Senate Committee Wants Army to Oversee Anti-Ballistic Missile Defense System

The Senate Armed Services Committee wants to see the U.S. Army in charge of the Terminal High Altitude Area Defense system, a platform designed to deter ballistic missiles, Defense News reported Wednesday. The committee released an executive summary of the fiscal 2020 defense authorization bill to mandate the Missile Defense Agency to turn THAAD’s responsibility over to the Army.

The transfer would include procurement and sustainment funds allotted for the THAAD system. The Army’s layered missile defense includes THAAD that neutralizes enemy ballistic missiles during a flight’s terminal phase, the report noted. Soldiers use the system to launch interceptors against ballistic missile threats.

For years, the branch has been the system’s user, while MDA oversees development. Leadership from both sides would not reject the turnover if funds are available without compromising other defense projects, the report noted.

ACG National Capital presented the 2019 Corporate Growth Award for Deal Team of the Year to Perspecta on May 14th, Perspecta announced on Thursday.

On May 31, 2018, Perspecta Inc. became an independent company formed by the spin-off of the DXC Technology Company U.S. Public Sector business, and the merger with Vencore Holding Corporation (Vencore) and KGS Holding Corporation (KeyPoint).

On June 1, 2018, Perspecta began trading on the New York Stock Exchange under the ticker symbol “PRSP.” The deal team that created Perspecta was comprised of executive leaders from DXC Technology Company and Veritas Capital. The deal created more focused, profitable companies with enhanced growth potential at both Perspecta and DXC.

Air Force Assuming Responsibility for Future Narrowband Satcom Capabilities

The U.S. Navy will transition responsibility for future narrowband satellite communications capabilities to the U.S. Air Force to facilitate the development of an integrated space architecture, the Air Force reported Wednesday. 

“Completing this transfer now would be a prudent step toward consolidating space capabilities, consistent with Space Policy Directive-4,” USAF Secretary Heather Wilson and Navy Secretary Richard Spencer wrote in a memorandum dated Tuesday. Wilson and Spencer are both 2019 Wash100 Award recipients.

The memo requires the creation of a working group to report on risk areas and mitigation, joint force requirements and required resources to facilitate the transfer, which aims to address concerns raised by the Government Accountability Office and Congress with regard to the alignment of major space initiatives.

NASA will still lift off the Space Launch System by 2020 if the vehicle’s core stage is completed within this year and tests go according to schedule, Space News reported Wednesday. The space agency intends to retain the 2020 launch schedule amid static-fire test plans for SLS’ core stage.

NASA must complete the potential test within six months or less, according to Bill Hill, NASA’s deputy associate administrator for exploration systems development. He said at a NASA Advisory Council meeting that the agency hasn’t decided on what type of test to use for the rocket.

One recommendation is to conduct a “green run” wherein the core stage will ignite for eight minutes with RS-25 rockets on a test stand. Hill said the green run would be shortened to accommodate the targeted schedule, and NASA may need to extend worker shifts as a result.

Christopher Krebs, director of the Cybersecurity and Infrastructure Security Agency and 2019 Wash100 Award recipient, confirmed that other countries like Russia and China could use virtual private network apps to spy on the U.S. He said in a letter issued on May 22 that some nation-state actors are trying to leverage VPN services for malicious purposes.

“If a U.S. government employee downloaded a foreign VPN application originating from an adversary nation, foreign exploitation of that data would be somewhat or highly likely,” Krebs said. “This exploitation could lead to loss of data integrity and confidentiality of communications transmitted over the application.” He noted hackers may gain access to phone contacts, user history, photographs and geolocation.

Krebs made the remarks in a letter to Sen. Ron Wyden, D-Ore., who had asked the Department of Homeland Security to analyze potential threats of foreign-owned VPN applications. However, the letter did not detail evidence of cyber espionage that used VPN apps. Krebs noted DHS considers spying risk from VPN as a “low to moderate impact.”

Suzette Kent, federal chief information officer and 2019 Wash100 awardee, said that agencies need to identify cloud implementation strategies that work best for specific organization operations during a conference hosted by Docker , Fedscoop reported Wednesday.

Kent noted that agencies must “do a full-scale rationalization” of relevant applications and implement a broader set of capabilities to fit individual missions. Most agency cloud migration efforts involve lengthy procedures and often lead to the deployment of a hybrid cloud environment, she added.

The federal CIO cited cloud adoption differences in federal entities like the Department of Justice, which runs over 30 cloud infrastructures and “moved things very quickly because of the benefits of security, scalability and some of the other capabilities”.

Marine Corps Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, said the U.S. military should prioritize new capabilities over additional forces to maintain dominance amid modernization of adversaries, National Defense Magazine reported Wednesday. He said defense officials should avoid over expanding forces, which could affect how the military acquires high-tech capabilities.

“When you have to make a choice between capacity and capability, I would go with capability,” Dunford said during a conference at the Brookings Institution in Washington, D.C. “I would make sure every unit that we have actually has the level of readiness to meet its requirements. And I wouldn’t grow the force in a way that exceeds what we predict is going to be sustainable.”

The Navy and Air Force are planning to grow their forces. Naval forces are expected to get a 355-ship fleet by 2034, while the Air Force seeks to increase its squadrons by nearly 25 percent before 2030. Meanwhile, a joint study by the Pentagon and intelligence community suggests the military needs to invest in space, cyber and electronic warfare, among other technologies, to stay ahead of adversaries.

Dunford will retire from service and chairman of the Joint Chiefs of Staff in October.

The Department of Defense is implementing a multi-vendor approach to its 2018 Enterprise Cloud Strategy focused on simplifying agency operations, the Defense Information Systems Agency said Wednesday. Kevin Tate, a management analyst at the Office of the DoD Chief Information Officer, said at an AFCEA symposium in Baltimore, Md. that the department seeks to transition away from hardware-dependent infrastructures that lack flexibility and pose problems for equipment maintenance. 

“The intent is to outsource the DoD enterprise commercial cloud service solutions – software as a service – when it comes to certain capabilities,” said Karl Kurz, program manager for DISA’s unified capabilities portfolio. Kurz noted that an enterprise cloud environment will help consolidate cybersecurity operations while cutting system maintenance costs. 

DoD CIO Dana Deasy, a 2019 Wash100 award winner, added that the government intends to accelerate the delivery of capabilities to warfighters by cutting time for testing, certification and achieving an authority to operate on DoD networks. DISA supports the Pentagon’s cloud strategy through efforts like the Enterprise Collaboration and Productivity Services initiative, which will cover three capability sets and offer a range of services to all defense entities.

The U.S. Navy will accept the lead ship of its Zumwalt destroyer program before the end of 2019 but testing will continue to enhance the ship’s combat capability, USNI News reported Tuesday.

The USS Zumwalt (DDG-1000) may undergo combat system testing through 2020, according to DDG-1000 program manager Capt. Kevin Smith. Smith said once testing is complete on Paul F. Foster, the Navy may move to USS Zumwalt to conduct live-fire capability demonstration.

The Navy is testing the SM-2 system aboard the ex-Paul F. Foster (DD-964) ship, which previously conducted tracking exercises and test fires. The lead ship is expected for final delivery in September. Zumwalt is already equipped with its combat system and is being tested in Alaska, California and Hawaii.

Meanwhile, the second of the Zumwalt class ships, the USS Michael Monsoor (DDG-1001), entered its combat system installation period. Smith said the ship should be out of the yard and ready for testing by the end of the year. Construction of the new Navy ships take place at the yards of General Dynamics Bath Iron Works in Maine and BAE Systems in San Diego.

NIH Contributes to Roadmap on AI-Applied Medical Imaging

The National Institutes of Health co-developed a report highlighting translational research efforts on artificial intelligence applied in medical imaging. The Journal of the American College of Radiology published the report that lists priority research efforts on the use of big data, cloud and machine learning to visually aid doctors in forming diagnoses, NIH said Tuesday.

The report, with its predecessor published in April, contain input from a workshop in August last year. NIH co-organized the workshop with the Radiologic American College of Radiology and the Radiological Society of North America.

“Radiology has transformed the practice of medicine in the past century, and AI has the potential to radically impact radiology in positive ways,” said Krishna Kandarpa, co-author of the report and director of research sciences and strategic directions at NIH’s National Institute of Biomedical Imaging and Bioengineering.

She added that the new report serves as a roadmap of expert-based analyses and survey studies on AI medical applications. Experts from government, industry and academia contributed to both new and previous reports.
