Hughes Network Systems has partnered with OneWeb, the global communications company with a mission to bring connectivity to everyone everywhere, to become a worldwide distribution partner for OneWeb and integrate low earth orbit satellite services, the company announced on Monday.

"We are entering a new era of global connectivity demand that can only be fulfilled by a mix of data transport services, including terrestrial, geostationary and Low Earth Orbit satellites," said Pradman Kaul, president of Hughes. 

Hughes will utilize OneWeb's constellation of Low Earth Orbit (LEO) satellites to expand its service offerings and ensure the company’s customers can access low-latency, high-speed connectivity, regardless of location. Applications will include enterprise and government networking, cellular backhaul and community Wi-Fi hotspots.

"OneWeb complements our service portfolio with a truly global coverage, low-latency option that will enable our customers to meet their end users' needs for connectivity everywhere," Kaul added. 

The partnership will expand an already successful relationship between the two companies. Hughes has invested, through its parent company EchoStar, to develop essential ground network technology for OneWeb's LEO system.

OneWeb has worked with a variety of distribution partners in each of its core markets to provide new business and expansion opportunities through the low latency, global, high throughput attributes of the company’s network.

OneWeb is building its initial constellation of 650 LEO satellites. The company has projected that by the end of 2021, OneWeb will be offering low latency globally, with the same capacity over the water, in the air and  in previously unconnectable places. 

Through Hughes’ gateways, the company has started service testing on the satellites and network availability. The results have been successful, including seamless satellite and beam handovers, high speeds and low latency.

The gateways feature multiple tracking antennas to support operation and handoff of high-speed user traffic to and from the LEO satellites, and can handle up to 10,000 terminal hand-offs per second. Every OneWeb terminal, whether for fixed or mobile services, will incorporate a core module, including modem, developed and manufactured by Hughes.

PredaSAR Corporation has appointed three former U.S. Air Force generals, General William Shelton, Lieutenant General Richard Newton and Major General Douglas Raaberg, effective immediately, the company announced on Monday.

"We are thrilled to welcome all three generals to the Board," said Marc Bell, PredaSAR Chairman and Co-Founder. "With their combined legacies of trusted and strong leadership, and their combined century of experience with the United States Air Force, they will no doubt deliver tremendous knowledge, industry insight, and the ability to leverage many new and exciting opportunities within the aerospace sector."

Shelton will bring ample expertise in space technologies to PredaSAR’s board. As commander of the Air Force’s Space Command, he ensured mission-ready space and cyberspace forces and capabilities for NORAD, U.S. STRATCOM and other global commands. 

Shelton also supervised network operations, managed a global network of satellite command and control, communications, missile warning and space launch facilities and space system development and acquisition. He is currently an independent consultant and a Member of the Board of Directors for Airbus United States Space and Defense Inc, Colorado Thirty Group and Voyager Space Holdings.

In Newton’s career with the Air Force, he served in a variety of high-ranking leadership roles, retiring as assistant vice chief of staff and director for the Air Staff at the U.S. Air Force Headquarters. Currently, he serves as managing partner of Pioneer Partnership Development Group, a director with USAA Mutual Fund Trust and Victory Capital Management.

"PredaSAR will address an ever-increasing need for 24/7 actionable, earth observation data, to government and commercial customers. To do so, PredaSAR has been carefully and strategically developing the best of the best commercial SAR satellite system, along with retaining the best and most trusted talent," said Newton.

Raaberg holds the position of executive vice president of the Air Force Association, where he guides the strategic direction for professional military and aerospace education within the nation.  Throughout his career, Raaberg has proven his success in business and defense. 

He will bring his knowledge of transforming vision into strategy to deliver innovative results to PredaSAR.  With the Air Force, he led the most advanced air, space and cyber operations in support of the United States, NATO and other international forces in Iraq, Afghanistan and the Horn of Africa.  

Raaberg also has extensive experience in international military affairs, where he has supervised regional operations as the Deputy Director of Operations for U.S. Central Command. In his most recent international position as chief executive of Northrop Grumman in the United Arab Emirates, he managed a new multi-national office that integrated a $500 million portfolio of four corporate sectors into a country-focused effort.

DHS Seeks Industry Participants for Privacy Tech Demo Initiative

The Department of Homeland Security is inviting privacy-enhancing technology developers to apply to participate in a program that seeks to evaluate the performance of platforms designed to encrypt or obfuscate faces in video footage.

DHS said Friday its science and technology directorate wants partial or full systems that can process videos in real time and intends to select providers to join the 2020 Privacy Technology Demonstration, which is scheduled to take place in September.

The directorate will consider developers of camera systems that are equipped with an edge processing tool or a video obfuscation software, the department added.

Arun Vemury, director at DHS S&T's Biometric and Identity Technology Center, said such platforms "may help organizations to continue to provide public safety while protecting the privacy of individuals and guarding against technology misuse."

Interested vendors have until April 30 to submit their applications for the demo.

S&T plans to provide more details to obfuscation system providers through a webinar later this month and a  post on the Maryland Test Facility website.

Jacobs has acquired Wood Nuclear business for an enterprise value of approximately $325 million to enhance its total lifecycle nuclear services and technology-enabled solutions, the company announced on Monday. 

"Bringing together Wood Nuclear within Jacobs' Critical Mission Solutions business provides a powerful platform to support clients' complex programs, respond to unprecedented changes in the many sectors and geographies where we work and help accelerate commitments to a more sustainable future," said Jacobs chair and CEO Steve Demetriou. 

Jacobs will expand strategic support to clients' mission-critical defense and clean energy priorities, nuclear clean-up and decommissioning, environmental restoration and operational support. Clive White of Wood Nuclear will lead the new combined business as senior vice president of Critical Mission Solutions, International (CMS-I). 

Under the acquisition, Jacobs will leverage its industry leading integration approach to develop a joint Jacobs-Wood Nuclear Integration Management Office (IMO). The office will work to oversee the integration process to maximize the value of the new entity. 

Jacobs senior vice president, Pete Lutwyche, will supervise the implementation of the IMO and support its initiatives in the broader business. This purchase will provide Jacobs with more than 2,000 employees to the company’s business. Jacobs has planned to recruit 300 to 400 additional employees into highly-skilled roles into 2021.

Wood Nuclear will also expand Jacobs' U.K. employee base to nearly 11,000 and increase access to specialist talent,  particularly in locations across Cheshire and Cumbria, U.K., and expanded reach into Europe, Japan, the Middle East, South Africa and the U.S.  

Jacobs' has projected its investment in the U.K.'s largest independent nuclear research, development and testing facilities, will provide enhanced capabilities, including remote handling, cyber, inspection technology and test rig facilities.

Some U.S. military personnel took joined their counterparts in six other countries to guard information technology networks and exchange data to avoid cyber attacks during a multinational exercise that took place in Bangkok.

Participants from the U.S., Thailand, Japan, Malaysia, Singapore and Indonesia trained in realistic  environments as part of the Cyberspace Field Training Exercise, the U.S. Army said Friday.

Lt. Col. Jason Silves of the Washington Air National Guard's 194th Wing served as the country's lead Cyber FTX representative.

"The cyber exercise is the opportunity to bring six nations together to work on … what is the most critical component from the multinational force's perspective of, in at least this exercise, modern warfare," Silves said.

During the activity, some cyber teammembers were defending a self-contained network while others acted as "red team" adversaries attempting to breach the network.

The exercise was part of Cobra Gold 2020, which occured from Feb. 24 to March 6 and sought to help multinational forces address regional security objectives.

The Securities and Exchange Commission has proposed amendments to the current exempt offering framework under the Securities Act of 1933 in an effort to expand investment opportunities and advance capital formation.

"Emerging companies—from early-stage start-ups seeking seed capital to companies that are on a path to become a public reporting company—use the exempt offering rules to access critical capital needed to create jobs and scale their businesses," SEC Chairman Jay Clayton said in a statement published Wednesday.

“These proposals are intended to create a more rational framework that better allows entrepreneurs to access capital while preserving and enhancing important investor protections.”

The proposed rule changes seek to address the ability of issuers to transition from one exemption to another; raise the offering limits for Regulation A, Regulation Crowdfunding and Rule 504 offerings; establish consistent and clear rules with regard to offering communications between issuers and investors; and coordinate certain eligibility and disclosure requirements and provisions for bad actor disqualification to reduce differences between exemptions.

Stakeholders have 60 days to comment on the proposed amendments.

John Whitley, who performs the duties of director of the office of cost assessment and program evaluation at the Department of Defense, said the office of DoD’s chief management officer is reviewing each of the service branch’s budgets to align them with the National Defense Strategy, DoD News reported Friday.

Whitley said Wednesday at the McAleese Defense Programs Conference that the reviews will materialize in the defense budget cycles from fiscal year 2022 through FY 2026.

He said the Pentagon had to look within to free up money to support programs meant to counter threats posed by Russia and China. Those programs include artificial intelligence, hypersonics, 5G, missile defense and nuclear triad modernization.

The Pentagon conducted a defense-wide review between August and November and Whitley noted that the department was able to find approximately $6 billion in funds to support high-priority initiatives in the FY 2021 budget.

The U.S. Navy is dropping plans to extend by another 10 years the expected 35-year service lives of DDG 51 Arleigh Burke-class destroyers after it found that the plan was not cost effective, Defense News reported Saturday.

“Service life extensions can be targeted, physical changes to specific hulls to gain a few more years, or a class-wide extension based on engineering analysis,” James Geurts, assistant secretary for research, development and acquisition at the Navy and a 2020 Wash100 Award winner, said in his written testimony to the Senate Armed Services Committee. “The Navy has evaluated the most effective balance between costs and capability to be removing the service life extension on the DDG 51 class.”

The Navy is expected to lose 27 DDG 51s between 2026 and 2034 as a result of the cancelation of the hull life extensions. The service said in its 30-year shipbuilding plan for fiscal year 2020 the proposed service life extension for destroyers was key to reaching the 355-ship goal.

The Pentagon has yet to submit its three-decade shipbuilding plan for FY 2021.

The U.S. Air Force is slated to conclude its feasibility study that will help the service assess its need for commercial aerial refueling services, Defense News reported Thursday.

Gen. Maryanne Miller, commander of the Air Mobility Command, told the publication in a prior interview that the Air Force seeks to establish requirements for a potential contract award on tanking services to support testing and training activities.

She noted that the command plans to achieve an initial operating capability certification with a few aircraft within a year.

“The interest is high on the commercial side,” said Miller. “The commercial companies who are considering this are really waiting to see the feasibility study, which will be completed in March.”

According to Miller, privately operated tankers will not fly for combat or other overseas missions and will be used for tasks within the continental U.S.

Alexander Mather, a seventh-grade student at Lake Braddock Secondary School, won an essay contest that determined the name of the Mars 2020 rover. Thomas Zurbuchen, associate administrator of NASA's Science Mission Directorate, congratulated Mather who won the Name the Rover contest, the space agency said Friday.

Mather's win renders the rover's name to be "Perseverance," following Curiosity that began Mars exploration in 2012. NASA launched the contest in late August 2019. Experts from different sectors evaluated the 28,000 entries and selected 155 for the semifinals.

"This Mars rover will help pave the way for human presence there and I wanted to try and help in any way I could," said Mather.

The space agency then opened voting to the public, narrowing the competition down to nine finalists who got the chance to talk with NASA officials, astronauts and the winner of the last rover-naming contest in 2009. Perseverance is scheduled to launch in July this year and begin exploration on the red planet's Jezero Crater in February 2021.
