Technical Review on NSA Call Surveillance Program Nears Completion

The Privacy and Civil Liberties Oversight Board is almost done conducting a review on the National Security Agency’s investigation of unauthorized call records, FCW reported Monday.

The review tackles the technical problems that have caused NSA’s Call Detail Records program to collect an excessive amount of data.

Ben Huebner, chief civil liberties and privacy officer under the Office of the Director of National Intelligence, said the review is now going through the final approval processes.

NSA collects communication records in accordance with the 2015 USA Freedom Act for surveillance purposes. Huebner said the program has been collecting too much information due to data inaccuracies.

“[NSA] was only authorized to receive the two-hop information, but if there was an error with that first hop, all of those additional records that came in on that second hop would be overcollection and certainly a compliance incident,” he said at the Cato Institute conference.

AFGSC Chief Talks Critical Role of Long-Strike Precision Strike Capability

Gen. Timothy Ray, commander of the Air Force Global Strike Command, said that having long-range precision strike capability is critical to deter great power competition, which has been the focus of the Department of Defense’s National Defense Strategy.

Ray told the audience at Rand Corporation’s fifth annual West Coast Aerospace Forum in Santa Monica that the U.S. needs to maintain such capability in the short term until it gets new bombers and intercontinental ballistic missile as well as upgrade its command, control and communications technologies, the Air Force said Monday.

AFGSC is set to receive the new MH-139 helicopter for testing in mid-December, Ray said, adding that the program resulted in about $1.7B in cost savings. The MH-139 is the first ever aircraft acquired by AFGSC.

Rand Corporation’s WCAF event is designed to foster collaboration and discussion between Air Force officials and national security experts. 

Key speakers at the event included leaders from the Navy, Air Force, Pacific Air Forces, Air Force Space Command, think tanks and academia.

Gen. John Raymond, who leads U.S. Space Command, said the country would be able to better protect satellites with the U.S. Space Force’s establishment, Space News reported Monday.

Raymond sat down with Space News to talk about various developments regarding Space Command and the Space Force.

He said his command has formed agreements with various nations regarding the sharing of space data for boosted situational awareness. Chile and Finland serve as the latest additions to the command’s alliance of space awareness.

The U.S. SPACECOM leader also said the command will physically grow to a much larger force upon reaching full operational status after two years.

“We are finalizing our campaign plan for space and we expect that campaign plan will be done in by February,” he noted.

Raymond will concurrently serve as leader of both U.S. SPACECOM and the Fiscal 2020 Space Force if the National Defense Authorization Act is approved as a law.

The bill’s passage would have U.S. SPACECOM absorb Air Force Space Command, an organization also led by Raymond.

USDA's Francisco Salguero Named New FCC CIO

Francisco Salguero has been named the new chief information officer of the Federal Communications Commission, succeeding John Skudlarek, who held the position on an acting basis following the departure of Christine Calvosa in May.

Salguero joins the commission after spending 14 years at the Department of Agriculture where he most recently served as deputy CIO and oversaw the department’s $2B information technology portfolio, FCC said Monday.

“The Commission’s aggressive agenda requires an expert and agile information technology team. That team needs a leader with deep expertise in all aspects of IT development, deployment and information security,” said FCC Chairman Ajit Pai.

Salguero’s private sector career includes working with government agencies on law enforcement IT systems as a senior technical project manager at Science Applications International Corp.

GAO Releases Tech Assessment Design Handbook

The Government Accountability Office has issued a handbook designed to guide agencies throughout the process of evaluating technologies they intend to deploy.

The Technology Assessment Design Handbook, issued by GAO’s Science, Technology Assessment and Analytics Office, covers design tools for “robust and rigorous assessments” that will enable agencies to determine the effects and potential policy implications of new technologies.

According to the handbook, agencies must first determine the scope of their technologies, conduct initial situational analyses and coordinate with other potential stakeholders.

Assessors should then develop an initial design and determine the proper methodologies and approaches to technology assessment in addition to identifying potential data sources. The last phase tasks assessors to implement the review process and make adjustments as needed.

GAO noted that it plans to review and update the handbook in line with ongoing feedback from interested parties.

The U.S. Army and the Japan Ground Self-Defense Force held a bilateral exercise to test cyber warfare capabilities and tactical maneuvers, National Defense reported Tuesday.

The Cyber Blitz-Orient Shield 2019 event featured over 3K participants and took place at various locations in the U.S. and Japan.

Richard Wittstruck, associate director for field-based experimentation and integration at Army Combat Capabilities Development Command’s Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance Center, said the team developed and implemented a scenario into live and virtual operations as part of the exercise.

“We distributed them several places [in the continental United States] so that they could do live, virtual, constructive training with real equipment and real threats presented to them, and then synchronized their products and activities with the multi-domain task forces part of Orient Shield,” said Wittstruck.

The Department of Defense is seeking additional input from the private sector to build 5G technology platforms for upcoming experimentation efforts at Naval Base San Diego in California and Joint Base Lewis-McChord in Washington.

DoD said Monday it plans to test the application of augmented and virtual reality systems supported by a fifth-generation mobile network to training, mission planning and naval warehouse operations.

Interested parties have until Dec. 23 to submit ideas in response to the department’s second special notice.

The department announced the release of its initial notice on beta.SAM.gov last week to seek 5G technology development ideas for testing activities that will take place at Marine Corps Logistics Base Albany in Georgia and Hill Air Force Base in Utah.

DoD and the U.S. Army aim to create methods to facilitate 5G-supported combat training via a demonstration project at Joint Base Lewis-McChord. One of the project goals is to demonstrate how the new wireless communications technology can support transmission of distributed training to participants via AR/VR protocols, according to the notice.

The other project will take place at Naval Supply Systems Command’s Fleet Logistics Center and apply a 5G networking approach to a military warehouse setting.

DoD added it will issue final requests for prototype proposals via the National Spectrum Consortium as part of an other transaction agreement.

Bryan Ware, assistant secretary for cyber, infrastructure and resilience policy at the Department of Homeland Security, has been appointed to hold a significant cybersecurity-focused role within the department, Fedscoop reported Sunday.

He would succeed Jeanette Manfra as assistant director for cybersecurity of the Cybersecurity and Infrastructure Security Agency, sources say. Ware holds decades of industry experience, having formerly served as chief technology officer and CEO of security analytics firm Haystax.

He first joined DHS in 2018 to provide advisory support to Kirstjen Nielsen, the department’s secretary at the time. Manfra is stepping down from her CISA role for a return to the industry.

Nat’l Infrastructure Advisory Council Draft Report Details Cyber Attack Mitigation Strategies

The National Infrastructure Advisory Council is calling on the Trump administration to address potential risks of cyber attacks to the nation’s communication, financial and energy infrastructures. NIAC sent a draft report to President Trump stating that U.S. companies are “ill-equipped” to defend against potential cyber attacks from nation-states seeking to destroy or disrupt critical U.S. infrastructure.

The council recommends the government create a Critical Infrastructure Command Center that will handle the real-time transmission of public and private data in partnership with the intelligence community. They also suggest the establishment of a Federal Cybersecurity Commission that will work with the private sector and serve as an independent government entity.

Other suggestions highlighted in the report include directing the Department of Justice to determine legal authorities associated with cyber threat mitigation and expanding the Department of Energy’s efforts to test commercial equipment at its national laboratories.

NIAC also recommends that authorities be implemented in blacklisting and whitelisting cyber components for private infrastructure.

“Incremental steps are no longer sufficient; bold approaches must be taken,” NIAC said. “Your leadership is needed to provide companies with the intelligence, resources, and legal protection necessary to win this war and avoid the dire consequences of losing it.”

Defense Secretary and 2019 Wash100 winner Mark Esper said he expects the Department of Defense’s new budget review process to continue until early next year, Federal News Network reported Monday.

Esper told attendees at the Reagan National Defense Forum in California that the DoD reduced up to $5 billion over the past four months as part of the zero-based review process, which seeks to align spending with the National Defense Strategy. He added that the Pentagon redirected spending from lower priority programs and will expand the review to other military focus areas.

“This is just the beginning,” he said. “I expect every leader in every service and the office of the secretary of defense and the joint staff and in the combatant commands to review their budgets with the same rigor and to reprioritize to support the National Defense Strategy.”

The new review process, led by Deputy Defense Secretary and fellow 2019 Wash100 winner David Norquist, initially focused on spending for fourth estate agencies and covered a period spanning 2021 to 2025.
