Army Eyes 'Shoot-Off' Demonstration to Test Cruise Missile Defense Capabilities

The U.S. Army intends to facilitate a “shoot-off” exercise to determine the capacity of the service’s potential indirect fires protection systems to defeat cruise missiles, unmanned aircraft, rockets and other weapons, Defense News reported Monday.

In a report to Congress, the Army detailed plans to test IFPC Increment 2 capabilities at the White Sands Missile Range in New Mexico. 

The IFPC system is meant to protect semi-fixed or fixed assets against threats like subsonic and supersonic cruise missiles as well as unmanned aerial systems, the report noted. The platform should also be suited for mobility and integration with Sentinel radars and the Integrated Air and Missile Defense Battle Command System. 

According to the report, the competition will consist of two phases to “reduce program risk, while considering cost and schedule parameters.”

Previously, the Army acquired two Iron Dome batteries jointly built by Raytheon and Israeli firm Rafael to temporarily address needs for cruise missile defense.

CISA Releases Guidance for Ensuring Cybersecurity Amid COVID-19 Outbreak

The Cybersecurity and Infrastructure Security Agency has issued its guidance for organizations to help them prepare for infrastructure, cybersecurity and supply-chain threats amidst the COVID-19 outbreak.

The guidance includes recommended steps for ensuring workplace protection, establishing remote work policies and fortifying cybersecurity for telework operations. CISA also included recommendations for ensuring smooth logistics operations and addressing potential supply-chain slowdowns and disruptions. 

The agency noted that it is “working closely with partners” in efforts to prepare for a COVID-19 outbreak and identify containment and mitigation strategies.

"CISA will use its relationships with interagency and industry partners to facilitate greater communication, coordination, prioritization and information-sharing between the private sector and the government," the agency said.

According to the report, organizations should consider deploying virtual private networks, multifactor authentication and firewalls as the outbreak continues and remote employee access becomes more necessary.

Navy Designates Hershel Woody" Williams Vessel as Warship"

The U.S. Navy has commissioned Expeditionary Sea Base Hershel "Woody" Williams as a naval warship, shifting the vessel's role from a Military Sealift Command unit. The recommissioning changes the ship's designation from USNS to USS, the U.S. Marine Corps said Monday.

Hershel Woodrow Williams, a retired USMC officer and the ship's namesake, delivered an address on the ship's potential contributions as a naval ship.

“I’m grateful to all those who have the expertise to put something like this together,” said Williams, who is a Medal of Honor recipient.

As a naval warship, USS Hershel "Woody" Williams may now support a wider range of maritime warfare missions. The U.S. Navy announced earlier this year that it plans to commission all expeditionary sea bases as naval ships.

Kris Rowley to Step Down as GSA Chief Data Officer

Kris Rowley

Kris Rowley, chief data officer of the General Services Administration, is slated to leave the agency this week to take an undisclosed industry role, the Federal Times reported Monday.

Rowley was named CDO of the agency in 2013 and has led efforts to develop a data management strategy, implement cloud and analytics technologies, streamline data clearance procedures and establish a data governance framework.

He also spearheaded initiatives such as hackathon exercises and data literacy programs during his tenure.

Prior to joining GSA, Rowley oversaw data-related efforts at the Office of Management and Budget for more than a decade. He also spent time at the Department of the Treasury in director and senior manager roles.

He held a senior analyst position at the Internal Revenue Service earlier in his more than 18-year government career.

White House Looks at Approach to Boost Cyber Awareness in Space Industry

The White House's National Space Council is looking to pursue new policy on intellectual property across the U.S. space industry, Space News reported Monday. The potential directive would ask space companies to implement cybersecurity standards designed to protect IP data.

Mir Sadat, most recently a director with the National Security Council, said at the Satellite 2020 symposium that the White House has been receiving urges to boost awareness on space-related cyber threats. These threats include satellite network hackers and industrial espionage.

The government still has no plan to strictly impose these cybersecurity standards, but seeks to have industry figure out what to do, Sadat noted.

Julie Dunne, commissioner of federal acquisition service with General Services Administration (GSA), will serve as a keynote speaker during Potomac Officers Club’s 2020 Procurement Forum on Thursday, March 19th. Register here for POC’s 2020 Procurement Forum. 

Dunne was named commissioner of the U.S. General Services Administration’s Federal Acquisition Service in Jan. 2020. Dunne oversees the delivery of the more than $65 billion of products, services, and solutions that enable federal agencies to efficiently accomplish their missions while saving taxpayer dollars.

Under her leadership, FAS will continue implementing previously announced plans for consolidating the 24 separate Multiple Award Schedules (MAS) into a single Schedule. MAS Consolidation is one of the four cornerstones of the Federal Marketplace (FMP) strategy, GSA’s plan to modernize and simplify the buying and selling experience for customers, suppliers, and acquisition professionals.

Dunne recently outlined the 2020 version of its Federal Marketplace Strategy detailing revisions in its policies, processes and technologies in Feb. 2020, noting that the agency has begun implementing changes related to the consolidation of multiple-award schedules in solicitations.

Dunne stated that GSA has also deployed robotic process automation in supply chain security efforts, with GSA’s Truman Bot already working on business procedures and automating administrative tasks involving MAS offerings. In addition, GSA has implemented a Prohibited Products Robomod that screens products, equipment and software for potential vulnerabilities.

“Both of these efforts greatly reduce the amount of time our employees spend on repetitive data entry and manual tasks so they can instead spend time negotiating better prices for federal agencies to create taxpayer savings,” Dunne said.

During her keynote address, she will discuss the short term and long term strategies, acquisition innovation initiatives, commercial items acquisition, workforce initiatives, technology modernization and collaboration between government and industry.

Maryland Procurement Office Awards Jacobs $37M Contract to Support DoD HSD; Janet Schoenfeld Quoted

Jacobs has received a five-year, $37 million contract award from the Maryland Procurement Office to provide microelectronics engineering support to the Department of Defense (DoD) Hardware Solutions Division (HSD), the company announced on Tuesday. 

The contract has a negotiated award value of $37 million, made up of a $7 million base award and $30 million in options over a five-year period of performance, including a 12-month base period and four 12-month option periods.

"Jacobs will provide flexible technical solutions to HSD in support of many different technology applications to be used throughout the nation," said Jacobs Critical Mission Solutions Vice President of Mission IT and Engineering Janet Schoenfeld. "This contract is significant to defense mission solutions, where Jacobs has extensive knowledge, and will shape the next generation of innovative solutions for the DoD."

Under the contract, Jacobs will provide unconventional packaging, printed circuit board prototyping, technology development, custom device engineering and product validation and reliability solutions to the division. 

"The expansion of this program validates our ability to provide industry leading program management, systems engineering and software development as well as introducing technology innovations and efficiencies resulting in increased capability and reduced cost to the government," added Schoenfeld. 

Jacobs will leverage capabilities from recently acquired KeyW Corporation to perform work for DoD HSD. The company purchased KeyW Corporation in Dec. 2019. Jacobs’ acquisition of the company will support efforts to expand Jacobs’ cybersecurity and intelligence, surveillance and reconnaissance portfolio as well as its footprint in the intelligence community.

Steven Demetriou, chairman and CEO of Jacobs, has said that the company’s integration of KeyW is “off to a great start” as it seeks to leverage the latter’s low-Earth orbit and space intelligence offerings.

He added that the acquisition, which was completed in June, will help Jacobs support NASA ahead of the Artemis mission to the moon. “We see it as a tremendous long-term growth for the company,” noted Demetriou.

Why Government Contactors are Uncertain of DoD’s CMMC Regulations

After the Department of Defense (DoD) released the Cybersecurity Maturity Model Certification in Jan. 2020, contractors have begun to question the logistics and implementation of the new cybersecurity regulations. The scale and cost of the regulation change has been clouded by uncertainty.

One of the primary concerns is the continued emphasis that the CMMC is a flexible blueprint for effective cybersecurity and will not impose significant compliance or audit costs on smaller contractors and subcontractors. However, contractors have concluded that, at a minimum, the CMMC will require prime contractors to thoroughly assess their existing cybersecurity infrastructure, making it nearly impossible to regulate without cost.

Second, concern has circulated around whether or not CMMC will deter commercial companies and start-ups from participating in DOD contracts. Prior to CMMC contractors have used smaller companies to rapidly contract commercial companies that may prove to have useful military application.

Now, the DD has indicated that CMMC requirements will ultimately be incorporated into OTA contracts, primarily awarded to smaller businesses, raising the specter of increased cybersecurity compliance costs to work under contract. For small, commercially-focused companies that may be unable to readily fund the necessary upgrades.

Third, contractors have asked for clarification on the impact on suppliers that operate further down the DoD supply chain. If the DoD will require downstream suppliers to achieve the same CMMC certification as the prime contractor, that could significantly increase the cost of critical components and drive away potential suppliers.

Katie Arrington, chief information security officer at the Office of the Assistant Secretary of Defense for Acquisition and a 2020 Wash100 Award recipient, will serve as a keynote speaker at the CMMC Forum 2020. She will address the CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

In a March 5 letter to agency contractors, Soraya Correa, the Department of Homeland Security's chief procurement officer told her contracting staff to keep advised of the outbreak of Coronavirus (COVID-19) using the Center for Disease Control and Prevention's guidelines. 

Correa told contractors that "if contract performance is affected due to the COVID-19 situation, such as the need for alternate work locations, or travel or schedule changes, the contracting officer is the authority to discuss this with your company."

Since the COVID-19 outbreak in the nation's capital within the past week, federal agencies have begun preparations for possible restrictions that could be implemented in response to the epidemic. 

"If your employees must travel to affected areas, please have them contact you prior to their return to discuss possible telework or leave options," she advised. She added that managers have their employees contact them if they've been in close contact with a person "known to have COVID-19" or if airport screeners told them to self-quarantine after returning from travel overseas.

The predicted contracting adjustments will continue to change government contracting regulations as COVID-19 remains a prevalent threat. For example, for federal meetings, officials urged contractor attendees to have an alternate representative ready to send, if the primary contractor falls ill.
