LexisNexis Special Services Inc. has appointed Dr. Richard J. Tubb, former chief White House physician, to its board of directors, the company announced on Wednesday.

“Dick’s experience as a physician, on health policies, and his leadership will be invaluable to LexisNexis Special Services and to the agencies we serve in this digital environment,” said Haywood Talcove, CEO and 2020 Wash100 Award recipient, LexisNexis Special Services.

Tubb is the longest-serving White House Physician in U.S. history. He was assigned to the White House Medical Unit for 14 years and served in three presidential administrations from 1995 until 2009.

In his position, he led all healthcare services delivered to the President, the Vice President, the Cabinet, and their senior advisors. He also provided services at medical facilities within the White House, Camp David, the Western White House, and aboard executive aircraft, including Air Force One, Marine One, and Air Force Two.

In addition, Tubb served as a charter member of the University of Virginia’s Forum for Civil Dialogue on Tobacco, Nicotine, and Alternative Product Harm Reduction between Jan. 2013 and April 2016. Tubb was the first and only scientific and clinical non-executive board member for the largest publicly traded tobacco company in the world and a global leader in the reduced risk nicotine products that are transforming the tobacco industry.

Between Jan. 2009 and July 2010, Tubb served as a board member with the U.S. Air Force Academy Board of Visitors. As a board member, Tubb provided the Secretary of Defense independent advice and recommendations on the morale, discipline, and social climate, the curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other matters relating to the Academy.

IBM Advances Watson's Ability to Understand the Language of Business; Rob Thomas Quoted

IBM has announced its plan to integrate Project Debater technologies into Watson to advance clients’ ability to exploit natural language, marking the only AI system capable of debating humans on complex topics, the company announced on Wednesday.

“We’re harvesting technology from Project Debater and integrating it into Watson to enable businesses to capture, analyze, and understand more from human language and start to transform how they utilize intellectual capital that’s codified in data,” said Rob Thomas, General Manager, IBM Data and AI.

IBM has integrated three technologies into Watson, including analysis, briefs and clustering to enhance user experience. The company’s Advanced Sentiment AnalysisI has enhanced sentiment analysis to better identify word schemes like idioms and sentiment shifters.

The technology will be integrated into Watson Natural Language Understanding by April 2020. IBM has created a new classification technology that will enable clients to create AI models that can classify clauses that occur in business documents, like procurement contracts.

Under briefs, IBM’s technology will extract textual data from a variety of sources to provide users with a summary of what is being said and written about a particular topic. The company’s technology has been used at The GRAMMYS to analyze, blogs and bios to produce summarized insights on hundreds artists and celebrities.

The company also has integrated advanced topic clustering to build on new insights gained from Project Debater. The new topic clustering techniques will enable users to “cluster” incoming data to create meaningful “topics” of related information, which can then be analyzed.

Other companies have started to integrate IBM’s Watson developments. KPMG worked with IBM to create an AI solution based on a variety of Watson services, including Watson Natural Language Understanding. The technology has improved companies ability to identify, claim and retain potential R&D income tax credits.

In the past year, KPMG clients have seen more potential for R&D tax credits, with some projects even seeing more than a one-thousand percent increase in the number of documents reviewed. The solution helps clients uncover more potential activities that qualify for additional income tax credits, while reducing business disruption.

Applied Insight Names Dede Dascalu to Succeed John Hynes as CEO to Promote Technology Innovation

Applied Insight (AI) has appointed Dede Dascalu as chief executive officer (CEO) to succeed John Hynes who will assume the role of executive chairman to promote technology innovation, the company announced on Wednesday.

 “We’ve developed a unique portfolio of groundbreaking technologies, strengthened our team of highly skilled engineers and cemented our trusted relationships at the heart of the national security community. Now that we’re strongly united as one team, it’s the right time to accelerate our strategy to bring our mission-focused technologies to a wider customer community, said Hynes.

Prior to joining the board, Hynes supervised strategic counsel to the leadership team and supported outreach with senior customers and industry partners.

Hynes, a former naval aviator, has been a senior leader with some of the industry’s preeminent companies. He ran ManTech’s security and mission assurance organization, was General Manager of SAIC’s mission support business, and senior vice president of TASC’s defense and civil group before being appointed as chief operations officer (COO) and CEO.

Following TASC’s acquisition by Engility, Hynes became president and COO of the combined business. He is highly experienced in mergers and acquisitions and has led multiple transactions during his career, and supervised the successful integration of acquired companies.

Dascalu brings experience in emerging technologies to his new position. As CEO, Dascalu leads AI’s executive team and drives our strategies for growth and innovation. He has been recognized in the national security community as a leading cloud expert. Dascalu joined AI through its 2018 acquisition of cloud infrastructure business Stratus Solutions, which he led to great success as CEO.

Red Hat has announced the general availability of Red Hat Ceph Storage 4, based on the Nautilus version of the Ceph open source project, to simplify petabyte-scale object storage for cloud-native development and data analytics, the company announced on Wednesday. 

“Scalability is imperative to our customers as they seek a competitive advantage with their vast volumes of data. However, the power of scale is lost if performance capabilities can't match it. Red Hat Ceph Storage 4 significantly raises the bar on object storage scalability, performance, and simplicity, enabling our customers to grow their businesses and operating efficiency.”

Red Hat’s new capabilities will better support application development, data analytics, artificial intelligence (AI), machine learning (ML) and other emerging workload capabilities. The company’s Ceph Storage will deliver performance at scale while maintaining cloud economics. 

During recent testing, the latest version of Red Hat Ceph Storage delivered over a two-time performance boost for write-intensive workloads, making it even better-suited to fulfill the performance needs of the current market’s data-intensive applications.

Ceph Storage 4 will also simplify operations with enhanced observability and automation. Red Hat’s capabilities will deliver a simplified installer experience, new management dashboard, quality of service monitoring feature and integrated bucket notifications.

The new installer experience will enable standard installations to be completed in less than ten minutes, while the management dashboard will help teams to identify and resolve problems more quickly.

Deloitte’s Center for Government Insights has released “Ransoming Government: What state and local government can do to break free from ransomware attacks” that has analyzed ransomware attacks on state and local governments, the company announced on Wednesday.

The report has also discussed the dilemma of paying or not paying criminals, with the risk of losing access to critical data or the ability to provide services. Deloitte has provided guidelines for government organizations to secure information technology infrastructure and improve resilience.

“Even with cyber-insurance and preventive measures in place, the growing frequency and sophistication of attacks calls for government entities to perform cyber health checks and revisit resilience strategies… Governments can be better positioned to defend against catastrophic events that are expensive to recover from and could impact public safety and trust,” said Srini Subramanian, principal, Deloitte & Touche LLP, and cyber state and higher education sector leader.

Deloitte has stated federal organizations paying ransom demands are the primary solution but comes at a high expense. The company added that criminal enterprises are demanding nearly 10 times what they demand from commercial entities.

To combat this growing risk, the report has outlined key considerations for organizations to move forward in this new reality, including smarter systems architecture, a more prepared workforce, better cyber hygiene, cyber insurance usage scenarios and practiced response.

Companies and governments have been recommended to focus on IT infrastructure. Many governments have deferred IT modernization, which leaves governments with increasingly vulnerable networks and systems. Refocusing efforts on modernization will allow for more secure networks and minimize attacks.

The report states that to combat ransomware, governments should also look to creative human capital approaches to train, retain and share more qualified cyber talent as well as private-public-higher education partnerships to effectively tackle cybersecurity.

Attention to details, including software patches and updates, regular system back-ups and regular training for all staff can help to reduce risk by improving cyber hygiene. Organizations also should look to compartmentalize data and develop air-gapped system back-ups to limit the scale of a breach.

Deloitte has promoted cyber insurance as an effective and strategic method for governments to contain the cost of attacks. However, the report noted that ransom payments may increase criminal incentives by the large funds allocated to the defense method.

“[The findings] mean there is a large surface for cybercriminals to attack local governments and hold sensitive citizen data hostage. Government officials need to understand the risk involved if their systems and data were suddenly gone or rendered useless,” said Deborah Golden, principal, Deloitte & Touche LLP, and cyber risk services leader.

Ellen Lord, undersecretary of defense for acquisition and sustainment and 2020 Wash100 Award winner, said the Department of Defense (DoD) expects to announce later this month the first projects under the Allied Prototyping Initiative, National Defense reported Tuesday.

DoD hopes the “end result will be interoperable prototypes developed on an equitable basis, delivered to coalition forces faster, and with a demonstrated potential for co-production,” Lord said Tuesday at the Pacific Operational Science and Technology Conference in Honolulu, Hawaii.

The office of the defense undersecretary for research and engineering unveiled API earlier this year to broaden prototyping opportunities between the U.S. and its allies as part of efforts to promote international collaboration on military research-and-development initiatives.

Lord also discussed the Pentagon’s Foreign Comparative Testing program, the role of joint interoperability in implementing the National Defense Strategy and her office's other efforts to advance engagement with allies and partners on acquisition.

Nicolas Chaillan, chief software officer of the U.S. Air Force, said the service branch’s effort to link the military across all domains through the Joint All-Domain Command and Control program would not entail a major technology transformation but would require a "completely new" open-source data architecture, FedScoop reported Tuesday.

“It is all the same” technology, he told the publication Tuesday. The Air Force will use Kubernetes and containers to build the new data architecture.

Chaillan said the service plans to develop the data architecture and stacks with built-in automated security.

Commission Report Calls for US Gov’t to Execute Structural Changes to Address Cyber Threats

A Cyberspace Solarium Commission report recommends the creation of new cybersecurity-focused independent committees in Congress and a Senate-confirmed national cyber director at the White House, The Wall Street Journal reported Tuesday.

The commission concluded that the U.S. government needs to implement structural reforms to address cyber threats that jeopardize economic and national security, according to the report obtained by the publication.

“The U.S. is currently not designed to act with the speed and agility necessary to defend the country in cyberspace,” the report noted. “Our country has lost hundreds of billions of dollars to nation-state-sponsored intellectual property theft using cyber espionage.”

The 182-page report suggested a “layered cyber deterrence” strategy to reduce the impact of cyber attacks. The strategy includes shaping responsible behavior in cyber space; denying benefits to adversaries; and imposing costs on threat actors who target the U.S. in cyber space.

“This is the 9/11 Commission report without 9/11,” said Sen. Angus King (I-Maine), who co-chaired the commission with Rep. Mike Gallagher (R-Wis.). “We understand that this is a tall order.”

The commission’s report is scheduled for release Wednesday, March 11.

DOE to Issue Awards for AI, ML Data Science Projects

The Department of Energy plans to invest $40 million in data science projects including those that leverage artificial intelligence and machine learning. DOE said Monday that it seeks efforts that would address data management issues faced by the department's science facilities.

“Major scientific facilities at our DOE national laboratories are generating vast and growing amounts of data for researchers every day,” said Chris Fall, director of the department’s Office of Science.

He added that both AI and ML hold the potential to support data management and operations taking place at national laboratories. DOE's data-related challenges include complex data extraction, real-time operations management and the use of virtual laboratory environments.

DOE program offices for nuclear physics, high-energy physics and basic energy science manage facilities that may benefit from the effort. Interested parties may submit proposals through May 1. DOE will use $13M to fund projects under the effort's fiscal year 2020 segment.
