USAID Plans Early 2020 Release for First Digital Strategy

The U.S. Agency for International Development plans to implement cybersecurity evaluation metrics for contractors as part of its first digital strategy scheduled for release in early 2020, Fifth Domain reported Tuesday.

Michelle Parker, senior policy advisor for the Center for Digital Development at USAID, said the agency intends to evaluate its contractors’ data and privacy policies as well as the operations of their respective chief data, information and information security officers. USAID will also require contractors to identify technologies they intend to use for projects and provide details on potential vulnerabilities and actions for risk mitigation, she noted.

In addition, USAID plans to assess data privacy and cybersecurity standards that comply with U.S. as well as European laws. According to Parker, the agency is meeting regularly with entities like the departments of Homeland Security and State for further recommendations and potential frameworks.

“Moving forward this is going to be a significant change in how we do business,” she said. “For everything digital, we now need to think about how do we secure information and how do we protect the privacy of our beneficiaries.”

Christopher Scolese, director of the National Reconnaissance Office, has said the agency is prioritizing satellite and ground system modernization as well as efforts to accelerate on-board data processing, Space News reported Tuesday.

Scolese told reporters ahead of an Intelligence and National Security Alliance event that the NRO also seeks to leverage small satellites and launch vehicles, in addition to new technologies such as artificial intelligence and cloud computing to update ground systems.

“Clearly we’re going to need a diverse architecture,” he said. “We’re very much looking at proliferated architectures to increase revisit time, to reduce latency and provide resiliency and fast refresh when you need it.” 

According to Scolese, China is “putting spacecraft up very quickly” and the U.S. needs to retain its status as a world leader despite current challenges.

Scolese officially took charge of the NRO in August following his joint confirmation hearing with Gen. John Raymond, commander of the U.S. Space Command, in June.

Army Tests Electronic Warfare Tech for Rotary-Wing Aircraft

The U.S. Army is continuing testing activities as part of efforts to integrate next-generation electronic warfare technology into its rotary-wing aircraft.

Ralph Troisio, the Army’s division chief for EW, air and ground survivability, said in an interview with FCW published Tuesday that the service branch seeks to deploy an electromagnetic environment to provide countermeasure defense capabilities for aircraft such as Apache and Chinook helicopters.

He noted that the Army is implementing simulation technology to support research and development work on EW technologies designed to protect the service’s ground and airborne assets.

“My biggest challenge is to know what’s available,” said Troisio. “The latest trending thing is artificial intelligence and machine learning. That’s on the table, so is any other technology — to know and try to utilize all available technology to stay ahead of the game.”

Troisio added that new technologies such as 5G connectivity “will be in consideration” for future EW testing initiatives.

DHS S&T, U.S. Border Patrol Test New Air, Ground Surveillance Tech

Two agencies within the Department of Homeland Security tested new surveillance technologies in an effort to address vulnerabilities concerning the U.S.-Canada border.

DHS’ Science and Technology Directorate and U.S. Border Patrol tested these technologies at Havre Sector in Sweetgrass, Mont., from Aug. 12 to 23 in support of the Homeland Security Enterprise, DHS said Tuesday.

The tests demonstrated the use of these surveillance technologies to detect airborne and land objects while connected to a communications network.

The hybrid network provides situational awareness to portable communications devices of agents operating along the border.

The test team used a portable surveillance system, surveillance towers, small unmanned aerial systems, a map-based team awareness kit and satellite and mesh communications technologies for the demonstrations.

Tested technologies increased ground coverage, improved response timeliness, enabled communication and delivered situational awareness during the 11-day exercise.

“Once these tools are deployed on a wider scale, our agents will be able to expand all their communications networks, simultaneously monitor remote lower-priority areas of the border while physically monitoring high-priority areas and immediately and effectively deploy resources to areas that need them most,” said Shawn McDonald, DHS S&T program manager.

AWS, Novaritis Partner to Digitize Business Operations; Bertrand Bodson Quoted

Amazon Web Services (AWS) announced a joint venture with Novaritis (NYSE:NVS) on Wednesday to revamp the pharmaceutical company’s manufacturing, supply and delivery operations.

The planned end result of this multi-year partnership is using AWS cloud services to build “Insight Centers,†which will provide live data to manufacturing and planning teams to better serve the nearly 1 billion customers of Novaritis.

The “Insight Centers†will rely on AWS’s Internet of Things (IoT), machine learning and will expand to include risk detecting inspections of manufacturing.

AWS boasts over 150 services for computation, security, application development and artificial intelligence (AI) among other things developed over the past 13 years in 69 Availability Zones and 22 geographic regions with plans for further expansions to Indonesia, Italy, South Africa and Spain.

Bertrand Bodson, chief digital officer at Novaritis commented saying, “I’m really proud of how the teams are working together on the ground to bring Amazon-like user experiences to our associates. There is a lot we can learn from the AWS team, and while manufacturing is a great starting place, we’re keen to also explore where else we can apply this technology.â€

Regarding the move by AWS, Vice President of Worldwide Commercial Sales Mike Clayville stated, “We are excited about this collaboration, bringing together AWS’s unmatched portfolio of services with deep Novartis expertise in the way they manufacture pharmaceuticals and the way they approach supply chain processes.â€

Lucian Niemeyer, acting assistant secretary of the Navy for energy, installations and environment, said an Energy Savings Performance Contract signed by the Department of Energy with the Navy seeks to help the service improve resiliency when it comes to energy sources, Federal News Network reported Tuesday.

“This will truly get us to [our] National Security [goals], which is more efficiency for the future as well as being able to ensure we have reliable, resilient and effective power for us right now,” Niemeyer said of the contract. “We are laser focused on ensuring resiliency to power our platforms and bases for the future.”

The deal will help the service generate over $834M in savings over 22 years, according to the report. Niemeyer said the Navy is partnering with DOE as it looks for possible ways that could provide the service the best advantage in operational and tactical environments.

“We are working with the Department of Energy to ensure regardless of any actions that are taken by anybody, we have a resilient grid and we can still project military power and protect our national security interest. The more we do today, the more deterrence we can put in place making it less likely anyone will ever want to attack our grid because it’s resilient and we have a way of responding very quickly,” he added.

General Services Administration program managers said they are working to address public concerns over the transition from FedBizOpps to the System for Award Management and plan to add features to the new platform in the near future, Nextgov reported Tuesday.

GSA issued Monday a fact sheet outlining the features on the beta SAM website and other issues the agency intends to address.

The functionalities GSA intends to incorporate into the new federal contracting website include email alerts, additional search parameters, on-screen search, two-factor authentication and carry over saved searches.

Anne Neuberger, director of the cybersecurity directorate at the National Security Agency, said NSA plans to publish updated cloud security guidance for companies by the end of 2019, the Wall Street Journal reported Tuesday.

“We’ll be coming out with an unclassified advisory on the techniques used to compromise clouds and some mitigation advice,” she said Tuesday at the WSJ Pro Cybersecurity Executive Forum in New York.

The upcoming advisory will detail attack methods hackers and nation-state threat actors use and outline measures to counter such threats. NSA’s plan to issue updated guidance comes amid recent attacks facing cloud service providers.

EPRI Secures DOE Funds to Help Advance Solar Energy Tech

The Electric Power Research Institute was selected has secured a $10.7M research and development funding from the Department of Energy to accelerate solar energy generation and integration and lower solar electricity costs.

EPRI said Monday a large portion of the funding will be used to develop and validate high-fidelity models of photovoltaic facilities for use in planning, operating and securing transmission and distribution of solar energy systems and technologies. 

DOE also tapped the nonprofit organization to demonstrate aggregation and control systems to boost grid services, help solar facilities identify underperformance and increase productivity, create machine learning and vision models for monitoring purposes as well as evaluate PV plant design innovations to reduce costs.

“Considered as a group, these projects bring advanced data analytics, artificial intelligence, and traditional field-based research to inform the deployment of advanced solar generation to support grid reliability and resilience,” said Arshad Mansoor, senior vice president for research and development at EPRI. 

DOE announced in November that it will select 75 research projects to receive a total of $128M in funding to advance solar technologies.

GSA OIG Reports on Semiannual Savings, Fraud Cases

The General Services Administration’s inspector general office has released a report on the agency’s activities from April to September this year, highlighting audits on cost savings and performance.

GSA Office of the Inspector General said it identified $79M in potential savings during the period, but also discovered various insufficiencies, criminal cases and fraudulent transactions, with a total of 30 audits issued.

An assessment determined that GSA’s Office of Mission Assurance needs an updated continuity plan for the agency, including executive functions. OMA’s national continuity plan has not undergone an update since early 2012.

Audits also identified a number of contractors that submitted inaccurate information, did not comply with rules on price reduction and overcharged federal customers.

The recommended savings amount of $79M consists of $66.2M in funds that have the potential for better use and $13.1M in questionable expenses. GSA OIG recommended total potential cost savings of $219M for fiscal year 2019, with $122M recovered.
