CSIS’ Morgan Dwyer: DoD Should Start With CMMC Pilot Prior to Rollout

The Department of Defense’s Cybersecurity Maturity Model Certification program is scheduled to take effect later this year and Morgan Dwyer, a fellow at the Center for Strategic and International Studies’ International Security Program, said DoD should launch a pilot program focused on a small set of highest-priority vendors, Signal Magazine reported Sunday.

“DOD can use that pilot program to simultaneously work through implementation issues and to improve cybersecurity in priority areas,” Dywer said. “DOD can then leverage lessons learned from the pilot program to develop a more comprehensive implementation plan for CMMC. Addressing implementation issues in a pilot program will make CMMC’s rollout to the entire industrial base much smoother in the long run.”

She noted that the new cyber model involves costs associated with third-party assessments, compliance and the third-party verification body.

“I think it’s likely that DOD will be responsible for at least one component of those costs and that is why it’s so important to pilot CMMC first. A pilot program will allow DOD to gain a better understanding of CMMC’s costs and to use that knowledge to develop a cost-informed CMMC policy and implementation strategy,” added Dwyer, who is also deputy director for policy analysis at CSIS’ Defense-Industrial Initiatives Group.

CSIS' Morgan Dwyer: DoD Should Start With CMMC Pilot Prior to Rollout

Katie Arrington, chief information security officer at the Office of the Assistant Secretary of Defense for Acquisition and a 2020 Wash100 Award recipient, will serve as a keynote speaker at the CMMC Forum 2020. She will address the CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

A full expert panel will include Ty Schieber, senior director of executive education and CMMC-AB chairman of the University of Virginia and Richard Naylor of the Defense Counterintelligence and Security Agency (DCSA) among other members of the federal sector and industry.

DARPA Unveil Results of Subterranean Challenge's Urban Circuit

Two teams have secured top scores at the urban circuit of the Defense Advanced Research Projects Agency's Subterranean Challenge.

BARCS landed the first spot at the virtual category of the competition, while CoSTAR ranked first at the systems category, DARPA said Thursday.

DARPA has also awarded CRAS-NORLAB with $500K for achieving the highest score among other self-funded teams under the systems category, while Coordinated Robotics received $250K for the virtual competition.

Participants under the systems category concluded two 60-minute runs within two courses inside an unfinished power plant and competed in identifying 20 various artifacts. Virtual competitors, on the other hand, provided technologies that were tested by DARPA through eight different areas.

“Teams designed their approaches to tackle uncertainty up front, and then toward the end of the Urban Circuit, we saw them put their platforms out there and take more risks, I look forward to seeing how they adapt for the Cave Circuit,” said Timothy Chung, Subterranean Challenge program manager at DARPA.

USAF Names New Combat Rescue Helicopter

The U.S. Air Force has named its newest Sikorsky-made rescue helicopter after the model's Vietnam-era predecessor.

The HH-60W, now named Jolly Green II, succeeds the HH-3E Jolly Green helicopter that performed rescue operations during the Vietnam war, USAF said Thursday. The new helicopter would replace the existing HH-60G Pave Hawk.

Barbara Barrett, USAF secretary, announced the new helicopter's name at the Air Force Association's 2020 Air Warfare Symposium the same day.

"Reviving the Jolly Green name honors our combat search and rescue crews past and present," the secretary said. She also honored retired Chief Master Sgt. Wayne Fisk and Col. Barry Kamhoot who served during the Jolly Green crews' search and rescue mission.

USAF intends to buy a maximum of 108 Jolly Green II units. Moody Air Force Base and Kirtland AFB will receive the first Jolly Green II helicopters for fielding.

DHS Needs Maritime Detection Tech for Coast Guard

The Department of Homeland Security's Science and Technology Directorate has announced its search for startups with the capacity to develop tracking technology for underwater objects.

DHS S&T said Thursday it posted a solicitation for maritime object tracking technology in support of the U.S. Coast Guard.

The directorate launched the solicitation under the Silicon Valley Innovation Program that aims to bolster DHS' collaboration with other sectors for security-focused innovation efforts.

USCG requires the sought detection technology to better conduct drug and migrant interdiction, search and rescue and other homeland security operations at the sea.

“During the course of normal operations, Coast Guard aircraft and vessels come across numerous types of jettisoned objects, and navigation hazards that need to be recovered from the seas and waterways,” said Wendy Chaves, chief of research, development, test and evaluation and innovation at USCG.

S&T and USCG will jointly administer a discussion on the effort at the Homeland Security Day that will take place Wednesday in Menlo Park, Calif.

Army Completes Fit Test for T901 Engine

The U.S. Army concluded a series of tests for a model of a turboshaft engine designed for installation into the service branch's Future Attack Reconnaissance Aircraft, DVIDS reported Thursday.

The Aviation Turbine Engines Project Office teamed up with Boeing, General Electric's aviation business and the Apache Attack Helicopter Project Office to evaluate the human systems integration capacity and fit of the T901 engine into the AH-64E aircraft.

Prior to its installation into the Apache aircraft, the team measured a model copy of the engine and validated if the device's components are accessible and could be maintained within harsh environments.

The T901 is built to replace the T700 engine and address weight concerns on aircraft systems as part of the Improved Turbine Engine Program. The engine is currently at the engineering and manufacturing development phase and is slated to undergo a critical design review and fit tests for the Black Hawk aircraft.

Dale Cabaniss, director of the Office of Personnel Management, has issued a memo detailing the findings of an interagency group on the feasibility of skills assessment tests for government cyber personnel.

Cabaniss wrote in the memo dated Feb. 27 that OPM worked with the FBI and departments of Commerce, Homeland Security and Justice to conduct a study on reskilling efforts across federal agencies. The move comes as part of efforts to comply with the Executive Order on America's Cybersecurity Workforce issued last year.

According to the memo, 31 out of 110 human resources personnel that took part in the interagency group's data call reported that they use cybersecurity assessments in the hiring process.

The group also discovered that the Department of Defense continually evaluates new versions of personnel assessments to ensure the success of cyber training efforts. The memo cited examples like the U.S. Air Force’s Cyber Aptitude and Talent Assessment designed to “determine what position each candidate is best suited for and suggest training to broaden their knowledge base and strengthen their cyber skills.”

Cabaniss detailed in the memo types of assessments that agencies can apply such as training and experience point method evaluations, cognitive ability exams and structured interviews.

Army Inducts Nat'l Guard Soldiers Into Cyber Task Force

The U.S. Army has included additional National Guard personnel into a task force under the service branch’s Cyber Command focused primarily on network defense, Fifth Domain reported Thursday.

The soldiers will serve as part of Task Force Echo, which the Army established over the past three years. Currently, the task force is comprised of over 450 personnel from the Army National Guard.

The National Guard’s duties include supporting local election security and launching collaboration opportunities with counterparts from foreign nations.

"The soldiers before you are the warriors of the 21st century, and they bring skills and expertise that are changing the face of modern warfare,” Col. Brian Vile, commander of the 780th Military Intelligence Brigade, during the formal induction ceremony.

“The decision to utilize the dedicated, experienced, and technically skilled members of the Guard in this capacity clearly demonstrates the integral role the National Guard plays in the defense of our nation,” he added.

Government-Industry Team Move Forward With USS Gerald R. Ford Weapons Elevator Testing

The U.S. Navy and Huntington Ingalls Industries' Newport News Shipbuilding division have begun phase two testing of an aircraft carrier's lower weapons elevator, DVIDS Hub reported Thursday.

Personnel from Naval Surface Warfare Center, Philadelphia Division, work with HII engineers to assess the operation of USS Gerald R. Ford’s lower stage weapons elevator.

Engineers will inspect software of the elevator's electrical and mechanical systems for operability testing. The new phase follows recently concluded phase one testing that tackled the elevator's actuators.

“These lower stage elevators are critical to our lethality in that they will allow our crew to move ordnance between the lower levels and the main deck," said Capt. John Cummings, the ship's commanding officer.

The government-industry team will perform regression testing during the effort's third phase. The U.S. Navy received USS Gerald R. Ford’s upper stage elevators from HII in 2019.

Adam Hickey, deputy assistant attorney general within the Department of Justice’s national security division, has said that private companies also have the responsibility to contact law enforcement during cyber breaches, Fifth Domain reported Thursday.

Hickey told attendees at the RSA Conference in San Francisco that the private sector has a key role in informing the FBI and DOJ to accelerate the attribution process.

He noted that law enforcement authorities also work to assess companies’ timeliness in identifying cyberattacks as well as the presence of security architecture.

“The intelligence community may know well from other sources who’s responsible, but when I think about bringing an indictment, I’m sourcing that from unclassified information,” said Hickey. “So I’m often starting from victim information and going from there.”

Hickey also said that DOJ underwent a cultural shift and implemented a mindset focused on adversarial attacks rather than companies’ track record of cyber breaches.

Jim Garrettson, founder and CEO of Executive Mosaic, presented DeEtte Gray, president of U.S. operations for CACI International, her fourth Wash100 Award as a part of the 2020 selection on Wednesday. 

Executive Mosaic recognizes Gray for improving customer service, advancing information technology capabilities for the company’s clients and driving cybersecurity education programs. 

Most notably, CACI became the first U.S. organization to be assessed under the CMMI DEV V2.0 framework in March 2019. The company obtained a Maturity Level 3 rating for its customer platform delivery processes and best practices under the CMMI Institute’s Capability Maturity Model Integration for Development version 2.0 program.

Gray has been heavily focused on education programs and urged the government in April to increase support for community colleges in efforts to promote cyber education and fill the workforce gap.

She mentioned more students need to inculcate an interest in STEM education and that a four-year degree is not necessarily a prerequisite for some crucial cyber-related skills. “Getting children interested about going into cyber is something we have to start early on,” said Gray.

In addition, Gray serves as Chair of AFCEA International’s Board of Directors and is active in defense industry associations. She has received numerous awards and recognition during her career, in both the education and defense fields, including Lockheed Martin’s prestigious NOVA Award for Leadership, the company’s highest and most distinguished leadership recognition.
