Orlando Figueredo Named VP of Business Development for Perspecta

Orlando Figueredo, formerly vice president of Operations for Science Applications International Corp. (SAIC), has joined Perspecta as the vice president of Business Development for its Intelligence group, the company announced on Monday.

Figueredo will be responsible for all business development activities for the group, including developing a robust pipeline that aligns to the full breadth of Perspecta’s abilities, defending its competitive recompetes and driving growth opportunities.

For SAIC, Figueredo was responsible for operational excellence of the company’s national security group which provided technology and mission solutions to intelligence, space and defense agency customers.

In addition, he’s served as the vice president of National Security for DXC Technology and Hewlett Packard Enterprise. Figueredo is also an elected member of the Intelligence and National Security Alliance Advisory Committee.

CTI, Alion Subsidiary, Secures $12M Task Order for NRL Engineering Research, Maintenance Support; Greg Yadzinski Quoted

Alion Science and Technology announces today that its subsidiary Commonwealth Technology Innovation (CTI) has been awarded a $12M task order for Engineering Research and Maintenance Support for the Plasma Physics Division of the U.S. Naval Research Laboratory (NRL), the company announced on Monday.

“The Laser Plasma Branch was looking for a partner who can complement the Government research team in their specialized laser-plasma areas,” said Greg Yadzinski, Vice President of Operations for CTI. “We believe we were chosen based on a combination of our value and experience as CTI has delivered on-site expertise and specialized engineering support to NRL for more than four decades.”

Under the task order, CTI will provide support to the Laser Plasma Branch Programs at NRL and related work in the Plasma Physics Division in the areas of experimental and theoretical physics, numerical simulations and the design and development of advanced high-energy lasers.

CTI will additionally support research related to laser fusion and high energy density plasmas. The company will provide research and development support to the NIKE and ELECTRA high energy excimer laser systems and to other smaller laser systems used in the Laser Plasma Branch research.

This task order was awarded under the Navy Seaport NxG contract and has a 60-month period of performance. The multiple-award, indefinite delivery, indefinite quantity (IDIQ) contract holds a total value of $5 billion, and includes a five-year base period with one five-year option. The contract will allow ActioNet to compete for individual task orders for the U.S. Navy and the U.S. Marine Corps.

The Seaport-NxG will provide direct support to the Navy. The scope will include a variety of engineering and program management support services. It uses a web-based electronic procurement system to facilitate performance-based service acquisition. All task orders issued under the contract are competitively solicited, awarded, and managed using the SeaPort-NxG system.

FDA Continues Fight Against COVID-19, Issuing EUAs to Decontaminate N95 Respirators; Stephen Hahn, Lou Von Thaer, Prahlad Singh Quoted

The U.S. Food and Drug Administration issued an emergency use authorization (EUA) that has the potential to decontaminate approximately 4 million N95 or N95-equivalent respirators per day in the U.S. for reuse by health care workers in hospital settings, the administration announced on Monday.

“Our nation’s health care workers are among the many heroes of this pandemic and we need to do everything we can to increase the availability of the critical medical devices they need, like N95 respirators,” said FDA Commissioner Stephen M. Hahn, M.D.

The FDA granted the EUA to Advanced Sterilization Products (ASP) for the STERRAD Sterilization Cycles (STERRAD 100S Cycle, STERRAD NX Standard Cycle, or STERRAD 100NX Express Cycle), which uses vaporized hydrogen peroxide gas plasma sterilization.

There are approximately 9,930 STERRAD Sterilization systems in approximately 6,300 hospitals across the U.S. STERRAD 100S Cycle, STERRAD NX Standard Cycle and STERRAD 100NX Express Cycle vary in reprocessing times from 55 minutes, to 28 minutes, and 24 minutes. Each can reprocess approximately 480 respirators per day.

Battelle was awarded a EUA to support front-line healthcare workers as they face critical shortages of personal protective equipment (PPE) in March 2020.

“I want to thank the FDA team for their professionalism and help in authorizing the use of our technology at this critical moment for our nation,” said Lou Von Thaer, President and CEO of Battelle and five-time Wash100 Award recipient. “Everybody who has worked on this project shares the same goal of protecting first responders and healthcare workers who are at the front lines of the pandemic.”

The Battelle CCDS Critical Care Decontamination System will operate at Battelle’s West Jefferson, Ohio facility under the EUA and is capable of decontaminating up to 80,000 respirator masks per system each day using concentrated, vapor phase hydrogen peroxide (VPHP).

The respirator masks are exposed to the validated concentration level for 2.5 hours to decontaminate biological contaminants, including SARS-CoV-2. Battelle CCDS can decontaminate the same respirator mask up to 20 times without degrading the mask’s performance.

In addition, the FDA awarded PerkinElmer an EUA for the Company’s New Coronavirus RT-PCR test.

“Despite the challenging environment, our employees have demonstrated unwavering commitment over the past two months to combat this global pandemic,” said Prahlad Singh, president and chief executive officer, PerkinElmer. “The breadth of PerkinElmer’s total workflow solution puts us in a unique position to rapidly address the needs of our clinical diagnostics customers.”

PerkinElmer’s RT-PCR test is marketed as an in vitro diagnostic (IVD) device by meeting the requirements of the European In Vitro Diagnostic Directive (IVDD) and is available in over 30 countries worldwide. Clinical laboratories certified under Clinical Laboratory Improvement Amendments (CLIA) can immediately begin using this kit to detect SARS-CoV-2, the virus that causes COVID-19.

“FDA staff continue to work around the clock, across government and with the private sector to find solutions. This authorization will help provide access to millions of respirators so our health care workers on the front lines can be better protected and provide the best care to patients with COVID-19,” Hahn added.

The FDA EUAs have continued the administration’s effort to combat the COVID-19 pandemic. The administration has additionally developed a new program across public, academic and private sectors to fight COVID-19 in April 2020.

“The FDA is announcing a new, comprehensive public-private approach to bring coronavirus treatments to market as fast as possible,” said HHS Secretary Alex Azar. “As part of this new program, the FDA is cutting red tape, redeploying staff and working day and night to review requests from companies, scientists and doctors who are working toward therapies.”

The program is designed to expedite the development of potentially safe and effective life-saving treatments. The Coronavirus Treatment Acceleration Program (CTAP) will utilize new tools to develop and deliver therapies to sick patients as quickly as possible, as well as support research to further evaluate whether the treatments are safe and effective for treating patients with COVID-19.

Marine Corps CH-53K Helicopter Passes Aerial Refueling Test

A cargo helicopter Sikorsky built for the U.S. Marine Corps completed an aerial refueling test with a KC-130J tanker aircraft last week.

The King Stallion helicopter was able to plug into a drogue situated behind the KC-130J plane and operate amid atmospheric turbulence during the four-and-a-half-hour test flight over Chesapeake Bay, the Naval Air Systems Command said Thursday.

The air-to-air refueling event sought to demonstrate the CH-53K’s ability to manage forces on the probe when reaching the funnel shaped device at the end of the tanker hose.

Col. Jack Perrin, program manager for H-53 helicopters at NAVAIR, said the new aircraft met performance targets for all engagements and showed its potential as a long-range vertical logistic platform.

King Stallion is scheduled to undergo an operational test and assessment next year. The Marines aim to deploy the initial batch of helicopters in the 2023-2024 timeframe.

Bruce Jette, acquisition chief at the U.S. Army and a 2020 Wash100 Award winner, has instructed a military program team to seek approaches to mass produce ventilators amid the COVID-19 pandemic through a prize competition.

The service branch said Thursday that any domestic business can propose concepts on how to simplify the process of manufacturing ventilation machines to support coronavirus response efforts.

The Army’s Expeditionary Technology Search program team will select offerors that will receive $5,000 and present technology ideas to a panel of judges through a virtual platform.

Panelists will then narrow down the list of developers for the prototyping phase with the award of up to $100,000 in cash prizes. The branch added it may issue follow-on contracts for select participants to produce and deploy additional ventilators.

Executive Branch Agencies Urge FCC to Terminate China Telecom's Authorizations

The departments of Justice, Defense, Homeland Security and other agencies within the executive branch have called on the Federal Communications Commission to cancel the authorization of China Telecom to offer telecommunications services in the U.S.

“The security of our government and professional communications, as well as of our most private data, depends on our use of trusted partners from nations that share our values and our aspirations for humanity,” said John Demers, assistant attorney general for national security. “Today’s action is but our next step in ensuring the integrity of America’s telecommunications systems.”

The recommendation was based on China Telecom’s inaccurate statements to U.S. authorities concerning its U.S. records storage site, concerns that the company is vulnerable to the Chinese government’s influence and control and changing national security environment since 2007, DOJ said Thursday.

DOJ led the evaluation of China Telecom’s authorizations and made the recommendation based on the company’s failure to comply with the terms of a particular agreement with the department and other law enforcement and national security risks linked to the firm.

Ellen Lord, defense undersecretary for acquisition and sustainment and a 2020 Wash100 Award winner, issued a memo on April 5 to announce the changes made to the delegation of approval authority for the use of other transaction authorities for prototype agreements and follow-on production contracts in response to the COVID-19 pandemic.

The memo states that directors of the Defense Innovation Unit, other defense agencies and field activities as well as commanding officers of combatant commands with contracting authority are authorized to approve OTAs for prototype projects and follow-on contracts exceeding $100 million.

Lord also authorized directors of the Defense Advanced Research Projects Agency and the Missile Defense Agency and military services’ senior procurement executives to clear OTAs exceeding $500 million.

A provision in the Coronavirus Aid, Relief and Economic Security Act eases the 30-day advance notification requirement for approving authorities with regard to a contract in excess of $500 million, according to the memo.

“The changes authorized in this memorandum will remain in effect until the COVID-19 national emergency declaration is rescinded,” Lord wrote in the memo.

Sean Connelly, Trusted Internet Connections program manager at the Department of Homeland Security, said the pilot projects completed by the departments of Energy and Justice and the Small Business Administration as part of the TIC program influenced the use cases for remote workers or branch offices, Federal News Network reported Friday.

“One of the things we need to do is work with multiple pilots to capture that broad spectrum of cloud services that are available,” Connelly said in a March interview on the network’s Ask the CIO program. “It’s also important to us that when agencies are articulating what their vision is to understand their data flows. Agencies really need to understand the data they need to protect.”

He called SBA’s TIC pilot a gold standard. Through the pilot, the agency used cloud security platforms to look at its cloud network and on-premises services and act on network vulnerabilities and other threats in real time.

Connelly also discussed DOE’s TIC pilot. “One of the interesting things with working with Energy’s team was we built out the baseline for how they wanted to secure their environment, but they recognized they wanted some security solutions above and beyond what TIC was offering at the time. TIC is that baseline and agencies are welcome to go beyond the baseline,” he said.

USAF Puts Jolly Green II Helicopter in Environmental Tests

The HH-60W helicopter, nicknamed Jolly Green II, underwent a series of temperature tests to demonstrate operational sustainability.

The U.S. Air Force put the search-and-rescue aircraft in extreme temperatures and environmental conditions at the McKinley Climatic Laboratory, Hill Air Force Base said Wednesday. Tests ended April 2.

Jolly Green II, made by Sikorsky, went through heavy rains, strong winds and temperatures between negative 60 and 120 degrees Fahrenheit.

“Checking system performance under the stress of heat, cold, heavy wind and rain will give us real-world data regarding the helicopter’s capability to perform the rescue mission worldwide in various environments, which is exactly what the operator needs to make solid employment decisions,” said Lt. Col. Ryan Coates, a USAF pilot with the 88th Test and Evaluation Squadron.

Challenges included the development of a ventilation system designed to remove exhaust and allow laboratory personnel to better control temperatures.

“Everyone worked together extremely well and we completed on time and on budget,” said Ben Walker, the effort’s lead test engineer.

USAF named the helicopter after the model’s Vietnam-era predecessor.

Air Force Secures Patent for Biological Material Stabilizing Method

The U.S. Air Force has received a patent for an approach that extends the shelf life of biological materials including vaccines and antibodies without refrigeration.

The approach will work to stabilize biological materials through the removal of water from their production and storage containers, USAF said Wednesday.

According to the service branch, while biological materials maintain their function when they are stored in pH neutral-water, it speeds up their decay in time.

“Once the water is removed, the protein is highly concentrated and remains a liquid. No additional solvent is needed,” said Patrick Dennis, a researcher at the Air Force Research Laboratory’s 711th Human Performance Wing and Wright-Patterson Air Force Base’s materials and manufacturing directorate.

Dennis collaborated with Rajesh Naik and Joseph Slocik, AFRL 711th Human Performance Wing researchers, to work on the method for three years.

Dennis noted the approach applies to laboratory studies and not for clinical purposes.
