Matt Kraning, co-founder and chief technology officer of Expanse, will moderate “The Role of the DIB in Countering Adversary Activity” panel at the Potomac Officers Club’s CMMC Forum 2020 on Thursday, April 2nd. Register here for POC’s CMMC Forum 2020.

Kraning is an expert in large-scale optimization, distributed sensing and machine learning algorithms run on massively parallel systems. Prior to co-founding Expanse, Matt worked for the Defense Advanced Research Projects Agency (DARPA), including a deployment to Afghanistan.

The Department of Defense (DoD) officially released its Cybersecurity Maturity Model Certification (CMMC) to certify DoD contractors’ cybersecurity practices and bolster supply chain security at the beginning of the year.

CMMC’s revision has moved away from self-certification, replacing current National Institute of Science and Technology’s (NIST) standards for cybersecurity with a five-level system of requirements for defense contractors.

As a moderator at POC’s event, Kraning will introduce the most important topics on the new CMMC guidelines, including CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

In addition to “The Role of the DIB in Countering Adversary Activity” Panel, Katherine Arrington, chief information security officer (CISO) for the Office of the Under Secretary of Defense, will serve as a keynote speaker at the event.

Arrington, 2020 Wash100 Award recipient, serves as the central coordinator and integrator within the OUSDA and Sustainment (OUSD(A&S)), to align acquisition cyber strategy.

As the cyber lead and programmatic analytic advisor for strategic cyber programs, she is responsible for conducting analysis within the major defense acquisition program portfolio and across the DoD. Arrington will provide insight into Cyber Security Maturity Model Certification (CMMC) during her keynote address.

DoD CIO Dana Deasy Receives Second Consecutive Wash100 Award From Jim Garrettson, CEO of Executive Mosaic

Jim Garrettson, founder and CEO of Executive Mosaic, presented chief information officer of the Department of Defense (DoD), his second consecutive Wash100 Award as part of the 2020 selection. 

Executive Mosaic recognizes Deasy for prioritizing information technology projects that drive DoD's digital modernization and new tech adoption. He secured his 2019 Wash100 Award for promoting and developing artificial intelligence capabilities and spearheading cloud adoption efforts for the department, which have continued heading into 2020. 

In October 2019, DoD awarded Microsoft the 10-year, $10B Joint Enterprise Defense Infrastructure (JEDI) cloud computing contract, which Deasy said marks a step in the implementation of the department’s digital modernization strategy in support of the National Defense Strategy.

“What’s really unique is the variety of the 14 early adopters allows us to test various principles on JEDI from the tactical edge all the way to the top secret — needing to use the cross-domain,” Deasy said at the AFCEA NOVA Air Force IT Day. “So we’re going to learn fairly quickly what it takes to actually now go from the strategic vision to the ability to stand it up and to bring it to life.”

Along with cloud, cybersecurity and 5G capabilities, Deasy has helped advance artificial intelligence. Calendar year 2019 marks the launch of the Pentagon’s AI strategy, which Deasy said supports every facet of the National Defense Strategy.

He noted the department’s AI strategy focuses on increasing agility and speed and that the performance of AI program will depend on the department’s relationships with external and internal partners. “Interagency, industry, our allies and the academic community will all play a vital role in executing our AI strategy,” he added.

DoD’s Joint AI Center is planning to incorporate algorithmic processing into combat operations as part of its Joint Warfighting initiative. “We are ready to start our first lethality project next year in the joint war fighter targeting space,” Deasy said in an interview in December 2019.

Speedcast Launches SD-WAN Solution to Provide Improved Network Management; Tim Bailey Quoted

Speedcast International Limited has launched an advanced software-defined wide area network (SD-WAN) solution that will integrate satellite, LTE, wireless and fiber technologies to improve network performance, the company announced on Friday.

“Having a modern, reliable network is critical for our offshore and onshore customers’ operations and digital transformation strategies Speedcast SD-WAN is the ideal solution for increasing the availability, stability, and bandwidth of our customers’ remote site connectivity, while delivering a better end-user experience and improved operational efficiencies,” said Tim Bailey, executive vice president, products, marketing and business development, Speedcast.

Speedcast’s SD-WAN software has been designed for onshore and offshore users and will provide its customers with high performance, dynamic access to applications across networks, while simplifying maneuverability and lowering costs.

The network management system will allow Speedcast’s customers to stay ahead of the curve, as networks and satellite connections grow, by ensuring seamless business operations. The company’s customers will be able to integrate SD-WAN with their mission-critical communications to maximize available bandwidth and application uptime.

Additionally, Speedcast has simplified link management with the SD-WAN solution. With all disparate WAN links configured inside a secure conduit, Speedcast SD-WAN will simplify routing through a single, end-to-end solution that will route traffic across links and aggregate the bandwidth to maximize throughput.

KPMG Releases Report, Showing U.S. Leads Against China in Disruptive Technologies; Tim Zanni Quoted

KPMG has released its 2020 Global Technology Industry Innovation Survey, revealing that technology leaders regard the United States as the most promising market for developing disruptive technologies, with more than twice as many saying it’s ahead of China and India, the company reported on Thursday.

“We believe that survey respondents perceive the current U.S. stance on technology and intellectual property, as it pertains to China, means that China must now spend more time and resources to develop its own domestic innovation ecosystem,” said Tim Zanni, KPMG Global and U.S. Technology Sector Leader.

The report stated that the U.S. had a global impact of 28 percent while China and India tied for second, both ranking 13 percent in developing disruptive technologies.

KPMG also noted that new cities are beginning to rise in hub rankings. The report revealed which cities and presumed global leaders will start to lead technology innovation hubs over the next four years.

Singapore, seventh last year, increased to the top of this year’s global rankings. Singapore offers an advanced IT infrastructure, strong government support and IP protection laws and a deep pool of talent. London moved from third to second. Tel Aviv placed 15th last year, but moved to third place in 2020.

Excluding Silicon Valley and San Francisco, New York placed fifth globally, gaining influence from Google, Amazon and Apple investment announcements. 37 percent of respondents stated that it was likely the innovation center of the world would move from Silicon Valley in the next four years, reasoning that the U.S stance will keep more proprietary knowledge and intellectual property inside the nation.

The data retention will make it more difficult for a city outside the U.S. to overtake Silicon Valley as the innovation center in the next four years. Respondents noted that Silicone Valley faces two main challenges: the innovation/entrepreneurial infrastructure of other cities will match or exceed Silicon Valley and the rise of the gig economy and virtual collaboration tools enable innovation anywhere.

The 2020 KPMG Technology Industry Innovation Survey, in its eighth year, consisted of 810 technology leaders (54% C-level executives) across twelve countries. The online survey was conducted from December 2019 to January 2020.

Accenture has acquired Context Information Security, a leading cyber defense consultancy, to accelerate growth of Accenture Security in the U.K. and across the globe, the company announced on Friday.

“Combining a group of highly skilled cybersecurity professionals globally while providing differentiated services to clients in the U.K. market,” said Kelly Bissell, a senior managing director at Accenture, who leads Accenture Security. “The deal signals continued aggressive growth for Accenture Security and gives us a new branch of talented family members to help clients grow their business.”

Context Information Security, founded in 1998 and headquartered in London, provides information security services in the U.K. and in global financial markets. With the purchase, Accenture Security will gain its high-end cyber defense, intelligence-driven red team, vulnerability research and incident response services.

Additionally, Context Information Security has offices in Germany, the U.S. and Australia, which will expand Accenture Security’s existing portfolio and become part of Accenture’s cyber defense offerings. Accenture Security will also acquire 250 employees, which will further the company’s  services to clients.

Context Information Security offers a variety of branches, including financial services, government, aerospace  and defense, and critical infrastructure. The company has provided assistance to government organizations, financial institutions and other clients, responding to the threat of advanced cyberattacks.

“Context has a remarkable set of cybersecurity skills, capabilities and reputation in the U.K…to complement the growth we have already driven for more than a decade in this market,” said Nick Taylor, UKI lead at Accenture Security. “We are excited to welcome this talented group of professionals that share a common vision of providing world-class cybersecurity to our clients.”

Accenture has also agreed to acquire Symantec’s Cyber Security Services business, which is the latest in a series of acquisitions, including those of Deja vu Security, iDefense, Maglan, Redcore, Arismore and FusionX, that demonstrate Accenture Security’s commitment to investing, innovating and scaling its cybersecurity services for clients.

President Trump signed a new $8.3 billion spending bill to combat the spread of coronavirus, the White House announced on Friday. The funds will be allocated to the prevention efforts and research to expedite the development of a vaccine for the virus. 

The emergency spending bill was brought to Congress on Wednesday and approved by the House and Senate Thursday. Within the past week, worldwide cases surpassed 100,000 and world health officials have warned that the virus is on the verge of becoming a pandemic.

The administration will use the funding to fight the outbreak and instill preventative measures. For more infected states, like Washington and California, the funds will be used to respond to crises by providing public lab testing, quarantine and sanitation of public areas. 

“I can tell you we need these funds. We need them now,” Washington senator Maria Cantwell said. Washington state has currently reported 11 deaths from the virus. The bill will fund states based on a population based CDC formula and includes over $3 billion in vaccine research. 

The federal government noted that, within the nation, there are a total of 233 people who are infected with the virus and 14 deaths. Legislation will still debate issues surrounding the virus, including whether employees should receive paid time off or have the ability to work from home. 

Sen. Patty Murray and Rep. Rosa DeLauro introduced emergency paid sick days legislation requiring all employers to allow workers to accrue seven days of paid sick leave and an additional 14 days available immediately in the event of any public health emergency.

The World Health Organization (WHO) has also warned governments that the continued international spread of coronavirus is "not a drill" and will require significant action if public health authorities are to contain the deadly outbreak.

"This is not a drill. This is not the time to give up. This is not a time for excuses. This is a time for pulling out all the stops. Countries have been planning for scenarios like this for decades. Now is the time to act on those plans," Tedros said. "This epidemic can be pushed back, but only with a collective, coordinated and comprehensive approach that engages the entire machinery of government," said WHO chief Dr. Tedros Adhanom Ghebreyesus.

The Cyberspace Solarium Commission is set to release on March 11 a report outlining 75 policy recommendations to transform how the federal government responds to cyber issues, Fifth Domain reported Thursday.

Rep. Mike Gallagher (R-Wis.), co-chair of the commission, said the panel wants to provide the U.S. president the power to declare a “cyber state of distress” to provide agencies access to a “cyber response and recovery fund.”

“This new mechanism … would allow states, local, tribal and territorial governments access to enhanced federal expertise and resources that they currently don’t have right now,” Gallagher said Thursday at a Foundation for the Defense of Democracies event.

The commission’s report is expected to suggest ways to improve the federal government’s collaboration with the private sector, address the industry’s role in cyber deterrence and tackle cyber jurisdictions and creation of a cyber emergency fund.

Nand Mulchandani, chief technology officer of the Department of Defense’s (DoD) Joint Artificial Intelligence Center (JAIC), said JAIC plans to fund AI projects by implementing a venture capital model that involves mission teams and product managers, Defense One reported Thursday.

He said the mission team will be composed of client representatives to identify the type of agency data that might prove useful in addressing a problem and the product manager will oversee the actual development of a product and “gather customer needs, make those into product features, work with the program manager, ask, ‘What does the product do? How is it priced?’” He said the product manager and the mission team will bring a small portion of agency data to software vendors who can help address the problem.

“We’re going to have a Series A, a seed amount of money. You [the vendor] get a half a million bucks to curate the data, which tends to be the problem. Do the problem x in a very tiny way, taking sample data, seeing if an algorithm applies to it, and then scale it,” Mulchandani said Wednesday during an Intelligence and National Security Alliance-hosted event.

Paul Cunningham, chief information security officer at the Department of Veterans Affairs, said VA wants to learn from the Department of Defense’s experience and challenges when it comes to the deployment of electronic health records system in order to facilitate its own EHR rollout, Nextgov reported Thursday.

Cunningham told the publication he expects the department’s partnership with the Pentagon to move into the digital domain and provide VA access to the “full force of DOD protecting our network as well.”

Recruiting tech talent is a major concern facing VA and Cunningham said strengthening collaboration with the private sector could help address the problem.

“We’ve got to look at where we can partner with the private sector, for them to train people who can feed our machine and our people can feed back out in a more porous manner, so people don’t feel like they’re taking a big hit,” Cunningham said.

Cunningham shared his views on risk management and cited the need to provide employees with role-based cyber training.
