Intelligence Officials Raise Concerns Over China’s Threat to US Intellectual Property

Intelligence officials discussed the threat posed by China to U.S. intellectual property, technology secrets and consumer data during the Defense One Tech Summit , C4ISRNET reported Friday. John Demers, assistant attorney general for national security at the Department of Justice, said China is homing in on IP across artificial intelligence, agriculture, high-speed rail and other technology areas.

“Ninety percent of our espionage cases that [are] the theft of intellectual property or state secrets on behalf of the state itself involve China,” said Demers. “If you want to know where they’re looking, look at the main China 2025 plan. If your company has technology that falls into any of those areas of advanced technology … then you have a risk.”

William Evanina, director of the National Counterintelligence and Security Center at the Office of the Director of National Intelligence, also discussed China’s efforts to steal data and its potential risks to the U.S. as the latter advances the 5G network technology and AI capabilities.

“If we’re developing AI here in the U.S., we have to find data sharing agreements to test a lot of these algorithms. The People’s Republic of China does not have to do that because they have petabytes upon petabytes upon petabytes of stolen data … that they can use,” said Evanina.

Raytheon Awarded $110M Contract to Secure Military Systems in Middle East; Dave Wajsgras Quoted

Raytheon announced on Monday has been awarded a $110 million contract to develop and deploy a mission-critical, advanced Cybersecurity Operations Center and services for a country in the Middle East and North Africa region.

Raytheon will perform vulnerability assessments and provide cybersecurity response centers that include intrusion detection, associated training, knowledge transfer, operational support and incident response to proactively address cyber threats to the country’s critical defense systems.

“Raytheon’s nation-scale cybersecurity solutions are in growing demand from countries around the world as they confront today’s dynamic cyber threats, said Dave Wajsgras, president of Raytheon Intelligence, Information and Services and 2019 Wash100 Award recipient.

“The challenge of defending large, complex networks, platforms and infrastructure against the most extreme class of cyber threats is fully met by our core cybersecurity competencies and global experience,” Wajsgras added.

Air Force to Add Fourth Advanced Tech & Training Center in Utah

The U.S. Air Force is slated to open its fourth Advanced Technology and Training Center along the Wasatch mountain range near Hill AF base in Utah. The service branch said Thursday that ATTC-Wasatch will house training and qualification activities for new technologies “without interrupting actual aircraft maintenance production.”

Operations at the facility may involve reverse engineering and scanning, cold spray repair, modeling and analysis, composites repair and additive manufacturing of polymers and metals. According to the Air Force, ATTC-Wasatch will work to develop rapid technology qualification capabilities while providing opportunities to Utah’s government, industry and academic entities.

The Air Force’s other ATTCs are located in Dayton near Wright Patterson AFB in Ohio, Middle Georgia near Robins AFB and Pittsburgh, Pa. The service expects to open the fourth ATTC in early 2020.

Stanford Students Develop App to Support Military Training

A team of Stanford University graduate students from multiple disciplines have won a Department of Defense-led competition for military-applied technologies. The team entered a training support app, originally designed to accelerate and streamline athletic training, to the Hacking4Defense competition in San Francisco, Calif., Stanford said Thursday.

“Pilots often lacked accessible, effective tools for staying up-to-date on the mechanical and engineering details of their aircraft or for learning new emerging topics,” said Andrew Powell, a member of the team. He stated that the app would work to address this gap.

Powell worked with co-members Phil Stiefel, Sasha Seymore and Sasha Lisbonne to tailor an existing app in response to U.S. Air Force pilot training needs. Powell and Seymore previously created the Learn to Win platform aid athletes in learning game plans. Seymore and Stiefel, who are U.S. Navy reservists, thought about developing the app for use in the military.

The team visited Beale and Tinker Air Force Bases to gather input on military training and found that current training methods need modernization for streamlining and cost reduction. The submitted app builds on gathered input.

Industry Group Urging Gov’t to Launch Efforts in Identity Mgmt Tech

Industry senior leaders recommend government entities promote the use of next-generation identity, credential and access management capabilities instead of traditional password-based authenticators, Fedscoop reported Thursday. Matt Lira, special assistant to the president at the White House Office of American Innovation, told audiences at a Business Roundtable event in Washintgon, D.C. that the government has “a major role to play” in rolling out advanced ICAM technologies to modernize digital identity procedures.

Recently, the industry group of executives released a white paper calling on the government to implement technologies such as biometric sensors and mobile-based tools and transition away from knowledge-based authenticators like social security numbers.

The white paper also recommends removing government barriers to implement new technologies, foster public-private partnerships on digital identity tech development, expand users’ control of data to enhance privacy and invest in related education programs.

Jim Bridenstine, NASA administrator and 2019 Wash100 Award recipient, will host a media teleconference on Monday, July 15th at 1 p.m. EDT to celebrate the 50th anniversary of astronauts first walking on the Moon in 1969, which is regarded as one of humanity’s greatest achievements.

NASA announced on Friday that Bridenstine will discuss the significance of the July 20 anniversary of the Apollo 11 Moon landing, as well as NASA’s future plans to go forward to the Moon and on to Mars. The teleconference will be streamed live on the agency’s website.

NASA and its partners will celebrate the historic event with a series of activities, including a celebration on the National Mall in Washington and a special two-hour NASA Television broadcast at 1 p.m. on Friday, July 19, among various other events.

The Transportation Department is seeking to preserve the spectrum allocated for autonomous vehicles to develop the nation’s connected-vehicle infrastructure, FCW reported Thursday.

Finch Fulton, deputy assistant secretary for policy at DOT, told the publication that the spectrum should be able to accommodate Dedicated Short Range Communications crucial to ensure traffic safety in vehicle-to-vehicle technology. He added that preserving a dedicated spectrum for such operations will aid the DOT in establishing rules for autonomous vehicle transport.

Fulton’s comments come after Federal Communications Commission Chairman Ajit Pai announced that he is willing to open a spectrum for unlicensed applications last month.

GAO: DoD Must Bolster Stakeholder Coordination on Procurement Reforms

The Government Accountability Office has assessed the Department of Defense’s procurement reforms, and found that the Pentagon is working to implement 180 of these reforms since 2010. DoD, on average, takes about a year to implement a procurement reform, but spends more than two years to apply some provisions, GAO said Thursday.

Congress creates and proposes reform regulations to augment DoD’s methods in purchasing products and services. GAO recommends the secretary of defense to pursue better coordinate reform implementations with Congress and other stakeholders.

The secretary would task the Defense Acquisition Regulations System’s director to develop this approach, GAO noted. The recommendation aims to reduce delays in implementation.

US Marines Log 1M Flight Hours With CH-53E Heavy Lift Helicopter

The U.S. Marine Corps has recorded 1 million flight hours for its CH-53E Super Stallion fleet since the heavy-lift helicopter platform, manufactured by Lockheed Martin‘s Sikorsky subsidiary, entered service in 1981. Marines have used the aircraft to transport personnel, vehicles and equipment during amphibious assault and long-range insertion missions. Naval Air Systems Command said Wednesday.

USMC maintains 142 units of the CH-53E, which undergoes a “RESET” phase to receive updates and extend service life for another 13 years. Matthew Baumann, co-lead of H-53 In-Service in the NAVAIR’s Heavy Lift Helicopter program office, said 25 helicopters have cleared the rolling period, enabling commanders to organize training, maintenance and operational efforts.

Sikorsky landed a $1.13 billion contract modification in May to produce 12 CH-53K King Stallion helicopters.
