AFRL Concludes Aerojet Rocketdyne Engine Preburner Test

The Air Force Research Laboratory conducted a demonstration for an Aerojet Rocketdyne-built rocket engine preburner designed under the Hydrocarbon Boost program. The HCB preburner can operate under austere conditions and siphons external energy to power engine systems, the U.S. Air Force said Thursday.

AFRL equipped the preburner with super-nickel alloys and employed specialized methods to enable burn and high-strength resistance features. In addition, the laboratory utilized the preburner’s test unit to study fundamental technical gaps and comprehend technology trade space.

“The HCB preburner pushed the boundaries of these extreme conditions and redefined state-of-the-art for these challenging systems,” said Shawn Phillips, chief of rocket propulsion at AFRL’s aerospace systems directorate.

DOE-USDA Partnership Aims to Support Rural Energy Development

The departments of Energy and Agriculture have partnered to support the development of energy and manufacturing technologies for rural and agricultural applications. The partnership will support rural energy investments, resource optimization, innovation, rural technical assistance, energy infrastructure, power reliability and global exports of energy products from rural firms, DOE said Thursday.

“Rural America deserves the investments in energy infrastructure, technology and businesses that will be produced by this MOU,†said Undersecretary of Energy Mark Menezes who signed the MoU on DOE’s side.

Representatives from the departments signed a memorandum of understanding to commence the partnership.

“Energy creates jobs, supports local infrastructure expansion and provides new opportunities to increase economic development in rural communities,â€Â Donald LaVoy, USDA’s deputy undersecretary who signed on behalf of his department.

Efforts will aim to develop rural energy and manufacturing businesses, foster rural energy infrastructure investments, widen access of rural energy businesses to capital, fortify rural energy investments and support energy grid cybersecurity.

NASA is asking companies to join together and propose standards that support the prevention of extra-terrestrial biologic material spreading on Earth, Space News reported Thursday.

Lisa Pratt, NASA planetary protection officer, said the space agency would help a potential industry group that would study and recommend actions to maintain cleanliness of returning spacecraft.

“We need to incentivize all the stakeholders to invest in technology innovation for rapid detection of biologic contaminants on a spacecraft,” she said Thursday at the 2019 International Astronautical Congress in Washington, D.C.

Pratt’s statement supports NASA’s planetary protection effort.

US, South Korea Form R&D Partnership to Improve Disease, Disaster Response

The U.S. and South Korea have agreed to jointly conduct research and development programs to improve public safety during events such as disease outbreaks and natural disasters like fires, storms and flooding.

The Department of Homeland Security said Thursday that William Bryan, acting DHS undersecretary for science and technology, signed a memorandum of understanding with his counterpart Mun Mi-ock in Seoul, South Korea as part of the bilateral partnership.

“This is a great opportunity to discuss mutual challenges, shared priorities, and joint opportunities that will yield benefits and positive impact to our citizens,” said Bryan. “Both of us bring a wealth of technical expertise and creative insights, which collectively can help achieve better informed decisions on where research and development investments can and should be made.”

Under the agreement, both nations will facilitate joint events such as researcher exchanges, conferences and other R&D activities aimed at bringing together government entities, funding bodies and academic institutions.

The signing of the MOU certifies the Republic of Korea as the DHS Science and Technology Directorate’s 13th bilateral partner and first new partner since 2013.

GAO: DHS Should Assess, Modify Test & Evaluation Guidance

The Government Accountability Office released a report stating that the Department of Homeland Security should revise its test and evaluation guidelines for subsystems to comply with GAO standards. The watchdog said that DHS must also assess the capacity of its workforce to conduct T&E activities and establish procedures for collecting data on program managers.

According to GAO, the DHS Office of Test and Evaluation’s guidance “partially met the key practice” to show that subsystems operate as expected prior to the finalization of their design. Making changes after finalizing system designs exacerbates the risk of delays and higher costs, the watchdog noted.

In addition, GAO said that OTE’s data on the status of programs and T&E managers were “unreliable” and that its information on half of the programs GAO reviewed were inaccurate.

DHS officials said the department was unable to authorize changes to its workforce since 2014 and had to focus on active testing efforts instead of programs n the early stage of acquisition.

OTE has been overseeing test results from DHS’ major acquisition programs since 2010 and modified its T&E guidance in 2017.

Rep. Will Hurd, R-Texas, and Robin Kelly, D-Ill., are planning to collaborate with the Bipartisan Policy Center in the coming months to establish a national artificial intelligence strategy.

Hurd’s office said Thursday that he and Kelly intend to conduct meetings with public and private sector representatives as well as policy experts to help inform the development of the bipartisan strategy.

“If America loses its advantage in technology, it will have a devastating effect on our economy and national security,” said Hurd, a 2019 Wash100 Award recipient. “We need a national AI strategy to ensure the U.S. is prepared to lead on technology that will define the course of this century.”

Jason Grumet, president of BPC, added that Congress can help drive AI development while protecting rights to privacy, avoiding bias and “promoting economic and social inclusion” through the establishment of a national AI framework.

The move comes after Hurd and Kelly released a white paper detailing policy recommendations for AI implementation in September 2018.

DARPA Announces Winner of Spectrum Collaboration Challenge

Students, scholars and professors at the University of Florida have won a radio frequency-focused contest hosted by the Defense Advanced Research Projects Agency. DARPA said Thursday that it held the Spectrum Collaboration Challenge’s championship during an event at Mobile World Congress 2019 that took place Oct 22 to 24 in Los Angeles.

The contest sought technologies that use artificial intelligence to better leverage the radio frequency spectrum. The winning team, known as GatorWings, entered an autonomous radio that demonstrated navigation across wireless spectrum obstacles. GatorWings’ AI engine used reinforcement learning techniques to maximize use of available spectrum bits. The team won the contest’s grand prize of $2 million.

“GatorWings really stepped up their design in the final year, they previously finished fifth and sixth in the preliminary tournaments,” said Mr. Paul Tilghman, DARPA’s program manager for SC2. The competition demonstrated the ability of autonomous wireless networks to address limits of spectrum allotment.

NASA Administrator Jim Bridenstine Awards Distinguished Public Service Medal to John Culberson

John Culberson, former U.S. representative from Texas, received the Distinguished Public Service Medal from NASA Administrator and 2019 Wash100 Award recipient Jim Bridenstine, during the 70th International Astronautical Conference, NASA announced on Friday.

NASA’s Distinguished Public Service Medal is awarded to individuals not employed by the U.S. government for sustained performance that embodies multiple contributions on NASA projects, programs, or initiatives.

“John was a fervent champion of NASA and space exploration during his distinguished congressional career,” said Bridenstine. “It’s fitting we honor him with NASA’s Distinguished Public Service medal as we build on his legacy of agency support and return astronauts to the Moon by 2024, and then on to Mars, as well as explore the four corners of our solar system and beyond.”

Culberson served in the House of Representatives from 2001 to 2019 representing Texas’ seventh congressional district in west Houston. He served 16 years on the House Appropriations Committee and four years as Chairman of the Commerce, Justice, Science and Related Agencies, which funds NASA, the National Science Foundation, and other science agencies.

“I am deeply grateful to Administrator Bridenstine for this singular honor,” Culberson said. “I also want to thank my congressional colleagues for their steadfast support to help me significantly increase overall NASA funding, double Planetary Science funding, help ensure that it will be an American orbiter and lander that are the first to seek out life in the oceans of Europa, and help ensure that an American spacecraft will be the first interstellar mission to travel to the nearest Earthlike planet.”.

Navy Secretary and a 2019 Wash100 Award recipient Richard Spencer said the service branch has a plan in place to improve efforts to help combat cyber threats and those facing the supply chain, Fifth Domain reported Thursday.

“If you look at Sun Tzu, what is one of his rules? Take over the enemy and keep all their assets in tact. That is cyber 101,” Spencer said Wednesday at the Brookings Institution. “I need every single resource I can – and that’s not dollars … it’s gray matter … to combat this.”

He also cited the potential role of the newly created position of special assistant to the secretary of the Navy and chief information officer. Aaron Weis, former senior adviser to the Pentagon’s CIO, assumed the dual-hatted role, which oversees four directorates responsible for the service’s cybersecurity and digital modernization efforts.

The Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency is updating its vulnerability disclosure policy and will seek public comments from industry and agency partners on the directive upon release, Federal News Network reported Thursday.

Jeanette Manfra, assistant director for cybersecurity at CISA, said the forthcoming directive is part of the agency’s effort to make fiscal year 2020 the “year of vulnerability management.”

Manfra said CISA has collaborated with the private sector and other agencies to seek insights on their vulnerability policies as it works on updating the directive.

“We’ve never done this before, but we have found that in all of our directive development, we’ve found a lot of value from experts outside of the government, in providing feedback on what to focus on, how to focus on it, and we want to really capture that,” she said Thursday at the Cybersecurity Coalition’s CyberNext D.C. conference.

The upcoming vulnerability disclosure policy will further build up the National Risk Management Center as a hub for cyber threat sharing and help improve the process for ethical hackers involved in the government’s bug-bounty initiatives and researchers to immediately alert agencies about previously unknown vulnerabilities.
