Jim Garrettson, founder and CEO of Executive Mosaic, presented David Drabkin, chairman of the Section 809 Panel, with his first Wash100 Award on Tuesday.

Executive Mosaic recognizes Drabkin for his role in the realignment of the Department of Defense’s acquisition process in 2018. We are ecstatic to present the most coveted award in government contracting to Drabkin.

Drabkin became the chairman of the Section 809 Panel in March 2018. He also has served as the administrator of the Council of Defense and Space Industry Associations and the principal of Drabkin and Associates since April 2016.

Prior to his current position, Drabkin served Northrop Grumman for six years as the corporate director of contracts between July 2013 and March 2016 and as the director of acquisition policy from March 2010 to Aug. 2013. He also served as senior procurement executive for the General Services Administration for ten years and the deputy program manager of Pentagon Renovation for the Department of Defense for two years.

Drabkin has held senior leadership positions with USD (AT&L), the Defense Logistics Agency, the VA Alcoholic Beverage Control Board and various leadership roles with the U.S. Army. Drabkin earned a bachelor of arts degree in Philosophy and Political Science from Washington & Jefferson College and a JD, Law degree from Samford University – Cumberland School of Law.

Mac Curtis, president and chief executive officer of Perspecta, will be honored during the Boy Scouts of America National Capital Area Council’s Annual Good Scout Technology Award Luncheon on May 8th. You can find the registration page for the event here.

The event will be held at the Tysons Corner Marriott and will begin with a light reception at noon. An awards luncheon will follow at 12:30 pm. Phil Nolan, general partner of Blue Delta Capital Partners, will serve as the chair for the event.

The luncheon will celebrate Curtis’ commitment to advancing the technology sector while exemplifying the values of the Boy Scouts of America. Curtis joins a rich history of honorees who embody trustworthiness and loyalty in their professional and personal life.

VA Continues Efforts to Implement Mission Act; Robert Wilkie Quoted

The Department of Veterans Affairs is working to augment its health care system with new implementations as part of the Maintaining Internal Systems and Strengthening Integrated Outside Networks or MISSION act. The legislation, passed in 2018, intends to streamline the delivery of health care services and help veterans access more care options that suit their needs, VA said Monday.

The department intends to do this via consolidation of different health services, and seeks to streamline appointment scheduling and community coordination upon implementation. Private sector care options would also become available under the bill.

“Veterans will continue to talk to their care team or scheduler as they have been doing to get the care they need,” said Robert Wilkie, VA secretary and 2019 Wash100 Award winner.

HHS Unveils CMS Primary Cares Initiative; Alex Azar Quoted

The Department of Health and Human Services launched a new program aiming to transform primary care and reduce administrative burdens for health care providers through a set of payment models. HHS said Monday that the CMS Primary Cares Initiative seeks to support patients with chronic conditions and serious illnesses and has five payment model options: Primary Care First, PCF – High Need Populations, Direct Contracting – Global, Direct Contracting – Professional and Direct Contracting – Geographic.

“Building on the experience of previous models and ideas of past administrations, these models will test out paying for health and outcomes rather than procedures on a much larger scale than ever before,” said HHS Secretary Alex Azar. “These models can serve as an inflection point for value-based transformation of our healthcare system, and American patients and providers will be the first ones to benefit.”

The two options under the PCF payment model seek to reduce hospital utilization and healthcare costs by incentivizing providers through performance-based payment adjustments. The PCF model will be tested for five years starting January 2020.

The DC payment model options are designed to establish “a competitive delivery system environment where organizations offering greater efficiencies and better quality of care will be financially rewarded,” according to HHS. HHS will carry out the CMS Primary Cares Initiative through the Centers for Medicare & Medicaid Services Innovation Center.

IRS Releases Six-Year IT Modernization Plan

A recently released Internal Revenue Service report estimates that operations and maintenance costs for IRS information technology systems will reach $3 billion by fiscal 2026, Nextgov reported Monday. 

The six-year Integrated Business Modernization Plan released on Thursday states that the IRS spends over $2.2 billion to operate and maintain its systems every year. The agency expects to see costs of around $2.3 to $2.7 billion over a six-year period, along with an increased risk of a systemwide crash.

According to the report, the IRS seeks to implement emerging capabilities such as automated technology and advanced analytics in line with industry standards to modernize operations and facilitate taxpayer compliance.

“Deploying these capabilities, while simplifying our legacy applications and infrastructure, is necessary for stabilizing the rising cost associated with maintaining our IT ecosystem,” the report noted. The plan cites four modernization pillars that cover issues under taxpayer experience, core services, updated agency operations and cybersecurity.

NIST Unveils Maryland Solar Panel Array

The National Institute of Standards and Technology inaugurated a large solar energy array during the agency’s celebration of Earth Day. The array consists of 15,000 panels and is built to provide over 8 million killowatt-hours of energy in the agency’s facility in Gaithersburg, Md., NIST said Monday.

The agency noted that the array will mitigate the release of approximately 6,200 metric tons of annual carbon emissions based from a formula created by the U.S. Environmental Protection Agency. In addition, the array will potentially help NIST save $3.5 million in expenses for the next two decades.

The infrastructure was constructed by Exelon’s Constellation company under a contract award from the Department of Energy. The firm will also maintain and replace the array’s components for 20 years as part of contract work.

Air Force Acquires Frequentis-Developed Air Traffic Control Systems

The U.S. Air Force tapped Austrian tech company Frequentis to provide virtual air traffic control systems by October, National Defense reported Thursday.

Mark Robinson, head of air traffic management at Frequentis, said at the Avalon Airshow in Australia that the company will deliver a total of four fixed and deployable smartVISION tower systems consisting of cameras, high-fidelity monitors and surveillance technologies designed for aircraft identification. Robinson noted that the cameras, which cost up to $3 million, have the capacity to monitor airspace and transmit visual data to locations as far as 1,000 miles away. 

Ed Wright, executive director of the Air Force Flight Standards Agency, said in a statement that Frequentis’ air traffic management system can “reduce the risk to controllers and infrastructure, while reducing capital investments and allowing for the optimization of our resources.” Civilian customers in New Zealand, Argentina and Germany have previously purchased smartVISION systems from the Vienna-based firm.

Dovarius Peoples Named USACE CIO

Dovarius Peoples, former deputy to the commanding general of the U.S. Army’s Network Enterprise Technology Command, has been named the chief information officer of the Army Corps of Engineers, Federal News Network reported Monday. He succeeds Greg Garcia and will officially assume the role on April 28. In his new capacity, Peoples will manage USACE’s fiscal 2019 budget for information technology efforts valued at around $576 million.Â

Prior to joining NETCOM, the government sector veteran held senior IT leadership roles at the National Security Agency, U.S. Cyber Command, Defense Information Systems Agency and Office of Personnel Management. He also serves as a member of the Association for Computer Machinery comprised of international experts in computing technology.

Air Force Delivers ‘Unified Platform’ Increment 1 to Cybercom

Department of Defense officials said the U.S. Air Force developed the first iteration of a cyber platform designed to help cyber forces perform mission planning, share information and deliver command-and-control systems to support cyber missions, Fifth Domain reported Monday.

A spokesman for the Air Force said the service handed over to U.S. Cyber Command the first increment of the Unified Platform April 9. Increment 1 features capabilities for interoperability and defensive cyber operations.

According to the report, the service plans to allocate $100M in 2020 funds for the Unified Platform, which is meant to serve as a tactical cyber operations system to enable individual cyber teams to facilitate coordination and carry out operations.

The Air Force tapped Northrop Grumman in October to serve as a systems coordinator for the platform. In February, the service selected Northrop, Lockheed Martin, ManTech International, Accenture and General Dynamics’ One Source business for the cyber enterprise services contract.

Fast Track Authority Helps Air Force Deploy, Secure IT Systems

The U.S. Air Force continues to implement a new process that reduces the time required for securing authority to operate information technology tools from a year to just weeks, FedScoop reported Monday. The service is using Fast Track ATO that Matt Donovan, undersecretary for the branch, unveiled in March to allow officials to speed up deployment and assessment of new software and systems. 

Wanda Jones-Heath, chief information security officer for the Air Force, said Fast Track helped the service improve risk assessment and address vulnerabilities faster than previous processes.  

“The penetration testing finds it and fixes it up front,” she said. “The continuous monitoring actually finds it continuously and then you’re able to keep moving.”

Through the same ATO process, Air Force officials plan to standardize bug bounties and “third-party adversarial testing.” Jones-Heath said the service has a list of additional systems it wants to put under Fast Track for deployment.
