Booz Allen Hamilton announced on Tuesday that the company has formed a strategic partnership with Hypergiant Industries to address the toughest challenges organizations face, powered by AI solutions.

The partnership will fuse machine learning, artificial intelligence and other emerging technology with Booz Allen’s deep expertise as an AI innovator and integrator for the U.S. government and Fortune 500 clients to bring new AI solutions and fully capture the potential of the technology.

“While AI holds significant opportunity, organizations often struggle to effectively implement the technology in a way that delivers real, repeatable value,†said Josh Sullivan, a senior vice president and leader of the firm’s Analytics and AI business.

“Our work with Hypergiant aims to help bring AI out of the lab faster, empowering organizations to deliver explainable and transparent outcomes. Booz Allen and Hypergiant will also explore ways to speed AI adoption by identifying models from Booz Allen’s vast experience deploying AI, uncovering opportunities to repurpose and create immediate impact,†Sullivan added.

The strategic relationship aims to move past the hype of AI and put advanced analytics to work in meaningful ways for government and private sector organizations. The two companies will team on government contracts to deploy AI solutions at scale, changing the nature of how organizations achieve their missions and revolutionizing facets of government operations.

In addition to teaming today, Booz Allen and Hypergiant will explore several areas where AI is best poised to deliver impact by examining and possibly repurposing the intellectual property of both companies, including in such areas as bringing AI to the ER, catching fraudsters, predicting fake domains and spotting never before seen malware.

Council Seeks to Facilitate Commercial FOIA Software Acquisition for Agencies

A council of Freedom of Information Act officers has called for the inclusion of records management and commercial off-the-shelf FOIA software in the General Services Administration’s schedules program to facilitate the procurement process for government agencies, Federal News Network reported Monday.

“A lot of agencies have difficultly starting from ground zero. It’s really hard to get started on making technological improvements and embracing some of these things. The variety of systems out there is overwhelming … They can’t make that argument to leadership that we need this if we’re going to be an effective FOIA program here in 2019,” said Michael Sarich, FOIA director at the Veterans Health Administration and co-chair of the Chief FOIA Officers Council’s technology subcommittee.

Sarich added that he believes the adoption of artificial intelligence platforms could become a “force multiplier” for FOIA personnel as they work to reduce the backlog requests. Agencies saw FOIA requests climb 5.6 percent to 863,729 in fiscal 2018, according to the report.

Gen. Joseph Martin, vice chief of staff of the U.S. Army, told Defense News in an interview published Monday that he believes the service branch is on the right path when it comes to building up military readiness.

“And because we’ve had consistent funding over time, we’ve been able to continue to execute our training strategy, which, again, includes home-station training, capstone exercises at combat training centers, maintaining proficiency so that we can meet combatant commanders’ needs,” Martin said. “We need to continue along that line so that we can maintain the readiness that we have achieved and increase the readiness ratio we’ve achieved in our various formations in the Army.”

Army Futures Command reached the full operational capability status in July and Martin said he is committed to helping Gen. Mike Murray, AFC commander, advance modernization efforts and accelerate the deployment of technology capabilities to warfighters. Martin also discussed the Synthetic Training Environment and two-year budget deal passed by Congress.

Senate Confirms Thomas McCaffery as DOD Assistant Secretary for Health Affairs

The Senate has approved by voice vote the nomination of Thomas McCaffery as the assistant secretary of defense for health affairs, Military.com reported Monday. McCaffery, who has been performing the responsibilities of primary adviser to the secretary of defense on health care on an acting basis, is expected to take on the permanent role later this month.

He concurrently serves as principal deputy assistant secretary for health affairs and is responsible for overseeing the Defense Health Program‘s $50B annual budget. Previously, McCaffery served as chief deputy director at the California Department of Health Services and held a vice president role at California State Partnerships at Blue Shield.

In his nomination hearing, McCaffery focused on providing soldiers with more access to mental health services and enhancing the psychological assessment of incoming and retiring military members. He will be the first permanent holder of the title since Jonathan Woodson, a major general in the Army Reserve, left the post in 2016.

Monte Hawkins, the director of the National Vetting Center for the U.S. Customs and Border Protection (CBP), will be featured as the keynote speaker for Potomac Officers Club’s Security Vetting Process Modernization Update on August 14th.

During the event, GovCon leaders from the public and private sector will discuss Phase One of the National Security Presidential Memorandum-9 implementation plan and how Phase Two will continue to improve the efficiency and effectiveness of vetting through a series of enhancements.

Hawkins has served as the first director of the National Vetting Center (NVC) since President Trump assigned the task to him in Feb. 2018. His role is to strengthen, simplify and streamline the complex and inefficient ways that intelligence is used to inform operational decisions and allow each vetting partner to contribute unique information and ensure that adjudications of border security and immigration-related benefits and protections are informed by all appropriate information available to the government while also maintaining robust privacy, civil rights and civil liberty protections.

Prior to his tenure as NVC’s Director, Hawkins served CBP as a senior advisor for Intelligence Integration between Aug 2017 and Feb. 2018. Hawkins served in a range of positions with the National Security, National Counterterrorism Center and National Security Council. He’s also been an intelligence analyst for the FBI and a uniformed division officer for the Secret Service.

In addition, Hawkins has served as an adjunct professor with Georgetown University since Aug 2013. He graduated, cum laude from the University of Tulsa with a Bachelor of Arts Degree in Sociology in 1999 and earned a Master of Arts in Criminal Justice from the University of Maryland in 2001.

Battelle announced on Monday that the company’s researchers have begun a project for the Department of Defense to examine commercial, fluorine-free aqueous film forming foams (AFFFs) to determine whether they meet military specifications for fire suppression.

The Environmental Security Technology Certification Program (ESTCP) is funding the project under its in per- and polyfluoroalkyl substances (PFAS) research initiatives. In addition, Battelle Principal Investigator Satya Chauhan, PhD, will determine if commonly available firefighting engineering technology such as compressed air foam or ultra-high pressure will allow the foams to meet the required standards of extinguishment and burnback.

“Battelle would particularly like to collaborate with developers of novel fluorine-free firefighting foams that are at a technology readiness level (TRL) of at least three,” said Chauhan.

Battelle is focused on bringing science-based solutions to address the country’s growing PFAS concerns. The chemicals have been commonly used for decades in firefighting foams as well as water-repellent, stain resistant and non-stick products materials.

Much of Battelle’s efforts are focused on how to identify, characterize, capture and destroy these chemicals in an effort the restore affected sites. This new program is an upstream effort to provide safer firefighting foam alternatives that can still meet the military’s requirements.

A United Launch Alliance (ULA) Atlas V rocket is in final preparations to launch the fifth Advanced Extremely High Frequency (AEHF) communications satellite for the U.S. Air Force Space and Missile Systems Center. The launch is planned for Aug. 8 at Space Launch Complex-41 from Cape Canaveral Air Force Station.

Producing more than two and a half million pounds of thrust at liftoff, the Atlas V 551 configuration rocket is the most powerful in the Atlas V fleet. The 551 rocket has launched groundbreaking missions for our nation—from the critically important MUOS constellation to historic science missions including New Horizons, the first mission to Pluto and the Juno mission to Jupiter. The Atlas V 551 configuration first launched on January 19, 2006 and has launched nine times to date.

“Our highest priority is to safely and reliably deliver national assets,” said Gary Wentz, ULA vice president of Government and Commercial Programs. “We are proud to have successfully launched the first four AEHF satellites, and look forward to launching the newest addition to the constellation in support of our nation’s national defense and the warfighter community.”

The National Geospatial-Intelligence Agency has granted the National Center for Supercomputing Applications at the University of Illinois at Urbana-Champaign $11.1M to work on a series of geospatial research projects over the next year. NCSA said Friday that it will help NGA build digital elevation models of the entire Earth using data from its Blue Waters supercomputers as part of the initial EarthDEM project.

The center noted that the University of Minnesota and The Ohio State University will also offer their expertise in programming and data flow domain to produce the elevation models, which is expected to support the assessment and monitoring of various geological activities.

Previously, NCSA used Blue Waters to develop a high-resolution terrain map of Antarctica to help researchers remotely track changes in the continent’s environment.

HUD Puts Focus on Data Analytics for IT Modernization

The Department of Housing and Urban Development is deploying a Centers of Excellence approach to information technology modernization to simplify organizational operations such as financial management, Federal News Network reported Friday.

HUD’s IT modernization strategy spans across business process reengineering, cloud adoption, data analytics, chief information officer responsibilities and contact center operations. According to HUD CFO Irv Dennis, the department aims to implement a centralized data governance approach and establish a chief data analytics officer role to lead such operations.

“The trick right now is to get all of our key data in the other programs and our systems into this data warehouse, and then leverage our existing dashboard and build from there,” he said.

HUD is the second agency to deploy a CoE approach to IT modernization after the Agriculture Department.

Texas A&M System to Develop $130M Testing Center for Army Futures Command

The Texas A&M University System has unveiled a $130M plan to build a new technology development and testing center for the U.S. Army at its RELLIS campus in Bryan, The Eagle reported Friday. The university is spending $50M for the development of laboratories, accelerator space and office space for the Army Futures Command at the campus and another $30M for infrastructure improvements to support the new facility.

The Texas Legislature also approved another $50M for the Texas A&M’s Engineering Experiment Station to create an outdoor testing area on the 2,000-acre site. Texas A&M’s board of regents will vote to begin design and construction of the facility and a groundbreaking is scheduled for this fall.

The university intends to hire up to 25 research engineers within the next year to help the Army test and evaluate emerging technology such as hypersonic and directed energy weapons. Army Futures Command, which employs a total of 24,000 civilians and soldiers, reached full operational capability in July.
