will provide flexible technical solutions to HSD in support of many different technology applications to be used throughout the nation," said Jacobs Critical Mission Solutions Vice President of Mission IT and Engineering Janet Schoenfeld. "This contract is significant to defense mission solutions, where Jacobs has extensive knowledge, and will shape the next generation of innovative solutions for the DoD."

Under the contract, Jacobs will provide unconventional packaging, printed circuit board prototyping, technology development, custom device engineering and product validation and reliability solutions to the division. 

"The expansion of this program validates our ability to provide industry leading program management, systems engineering and software development as well as introducing technology innovations and efficiencies resulting in increased capability and reduced cost to the government," added Schoenfeld. 

Jacobs will leverage capabilities from recently acquired KeyW Corporation to perform work for DoD HSD. The company purchased KeyW Corporation in Dec. 2019. Jacobs’ acquisition of the company will support efforts to expand Jacobs’ cybersecurity and intelligence, surveillance and reconnaissance portfolio as well as its footprint in the intelligence community.

Steven Demetriou, chairman and CEO of Jacobs, has said that the company’s integration of KeyW is “off to a great start” as it seeks to leverage the latter’s low-Earth orbit and space intelligence offerings.

He added that the acquisition, which was completed in June, will help Jacobs support NASA ahead of the Artemis mission to the moon. “We see it as a tremendous long-term growth for the company,” noted Demetriou.

Why Government Contactors are Uncertain of DoD’s CMMC Regulations

After the Department of Defense (DoD) released the Cybersecurity Maturity Model Certification in Jan. 2020, contractors have begun to question the logistics and implementation of the new cybersecurity regulations. The scale and cost of the regulation change has been clouded by uncertainty.

One of the primary concerns is the continued emphasis that the CMMC is a flexible blueprint for effective cybersecurity and will not impose significant compliance or audit costs on smaller contractors and subcontractors. However, contractors have concluded that, at a minimum, the CMMC will require prime contractors to thoroughly assess their existing cybersecurity infrastructure, making it nearly impossible to regulate without cost.

Second, concern has circulated around whether or not CMMC will deter commercial companies and start-ups from participating in DOD contracts. Prior to CMMC contractors have used smaller companies to rapidly contract commercial companies that may prove to have useful military application.

Now, the DD has indicated that CMMC requirements will ultimately be incorporated into OTA contracts, primarily awarded to smaller businesses, raising the specter of increased cybersecurity compliance costs to work under contract. For small, commercially-focused companies that may be unable to readily fund the necessary upgrades.

Third, contractors have asked for clarification on the impact on suppliers that operate further down the DoD supply chain. If the DoD will require downstream suppliers to achieve the same CMMC certification as the prime contractor, that could significantly increase the cost of critical components and drive away potential suppliers.

Katie Arrington, chief information security officer at the Office of the Assistant Secretary of Defense for Acquisition and a 2020 Wash100 Award recipient, will serve as a keynote speaker at the CMMC Forum 2020. She will address the CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

A full expert panel will include Ty Schieber, senior director of executive education and CMMC-AB chairman of the University of Virginia and Richard Naylor of the Defense Counterintelligence and Security Agency (DCSA) among other members of the federal sector and industry.

In a March 5 letter to agency contractors, Soraya Correa, the Department of Homeland Security's chief procurement officer told her contracting staff to keep advised of the outbreak of Coronavirus (COVID-19) using the Center for Disease Control and Prevention's guidelines. 

Correa told contractors that "if contract performance is affected due to the COVID-19 situation, such as the need for alternate work locations, or travel or schedule changes, the contracting officer is the authority to discuss this with your company."

Since the COVID-19 outbreak in the nation's capital within the past week, federal agencies have begun preparations for possible restrictions that could be implemented in response to the epidemic. 

"If your employees must travel to affected areas, please have them contact you prior to their return to discuss possible telework or leave options," she advised. She added that managers have their employees contact them if they've been in close contact with a person "known to have COVID-19" or if airport screeners told them to self-quarantine after returning from travel overseas.

The predicted contracting adjustments will continue to change government contracting regulations as COVID-19 remains a prevalent threat. For example, for federal meetings, officials urged contractor attendees to have an alternate representative ready to send, if the primary contractor falls ill.

Everbridge has launched its new critical event management (CEM) capabilities across the Internet of Things (IoT) for corporate, government and healthcare organizations to protect people, assets, operations, supply chain and brand from critical events such as coronavirus (COVID-19), the company announced on Tuesday. 

“The CEM platform monitors threat data streams continuously, alerts stakeholders when there is a relevant issue, and automatically orchestrates a coordinated response—it is always on,” said Imad Mouline CTO of Everbridge.

Everbridge’s CEM platform will include a new IoT extension module that will leverage the intellectual property from the company’s acquisitions of Connexient and CNL Software. Through the software, enable organizations to retrieve a wider range of situational intelligence and automate targeted responses.

The company’s new platform will also utilize electronic data, including IoT sensors, to digitally transform safety and security management of employees, customers, patients, first responders, residents and visitors, in addition to the resiliency of operations and supply chain. 

CEM for IoT will extend the number of use cases for the Everbridge platform within the critical event management market, adding to the company’s existing offerings for supply chain and wearable devices. A variety if sectors, including government and healthcare organizations, will be able to leverage CEM to mitigate risks from coronavirus (COVID-19).

Through integrating millions COVID-19 related communications deployed by Everbridge, the expansion of CEM for IoT enhances coronavirus-related use cases to better protect people, operations, supply chain and brand. 

The company will also improve the ability to coordinate first responders and other critical healthcare resources such as intensive care unit (ICU) beds, respirators and expert medical staff based on real-time data on the broader impact of COVID-19.

Everbridge’s IoT initiative will harness the same CEM framework currently being used by industry leaders from aircraft manufacturing, financial services, entertainment and media, high tech, healthcare, hospitality, retail, pharmaceuticals, the federal government and other sectors.

Hughes Network Systems has partnered with Facebook Connectivity to integrate Express Wi-Fi hotspots in Brazil, Colombia, Mexico and Peru. The company has announced today that it has implemented 1,000 Express Wi-Fi hotspots, providing affordable internet access to rural communities.

“Across Brazil, Colombia, Mexico and Peru – even in the most remote and rural places –  local merchants are enhancing their businesses by offering affordable, high-speed Internet access to their customers,” said Bhanu Durvasula, vice president, International Division at Hughes. “Making it possible for people to connect with family and friends, seek healthcare, reach online training and conduct business in ways they never could before.”

Hughes Express Wi-Fi Hotspots are linked over satellite links to enable vendors to provide affordable Internet access on a pay-per-use basis to about 500 people in their rural community where terrestrial service is too expensive or simply unavailable.

Hughes Express Wi-Fi is one of several Community Wi-Fi Hotspot solutions offered by Hughes. Including the latest installations in Latin America, Hughes customers have deployed more than 33,000 satellite-enabled Community Wi-Fi hotspots in countries like Brazil, Indonesia, Mexico and Russia.

With a Community Wi-Fi hotspot, any user can access the Internet with a Wi-Fi capable handheld or laptop, either on a prepaid or government-subsidized (USO) basis, depending on the service model. The solution can readily be deployed globally, including areas unserved or underserved by wireline or wireless infrastructure.

Under the company’s network initiative, Hughes collaborated with Telecomunicaciones de México (TELECOMM) in Feb. 2020 to install Hughes Express Wi-Fi hotspots, powered by Facebook Connectivity’s Express Wi-Fi platform, in as many as 4,000 rural communities in Mexico.

Hughes has installed the first hotspot in the town of General Sandino, where there was previously no high-speed Internet. With Hughes Express Wi-Fi, the community will gain new access to social, economic and educational benefits of broadband Internet access.

The company will provide high-speed Internet access available to people in rural communities at prices as low as 50 cents per hour. Hughes will integrate the Hughes JUPITER System, its next  generation VSAT platform designed and optimized for broadband services, in addition to Ka-band capacity from the JUPITER 2 (EchoStar XIX) High-Throughput Satellite.

FLIR Systems has launched FLIR Ranger HDC MR, a new high-definition midrange surveillance system, to enhance the detection of illegal activity in harsh weather conditions, the company announced on Tuesday. 

“This new system can eliminate days of inefficient surveillance by using on-the-edge technology to see through poor weather conditions, increasing up-time. Our powerful Ranger HDC MR offers customers a cost-effective solution that boosts mission success,” said David Ray, president of the Government & Defense Technologies business at FLIR.

The Ranger HDC MR will utilize embedded analytics and image processing to reduce the cognitive workload, which will enable operators to determine true threats and false alarms. The surveillance system has integrated a high-performance HD thermal imaging system to capture a larger scope of imagery with the same target resolution. 

The high-definition thermal imager, including a 1280 x 720 detector and a 1920 x 1080 HD color TV camera, will work in combination with other sensors to further enhance counter-unmanned aerial system (C-UAS) applications. 

In addition, FLIR has enhanced the system’s mission capability through its built-in fog filter to see through fog and haze, as well as an optional Merlin ASX turbulence filter to see through heat and air turbulence for more accurate target classification. 

The Ranger HDC MR will be compatible with on-board AI image processing for faster decision-making. Its advanced technology will improve reliability and lower downtime and maintenance. FLIR will also integrate a cybersecurity tool that will mitigate risk by scanning each software release to help ensure the system is protected from cyberattacks.

“Whether securing borders, ports, facilities or troops, the FLIR Ranger HDC MR delivers a new level of surveillance so operators can act fast against threats,” added Ray.

AE Industrial Partners has appointed Kevin McAleenan, former acting Department of Homeland Security (DHS) secretary and 2019 Wash100 Award recipient, as an Operating Partner, effective immediately, to grow the company’s portfolio, AEI reported on Tuesday. He will also join the board of directors at AEI portfolio companies, Gryphon Technologies and American Pacific Corporation.

As secretary of DHS from April 2019 to Nov. 2019, McAleenan managed 240,000 employees in eight operational agencies and multiple headquarters components, including U.S. Customs and Border Protection, the U.S. Coast Guard, the Transportation Security Administration and the U.S. Secret Service.

Prior to his appointment, McAleenan served as commissioner of the U.S. Customs and Border Protection (CBP), where he supervised 60,000 employees, an annual budget of over $13 billion and ensured the effective operations to protect national security while promoting economic prosperity.

He also directed CBP's three core missions, including counterterrorism, border security and trade enforcement. With CBP he financed $4 trillion in trade and facilitated travel of over 365 million people through ports of entry.

Previously, McAleenan served as deputy commissioner from Nov. 2014 to April 2019. In the role, he served as the agency’s chief operating officer and senior career official. As deputy commissioner, CBP developed strategies that protect the nation’s borders from terrorism and transnational criminal networks. 

Additionally, he helped CBP implement innovations that have facilitated the U.S. international arrival and departure process, saving the government and travel industry millions of dollars. He also developed a trade transformation agenda, designed to help America compete in the global economy.

Lt. Gen. Daniel Karbler, commanding general of the U.S. Army’s Space and Missile Defense Command (SMDC), has said SMDC is looking at directed energy weapon systems such as hypersonic missile technology to address future threats on the battlefield.

Karbler and Lt. Gen. James Dickinson, deputy commander of U.S. Space Command, were able to fire a 50-kilowatt laser using an Xbox controller to destroy a target drone, the service branch said Monday. The Army aims to deploy such technology on Stryker armored ground vehicles by 2022 and equip a battery with a ground-based hypersonic weapon the next year.

“We’ve got to be able to address the threats that are out there, that the adversaries have presented,” Karbler said Thursday at an Association of the U.S. Army-hosted forum.

Kord Technologies selected Northrop Grumman and Raytheon last year to develop competing 50kW-class lasers  under a $203 million other transaction agreement between Kord and the Army.

Army, Virginia Create Partnership Ecosystem to Advance Workforce Dev't, STEM Education

The U.S. Army's Night Vision Labs and the Commonwealth of Virginia have launched a collaboration ecosystem  to encourage government, commercial and academic sectors to tackle workforce and educational challenges with the use of technology.

The Innovative Discovery Science Platform aims to help communities address real-life issues through analytics, crowdsourcing and a virtual collaboration approach intended to automate workforce development, technology transition and science, technology, engineering and math education initiatives, iDISPLA said Monday.

Erdem Topsakal, chair of the Virginia Commonwealth University's electrical and computer engineering department, noted the potential of iDISPLA to help students learn from experience.

"The iDISPLA platform can provide a much-needed strategy for workforce, education in STEM/STEAM and an integrated technology landscape that includes the underrepresented communities," Topsakal added.

The ecosystem will feature three open challenges on its official website to seek data-driven approaches to rural broadband access, thermal imaging and opioid crisis response.
