CBO: Naval Aviation Fleet Replacement Would Cost $380B Through 2050

The Congressional Budget Office predicts that the Department of the Navy would spend around $380 billion for new aircraft over the next 30 years. CBO said in its report published Monday that the U.S. Navy and Marine Corps may incur $7 billion to $17 billion in annual costs to maintain the composition and size of the naval aviation fleet.

The report also states that the replacement of attack and fighter aircraft would account for $190 billion of procurement costs within the 2020 to 2050 period. CBO predicts that costs would temporarily decease after 2030 when major programs such as the MV-22 tiltrotor aircraft ends, and rebound in the mid-2030’s when the new cycle of aircraft replacement begins.

According to CBO, the Navy and Marine Corps may opt to procure less expensive aircraft or put off replacement plans for F/A-18E/F fighter jets and MV-22B tiltrotors in the future.

DON currently has a fleet of around 4,000 aircraft, including fixed-wing, tiltrotor, training, cargo, utility and surveillance aircraft.

BAE Systems Tests SPIKE LR Anti-Tank Guided Missile from CV90; Dan Lindell Quoted

BAE Systems model CV90 Infantry Fighting Vehicle has successfully tested a long-range (LR) anti-tank guided missile, the company announced on Tuesday. 

The test marks the first time an integrated version of the anti-tank guided missile has launched from the CV90, diversifying operational capabilities on the battlefield by enabling indirect fire at long distances or at air targets and boosts the vehicle’s lethality while increasing crew safety.

“This new capability can alter the battlefield dynamic and is yet another example of how the CV90’s already superior mobility and survivability allows the warfighter to pack an even heavier punch in any terrain or weather conditions, and at any time on any battlefield.” says Dan Lindell, director at BAE Systems Hägglunds.

The testing used a Rafael Advanced Defense Systems SPIKE-LR missile on a target more than 2,000 meters (approximately 2200 yards) in heavy snowfall and low visibility in Sweden, with whom BAE Systems has a contract for mortar-equipped variants of the CV90.

“We fully appreciate Rafael and their Spike team for working with us to demonstrate this important capability and look forward to continuing our collaboration to provide present and future customers with this powerful addition to the CV90’s lethality suite,” Lindell added.

There are more than 1,200 CV90s in service in Denmark, Estonia, Finland, Norway, Sweden, Switzerland and the Netherlands.

Accenture Acquires Symantec’s Cyber Security Services Business; Julie Sweet Quoted

Accenture acquired Symantec’s Cyber Security Services division from Broadcom for undisclosed financial terms pending closing conditions, Accenture announced on Tuesday.

“With the addition of Symantec’s Cyber Security Services business, Accenture Security will offer one of the most comprehensive managed services for global businesses to detect and manage cybersecurity threats aimed at their companies.” said Julie Sweet, CEO of Accenture.

Symentec’s Cyber Security Services managed security services business is supported by a proprietary cloud-based platform that delivers a steady stream of technical and cyber adversary threat intelligence through a customizable portal.

Other features include global threat monitoring and analysis through a network of security operation centers, real-time adversary and industry-specific threat intelligence and incident response services.

The division has more than 300 employees in six security operations centers located in the United States, United Kingdom, India, Australia, Singapore, and Japan.

Symantec’s Cyber Security Systems is the latest in a series of acquisitions for Accenture following a fiscal 2019 that saw the company spend close to $1.2 billion on 33 acquisitions with capabilities in strategic, high-growth areas of the market.

The U.S. Air Force (USAF) has awarded Parsons Corporation (NYSE:PSN) a position on a potential seven-year, $427 million indefinite delivery/indefinite quantity (IDIQ) contract for Global Application Research, Development, Engineering, and Maintenance (GARDEM) for the Air Force Research Laboratory (AFRL), the company announced on Tuesday.

"This effort continues our 20 year partnership with the Air Force Research Laboratory of rapidly delivering novel solutions to the forward-deployed warfighter," said Kevin Moffatt, executive vice president of Missile Defense and Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR).

Parsons will perform enhancements, modifications, integration, testing, demonstrations, deployments, maintenance and research and development of GARDEM software baselines. GARDEM’s software baselines had previously been worked on by American Systems, Booz Allen Hamilton, General Dynamics, and Polaris Alpha in a contract awarded in Sept. 2019.

The company will also be tasked with activities supporting the functional and technical requirements of the USAF, Department of Defense (DoD), Intelligence Community and other unspecified federal agencies. These activities will include operations, maintenance, research and development as well as procurement activities.

GARDEM could see additional work in system design, installation and sustainment (hardware and software); rapid prototyping; software development; simulations, functional test and evaluation analyses; technology transition and integration; and program management on an order-by-order basis.

Parsons is currently contracted with the service branch's Air Force Civil Engineer Center (AFCEC), Sustainment, Restoration and Modernization Services (SATOC) and the Air Force Personnel Center/Air Force Services.

DXC Technologies has announced that Carla Christofferson has been named chief risk officer (CRO) to lead the company’s risk and security efforts, the company announced on Tuesday. 

“I am excited to join a team invested and focused on creating a safe and secure environment for our people, our business, and our clients,” Christofferson said. “It is an honor to serve as DXC’s chief risk officer and I look forward to building upon existing programs to help DXC tackle current and future challenges.”

Christofferson’s focus will be to lead the risk management team in ethics and compliance function, cybersecurity preparedness, resilience and security, brand protection initiatives and asset protection.

Additionally, she will be advance DXC’s enterprise-level resilience strategy. She will facilitate responses to security and business disruptions to maintain the safety and security of employees, while protecting the company’s assets.

Christofferson has significant experience in a variety of senior leadership roles. Prior to her position at DXC, she worked for AECOM, a leading infrastructure firm, where she served as executive vice president and chief legal officer from March 2015 through the end of 2019. 

She led AECOM's risk management, physical security and safety, IT security and health and environment departments. She also supervised the company’s legal organization. As supervisor, Christofferson oversaw litigation, government affairs, ethics and compliance, SEC reporting and transaction-related legal activities.

Christofferson was a managing partner at O’Melveny & Myers, LLP between 1993 and 2015. She represented clients in various industries, including power, energy and oil and gas.

Jen Stewart, minority staff director at the House Armed Services Committee, has been appointed as Defense Secretary Mark Esper's next chief of staff, Politico reported Monday.

She will succeed Eric Chewning, who will leave his post by the end of January to pursue a career opportunity in the private sector. Stewart has led HASC's Republican staff under Rep. Mac Thornberry, R-Texas.

Chewning joined the Department of Defense in 2017 as deputy assistant secretary for industrial policy and previously worked as a partner at management consulting firm McKinsey & Co. and an investment banker with Morgan Stanley & Co.

He served as tactical intelligence officer of the U.S. Army's 1st Battalion 5th Cavalry Regiment and strategic intelligence officer of the Army Intelligence and Security Command's National Ground Intelligence Center.

Report: DoD to Deploy Additional Troops, B-52 Bombers to Middle East

The Department of Defense is planning new deployments that would increase the number of U.S. military personnel in the Middle East to more than 80K as tensions in the region escalate after the death of Iran's top general early Friday, the Wall Street Journal reported Monday.

Roughly 200 173rd Airborne Brigade Combat Team members will join other 10K soldiers, Marines and sailors who have been reassigned to the region amid tension between the U.S. and Iran.

The Pentagon also plans to deploy six B-52 bomber aircraft in the coming days as Iranian officials seek to retaliate for the killing of Quds Force commander Qassem Soleimani, the report noted.

U.S. Defense Secretary Mark Esper, a 2019 Wash100 awardee, told reporters Monday the U.S. will “follow the rules of armed conflict” and avoid military strikes on cultural sites.

Esper made the remarks after President Donald Trump said the country would target 52 locations in Iran, including those of cultural significance.

Lt. Gen. Lori Reynolds, deputy commandant for information at the U.S. Marine Corps, said she has four priorities in 2020 and the first focuses on the service’s network modernization effort, C4ISRNET reported Monday.

“Our first priority (…) is this whole idea of assured enterprise command and control — so all the work that we’re doing [is] to build and fight a modernized network,” Reynolds told reporters during a media availability Friday. She said the effort includes the integration of a more mobile cloud, adoption of artificial intelligence and a plan to bring software developers to the service.

Her three other priorities are the development of integrated naval operations in the information environment, modernization of multidomain intelligence, surveillance and reconnaissance and institutionalization of information as a warfighting function.

Reynolds also discussed the establishment of Marine Expeditionary Force Information Groups.

The Department of Health and Human Services has appointed Brad Smith, former chief operating officer of the diversified business group at health insurer Anthem, director of the Center for Medicare & Medicaid Innovation.

He will also serve as senior adviser to HHS Secretary Alex Azar on value-based transformation matters, the department said Monday.

“Delivering better value in healthcare is a key piece of how we’re executing on President Trump’s healthcare vision," Azar said, adding that Smith will help expand CMS Administrator Seema Verma's initiatives to ensure delivery of health care services to Medicaid and Medicare beneficiaries.

"I am excited that we have selected Brad to join the ranks of CMS and help us build on the important work the Trump Administration has undertaken to transform our healthcare system to deliver better value to patients," said Verma.

Smith helped establish and previously led Aspire Health as CEO.

The White House plans to send to Congress its proposed budget for fiscal year 2021 on Feb. 10, Defense News reported Monday.

The budget request is expected to continue to support the Pentagon’s efforts of implementing the National Defense Strategy. In December, President Donald Trump signed into law the FY 2020 National Defense Authorization Act, which includes $738B in defense funding.
