NRL Launches Plasma Sensor Experiment on SpaceX's Dragon Spacecraft

The Naval Research Laboratory has deployed a plasma sensor platform aboard SpaceX‘s Dragon spacecraft as part of the company’s 17th cargo delivery mission to the International Space Station. The Space PlasmA Diagnostic suitE is built to track space weather conditions around ISS and detect potential hazardous charging levels for the station, the U.S. Navy said Monday.

In addition, SPADE will highlight the instrument’s response to any changes in the plasma sheath and excite local plasma through the use of an active antenna. A passive antenna will observe the excitation process.

“This opens many new possibilities for measurements in industrial processed plasmas and in atmospheric pressure discharge experiments,” said Erik Tejero, plasma physicist at NRL’s plasma physics division.

NASA Studying Asteroid Behavior Ahead of Planetary Defense Test Launch in 2021

NASA is facilitating observations of a binary asteroid and its small moonlet to serve as the target for the Double Asteroid Redirection Test intended to demonstrate kinetic impact for planetary defense, NASA said Monday.

The agency is studying the behavior of the asteroid Didymos A and its moonlet Didymos B using telescopes at the Johns Hopkins Applied Physics Laboratory in Laurel, Md., as well as other locations around the world. Researchers integrated a DRACO imaging system and a cube satellite from the Italian Space Agency to observe the asteroid’s movements more effectively.

“The Didymos system is too small and too far to be seen as anything more than a point of light, but we can get the data we need by measuring the brightness of that point of light, which changes as Didymos A rotates and Didymos B orbits,” noted Andy Rivkin, DART investigation team co-lead for APL. 

NASA expects the DART spacecraft to intercept the smaller asteroid’s orbit and crash into the moonlet in September 2022. The agency last month selected SpaceX’s Falcon 9 launch vehicle to propel the spacecraft from Vanderberg Air Force Base in California in June 2021.

Pence Says 5G Network Can Boost Innovation for Space Industry

Vice President Mike Pence said providing expanded access to 5G spectrum across the U.S. could help accelerate innovation in the space industry, Breaking Defense reported Monday. He said at the Satellite 2019 conference in Washington, D.C., that the Trump administration wants to use high speed connection “to give innovators in all industries access to spectrum you need to compete and win in global marketplace.”

The government hopes to use 5G to accelerate data transfer, increase connectivity for development of internet of things and to enhance cybersecurity and data protection. Some satellite communications companies and operators expressed interest in utilizing 5G to support their operations and services. 

Eutelsat and Telesat suggested that the satellite industry should manage the spectrum-sharing process with mobile operators to provide 5G service in the U.S. Pence said the Federal Communications Commission plans to hold its “largest spectrum auction ever” in December to establish the 5G network nationwide. The industry can submit comments on FCC’s auction through May 15.

Mike Pence: Trump Admin Working With Congress to Establish Space Force

Vice President Mike Pence told attendees at the Satellite 2019 conference in Washington, D.C. that the proposed space force will “soon be a reality,” National Defense magazine reported Monday.

Pence, also the chairman of the National Space Council, noted that the Trump administration is working with Congress to stand up the sixth military branch. He warned that adversaries like China, North Korea and Russia have been “aggressively deploying” space technologies such as GPS signal-jamming capabilities, ground-based electronic attacks and other satellite communications technology.

“We recognize that space is a warfighting domain just like the land, air and sea and America is going to be as dominant for our security in space as we are here on Earth,” he added.

In addition, Pence noted that the administration is working on space situational awareness efforts to foster data sharing among industry players. The administration also seeks to promote private sector initiatives to develop guidelines and standards for activities such as space launches and traffic management.

NNSA Sets Strategies to Modernize, Secure US Nuclear Security Enterprise

The National Nuclear Security Administration issued three strategic documents providing information on how the agency and its partners can form an integrated approach to modernize the U.S. nuclear security enterprise to address emerging threats.

“We are at our highest level of activity since the Cold War, and these three documents will ensure that our enterprise of some 44,000 employees has a common vision and an integrated approach to strengthening the nation’s nuclear security,” Lisa Gordon-Hagerty, under secretary for nuclear security and NNSA administrator, said in a statement Monday. 

NNSA’s Strategic Vision aims to ensure the agency remains responsive to nuclear security and strategic defense needs of the country. Through the Governance and Management Framework, the agency will promote its One NNSA team approach to increase mission integration and strategic planning between federal headquarters, field office staff and partners at NNSA laboratories, plants and sites.  

The last document, the Strategic Integrated Road Map, highlights the agency’s current and future mission priorities to modernize and secure the nuclear security enterprise. The efforts include maintaining the stockpile, countering threats, keeping the nuclear Navy moving, utilizing new scientific and technological discoveries and modernizing infrastructures.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Leanne Caret, president and CEO of Boeing Defense, Space and Security, with her third consecutive Wash100 Award on Monday.

Caret has served as the executive vice president of Boeing and as president and chief executive officer of defense, space and security since February 2016. She leads the $21 billion business that provides integrated solutions to meet the needs of defense, government, space, intelligence and security customers in the U.S. and abroad.

Caret joined Boeing in 1988 and held various program management positions in the defense business during her tenure. She became vice president and general manager of Vertical Lift in January 2013 and held the role for one year until she was appointed chief financial officer and vice president of finance for defense, space and security in April 2014.

After serving for a year, Caret became the president of global services and support in February 2015 and served for another year until assuming her current role in February 2016.

She is a member of the United Service Organizations board of governors and was named an associate fellow to the American Institute of Aeronautics and Astronautics. She serves on the Association of the U.S. Army council of trustees and the Business-Higher Education Forum board of directors. Caret was named to Fortune’s Most Powerful Women list twice.

Caret earned a bachelor’s degree in business administration from Kansas State University and an MBA from Wichita State University. She earned certifications in the program for leadership development and the international security defense program from Harvard University and completed the integral leadership program at the University of Notre Dame.

Adrienne Lotto, acting principal deputy assistant secretary to the Office of Cybersecurity, Energy Security and Emergency Response (CESER) for the U.S. Department of Energy, will be featured as a keynote speaker during Potomac Officers Club’s 2019 Cybersecurity Summit on May 8th.

Lotto has a decade of experience as a risk management professional addressing cross-sectional issues associated with public policy, risk management and law. She joined the Department of Energy as the chief of staff of the Office of Electricity in March 2017 and held the position for eight months before assuming her current role in Oct. 2018.

Prior to her tenure with DOE, Lotto served as the senior deputy county attorney for Risk and Compliance for Putnam County, New York between July 2010 and March 2018. She developed the risk strategy for the county’s infrastructure, eliminating high-priority risks across the day to day operations for all county agencies and conducted risk assessments for functions and assets.

Lotto has served as a member of the Incident Command Staff and worked closely with Federal Emergency Management Agency (FEMA) on recovery. She received a bachelor of science from the State University of New York at Albany and earned a Juris Doctor from the Pace University School of Law.

DARPA Unveils Scent-Based Technology for Mosquito Risk Reduction

The Defense Advanced Research Projects Agency is in need of research teams for the development of a scent-based technology to lower mosquito attraction through the temporary alteration of skin microbiome. The four-year ReVector project seeks to repel mosquitoes through the mediation of skin microbiome interaction and body metabolites to reduce the instances of disease transmission, DARPA said Friday.

“DARPA wants to apply the tools of biological engineering to create a new protective approach that is optimized for troops in the field,” said Christian Sund, program manager for ReVector.

The selected researchers under the project are required to study the variability between individual microbiomes and create a product that will function on a range of varying microbiome types. Interested researchers may present their plans for the project and are required to have worked with the Food and Drug Administration as well as the Environmental Protection Agency.

The agency noted that it aims to use the planned technology in other medical applications including wound and infection treatments.

AFRL Demonstrates Aircraft-Mounted Lasers Against Missiles

Air Force Research Laboratory demonstrated the use of a new high energy laser weapon against multiple targets during a test at White Sands Missile Range. The test unit of the Self-Protect High Energy Laser Demonstrator shot down multiple missiles on April 23, marking a new milestone for the technology’s development, the U.S. Air Force said Friday.

SHiELD is a pod-installed directed energy laser system designed to protect aircraft from missiles. AFRL envisions SHiELD’s final version to be smaller and lighter than the system’s test unit.

“The ability to shoot down missiles with speed-of-light technology will enable air operation in denied environments,” said Maj. Gen. William Cooley, commander of AFRL.

Army Applications Lab Developing Automated Tech for Coding, Budgeting Operations

The U.S. Army’s has created an innovation unit to work on two projects seeking to implement automated technology to simplify battlefield technical operations and quicken budgeting activities, FCW reported Saturday.

Gen. John Murray, head of the Army Futures Command, announced after a House Armed Services Subcommittee hearing that the Army Applications Laboratory is developing capabilities that will enable warfighters to code on the field to fix communications systems.

The lab is working on machine learning-driven technology using algorithms to help Army officials evaluate risks the service and industrial base experience due to procurement decisions. Murray noted that the capability will allow leaders to “see the impacts of the decisions in real time” instead of spending hours on assessments.

“It’s not necessarily the decision-making, but how that is presented in a more automated way,” he said.
