GAO: NARA Must Ensure Agencies' Compliance With Federal Electronic Records Mgmt Policies

The Government Accountability Office has recommended that the National Archives and Records Administration establish a way of ensuring that small agencies have strategies in place for improving electronic records management.

GAO said in a report released Monday that 14 of the 17 agencies it reviewed had records management programs while three are yet to establish their own. Most of the 14 agencies do not have policies in place for fully implementing electronic recordkeeping functions and establishing system controls, according to the watchdog.

The report states that while NARA provided guidance to agencies identified as high-risk for improper records management, the government component is yet to ensure that such agencies fully address requirements such as the proper preservation of emails through self-assessment programs.

NARA officials have said that they conducted follow-up efforts with the high-risk agencies but did not proactively require such entities to address records management vulnerabilities.

Jason Rossi Talks USAF Efforts to Continue Nuclear Triad Operations Amid Coronavirus Concerns

Lt. Col. Jason Rossi, commander of the U.S. Air Force’s 595th Strategic Communications Squadron, has said that the unit was “swift in providing direction and guidance” to ensure continued nuclear command-and-control operations amid a pandemic.

Rossi wrote in a C4ISRnet piece published Monday that the squadron underwent reorganizations and leveraged telework flexibilities to prevent delays in software development efforts while mitigating obstacles resulting from physical separation.

According to Rossi, the ongoing public health crisis helped the squadron reevaluate what it means to conduct “mission-critical” operations. He added that like the medical workers in the frontlines, airmen also work to ensure that the nation’s nuclear arsenal has the capacity to deter adversaries.

“I am fortunate to have an amazing leadership team, who took time prior to the crisis to brainstorm and put plans in place to ensure we could operate safely and efficiently during the crisis,” said Rossi.

“As the situation progresses, we continue to refine processes, analyze workflows and make adjustments to cope with what could potentially be a long-lasting threat,” he added.

Report: Foreign Power Competitors Advance Anti-Satellite Tech

Center for Strategic and International Studies, a think tank in Washington, D.C., said U.S. adversaries have been developing technologies designed to attack satellites, National Defense Magazine reported Monday.

The think thank recently published a report that tackles the four different aspects threatening U.S. space assets: kinetic physical, non-kinetic physical, cyber and electronic.

Kinetic physical threats directly come into contact with a satellite, and non-kinetic threats include lasers that do not require direct contact to destroy targets, said Todd Harrison, director of CSIS’ Aerospace Security Project.

Kaitlyn Johnson, the project’s associate director, said China has made a ground-based missile-like system designed to strike satellites operating in orbit.

Electronic threats jam a satellite’s signals, and cyber threats endanger the data within those signals. Russia has engaged in the development of GPS-spoofing technology, the report referenced from the Center for Advanced Defense Studies.

The Cybersecurity and Infrastructure Security Agency (CISA) has issued an advisory list of employment sectors representing essential critical infrastructure workers.

Christopher Krebs, director of CISA and 2020 Wash100 Award recipient, released the agency’s guidance on Saturday to help jurisdictions establish essential workforce categories while ensuring continued public health, safety, economic and national security functions amid the coronavirus pandemic.

According to the memo, critical workforce sectors include medical and healthcare, information technology services, telecommunications, food and agriculture, defense and law enforcement, logistics, transportation and public works.

CISA also designates work related to energy provision, water and wastewater management, construction, staffing operations and call centers as critical areas.

The agency notes that other workers are encouraged to work remotely, delay in-person and non-mandatory activities and closely follow updates from the Centers for Disease Control and Prevention until normal operations continue.

CISA additionally states that the list is “advisory in nature” rather that a federal standard or directive.

Octo Secures $50M BPA to Support USPTO IASS Business Strategy, Mission Delivery; Charlie McQuillan, Mehul Sanghani Quoted

Octo has secured a spot on the five-year, $50 million United States Patent and Trademark Office (USPTO) Intelligent Automation Innovation Support Services (IAISS) blanket purchase agreement (BPA) to enhance mission delivery and business strategy, the company announced on Tuesday.

“This opportunity allows us to bring the most current research and development to USPTO while continuing to support them with core services we’ve been providing since 2014. We are excited to build on our current relationship and help move the agency forward through advanced innovation and automation,” said Octo executive vice president Charlie McQuillan.

Under the BPA, the company will provide piloting, testing and implementation of intelligent automation/artificial intelligence (AI), blockchain/distributive ledger technology, microservices, machine learning, natural language processing, robotic process automation and other emerging technologies designed to enhance mission delivery and business processes.

Octo will integrate the power of these emerging technologies to the company’s existing and new clients, including customers in commerce, health care, defense and intelligence.

“With the massive amounts of data out there, the future of agency success is in AI and other disruptive technologies. We’re really happy to support USPTO and their move to the forefront of employing these emerging technologies,” Octo’s CEO Mehul Sanghani said.

Octo also received a spot on the $50 million blank purchase agreement to help the  U.S. Patent and Trademark Office modernize business processes with the use of artificial intelligence and other automation tools in March 2020.

USPTO’s Office of the Chief Information Officer seeks industry support to test and implement AI, blockchain, machine learning, natural language processing and robotic process automation platforms through the BPA.

The Federal Communications Commission's (FCC) leader plans to invest $200 million in telehealth services for health care providers working to address the COVID-19 pandemic. FCC said Monday that its potential COVID-19 Telehealth Program, endorsed by Chairman Ajit Pai, would help health care providers remotely treat COVID-19 patients with reduced infection risk.

The investment would use the Congress-approved funds to cover the connectivity, telecommunications and equipment needed by providers to perform telehealth activities. The COVID-19 Telehealth Program supports the Coronavirus Aid, Relief and Economic Security or CARES Act that finances efforts to address the pandemic.

Participants of the program would receive funds continuously until allotments run out or until the pandemic's end.

FirstNet, an AT&T subsidiary, has announced new capabilities to first responders across the country as coronavirus (COVID-19) has continued to spread throughout the nation, FirstNet reported on Tuesday.

“Now, agencies spanning law enforcement, fire, EMS, healthcare, hospital emergency departments, emergency management and 911 operations can stay up-to-date with smartphones for life at no additional cost and know their responders’ devices are up to the task when the next emergency strikes,” said Jason Porter, senior vice president, FirstNet Program at AT&T.

With FirstNet’s solution, FirstNet Ready, the technology will enable agencies to use free smartphone devices to connect them to critical communications when and where they need it. The COVID-19 health crisis has provided nationwide high-speed broadband communications platforms dedicated to America’s first responders.

Developed from the ground up specifically for and with public safety, FirstNet Push-to-Talk (PTT) is the first-ever nationwide mission-critical standards-based push-to-talk solution to launch in the U.S. We tested the FirstNet PTT solution with public safety agencies across the country, including the Cranford Police Department in New Jersey.

“Reliable communication is critical. It must work. It must be there when we need it. And it must be crystal clear because we don’t have time to repeat ourselves or introduce room for errors in fast-changing situations or when lives are on the line. Our experience with FirstNet Push-to-Talk has been excellent. On more than one occasion, FirstNet PTT allowed us to effectively communicate when our traditional systems failed,” said Captain Guy Patterson of the Cranford Police Department.

For first responders serving rural, remote and tribal communities, HPUE could significantly increase the coverage area. For urban and suburban first responders, this could help address the common challenge of indoor or below ground coverage.

The stronger signal will provide increased availability to meet mission needs for users who are connecting from hard-to-reach places like basements, elevators, stairwells, and parking garages, and helping first responders reliably communicate inside and out.

“First responders deserve a dedicated communications partner that can provide the tools they need, when they need them, and that’s exactly what they’re getting with FirstNet,” added Porter.

Honeywell Expands N95 Mask Production to Phoenix to Support Health Safety; Darius Adamczyk Quoted

Honeywell has added additional manufacturing capabilities in Phoenix to produce N95 face masks in support of the U.S. government’s response to the novel coronavirus (COVID-19), the company announced on Tuesday.

“We have moved quickly to expand our production capacity for N95 masks globally and are pleased to announce our second new U.S. manufacturing line to supply the Strategic National Stockpile,” said Darius Adamczyk, Honeywell chairman and chief executive officer.

Honeywell has projected that the new mask production line in Phoenix will create more than 500 new jobs in Arizona. The company has already begun recruiting, hiring and training manufacturing workers on the site. The announcement has brought the total number of U.S. jobs created by Honeywell’s new mask manufacturing capabilities to more than 1,000.

The N95 face masks will be delivered to the U.S. Department of Health and Human Services (HHS) to contribute to support health, safety and emergency response workers. The Phoenix facility will prioritize fulfilling the U.S. government’s procurement, but it will also have the capacity to produce face masks for U.S. states and American healthcare and emergency response organizations.

Honeywell’s production expansion will also support additional American businesses, including industrial equipment providers and raw materials suppliers. The company is collaborating with state and local officials to ramp up production efforts and support hiring and training.

The company’s Phoenix branch, coupled with previously announced new production in Rhode Island, will allow Honeywell to produce more than 20 million N95 disposable masks monthly to combat COVID-19 in the U.S. New manufacturing equipment to support the effort will arrive in Phoenix beginning this week.

Honeywell announced its Rhode Island expansion in March 2020.

“Our Rhode Island facility already produces industry-leading safety gear and soon will play a critical role in supplying the Strategic National Stockpile with N95 masks,” said Adamczyk.

Viasat and Visiontec, a Brazilian-based satellite products distribution company, have partnered to provide fast, reliable internet service to residential homes across Brazil, Viasat announced on Tuesday.

“By broadening our relationship with Viasat, we can help more Brazilians get access to a premium internet service that will offer greater capabilities for people to be productive and entertained online. We see this expanded partnership as a win for everyone,” said Antonio Carlos de Moraes, business development director, Visiontec.

The partnership will enable Viasat to integrate its services in its residential service go-to-market strategy from assisting in sales engagements to providing quick in-home installations and on-site technical support.

Under the joint venture, Viasat’s local field services teams will train Visiontec’s vast network of distributors, dealers and installers to quickly meet the demand for high-speed residential internet service in the country.

Bruno Soares Henriques, Viasat’s Brazil commercial director commented, “We have partnered with Visiontec, to help us better understand the market’s needs. We look forward to officially launching high-speed, high-quality residential internet service shortly—and delivering a premium internet service even to the hardest-to-reach locations.”

Upon completion of the launch rollout, Viasat will be able to reach 100 percent of the Brazilian continental territory, through Visiontec’s in-market sales, fulfillment and technical support expertise.

The partnership was first announced in June 2019. Since then, Visiontec has successfully installed Viasat’s satellite broadband equipment in over 11,000 fully operational sites across Brazil, including at remote schools, hospitals and government facilities. Viasat’s ground network and infrastructure has used bandwidth from the Telebras SGDC-1 satellite to deliver satellite internet services.

“Viasat’s advanced technology and service capabilities will help Brazilians, located coast-to-coast, join the digital ecosystem—which is critically important in today’s world,” concluded De Moraes.
