ACT-IAC, Leadership Development Program Select Leidos Senior Director of Medicare Services, Lisa Gardner, for 2020 Class of 20 Government and 20 Industry Participants

The American Council for Technology and Industry Advisory Council (ACT-IAC) has announced its 2020 Partners Program class on Thursday. Lisa Gardener, senior director and account lead for the Centers for Medicare and Medicaid Services portfolio at Leidos has been selected for the class of Industry Participants.

“Outstanding professional development programs are a key component of the ACT-IAC value proposition,” said David Wennergren, ACT-IAC CEO, “and the Partners Program has a 24 year legacy of building relationships and honing leadership skills.”

This nine-month program pairs government and industry professionals to collectively engage, develop and prepare for their future roles at the Senior Executive Service (SES) and corporate executive officer levels.

Lisa Gardner, a former vice president of Engility, was appointed senior director and account lead for the Centers for Medicare and Medicaid Services portfolio at Leidos in July 2019. She supervises Leidos’ capture and business development efforts within its CMS market area.

The 24-year government information technology industry veteran also served as vice president of business development at Pyramid Systems, a woman-owned company that offers IT consulting services to the federal sector.

Gardner was a program manager at Dynamics Research Corp. for four years and moved to Engility months after its acquisition of DRC. She served as Engility’s client account director in charge of its projects with federal clients such as the National Oceanic and Atmospheric Administration, Bureau of Fiscal Service and Internal Revenue Service.

She also worked for General Dynamics’ IT business as project manager focused on Department of Homeland Security programs.

“The Partners Program serves as an example of what both Government and Industry can accomplish through collaboration and partnership. The relationships that are forged last a lifetime…I am looking forward to working again with a new set of leaders and Partners this year as we embark on a journey to improve government for our citizens,” Mitzi Mead, industry chair of the class.

Senate OKs Resolution to Curb Trump's War Powers Against Iran

The Senate on Thursday voted 55-45 to pass a bipartisan resolution that would limit President Donald Trump’s ability to take military action against Iran without congressional authorization, NPR reported Thursday.

"The resolution just says no war with Iran, unless you come and make that case to Congress. And if you make the case to Congress, in front of the American people, and we all have the discussion, ask the tough questions and conclude, sadly, it's in the national interest, that's one thing," Sen. Tim Kaine (D-Va.), the legislation’s sponsor, told the publication. "But if we're not even willing to have that discussion, we shouldn't be forcing people to risk their lives."

The war powers resolution includes a provision that would allow the president to launch offensive strikes to defend the country against an imminent attack. The resolution was in response to the president’s decision to launch a U.S. drone strike in January that resulted in the death of Qassem Soleimani, a top Iranian general.

The House has indicated that it could approve the upper chamber’s version of the measure, while the president said he would veto the resolution.

Report: DoD Seeks to Reprogram $3.8B in Funds for Border Wall

The Department of Defense is looking to shift approximately $3.8B in funds allocated for several weapons programs toward the counter-drug account that has been used by the current administration to construct the border wall, Bloomberg Government reported Thursday.

Shipbuilding initiatives including the Expeditionary Fast Transport program and amphibious assault ship replacement effort would lose $900M in funds, according to DoD’s budget request for fiscal 2021 obtained by the publication.

The Pentagon also intends to shift funds from the U.S. Navy’s F-35 Joint Strike Fighter program, V-22 Osprey program, Light Attack Aircraft program and the National Guard Humvee modernization initiative, according to the report.

Huawei Indicted on Racketeering Conspiracy, Trade Secret Theft

Chinese telecommunications firm Huawei Technologies and two of its U.S.-based subsidiaries have been indicted on charges of racketeering and conspiracy to steal intellectual property from U.S. technology firms, the Wall Street Journal reported Thursday.

The indictment disclosed Thursday was filed in federal court in Brooklyn, N.Y., against Huawei and its U.S. businesses Huawei Device USA and Futurewei Technologies.

Federal prosecutors said Huawei and its subsidiaries gained access to non-public IP about internet-router source code, cellular antenna technology and robotics, allowing them to reduce costs and avoid delays in research-and-development work.

The indictment also includes claims about the Chinese firm’s involvement in Iran, North Korea and other countries that are subject to U.S. economic sanctions.

Huawei said the allegations were unfair and unfounded. The indictment came days after U.S. officials claimed that Huawei uses “back doors” to covertly access mobile phone networks worldwide.

Army Personnel Use Lockheed-Made VR Facility for Hypersonic Tech Assessment

U.S. Army soldiers in Fort Sill, Okla., are using virtual reality in a Lockheed Martin-built laboratory to inspect the prototype of a long-range hypersonic weapon and suggest improvements.

The Collaborative Human Immersive Laboratory, or CHIL, is a mixed-reality center where personnel can use 3D glasses, virtual reality headgear, controllers and holograms to interact with LRHW components, the Army said Wednesday. Users are able to pick up and inspect assorted LRHW parts while using the CHIL.

The LRHW prototype contains a battery operations center, common hypersonic glide body missiles and a 40-foot transporter erector launcher.

“Identifying potential issues early on in the development process is crucial because it is easier and cheaper to adjust design during the concept phase as opposed to production,” said 1st Sergeant Michael Weaver, a member of the 1-31st Field Artillery Battalion, 434th Field Artillery Brigade at the Fort Sill Fires Center of Excellence.

The Army’s Rapid Capabilities and Critical Technologies Office plans to transport the prototype to a battery sometime before or in 2023. Lockheed is the system integrator for the LRHW prototype.

In September, Dynetics (now a Leidos company) received a $351.6M other transaction agreement to develop CHGB prototypes. Dynetics chose General Atomics, Lockheed and Raytheon to deliver components that support the missiles’ flight control features.

Plans are being made for a ‘CHILNET’ that will enable different users to utilize the laboratory’s technology from remote locations.

Space Force Transfers Control of AEHF-5 Satellite to Space Ops Command

The U.S. Space Force has handed over to the Space Operations Command the authority to control a communications satellite built by Lockheed Martin.

The fifth Advanced Extremely High-Frequency satellite, or AEHF-5, is designed to deliver secure and jam-resistant communications capabilities for air, sea and ground-based military assets worldwide, the U.S. Air Force said Wednesday.

AEHF-5 also works to support connectivity in various mission areas and provide satellite communications coverage for Australia, Canada, Netherlands and the U.K. The satellite was launched in 2019 through an Atlas V 551 rocket built by United Launch Alliance.

Col. John Dukes, a senior materiel leader at Space Production Corps' Geosynchronous Orbit Division, said a team of government professionals along with the Space Force's industry partners collaborated to help transfer the satellite's control authority.

The Air Force eyes to deploy the sixth AEHF satellite through an Atlas V satellite in March.

NOAA, OceanX Form Deep-Sea Exploration Partnership

OceanX has entered into an agreement with the National Oceanic and Atmospheric Administration to expand deep ocean exploration and scientific research activities.

As part of the agreement, the two entities will conduct joint deep-sea exploration missions aboard OceanX ships in a bid to promote comprehension of the ocean's benefits, NOAA said Tuesday.

NOAA intends to employ the partnership to map the entire U.S. Exclusive Economic Zone and potentially optimize various economic areas such as maritime commerce and domestic seafood production.

“We are thrilled to partner with NOAA, our nation’s leading science agency, and can think of no more important partner to support our core mission at OceanX, which is to create a global community that is engaged with understanding, enjoying, and protecting our oceans,” said Vincent Pieribone, vice chairman and chief scientist at NOAA.

Founded in 2018, OceanX is a marine research organization that seeks to carry out biological discovery activities within the sea's inaccessible areas by fostering collaborations between media entities, philanthropy partners, leaders and scientists.

Joe Klimavicz to Step Down as DOJ CIO

Joe Klimavicz, chief information officer of the Department of Justice, is slated step down from his role and retire from federal service by the end of the month, Federal News Network reported Wednesday.

Klimavicz, also the deputy assistant attorney general within the department’s Justice Management Division, has been serving in his position since 2014. The more than four-decade government veteran has also been serving as vice chairman of the CIO Council since May 2018.

During his time as DOJ’s CIO, Klimavicz led various efforts on IT modernization, shared services and cybersecurity. He also developed DOJ’s 2019 IT strategy as well as plans to improve the use of valuable data.

He previously held CIO and director roles at the National Oceanic and Atmospheric Administration before joining the Justice Department.

The Department of Defense has transitioned the operations of a Defense Innovation Unit team to the Defense Digital Service to help the DoD component accelerate its technical expertise in counter-unmanned aerial system technologies.

DDS said Wednesday the DIU’s Rogue Squadron team is responsible for developing hardware and software for C-UAS and small UAS technologies. The transition comes after DDS launched a partnership with the Department of the Navy to create a real-time sUAS detection system over the past six months.

"The adversary is agile and quickly evolves their technology," said Ellen Lord, undersecretary of defense for acquisition and sustainment and 2020 Wash100 Award winner. "DDS expertise will assist the Army, as the department's Executive Agent for C-UAS, in developing a rapid capability to counter adapting threats."

Rogue Squadron was established in 2017 to accelerate the use of modern software development approaches to warfighter safety and autonomous system defense. The Mountain View, Calif.-based research and development team has developed software deployed by over 200 organizations across the DoD and federal government.
