Gen. David Goldfein, Air Force chief of staff and a previous Wash100 Award winner, said the service plans to use a chunk of its fiscal 2021 budget to establish the digital foundation, Federal News Network reported Wednesday.

“If you want to get artificial intelligence, if you want to get hypersonics to work, if you want to go into defendable space, if you want to get directed energy where it needs to go, you can’t skip the step of building a digital architecture and getting a common data cloud architecture going forward,” he said at an Air Force Association event in Washington D.C. 

Goldfein said the Air Force will make a $9 billion investment in cloud and digital architecture in the next five years. The report said the service branch will also allocate in the next five years $9B in funds to pursue the development of offensive and defensive space capabilities as part of its digital initiative.

Air Force Demos Water Treatment Plasma Tech

The U.S. Air Force tested a plasma reactor device designed to degrade and break perfluorooctanoic and perfluorooctane sulfonate acids in groundwater during a field demonstration on Sept. 25.

Clarkson University and GSI Environmental partnered with the Air Force Civil Engineer Center to evaluate the Enhanced Contact Plasma Reactor’s treatment functions for PFOA and PFOS-filled water, Wright-Patterson Air Force Base said Tuesday.

The device uses electrical discharge plasma to degrade PFOA particles and mitigate PFAS molecule chains into smaller elements and compounds without the use of additives and chemicals.

“The argon gas concentrates PFAS at the gas-liquid interface and plasma is generated at that interface, which then destroys PFAS,” said Selma Mededovic, a principal investigator at Clarkson University.

Efforts under the demonstration are in line with the Environmental Protection Agency’s drinking water health advisory and the Comprehensive Environmental Response, Compensation and Liability Act.

Air Force Continues Testing of SpaceX 'Starlink' Satcom Operations With Aircraft

The U.S. Air Force’s Strategic Development Planning and Experimentation office has tested the use of broadband communications through SpaceX’s Starlink satellites to help operate C-12J Huron turboprop aircraft, Space News reported Tuesday. SDPE’s “Defense Experimentation Using the Commercial Space Internet” effort saw download speeds of 610 megabits per second throughout the series of tests.

The Air Force and SpaceX first announced plans to test Starlink’s capacity for interoperability with C-12 aircraft in October. Greg Spanjers, chief scientist at the SDPE office, said the service is “not just focused on any one company” and seeks to work with satellite communications providers for services in low and medium-Earth orbit.

Brian Beal, program manager for the Air Force, noted that the service seeks to install a Starlink terminal onto an AC-130 gun-attack aircraft. The Air Force also plans to facilitate a similar demonstration on a KC-135 tanker. “We are setting up prototypes so we are ready as soon as the commercial offers are ready,” he said.

National Guard Helps States Combat Ransomware

The National Guard Bureau is deploying teams to help state governors address cases of malicious cyber activity including ransomware, Fifth Domain reported Tuesday. The force’s domestic mission against ransomware has attained a new level of significance due to the series of attacks last year, the report noted.

Gen. Paul Nakasone, who leads U.S. Cyber Command and is a 2019 Wash100 Award winner, said in September that Louisiana, Texas and Montana have experienced ransomware attacks last year.

Two ransomware attacks hit information technology systems in Texas within that period. These incidents involved background checks in Jackson County and networks across 22 counties.

USCYBERCOM, the National Guard and other federal organizations receive ransomware information from states to observe increased situational awareness, according to officials.

Shelly Wilkie Martinez: Gov't Must Implement Codified Process for Open Data Use

Shellie Wilkie Martinez, executive director of the U.S. Commission on Evidence-Based Policymaking, said the government must codify the process used by federal agencies to leverage open data, FCW reported Tuesday.

The statement comes nearly a year following the passage of OPEN Government Data and Foundations for Evidence-Based Policy Acts, laws that regulate the use and management of open data. These laws require agencies to make data accessible to the public.

“There will be a formal process that all agencies must undertake, with a stakeholder input process, where [agency leaders] will write down the big question when they want to develop evidence,” Martinez said Tuesday at the Technology Policy Institute.

Agencies had to catch up for implementation funds due to the length of idle time that occurred before the selection of officials for the effort, she noted.

DOJ Creates Task Force on Preventing Antitrust Crimes in Gov't Procurement

The Department of Justice has established a Procurement Collusion Strike Force aimed at identifying, investigating and prosecuting antitrust crimes such as fraudulent schemes in government contracting and program funding.

DOJ said Tuesday that PCSF will bring together prosecutors from the U.S. Attorney’s Offices, FBI officials and partner Offices of Inspector General to lead efforts to secure taxpayer-funded projects against antitrust violations and similar crimes.

“The PCSF will train and educate procurement officials nationwide to recognize and report suspicious conduct in procurement, grant and program funding processes,” said Assistant Attorney General Makan Delrahim at a press conference in Washington, D.C. “We will aggressively investigate and prosecute those who violate our antitrust laws to cheat the American taxpayer.”

The task force will initially focus on 13 districts across the country.

Sen. Chuck Schumer Eyes NSF Component for AI, Emerging Tech Efforts

Sen. Chuck Schumer, D-N.Y., plans to establish a unit under the National Science Foundation that will focus on collaborations with the Defense Advanced Research Projects Agency, Defense News reported Tuesday.

Schumer said at a  National Security Commission on Artificial Intelligence conference that the proposed NSF component would funnel $100B for projects with academe, industry and other government agencies focusing on AI and other new technologies.

“The kind of research that needs to be done would have a long revenue stream,” he said. According to Schumer, the U.S. will lag behind China if the latter out-invests the former in AI efforts.

“We need to match and exceed their level of commitment, which thus far we have not done,” he noted.

Bipartisan Senate Group Presents New Cybersecurity Education Bill

Sens. Roger Wicker, R-Miss., Maria Cantwell, D-Wash., Jacky Rosen, D-Nev., and John Thune, R-S.D., have introduced a bill that aims to fortify the country’s cybersecurity education and workforce.

The Harvesting American Cybersecurity Knowledge through Education or HACKED Act would support cybersecurity education programs led by certain agencies, the Senate Committee on Commerce, Science and Transportation said Monday.

Programs from the National Science Foundation, the National Institute of Standards and Technology, NASA and the Department of Transportation will receive support to strengthen cybersecurity in commercial and government sectors.

The legislation would also tailor education efforts for cybersecurity workforce needs, augment cyber awareness guidelines, recruit cybersecurity educators and establish cybersecurity career paths.

The bill would additionally create a working group within the Office of Science and Technology Policy to boost coordination across federal cyber workforce efforts.

SAIC Receives $55M IT Services Contract Extension from Orange County, CA; Bob Genter Quoted

Science Applications International Corp. (SAIC) has been awarded a contract extension from Orange County, California to continue providing information technology (IT) managed services and solutions to agencies and departments within the county.

The contract has a base period of 53 months and is valued at $55 million with options for two additional one-year options to extend the contract. SAIC will deliver services to support the county’s IT and technology environments in data centers, desktop, service desk, applications, overall IT service management. 

“This contract extension is a testament to our success in delivering high performance IT managed services to the County of Orange,” said Bob Genter, executive vice president and general manager of the Civilian Markets Customer Group. “We are committed to helping the county continue to reduce costs, improve operational efficiencies, and improve services to residents.”

The County of Orange government consists of 25 departments (and respective divisions) that provide services to its 3 million residents. The county serves as a regional service provider and planning agency whose core businesses include public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation.
