Chinese Investments in US Startups Drop Amid Wider Scrutiny of Tech Deals

Chinese-backed venture capital firms are closing U.S. offices, reducing their U.S. investments or changing the structure of their investments to avoid scrutiny from government regulators as U.S. startups shy away from Chinese investors amid rising tensions between the two countries, The Wall Street Journal reported Tuesday.

Research firm Rhodium Group said Chinese investments in U.S. startups hit record levels in early 2018 but started to drop in May 2018. Foreign direct investment from China also declined from $46 billion in 2016 to $5 billion in 2018, reflecting a 90 percent drop.

The decline in Chinese investments came after Congress passed a law expanding the authority of the Committee on Foreign Investment in the U.S. to assess foreign transactions and direct international investors to seek approval for technology deals. The report said a group of administration officials and senators started conducting meetings with U.S. tech executives and venture capitalists to inform them of the risks of having dealings with Chinese counterparts.

Sen. Mark Warner (D-Va.) said he supported broadening economic relations with China in the past. “But a few years and many, many classified briefings later, my views have changed, as the government in China has,” he said in a statement. The FBI has carried out briefings to warn companies of Chinese-backed intellectual property theft, economic espionage and cybersecurity threats, the report noted.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Julian Setian, president and chief executive officer of SOS International, with his first Wash100 Award on Wednesday.

Setian joined SOSi, founded by his mother, in 1995 and became the CEO in 2001. Army Secretary Mark Esper told Federal News Network in an interview published Wednesday about the service’s current efforts and Army Futures Command.

“If you look at our budget you will see a dramatic shift in the budget we put forward just to make sure we were consistent with the National Defense Strategy,” Esper said. “Whether it’s how we man, organize, train or equip the force we are making big shifts. I like to say that the Army is in a renaissance right now.”

Esper, a 2019 Wash100 winner, discussed the service’s intellectual property policy, military housing and hiring of civilian personnel and offered updates on the new command when it comes to the acquisition of weapons systems in support of the Army’s six modernization priorities. He said Futures Command hasn’t yet reached full operational capability but is making progress driven by its cross functional teams.

“We finally have a command that is bringing together the entire modernization enterprise to provide our soldiers the equipment they need when they need it,” Esper noted. “We need to be good stewards of America’s hard-earned tax dollars, so we are doing that at cost and we are already seeing accomplishments by command leader Gen. John Murray and Futures Command on both fronts, and I’m very excited about the future and his ability to deliver capabilities on time, on cost with the performance parameters and requirements we need.”

Rep. Will Hurd, a 2019 Wash100 awardee, unveiled a bipartisan legislation to create minimum requirements on Internet of Things devices used by the government. The Internet of Things Cybersecurity Improvement Act of 2019 will require government-purchased devices to meet security standards to maintain the privacy of government networks and personal data from hackers, the office of Will Hurd said Wednesday.

Additionally, the bill will task the Office of Management and Budget and the National Institute of Standards and Technology to establish the requirements on IoT tools.

“Internet of Things devices will improve and enhance nearly every aspect of our society, economy and everyday lives – and are growing rapidly. We must act now to ensure these devices are built with security in mind, not as an afterthought,” said Hurd.

Joe Klimavicz, chief information officer at the Department of Justice, has been appointed to additionally serve as DOJ’s chief data officer, Fedscoop reported Tuesday. He will concurrently function as DOJ’s CIO and CDO.

The CDO is tasked to lead a data governance body of his respective agency, as mandated under the Open, Public, Electronic and Necessary Government Data Act. The provision intends to increase the accessibility of non-sensitive government data. The Office of Management and Budget released a federal data strategy defining the CDO’s job to oversee data activities.

Klimavicz has served as CIO since joining the department in 2014. He also held the CIO position with the National Oceanic and Atmospheric Administration. The executive holds 30 years of federal government experience, having formerly held scientific, technical and leadership roles with the CIA, the Department of Defense and the National Geospatial-Intelligence Agency.

NOAA Launching COSMIC-2 Satellites for Space Weather Forecast Mission

Six COSMIC-2 satellites will deploy aboard a SpaceX-built Falcon Heavy spacecraft on June 24 as part of a U.S. Air Force mission that aims to optimize space weather monitoring and forecast functions. The satellites will gather weather, atmospheric and electron density data in the ionosphere to help the National Oceanic and Atmospheric Administration forecast climate and weather conditions as part of the Space Test Program-2 mission, the agency said Tuesday.

“COSMIC-2 will gather information about the vertical temperature and humidity of the atmosphere in the tropics, which holds most of the moisture that drives global weather patterns,” said Louis Uccellini, director at NOAA’s National Weather Service.

Additionally, the satellites will secure signals from the Global Navigation Satellite System to assist scientists in the validation of atmospheric pressure, moisture content and temperature. The initiative follows a previously conducted mission in 2006 which saw COSMIC satellites travel around Earth in near polar orbits.

NASA to Support Space Resource Mining Projects

NASA seeks to mine resources on the moon and Mars in support of the space agency’s wider exploration goals. The agency said Wednesday that it will deploy two robotic projects to support resource mining studies under Phase III of the NASA Innovative Advanced Concepts program. Teams from Carnegie Mellon University and TransAstra will each receive $2 million for respective two-year projects.

“We are pursuing new technologies across our development portfolio that could help make deep space exploration more Earth-independent by utilizing resources on the Moon and beyond,” said Jim Reuter, associate administrator at NASA’s Space Technology Mission Directorate. 

Carnegie Mellon University will pursue the Skylight mission to generate imagery-based 3D models of craters to determine viability for human on robotic missions. TransAstra will deploy its Mini Bee robot to demonstrate optical mining, an excavation method that stores substances in an inflatable bag. The company will apply this method to gather propellant in space.

FBI Calls for Public to Report Online Phishing Activities

The FBI has alerted the citizens on online users that the use of internet phishing to secure sensitive information. FBI noted that criminals are attempting to utilize public trust on secured hyperlinks through the imitation of company websites and actual contacts on email messages, the Internet Crime Complaint Center said Monday.

The emails contain URLs that will lure users to malicious websites and may cause theft of login information. The agency advised to check any spelling and grammar errors in emails and validate the legitimacy of received messages and websites. In addition, FBI called the public to report any suspicious activities to IC3 through its website.

DHS Gathers Responders to Test New Techs in Texas

The Department of Homeland Security held a large-scale experiment in Texas to see how emergency responders can utilize new government-developed and commercial technologies integrated into existing public safety systems. The Next Generation First Responder Program– Harris County Operational Experiment at the Port of Houston gathered Houston-based public safety agencies, industry partners, DHS components and the U.S. Coast Guard, DHS said Tuesday.

First responders and partners used new on-body sensors and situational awareness screens to respond to a simulated release of a volatile chemical on the Houston Ship Channel.

“In this experiment the key data points are how to get multi-jurisdictions responding to an event to share information and situational awareness through sensors and communication systems,” said Sridhar Kowdley, program manager and OpEx director at DHS Science and Technology Directorate. “We’re now looking at integrating and fusing these technologies and incident command on various situational awareness platforms or dashboards,” he added. 

DHS plans to release case studies, guides and an after action report on the lessons from the experiment in late summer. The agency will conduct the last NGFR experiment, Birmingham Shaken Fury OpEx, in August.

Fred Kennedy, director of Space Development Agency, said that lawmakers are showing interest in supporting the newly-established agency, SpaceNews reported Tuesday.

The Pentagon stood up SDA to help utilize commercial technologies to accelerate development of space systems in March. Kennedy said a House Armed Services subcommittee included provisions to the 2020 National Defense Authorization Act, which would direct the agency to procure commercial space situational awareness services and design navigation satellite receivers to support NATO and Japan space techs. 

“They’ve assigned tasks. That’s a good sign,” he said during a speech at the MITRE campus. “That means they recognize the need for something like an SDA and they’re trying to figure out what to make it go do.” 

Kennedy added that previous meetings in Congress were “very fruitful” despite the lack of final budget for SDA. The Department of Defense requested a $149.8 million funding for the agency in fiscal year 2020. Initial project assigned to SDA will focus on planning a new constellation of low-cost satellites in low-Earth orbit for the military.
