NASA OKs Hardware Dev't Start for Infrared Telescope Program

NASA has approved its new infrared telescope to undergo hardware development and testing, marking a new technical milestone in the program. The space agency said Monday that its Wide Field Infrared Survey Telescope or WFIRST will undergo finalization with efforts to design engineering test units.

These test units would help NASA verify the telescope's ability to operate in austere space conditions. The telescope is designed to detect infrared signals in space to study dark energy and also remotely explore planets beyond the solar system.

NASA expects to spend $3.2 billion on WFIRST's development, with a maximum potential cost of $3.93 billion. The telescope will continue to receive funds under the Fiscal Year 2020 Consolidated Appropriations Act through September. The WFIRST program may not receive funds in FY 2021 due to a proposal to focus on the James Webb Space Telescope.

Space Force Conducts ISR Conference Event

The U.S. Space Force hosted an event in February that sought to address various intelligence, surveillance and reconnaissance needs in the service branch.

The Senior Intelligence Officer Conference featured discussions on ISR unit readiness and warfighter capabilities and explored initiatives such as training and defensive cyber operations, the Space Force said Wednesday.

Col. Suzy Streeter, director of ISR at Headquarters USSF, said the military must engage together in dialogue to assist the service branch in developing space policies.

“The discussions started at this conference will continue as we determine the organizational structure and ISR missions within the USSF as space ISR professionals develop new techniques to sense, identify, attribute and share the rapidly evolving threat picture – the threat that initially spurred the establishment of the Space Force,” said Lt. Col. Matthew Roberts, operations division chief of ISR at HQ USSF.

DOE Unveils Funding Opportunity for Fusion Energy Research Efforts

The Department of Energy intends to award $30 million in grants to support the development of machine learning and artificial intelligence methods in fusion energy research. DOE said Wednesday that it eyes to provide $17 million in support of research efforts that will cover the management of facility operations, forecast of plasma phenomena and rapid discovery efforts in the area of data science.

A separate $13 million grant will be provided to fund fusion theory studies and observe various factors that affect the movement of plasma within fusion reactor systems. Each funding opportunity will run for two to three years and recipients may receive an additional $7 million through fiscal year 2020 funds and Congressional appropriations. Universities, private sector firms, nonprofit organizations and national laboratories are eligible to participate in the projects.

“Recent advancements in Artificial Intelligence and Machine Learning technologies can bring new, transformative approaches to tackling fusion energy theories and challenges,” said Dan Brouillette, secretary at DOE.

Navy Plans Future Milestones After Gerald R. Ford Carrier Turnover

The U.S. Navy works to prepare USS Gerald R. Ford or CVN 78 for flight deck certification this month, following the ship's recent operational turnover. The service branch said Tuesday that it granted the ship's operational control to Carrier Strike Group Twelve led by Rear Adm. Michael Boyle.

The group formerly operated on USS Abraham Lincoln and is now preparing Ford for future activities under a Post Delivery Test and Trials period. The ship is now in the fourth month of the phase that will last for 14 more months.

Thomas Modly, acting Navy secretary, gathered experts during the CVN 78's second summit to support the ship's operational transition. The event took place Feb. 26. Engineers are also working to complete the carrier's advanced weapons elevators before full ship shock trials in fiscal year 2021.

“NNS [Newport News Shipbuilding] is working as hard as they can to deliver the remaining elevators in the most efficient timeline possible,” said, Capt. John J. Cummings, who commands USS Gerald R. Ford.

Huntington Ingalls Industries' NNS division built the ship.

Christopher Wray, director of the FBI, has said that the influx of cyberattacks and intrusions meant to weaken U.S. infrastructure is “unrelenting”, the Boston Globe reported Wednesday.

Wray told attendees at a Boston College event that hackers acting on behalf of U.S. adversaries aim to steal research, technology, ideas and “anything that can give them a competitive advantage.” He noted that adversary attacks primarily come from China, Russia, Iran and North Korea.

“We can’t just fight this threat one by one: One bad guy at a time, one syndicate at a time, one victim company at a time,” said Wray. “We’ve also got to tackle the cyberthreat as a whole, applying our capabilities, our intelligence, and our partnerships to their full extent.”

According to Wray, the FBI will continue to work on indicting cybercriminals and imposing potential sanctions on foreign actors.

Cyberspace Solarium Commission Seeks State Dept Unit on Cyberspace, Emerging Tech

The Cyberspace Solarium Commission recommends the State Department to appoint an assistant secretary of state responsible for leading efforts related to emerging capabilities and cybersecurity, Fifth Domain reported Wednesday. The Congress-mandated commission plans to issue its 75 recommendations in a report slated for release on March 11.

The recommendations include the establishment of a Bureau for Cyberspace Security and Emerging Technologies to address concerns that the State Department is not launching more cybersecurity-focused initiatives.

Rep. Jim Langevin, D-R.I., is a member of the commission and said the proposed assistant secretary position would report to the undersecretary of political affairs or deputy secretary of state. 

The State Department requested $6 million in its fiscal 2021 budget request for the creation of a cyberspace security and emerging technologies office.

The U.S. General Services Administration (GSA) and the Department of Defense’s (DoD) Joint Artificial Intelligence Center (JAIC) have announced new innovations to leverage data as a strategic asset and advance AI across the DoD, through the Centers of Excellence (CoE) collaboration, the administration announced on Thursday.

"This next step paves the way for the DoD to improve how we manage and leverage data as a strategic asset," said Lt. Gen. Jack Shanahan, director of the Joint Artificial Intelligence Center and 2020 Wash100 Award recipient. "We appreciate the CoE's commitment to creating a collaborative environment that enables solutions for broader AI governance, technology acquisition strategies, and scaling AI solutions through the Joint Common Foundation."

JAIC stakeholders and CoE members have engaged in a series of human-centered design workshops to determine essential roles and responsibilities for managing data assets. The determination will shape a flexible governance framework to manage data holdings, including cybersecurity, healthcare, predictive maintenance and business automation.

“The CoE model gives us an opportunity to share experience gained from industry and federal partners with the JAIC, building on the successes of organizations that have come before us,” said TTS director Anil Cheriyan. “The AI journey is one we are taking together and it’s essential to get the fundamentals right. We are offering a pathway for agency partners to accelerate their own AI journey.”

Through implementing governance tailored specifically to AI initiatives, the partnership has created an innovative AI stance. The system integrates flexibility and interoperability of an enterprise-wide Joint Common Foundation expedite AI capabilities. 

CoE will accelerate IT modernization at federal agencies through securing private sector innovation and government services. It will also centralize the best practices and expertise for holistic transformation.

“In partnership together, the team has achieved significant milestones very quickly,” said CoE Executive Director Bob De Luca.“The efforts of the CoE are amplified by the JAIC’s focus on action and immense commitment to the mission, enabling us to gain momentum to scale AI within the DoD.”

U.S. Air Force officials told senators at a hearing that the service seeks to prioritize efforts to establish a joint command-and-control system, dominate space and generate nuclear combat power in its $169 billion budget proposal.

The Air Force said Tuesday that USAF Secretary Barbara Barrett and Gen. David Goldfein, the service's chief of staff and 2020 Wash100 Award recipient, testified before the Senate Armed Services Committee on the military branch’s priorities for its fiscal 2021 budget request.

Barrett outlined goals related to countering peer competitors like China and Russia. These include establishing the Joint All-Domain C2 battle management platform, sustaining the U.S. Space Force and modernizing the nuclear triad’s land and airborne units to include additional squadrons and B-21 long-range bomber aircraft.

“This budget, building on the last three, offers the most aggressive package of strategic trades we have made as a service in over two decades to achieve complete alignment with the National Defense Strategy and secures our nation’s military superiority over the next decade,” said Goldfein.

The Air Force noted that the proposed budget also covers the acquisition of modernized aerial refueling, transport, supersonic and surveillance aircraft.

Gen. Paul Nakasone, who leads U.S. Cyber Command and is a 2020 Wash100 Award recipient, considers election security as his priority and said federal agencies are ready to address potential foreign interferences, The Hill reported Wednesday.

He discussed this priority to a panel during a House Armed Services subcommittee hearing that took place Wednesday. The hearing focused on U.S. Cyber Command’s budget proposal for fiscal year 2021. Nakasone said his command and other agencies have been coordinating on election threats, making the 2018 elections seem like a "pickup game" in comparison with Tuesday's primary election.

The Pentagon will hold a public hearing in late April or early May for its new cybersecurity contracting standards, Ellen Lord, under secretary of defense for Acquisition and Sustainment with Department of Defense and 2020 Wash100 Award recipient, announced. The department will prepare to select third party auditors and implement the requirements in 10 pilot programs in spring 2020.

Concerning DoD’s Cybersecurity Maturity Model Certification (CMMC) program, Lord said her top priority has been “to communicate, communicate and communicate again” with industry, associations and Congress so that companies can understand their responsibilities to meet the government’s new cybersecurity standards.

The CMMC program is designed to ensure that any business working for the government can demonstrate it can defend its computer networks against adversarial cyber attacks. The DoD’s final version of the CMMC in has been expected to start implementing it this fall to secure its supply chain. “It is no secret we are at cyber war everyday,” she noted.

DoD has planned to select third party vendors, creating CMMC-related training material, promulgating rulemaking and completing an agreement with the newly established CMMC accreditation body that will certify auditors, Lord explained.

The undersecretary also noted that DOD’s initial CMMC work has caught the attention of contracting officials in other countries, and that the department is working with Canada, Australia, Singapore, the United Kingdom, Denmark, Italy, Sweden, Poland and others, as well as the European cybersecurity agency.

“All of the countries or groups are asking whether or not they can adopt our CMMC for their use,” said Ellen Lord, “which is exciting.”

Katie Arrington, chief information security officer at the Office of the Assistant Secretary of Defense for Acquisition and a 2020 Wash100 Award recipient, will serve as a keynote speaker at the CMMC Forum 2020. She will address the CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

A full expert panel will include Ty Schieber, senior director of executive education and CMMC-AB chairman of the University of Virginia and Richard Naylor of the Defense Counterintelligence and Security Agency (DCSA) among other members of the federal sector and industry.
