Parsons Officially Acquires QRC Technologies from DC Capital Partners

Parsons Corporation announced on Wednesday that the company has completed its acquisition of QRC Technologies from DC Capital Partners. The strategic acquisition is Parsons’ first as a public company and its third acquisition in the past 14 months.Â

The acquisition is consistent with Parsons’ transformation strategy of acquiring high-growth, defense and intelligence technology companies with hardware and intellectual property that enhance its technology and transactional revenue growth and margin profile. Parsons plans to leverage its existing artificial intelligence and data analytics core competencies to further differentiate QRC’s product portfolio and expedite actionable intelligence for its customers.Â

QRC is an agile, disruptive product company headquartered in Fredericksburg, Va., that specializes in radio frequency spectrum survey, record and playback; signals intelligence; and electronic warfare missions for the U.S. Special Operations Command, U.S. Intelligence Community, U.S. Navy, U.S. Marine Corps and international customers.Â

GAO: Agencies Should Optimize Employee Recruitment, Retention Efforts

The Government Accountability Office calls on government agencies to implement strategies that will work to efficiently retain and hire employees.

GAO recommended agencies to utilize pay and hiring privileges, optimize employee support and promote engagement to address retention and hiring gaps, the accountability agency said Tuesday.

The government watchdog added that agencies need to draft coherent job postings and conduct hiring efforts at the start of the school year to prepare for any uncertainties in funding.

GAO also assessed potential benefits that may help in optimizing recruitment and retention capabilities including employee assistance, alternating work schedules and health programs.

The report found that lack of specific skills and staff shortages have an effect on the entire federal workforce. In addition, the percentage of retirement eligibility and the changing nature of federal work may further issues brought by skill concerns.

DSO Director Gregory Wagner Seeks Boosted Collaboration With Partners

Gregory Wagner, director of the Defense Information Systems Agency’s Defense Spectrum Organization, laid out his intent to collaborate with mission partners for DSO to attain center of excellence status.

He asked partners to provide constructive input that would help DSO perform better in missions regarding the electromagnetic spectrum, DISA said Tuesday.

“Tell me what I should be doing to address your concerns and what I should be focusing on to help you,” he said.

Wagner also seeks to work with DISA’s Emerging Technologies Directorate, a newly created group that focuses on innovation.

The DSO director also laid out spectrum-related issues such as foreign threats with the capacity to distort the country’s spectrum access.

He also highlighted DSO’s relationship with other defense organizations in support of DoD spectrum efforts.

“We can deliver next-generation capabilities using agile processes that allow us to learn what works and what doesn’t,” he said.

Electromagnetic spectrum is a finite source that allows the military to communicate and transmit signals.

Capgemini Government Solutions announced on Wednesday that the company has been awarded a new multiple-award blanket purchase agreement (BPA) to support the Centers of Excellence (CoE). Capgemini Government Solutions was selected as one of the vendors eligible to provide discovery and assessment services for Cloud Adoption and IT Infrastructure Optimization on the three year CoE Discovery BPA.

The CoE program is a partnership initiative between the General Services Administration (GSA) and the White House Office of American Innovation. The program leverages private sector innovation and government services to accelerate IT modernization and centralize the expertise and best practices.

“This BPA will provide GSA and its agency partners with the much-needed flexibility and agility to rapidly access cloud adoption and IT optimization expertise,” said Doug Lane, CEO of Capgemini Government Solutions. “We look forward to leveraging our extensive experience and commercial best practices in this space to support GSA and its agency partners in achieving their modernization objectives.”

The Department of Defense’s Office of the Inspector General conducted an audit to verify whether DoD assesses cybersecurity risks in commercial off-the-shelf information technology products.

The audit found that DoD employs COTS IT products that hold commonly known cyber vulnerabilities due to lack of associated policy, strategy and product standards, DoD IG said in a report publicly released Tuesday.

The study looked at procurements done via government purchase cards, and discovered that the U.S. Army and U.S. Air Force have $32.8M of combined IT product purchases made with GPCs in fiscal 2018.

These purchases include Lenovo computers and GoPro cameras that possess cybersecurity risks.

DoD IG recommends the secretary of defense to order the development of a risk-based evaluation approach for COTS items, an associated testing procedure and a process to prevent purchases of high-risk products.

The office also urges the undersecretary of defense for acquisition and sustainment to implement policy that requires organizations to assess cyber risks in COTS products. The recommendation also calls for the establishment of requirements for cybersecurity risk training.

Chris Campione Appointed New Energy Department CIO

The Department of Energy has appointed Chris Campione as its new chief information officer, replacing Max Everett, who held the position for two years, FedScoop reported Tuesday.

Campione was named principal deputy CIO at DOE earlier this month after spending 10 years at information technology services company Planet Technologies, most recently as vice president within its federal division. 

His appointment marks his return to the department, having previously served as senior adviser to the deputy secretary of Energy.

Meanwhile, Everett left the top information role to become vice president and CIO of the 2020 Republican National Convention in Charlotte, N.C.

Glenn Fine, the Department of Defense’s principal deputy inspector general, said that the Office of the IG has made a “concerted effort” to reduce its backlog of whistleblower cases, Federal News Network reported Tuesday. 

Fine told attendees that the DoD OIG is looking to deploy artificial intelligence and data analytics to “proactively look for fraud” instead of relying on whistleblowers who use the OIG hotline to report such cases. Assistant IG for Data Analytics David Yacobucci added that these new capabilities, although lacking in certainty, can help DoD investigators and auditors identify trends and nonobvious patterns from large volumes of data.

“Whistleblowers need to have their complaints handled in a timely way, otherwise they will not have confidence in the system,” Fine noted. “I would say that’s one of the key things that needs to be focused on. It is a challenge, given the multitude of complaints we get, but timeliness is very important.”

The Federal Communications Commission intends to propose an initiative that will work to provide telehealth services to U.S. military veterans and low-income communities.

The Connected Care pilot program will help the agency gather data on connected care services and validate low-cost patient internet broadband services’ effects on healthcare delivery, the Office of the Federal Register said Tuesday.

The agency envisions to help healthcare providers engage with low-income communities through telemedicine technologies and assist medical responders in handling various health concerns from heart diseases to cancer.

FCC intends to run the program within the U.S. Air Force for three years under an estimated budget of $100M to support eligible healthcare providers. In addition, the agency looks to fund 20 projects with $5M each as part of the effort.

NSF Plans Workshop on Wireless Spectrum AI Applications

The National Science Foundation will host a workshop to boost awareness on artificial intelligence applications across the wireless spectrum, Nextgov reported Monday.

The agency said in a federal register notice it will gather government, industry and academia members to participate in the event from Aug. 28 to 29 at Griffiss Institute Center for Information Assurance in Rome, N.Y.

The workshop will tackle the use of AI in future communications networks, spectrum sharing, dynamic spectrum allocation and policy management. Wireless spectrum refers to the medium through which device-based signals travel.

Michael Garris, chair of the National Institute of Standards and Technology’s AI Community of Interest, will serve as the workshop’s keynote speaker.

DOE Funds University-Led Projects to Develop Steady-State Fusion Reactors

The Department of Energy has awarded $14M in total funding to 10 university-led research projects to develop a new approach to fusion energy production. 

DOE said Monday the collaborative research focuses on understanding and assessing the potential use of magnetically confined plasmas in the development of steady-state fusion reactors. 

It will take place at the DIII-D National Fusion Facility operated by General Atomics in San Diego which houses the largest magnetic confinement system in the U.S. 

The projects range from improving operating diagnostic systems to developing new methods of controlling plasma instabilities and were selected via a competitive process. 

The 10 awarded teams were from leading universities in the U.S. including the Massachusetts Institute of Technology, Princeton University and Columbia University.
